Dumb Dumb Dumb (UPDATE)
Another dumb idea, courtesy of Illinois dumbocrats, House Bill 4414:
- Amends the Criminal Code of 2012. Provides that beginning January 1, 2027, all handgun ammunition that is manufactured, imported into the State for sale or personal use, kept for sale, offered or exposed for sale, sold, given, lent, or possessed shall be serialized.
- Provides that beginning January 1, 2027, any person who manufactures, causes to be manufactured, imports into the State for sale or personal use, keeps for sale, offers or exposes for sale, or who gives or lends any handgun ammunition that is not serialized is guilty of a Class A misdemeanor.
- Provides that beginning January 1, 2027, any person who possesses in any public place any handgun ammunition that is not serialized is guilty of a Class C misdemeanor. Provides exceptions.
- Provides that beginning January 1, 2027, the Illinois State Police shall maintain a centralized registry of all reports of handgun ammunition transactions reported to the Illinois State Police in a manner prescribed by the Illinois State Police.
- Provides that information in the registry, upon proper application for that information, shall be furnished to peace officers and authorized employees of the Illinois State Police or to the person listed in the registry as the owner of the particular handgun ammunition.
- Provides that the Illinois State Police shall adopt rules relating to the assessment and collection of end-user fees in an amount not to exceed 5 cents per round of handgun ammunition or per bullet, in which the accumulated fee amount may not exceed the cost to pay for the infrastructure, implementation, operational, enforcement, and future development costs of these provisions. Effective immediately.
We haven't bought ammunition in Illinois in years. There are nearby states where we can buy thousands of rounds far cheaper than anything locally. And if we wanted to, standard thirty-round magazines.
It's almost exactly how we get our fireworks - we're happy to make the trip to Free States.
But that's a pretty big assumption that ammunition manufacturers are (A) tooled up to do anything like what is proposed and (B) ISP is equipped to log and record anything like what is in this proposal. We still remember the "gun registry" that ended up with something like a 3% compliance rate and zero enforcement action taken by ISP.
It's probably cheaper to not ship ammunition to Illinois - which is likely the aim of the bill.
UPDATE: Just thought of this - say we show up locally for our retirement qualification. We usually being our oldest ammo along to burn up, stuff we've bought in our travels for trips to the range with buddies - it has no serial numbers. Are the instructors required to call an Officer in, arrest us, process us on the misdemeanor charge....and then revoke our retirement credentials?

Another silly law
Hey this is one of these states that got the largest manufacturers of law enforcement handguns to stop making all but 2 models of handguns Glock! So will this new tax be added to the crook co per bullet ammo tax? Naaa just tack on another tax to the tax of a product you can tax for a taxing revenue stream of taxed items. Or sumtin lik dat
Everyday, thugs are arrested for weapons violations and violent crimes involving weapons. But most are free to roam and re-offend.
This stupid legislation is designed to mess up the lives of law-abiding citizens.
This state is lost. Will democratic politicians ever realize criminals don’t follow rules.
Why doesn’t ISP get back to the tollways and expressways where they belong? Several high speed, multi vehicle, multiple deaths in recent weeks along with shots fired.
I pretty much have a life time of ammo already, but I guess I’ll get a little more before the serialized date.
How did I guess the sponsor of this bill, Rep Anne Stava, is Democrat?
Obviously this law will be appealed, but it will take years and countless court appearances before it is overturned. In the meantime, every person that owns a firearm will be in possession of a paper weight. Of voursethere are exceptions, but what of the poor sobs who do not fall within the guidelines of the exceptions?
This law is pure evil in an effort to disarm firearm owners and keep businesses from selling ammo, whether locally or shipped to your address.
Gov Fatass will sign this Bill as soon as it hits his desk, bank on it!
If you haven't given it any thoughts prior to this Bill of buying ammo in bulk, now would be a good time to do it.
Stock up on your various handgun cartridges, your various rifle cartridges, and various shotgun shells. Maybe you can't get to the Free States that ring The Demoractic Soialist State of Illinois. But you can sure as hell have the ammo shipped directly to your residence. That 250 rounds you have in your safe may seem adequate now, but down the road you will realize what a small amount that 250 rounds is and will have wished you had purchased before the Bill becomes active.
Yes, did the State House even contact the manufacture's to see if it’s feasible and what the costs would be. Will these companies have to be retooled? Doubt that the Dumbocrats even thought about that.
Worse, rounds are too small to serialize. The numbers will get too lengthy. Vote the bums out. Oh and let's see all the ferals use serialized rounds. These politiliars hate us. Always have always will.
No one will make it for sale. If someone does make it for sale it will cost a lot more. Again; it is the Democrat politicians.

If one has a stockpile of previously purchased ammunition and it is not “serialized” you are now a criminal. Again the democrats turning innocent , law abiding firearm owners into criminals while letting the real violent criminals walk away most of the time with less than a slap on the wrist. I would imagine that this nonsense if passed would be challenged and of course take years to resolve. The democrats simply hate you.
Will they still allow Concealed Carry qualifications if the ammo doesn’t have serial numbers? Will they grandfather old ammo in ?
Sounds like a retired officer in full compliance with LEOSA will be guilty of a Class C misdemeanor if he travels to Illinois.
I have two friends that live in Indiana 35 minutes outside of Chicago and I get together with them a few times a year and for 15 years now I been buying my ammo on line and ship it to their address. So much cheaper than buying at Bass Pro in Bolingbrook or any gun range in our burbs. I do the same thing with cigars , I'm either out in Indiana and buy them by the box or buy them on line and have them shipped. Illinois tobacco tax is a staggering 45% it's killing the industry so everyone I know buys cigars on line from other states at 3-5% tax. Most of the time shipping is even free. Think about all the lost revenue Illinois never got, politicians have difficulty figuring it out.

So, what becomes of the registration after the ammunition is fired? What then? Report it to ISP? How does the state verify the ammunition was consumed? I’m going into the ammo bootlegging business as soon as this happens.
How are the new Byrna and other potent (like 3000 PSI PCP) airguns (some quite debilitating, like the Needler - it sends steel needles down range) handled when it comes to - state regulations??
It's also another tax. The Machine never met a tax it didn't like. Remember Preckwinkle's pop tax? And The Machine increased the stupid bag tax in January! The Machine needs to start repealing some of the stupid taxes! "Sooner or later they are going to run out of other people's money."
Does the law enforcement exemption to this bill include retirees?
I've scanned the Bill and these are the only two exemptions I was able to find for active and retired coppers. There may others, but I did not find any other than what is below.
“Subsections 24-1 (a) (4) and 24-1 (a) (10) do not apply
to or affect a qualified current or retired law enforcement
oIlicer.”

I would imagine LEOs and retired LEOs will be exempt from this nonsense like the magazine ban and assault weapon ban……

What happens to the guy who goes to a private range and his serialized ammo gets swept into a bin for recycling. Then that ammo gets reloaded.
Hell, CPD recycles its ammo. What happens when Daley Vanecko ammo recycling company recycles all the recruits ammo at the academy and those reloaded shell casings start ending up at crime scenes?
This would just drive many more residents to move out of Illinois, whilch would diminish the taxes collected by the State. Basically another stupid isea by democrats, that will end up costing Illinois taxpayers even more, to make up for the loss of tax dollars from residents leaving
They tried to pass a law like this in Kalifornia. They found that it was unfeasible, it takes 4 weeks to serialize one day's production of ammo. It was in effect an ammo ban. The bill wasn't passed.
Even if I wanted to comply with this ridiculous law – where could I find 9 mm rounds that are serialized? Is anyone aware of any manufacturer or supply place that has it for sale?
They should also have printed warnings signs on each shell casing and a spot to initial that you have read the warning.
Silly question, but if I shot at a range with my serialized ammunition, am I to take the spent brass/remnants of the ammo so that it doesn't get reused and potentially linked to me down the road

Buy a few cases of ammo now, take a few beers and fin tip marker and serialize your ammo. Start with 1 and go up to 1000. then do 1.2 and go up again. there, all serialized.

Speaking of ammo, I just picked up 2 cases of 9mm, 1 case of 45, 2 cases of 556, and a brick of 22 LR today.
One of the dumbest representatives in the il house would come up with this violation of the 2A that will be in court for years and cost the taxpayers in the long run.

And the FOID card is once again in front of the IL state supreme court. I'm sure the case will go nowhere because the IL sup court has never cared about the constitution. It will eventually be appealed to the US supreme court. More taxpayer dollars spent on unconstitutional laws.

Haven’t bought ammo in Illinois in years and will never again. Silly law doesn’t apply to most of us. I live in Hogwash. Hammond is a 15 minute drive for me. Cabella’s is half the price literally half.
