Inconsistency

This happened in July:

  • A Chicago police officer who faced dismissal after testing positive for marijuana can remain on the job, the Chicago Police Board ruled in its first weed-related decision since the drug was legalized.

    Chicago Police Supt. Larry Snelling had pushed to fire Chicago Police Officer Marshall Andrews Jr. for failing a random drug test in August 2021, but the board instead voted Thursday to suspend the veteran cop for 90 days.

    “While the board has discharged officers from CPD in the past for using cannabis, medical and recreational use of cannabis is now permitted by Illinois state law,” the board wrote in its ruling, noting that future discipline will be assessed “on a case-by-case basis.”

The claim is he ate a brownie, though that story wasn't told during the initial investigation. 

This happened Monday:

  • The Chicago Police Board voted unanimously on Thursday to fire a Chicago police officer who tested positive for marijuana, records show.

    Officer Elmer Carrillo Jr. is the first CPD officer to be terminated for failing a test for marijuana since Illinois legalized the recreational use of the drug. Carrillo is also the first to be fired by the Police Board in nearly a year and a half amid a protracted legal battle that has frozen the city’s police disciplinary system.

    A police officer since 2018, Carrillo tested positive for the drug in November 2023, records show. Injured while he was off-duty, Carrillo was on medical leave after undergoing surgery in July 2023. After suffering a “medical incident,” Carrillo reported to CPD headquarters for a fitness-for-duty examination and underwent a drug test.

This claim is he ate a marijuana gummie.

So....:

  • the first guy ate a laced brownie, 
  • the second guy, a legally manufactured product.
  • the first guy keeps his job,
  • the second guy gets fired. 

Both claim "unknowingly."

Consistency in discipline has never been CPD's strong suit, but Larritorious recommended firing both (and a third officer), so good for him we suppose. 

But after these cases, we can't wait for the first Officer Involved Shooting to go down where the subsequent "wiz quiz" shows THC in the Officer's system - the payout is going to be MASSIVE.

As a non black officer, I would NEVER EVER EVER choose the racist police board over arbitration. Assuming “Carrilo” is mexican it was a TERRIBLE advice by the FOP lawyer to forego arbitration. These liberal board members will burn anyone unless you’re the right complexion. You think you’re getting a fair shake but the decisions are made well in advance, Snelling just plays his part attempting to appear objective. He is irrelevant. Arbitration is the only way. If we all always choose arbitration then there wont be a need for the board in 2 years time.

I work midnights at a factory job. We had two guys show up on the same night reeking of Marijuana. the company has a nurse on call, she came down, tested them both and as expected, they both came up positive. Eventually both got fired for job performance problems, but they got off the hook because MJ is legal in IL, and the company couldn't prove when the product was ingested.

I don't care what people do in private, but MJ use at the workplace is far too socially acceptable, and that's dangerous for everyone.

Cannabis is legal in Illinois. Time for the department to change and accept that cannabis is legal. There is nothing wrong with the use of cannabis. Just don’t use it while working the same as alcohol. The liquor industry is actually feeling the effects as liquor sales are way down nationally. It’s legal in 28 states and most other countries.

This screwed up state legalized cannabis rules have to change. No cannabis while on duty. If a test cannot actually determine when Cannabis was ingested that’s too bad. Maybe they should have thought of that before legalization. They already allowed one to stay on the job. Precedent set period.

On my job too many people are smoking weed throughout the day, then operating machinery like forklifts, scissorlifts, bucket lifts. Nothing is done about it, & sadly it will take a massive wrongful death lawsuit to change that.

I'm okay with the no THC in your system rule. We make decisions quickly sometimes, and THC is known to slow reaction time by a lot. That's why driving under its influence is illegal.

The tests for MJ aren't that accurate. They only detect the presence. It's absurd to believe that someone who reeks of marijuana can get away with saying they ingested it two days prior, but in IL, that's how one can beat the system.

I ask the question: how many times have you handled a fatal crash that was due to the driver being high from weed? 30 otj and not one, not one damn time, have I handled, or am aware of, a fatal crash due to the driver being high on weed. As a matter of fact, I believe it would reduce medical time used, reduce the divorce rate, and really reduce the rate of alcoholism in the dept. Marijuana is still illegal under Federal law, regardless of Trump's E.O. which reduced it to a Schedule 3 substance. Illinois fake legalization was and still is illegal, contrary to Federal law, and both cops should have been fired for that reason alone. But CPD, et al. can't even get that right. Taxpayers on the hook again for the inevitable lawsuit and settlement.

The problem is marijuana stays in your system for weeks, i.e., you would test positive at the crash above even if you'd last ingested MJ, say, 10 days prior. Test result does not reflect impairment, simply history of usage.
See the 12/24/2025 08:47:54 AM post above. Accurate testing for DUI or workplace incidents would be a goldmine, especially given how common legal use is across the USA now.

Had a robbery suspect in custody. He Had a lame hand. His prior job was a punch press operator. No workman’s comp paid out bc guess what they do when you have a work accident?. They make you take a drug test. The thing about the city though- is they aren’t really concerned about that. They just like to figure out ways to thin the herd. Notice how they always seem to test you after furlo, an extended medical or right b4 retirement? If they cared about use on the job, you wouldn’t see the above pattern of tests as much as you do. Who really cares if you smoked on your furlo or on medical? It’s the guys or girls smoking while working you should worry about.

Booze is out of your system in about 8hrs.
THC stays there for 30-60 days. The metabolite stays there doesn’t mean you’re high or impaired.
It should be case by case.
This is why everyone needs to switch to shrooms.

The EO from Trump was only to expedite the change in the law so it’s still schedule 1 for now. That being said, once it’s schedule 3, how can the department prevent use with a prescription? It’s no different than Tylenol 3 at that point. Hell, Vicodin is used like candy by many of the enforcers. Can’t tell me my doctors don’t know how best to treat my ailments.

Don't forget COPA only gave that M/1 a 30 day suspension. The Superintendent tripled it to 90 days (must be nice to be Farrakan's bodyguard). Meanwhile a certain officer who is not a M/1 (ES) has been in no pay status for years after a completely justified shooting. The Superintendent correctly handed out a 5 day suspension for late body camera activation. COPA being completely a political tool of the Dems moved to fire him. The Police would have fired him for sure. The system is a complete joke. The Illinois State Supreme Court won't rectify the situation. They are just the highest step on the ladder completely controlled by the Dems.

I agree no one should be high at work, but when you smoke the weed you're high for the next 4 hours. The metabolites stay detectable in your blood and urine for a while depending upon how often you smoke. But YOU'RE NOT high at that point.

If you eat a brownie or whatever, you're high once your body digests it and the THC enters your bloodstream, whereupon it starts getting metabolized. You might be high a while longer than 4 hours in total because it takes longer to pass through your intestines and get absorbed.

Figure out a test to determine if someone's baked at work - if they are, by all means, fire them. Otherwise leave them alone because we've been playing this useless game for 60 years or so already and it hasn't stopped anyone from smoking weed...

Don't smoke in public, don't drive stoned, don't carry a firearm stoned, don't operate tools or heavy machinery stoned...

Yes! If you are retired and have IROC you still have to follow federal law and when purchasing a firearm. It may be "legal' in Illinois but you have to show your ID to buy weed. Don't think for for a minute that the state of Illinois wont roll over to the Feds and give up retired Officers names who purchased cannabis. They only protect criminals and Illegal Aliens.

Since Nixon the “war on drugs” has been a sham and it’s clear older generations still swallow that propaganda. Why use something that has more benefits than risks when you can keep the pharmaceutical industry thriving and the politicians that benefit from it rich? It’s high time cannabis was federally made legal. It’s no more dangerous than alcohol and I see that ruin cops lives every year. No one bats an eye when it comes to bellying up at the bar and getting shitfaced, or the culture of drinking and policing. Mention cannabis and people lose their minds.

Sounds similar to that Sgt from 017 who met the woman after a call and decided go drink with her. Only to have her take his weapon that was lying on the floor and shoot herself in the head. I think he was serving his suspension time and they came back and ended up firing him. Think that was Sgt Steve Lesner who was a merit pick by that POS Sam Christian. Either way again if you're connected than you can do basically anything to anyone and possibly get away with it, up to and including shooting a missing autistic kid.
