There is no such thing as DC area Three Detectives. Area Three detectives only has a commander. There is, however a DC of detectives who oversees all five detective areas and that’s Bruno
Rumor is 001 and 018 was offered to the same LT who turned them both down not to mention other LTs that said no.
There is no way a Captain would want the pay cut and with at Least 10 Lts retiring from May 1 to May 16th the last class of 12 is not even a bandaid to staff that rank. Yet alone Captain or above.
What happened to all the Captains that are on the eligibility list or the 100 or so that applied for Commander last year?
Who is running this show? Is it the superintendent- 1st - or Chiefs? Just promote people so that way it opens up Sgt and detective ranks so POS can move up!

They will always find useless, never been on the street, merit hacks to take these spots but for the most part a large part of the competent supervisors dont want to work for or with idiots like Hein, Pappouanou and the other numerous idiots in charge right now. There is a reason alot of the previous bosses took voluntary demotions to become inspectors, street deputies or just captains. The XO idea is a logical perspective as a means of training and promoting to the exempt rank. The problem is that CPD is awful and doesn't follow any kind of common-sense promotional protocols at all. It would make sense to have XO's training to be Commanders and above, the problem is this department then leapfrogs them with Lieutenants, most from units that haven't seen patrol in years, but now they're ready to "lead" in patrol. It's as bad as having a patrolman in charge of the Mayor's Detail as Commander, or Sgts as COs or higher (Keating) or Gang Specialists (Cronin), not to mention all those that have never passed a promotional exam, which is 90% of the exempt ranks.
We also have a bunch of supervisors that once promoted went right back to their former units, spending zero time in patrol learning their new position, this is especially true for LTs, never having to touch a TRR, approve an arrest, a death in lockup, and all the other personnel issues and paper patrol deals with, that units never see, thus insulated from legal ramifications of handling those said reports. Those same LTs then end up as Commanders over XO's in Patrol and start dictating policy and procedures that they don't have a clue about.
Look at today's Command Staff and try to dispute it.

The cmdr job blows right now. Constantly dealing with 35th street. The Lieutenant job sucks with everything they keep dumping on them and everything falls on their shoulders if anything goes wrong. Right now, the best job, and most useless job, is the captains spot. They do absolutely nothing, have basically zero responsibility and zero liability. How is the city ok paying them $180,000 a year to do zilch?

AY was not merit and is one of the smartest Sergeants on the job, NM is not related to Talley and was a great FTO before being promoted to Sergeant, and LC is probably one of the most knowledgeable and fair bosses you will ever meet. You really don’t need Captains as WC’s. It’s a different world than it was back then when things were done differently and the political dynamic was nowhere near as it is today. Realistically you only need 2 Lt’s per watch. One as the WC and when both are off have the SGT as acting WC.
Utilize Captains as running the District. Eliminate DC positions, have the position of District Captain. All areas would then have an Area Commander, no need for an Area Deputy Chief. Would be more streamlined, less redundant and cost savings abound.

During sgts training when they sent them to the areas to play detective, she called the chief of D's and complained that they weren't doing anything with the play detectives. Then during sgt school, she complained to the DC at the academy that they were letting them out early occasionally. When she was in. The academy as a PO, and they assigned her to 002, she cried and refused to go. That was their chance to get rid of her, but no, they sent her to 015 for a day, then 017 till she made sgt. She has been an entitled pain in the ass her whole career. With zero street experience. So she is perfect for the command ranks

It would never work, Captains get OT and regular furloughs, Cmdrs work 14-16 hr days and only get furlough a week at a time, when it's allowed. You'd pay a fortune to all of them in OT, and when on furlough they'd be gone all month, twice a year. Who'd run the district? the goofy LTS?

Actually, she's spent most of her career in 2, at least as a supervisor, with plenty of street experience there. The dust-up in 17 was all politics (and mostly with people not familiar with Chicago politics, who panicked and bactracked and stumbled all over themselves). She won't cover up nonesense, but she will back you if you are the working police trying to do the right thing.
