Chicago Police Officer Krystal Rivera was “unintentionally” shot and killed by her partner when they encountered an armed person during a foot pursuit Thursday night in Chatham, police officials said.
Police Supt. Larry Snelling previously said that Rivera was shot about 9:50 p.m. while chasing a person who she thought was armed into an apartment building in the 8200 block of South Drexel Avenue. Once inside, officers were confronted by another person who was armed with a rifle, and an officer opened fire.
Police now say the officer was the only person who fired a weapon, and that the “gunfire unintentionally struck Officer Rivera.”
Where to begin?
How does the Department address this?
We can only recall one similar incident, possibly on the southwest side many years ago, where an Officer was shot in the leg (possible ricochet) involving a traffic stop, a van, and crossfire. It might have been TRU or MSF. We don't remember it all. We might be wrong on part of it.
But this....
This is bad. Very bad. Bad enough that it may call into question every bit of firearm training the Department is operating under. We could go on for hours about basic firearm safety, how the NRA teaches it, how the military teaches it, how it is supposed to be drilled into every single brain cell so that safe operation becomes habit, second nature, and part of your overall tactical awareness.
And then we could go on for even more hours about how continuing Firearm Safety is neglected as soon as you graduate the Academy, because training is expensive, time consuming, and removes Officers from the street. Plus, the City doesn't want you relying on your weapon any more - they want you to de-escalate, be less confrontational, use less-than-lethal options.
And tactics? That would take days to cover.
Something broke down, utterly and completely, and it cost a young woman her life....and a child her mother.
We are truly at a loss here.

In my 25 years department has been mostly reactive. But most of this can be anticipated with the current group running things. I have never seen the CPD in worse shape. This might have been a CPD pointing incident that went tragically wrong. The CPD needs to get rid of the policy where it’s a bad thing to point a gun at the bad guys on gun calls and possible gun situations.

Also many years ago from news articles about the incident, a female tactical officer was accidentally killed by her partner.
She was making a buy behind a locked gate when BG grabbed her and was about to kill her. The partner had no choice but to take the shot from the other side of the gate. Perfect shot but it perforated the BG and hit her too.

Where do we start? Sorry but there are problems here.
The poor officer who died is only on the job 4 years. And that means she only had range time in the academy. With the 18 months of probation. And maybe with one or two cycles of shooting in the Area range firing 25 - 50 rounds at paper each year.
Remember we usually work with friends we met in the academy?
Now ask, how many years did the the partner have on the job? And when did this officer leave the Academy? And see how many times this officer was allowed range time since leaving the Academy. Just like the rest of us we may get to shoot once a year. And that is a whole 30 - 50 rounds shot at paper. If the city dose not get cheap?
This is where Muzzle awareness is taught. But it’s the most expensive class in any academy…..
We now start asking how much education did these officers have? And I do not mean sitting in a class room, college courses. I mean street education……
Where you work the street in a district and see how each watch changes the environment you’re working in.

How much work experience as a police officer did these two officers have?
How many street incidents did they handle in their time on the street?
Were they ever the police before?
Or did they ever serve in the military?
Did they have any Formal combat weapons training?
And with all the controversy over approved weapons…….
What weapons was used?
Tragic that our Department can put officers on the street and that this can happen. But we need to know exactly what happened. And the Superintendent and Union president better hold hands and be transparent about it. Because I want to know. And so should you..

I remember when an officer accidentally shot his partner killing him. 1987 or so. That shooting led the department to ban certain .45 autos.
Generally happens once or twice a year nationally.
More training and better tactics will reduce the numbers, but when you give cops guns inevitably there will be mistakes.
Happened in 24 in the late 70's partners trying to cuff a fighting offender and in 15 at a burglary in progress a female was shot by her partner during a struggle with offender. God rest their souls and partners must live with that for life.

The news says she was shot in the back. I know Bullet Proof Vests do not give 100% torso protection, there are weak areas, the sides, and armpit areas. But wouldn't officers be wearing a vest performing ops such as these?

The first female CPD officer to be killed in line of duty was Dorelle Brandon. She was in an undercover situation and was also shot by her partner. This current officer needs support. It unfortunately happens. Hopefully, the right people can reach out to this PO.
Officer Rivera needs our prayers it's true but save some for her partner too.
We are taught on a flat range standing on a line if you are in a "shooting" to get off the x or line of fire. That doesn't work if someone is coming behind you and sees a threat. We don't know but if he sees the man with a rifle and begins to shoot he not going to be able to shut his brain off fast enough if she steps in front of him. The flat range tactics we learn do not transfer to real world more than 1 officer with you. Train to lowest quality demonization and see what happens.
This is so terrible and tragic. My heart goes out to the family of the deceased officer and everyone she worked with.
But it isn’t surprising.
CPD’s firearms training is demonstrably terrible in essentially every way. You can see it by what the training is designed to accomplish, how they try to teach it, and the way they measure success. And, very sadly, the results validate how awful it is.
The only major US law enforcement agency that does this worse is of course the one that CPD copies for everything, NYPD.
We have time for community meetings, walks, cookouts, playing with the kids etc, but not enough time for proper and effective training. This is a tragedy that needs to be fully investigated and remedies put in place so that it never happens again.

2000 the Department started force on force training with simiutions at the vacant building's at Ohare airport. The city stopped it and torn down the buildings. P.o's love the training . Talked about room entry's and traffic stops. I guess the de escalation is more important then officer saftey.
Many years ago at the old Monroe station a male shot his female partner in the leg. He was offended when she didn’t want to work him again when she returned.
De-escalation training actually teach officers the appropriate time to use lethal force.. Don’t demean de-escalation training that is properly taught.. Proper de-escalation training by true experts & real working police works and should be required training for all, police & civilians…

Let the investigators do their job, for the sake of all concerned. My condolences to the Rivera family for their devastating loss.

There’s been several fatal shootings of on-duty Chicago policemen by other on-duty policemen in the last forty or so years the worst being the shooting death of PO Larry Vincent in 021 or 002 in the late Seventies when the tact team was shooting at each other each believing they were being fired upon by armed offenders. In another incident a policeman seated in the right front passenger was fatally shot when the rear seat officer incurred an unintended discharge. And a sergeant buddy of mine survived a near fatal GSW to the back when the copper in back if him let one go, unintentionally, in 018. Fingers off the trigger.

Here's an idea: instead of whining that the Department doesn't provide enough training (of course it doesn't), use that uniform allowance and GO GET TRAINING ON YOUR OWN. At minimum, buy some ammo and get to the range regularly.
Their is no training for gun fighting or tatics in the CPD. When I came to the department , they taught us how to qualify for the state test. There was no real training on how a gun fight might go. CPD does not traing for tactics in a gun fight. Also the amout of years to be on tact was 5 years to get on a team. The fact po's dont want to work tact, it is now given to the lowest person on the watch.
Irma Ruiz was murdered in 1988 in a shootout with a maniac who had just shot and killed 3 people. He entered an elementary school and shot it out with Officer Ruiz who also managed to shoot the animal even though she had also been shot numerous times. She did not survive her injuries and saved the lives of numerous innocent children.

Yesterday’s shooting is worse in my opinion. Brandon’s partner had to act because of the circumstances.
Ask the FEDS to investigate this tragedy and provide recommendations first training improvements.

There were offenders. Remember, the one's in the apartment building the Officers were chasing you idiot and subsequently fled the building. Remember your law, the ones who are RESPONSIBLE for the officers drawing their weapon, which unfortunately caused the DEATH of Officer Rivera. It was called Felony Murder, and the offender's ACTIONS caused the death of another. That's who officers were LOOKING for.
NYPD used to teach officers to start squeezing the trigger of their revolvers on the way out of the holster, before being on target or even before deciding to shoot.
This led to a number of negligent discharges when NYPD transitioned to Glocks. Rather than correct the egregiously wrong and unsafe training issue, NYPD went to the “New York Trigger.”
The results of the New York Trigger speak for themselves — a huge increase in the number of misses by officers in shootings.
CPD should NOT do that.
CPD should instead emulate an agency that isn’t NYPD for firearms instruction. Of the large State and local US law enforcement agencies I know well, the Las Vegas Metropolitan Police probably have the best training program. Closer to home, the Illinois State Police program is one that I don’t know but their hit rate is excellent, they must be doing quite a bit right.

A pretty good rule of thumb to avoid these kind of mistakes is just don’t point your gun at your partner. Problem solved.
The Brandon situation was completely different than this one, do not equate the two.

That touching the trunk stuff is out of LA and depicted in the movies. As is the LA movie practice of handcuffing a suspect shot by the police. In mid nineties started to see it in Chicago, especially on the north side. Always pissed me off, the asshole “witnesses never see you cuff the SOB, just uncuffing him. This incident is very tragic but there is one thing that is haunting me and that is if she was shot in the back how did that happen when she was wearing a Vest? Was she wearing a vest? No mention about a vest anywhere.
SCC and anyone with some time on the job should understand that unless you were there you should not judge this officer. Until we know all the facts and details how can we come to any conclusions. The timing and tone of this post is horrible. This department definitely has training issues. I agree Snelling needs to step down and Bulnes too. But this is not the time to talk shit. I pray for Officer Rivera and for her family and friends. I also believe the involved officer needs our prayers and support. How could anyone trust CPD investigations when the investigation takes a big pivot after you’ve already made hard statements? Whatever happened too, “It’s an open investigation. Let wait on the detectives’ preliminary investigation.”
During the initial press conferences, Supe Snelling publicly stated on one hand that he was “waiting until detectives review all BWC footages” to see what actually happened and on the other hand he stated, “there’s nothing like walking into a room and having to deliver this type of message to her mother and her very young daughter. ….and for a mother to lose her daughter like that….

The power that be doesn’t want you to use your weapon, therefore we haven’t had firearm training in years. Officers used to get trained on how to shoot and move, and tactical ways of clearing a room to prevent friendly fire. If you have less than four years on, you’ve missed out on those trainings.

IMO, another issue is there are very few veteran officers staying on the streets in patrol. When I got on in the 90s you learned more from the old timers in the first month then all of the academy.

It depends on the angle the round entered the body, she may not have had ballistic coverage in that area. Sounds like it entered sideways and most likely hit every vital organ along the way. Either way it is a tragedy of epic proportions, the training and overall CPD policies have failed this officer and many more to come. Years back CPD enacted a G.O. stating that NO ONE UNDER 5 YEARS ON THE JOB would be allowed to work plain clothes, fast forward to now they have people with under 5 years working plain clothes, desperate times, desperate measures! I believe it takes at least 5 years in a fast district to really get a grasp on being a good Police Officer, under 5 years a big NO! Rest In Peace Officer Rivera.
The incident you're referring to happened in 1986 in front of a school on Jonquil Terrace in 024. Two tact officers struggling to handcuff a subject. One partner's .45 went off, striking the other partner. He died in the hospital a few days later. You're absolutely correct about the Department changing their policy regarding .45 automatics. Both were great cops. The partner who's weapon went off died some years later from a heart attack.

You need time to do proper Firearms training, with the understaffing of the department this area was not a priority. Much easier to have friends of the connected who are awarded contracts in other areas conduct training. End of the day the department can proudly proclaim how many training hours you received.
The Superintendent is the spokesperson for the Chicago Police Department and he had the responsibility to give true facts about what happened immediately. Trust in police will continue to be frosty until they promote qualified brass and get rid of the 3 to 4x merit hacks. Prayers for Rivera’s family and her partner, two young officers attempting to remove illegal firearms off of the street. The superintendent statements will cause the public to rise up against the officer more than what they would’ve if facts were initially given.

There was an incident about five years ago. We’re an officer was attempting to approach Car in a west side gas station, and was shot in the back by another officer who then took his weapon and placed it on the ground instead of holster. Ing it. as far as I know, nothing happened to the shooter. he was protected

After I left CPD I joined a couple of suburban departments. They paid for my tuition at several private gun trainers, all tier one trainers. I work with a guy was Otj at another burb. They routinely send their guys to Mid South Institute for pistol training. In case you don’t know, MidSouth is a premier shooting school.

This is so true. The DEI rats have taken over every aspect of this department. I look at the hires over the past 5 years and 90% of these people are unemployable in not only any other department, but in almost any other field.
I came on quite awhile ago, but we had a training shooting scenario in which I didn't fire because I had a couple POs and several "civilians" in my line of fire, plus a bad backdrop; I secured the perimeter, prevented anyone else from entering, and started gathering witness info. I got reamed to the rafters for "not taking action" because I didn't take a (bad) shot. This is the sort of tragedy that results from that sort of training, and that apparently hasn't changed. Keeping the officer, her family, her partner, and her colleagues in my prayers.
I went thru detective school with Ed Madden, he was assigned to the old Area 6 at Damen & Grace. While searching for an armed robbery suspect in the 1400 block of Olive he was shot and killed by another officer who mistook him for the armed robbery suspect. Bad things do happen.

The reason they went back to the OEM trigger was because the heavy 12lb one was causing officers to miss their shots. Pulling a heavy trigger causes the shooters hand to squeeze and tighten ever so slightly, but that slight motion can cause you to miss literally by a mile. Now apply that extremely fine trigger control following a high adrenaline situation.

Burbs have their officers shoot 4 times a year, with actual real world application. The flat range theatrics in CPD have to go. Last time I qualified, a PO was hitting low left, and the range instructor told that PO to aim right shoulder, so her shots would hit center mass. Pathetic, but it would’ve been more of a controversy to school that officer on proper firearms before they can go back to patrol I guess.
On January 14th, 1983, Police Officer Larry Vincent was accidently shot and killed by a fellow Police Officer while responding to a home invasion in progress at 5114 S Calumet Ave. Vincent, was working in the 002nd District Tactical Team, had two (2) years and 11 months on the job when he was killed. A brief summary of the incident: Vincent and his partner George Lipinski responded to the call. Another tactical team responded with them. Vincent and one of the other responding tactical officers entered the front door while Lipinski and the other tactical officer went to cover the rear. One of the offenders shot at Vincent and the other tactical officer. The second offender attempting to escape jumped out a side window. Vincent and the other tactical officer fired at this offender. Lipinski and the other tactical officer, thought they were being fired upon, fired at the window. The other tactical officer, who taught he was being fired upon by the offenders, fired at the open window. Tragically, this shot struck Vincent in the face thus killing him instantly. I am not naming the other two tactical Officers out of respect. I saw up close and personally how this tragic shooting effected the Officer who fired the fatal shot that killed Vincent. I don't know all the facts and circumstances of this latest shooting, so I am not going to comet on it. However, there are some posters who are making some valid and not so valid points regarding this incident. The Vincent killing happened 42 years ago. Vincent had less than 3 years on the job. I believe Officer Rivera had 7 years on the job. Vincent was accidently killed by a Police Officer. (This officer had almost 10 years on the job) Rivera was also killed by a Police Officer. Many of the posters on this site are criticizing the training the department members are receiving regarding shooting scenarios. I can't answer that question. Is the training better, worse or the same from the time of the Vincent killing? I can tell you this: at one time the department had a semi-trailer that was rigged up for different shooting scenarios. The Officer would walk through this semi-trailer with the different shot or not to shot incidents. This was a fantastic teaching and learning experience. However, the department stopped this training because of the expense it cost to run. I also remember the city bought two buildings across the street from the academy to conduct realistic training on how to enter and clear a building. Also, I am dating myself here, but the department built a makeshift building in the middle of the 35th and Normal Training Facility also for how to enter and clear a building with shot no shot scenarios. I don't know if these training methods are being used today. But what I can tell you is it COST MONEY TO TRAIN. My personal opinion is this, I don't care how much money it cost, if the money spent saves a Police Officers life it is well worth it. Like I previously stated I saw up close and personal the toll it took on the Officer who shot and killed Vincent. This Officer never returned to work the streets again after this incident. A side note: Officer Vincent's partner was George Lipinski. Several months later he died of a heart attack. The day he died I saw him in court at 5100 S Wentworth. I jokingly told him he looked terrible. He looked at me and said, "Charlie, I don't feel good". He left court and died a couple hours later. To this day, I think Vincent's death was one of the reasons that led to his heart attack. The 14th of June 1983 was the worse night/day of my career. I have been gone a long time from the department. I keep up with happenings by reading this blog. It appears that the department has gone to hell. I along with my partner were the detectives assigned to investigate the Vincent shooting.

Need 5 years on to be tact.
Need 5 years on to be detective.
Need 10 years on to be Sgt.
Need 15 years on to be Lt.
Need 20 years on to be Capt.
Need 20 years on to be exempt.
And 75 percent of your career time on the job must be working on the street.
Time on the job gives you experience. You always learn something new over the years. And working in different units, you gain more knowledge of investigating different types of situations and cases.
Have some empathy for the person who shot her. The whole thing is awful but although one physically died the other …..
Sorry to tell you, but the Safe T Act took care of being able to charge someone with murder for the actions of another.
Take it a step further and fire the Deputy Chiefs and Commanders of the Academy from the last 10 years. Merit clowns who were not qualified for that position. Anyone have the names of those in charge. There have been several blue on blue in the past three years but none of the POs were killed.

Happened in the old 012th District, two female officers
Officers are side by side. Get to the doorway. Shooting officer has his firearm canted downward against his chest as he has just kicked the door. As the door opens, offender armed with a rifle ups the rifle at the offocers(verified by BWC) the officer swings his gun toward the offender in order to engage the offender BUT the gun is not fully on target downrange yet when he discharges his first round which strikes his parter. The shot is fired, his partner drops immedialy and offender drops rifle and takes off. What happens is unfortunatly very common in police involved shootings, especially if officers are drawing from a holster, the first shot or two shots are in a downward direction at the ground before subsequent rounds are finally on target hitting the offender. It’s the “panic” of needing to engage the offender and shooting as your gun is coming up toward the offender.. same as in this case EXCEPT his gun was canted to the side and coming from the side position forward.. it may seem like it was a “dumb” mistake but it’s way more common than you think. It’s actually been studied the “panic” of the situation and errant premature shots before being on target. Tragic
