Time for Some Accountability

Hey "Consent Decree" people - how about firing some of these medical abusers?

  • Recently, there was a disabled sergeant on the Police Pension Fund agenda who is in danger of losing her benefits. Let me be clear she is not above everyone else. Every officer receiving disability benefits is required to attend an annual physical examination, yet she refuses to comply.

    What’s even more troubling is that the injury she is now claiming is not the same injury for which she originally received disability. Her original injuries had healed. Now she claims she cannot see the Pension Board’s doctor because it gives her PTSD.

    This is exactly the kind of behavior that undermines the system for officers who are legitimately injured. Meanwhile, as mentioned in the post above, there are officers on no-pay status who are clearly not fit for duty and are struggling through the proper process. Situations like this damage the credibility of the disability system for everyone else.

    If someone is deliberately abusing the system, there should be consequences. Cases like this should be investigated thoroughly, and if wrongdoing is found, appropriate charges and legal action should follow. Pay back the Fund. 

A few years ago there was a concerted effort to have a Medical Integrity Unit to investigate abuse. It rapidly went away due to "demographic" revelations about exactly who was abusing the medical and at what rates.

People like this are going to lose the Medical Roll for others who truly need it.

Yes they absolutely need to crack down on the people that abuse our great benefits.
Never vote to allow the city to take away our great medical benefits.
I do use the medical when I am sick and had surgeries. To some veterans they think using the medical when you are sick that you are abusing it and that’s not correct. That old mindset is terrible. Also, I bet back in the day when manpower was great, those veterans just dropped slips to take off when they were sick. Also I’m sure some lieutenants just tossed those slips in the trash as long as they liked you. I laugh when I hear from veterans I got 20 years on, I got 25 years on and I never used the medical.

You’re arguing 2 different things, medical integrity unit went after officers abusing medical rolls once they were granted disability, that unit washed its hands of the case. Also, duty disability is state law, you’d need the legislature to amend it to get rid of it, good luck getting that gaggle of clowns to agree on something like that.

We all know it’s always the same people abusing the medical. Are they connected, they must be to get away with it. I remember being ordered to go down there a two days after abdominal surgery. The reason I was ordered was I called them and told them it would probably another week before I was able to move and see my surgeon. They didn’t care about the physician’s report. When I got there they even had a sergeant waiting in case I didn’t cooperate even though I was a sergeant. The nurse who processed me was illiterate and she was unfamiliar with common medical terms. It was a painful ride to and from the medical section. I was not an abuser if I had a minor aliment I took time due and would not go on the medical. The only thing I can surmise was that I argued with them on the phone asking to come in at least a week after the surgery. That was about 20 years ago, do they still screw over people?

Create a new unit for a few detectives to investigate medical and disability abuse/fraud to catch the scammers and save our money. Fire, prosecute and sue the scammers. It's sad that officers with cancer and other serious illnesses show up for work every day, but there's officers scamming the system.

The demographic revelations of this last study were also revealed in a study did around 1984 on who uses the medical roll, by rank and by race and by sex. That study also was placed in a drawer never to see the light of day.

There is a lawsuit going on in Riverside, California where there are three allegedly 100% disabled military veterans who are serving as police officers, with a couple of them on the SWAT Team. Makes you wonder what the VA considers 100% disabled?

After reviewing the agendas, the only thing that really stands out is a female sergeant who ran for Secretary of State against Alexi Giannoulias while she receiving disability benefits.

I’m not sure how everyone else feels about that, but it raises a fair question. If someone is well enough to campaign for statewide office and work in that capacity, it seems reasonable to ask why they wouldn’t also be able to perform a light-duty desk assignment.

These are exactly the kinds of situations that deserve closer scrutiny. Accountability and consistency matter, especially when it comes to disability claims and maintaining public trust in the system.

I'm white and would disagree somewhat about the "demographic" of people who abuse the medical, light duty and disability. With over twenty years on, I know more white people abusing and defrauding all three options. They are scum and have always been full of shit. The Department and pension board does nothing, even if you report it. It's always the ones who were scammers from day one who end up profiteering from their bullshit while everyone else works and pays into the pension.

As for the newer Officers who hit the medical for headaches and minor colds, you are weak and no one respects you. It is one thing to use the Medical when you really need it, but to go on and off of it ten times a year is not utilizing your benefit, it is being full of shit, weak and a terrible co-worker.

Please don’t say stupid things about a situation You have no clue about. Officer loses his hearing in a shootout, chooses to work limited duty instead of eat up Pension funds. Healthy enough to hit the gym, but definitely shouldn’t be on the street. The number of those officers out there with similar stories are more than you are aware of because they don’t advertise. They just come to work, do the job that they’re capable of doing, collect the paycheck and keep their mouth shut. You could learn a lot from many of them.

A lot of people misunderstand what a 100% VA disability rating actually means. It’s not a blanket legal declaration that someone is completely incapable of working or performing a job.

A VA disability rating is an administrative benefits determination, not a general legal finding of disability for all purposes. The VA is determining eligibility for compensation based on service-connected medical conditions under its rating schedule.

Because of that, a veteran can be rated 100% by the VA and still be legally able to work in many situations. The rating mainly affects VA compensation and benefits, not whether someone is employable or fit for a particular civilian job.

Makes you wonder how many pussys on this job didn’t serve during the country’s time of war? Maybe take a few IEDs and watch your friends lose their fucking legs and then you can get va disability too

Oh you mean the department that suspended officers for having Disabled Veteran plates they were legally entitled to, then doubled down and moved to terminate them when it was pointed out that a 100% VA rating has nothing to do with whether someone can work?

VA disability ratings compensate service-connected injuries; they are not a determination of fitness for duty. If those officers passed their department medical exams and fitness standards, punishing them for qualifying for a federally recognized disability benefit starts looking a lot like discrimination against a protected class.

Real easy to weed out the liars; make them take a polygraph exam and ask them flat out if they are exaggerating their injury, are they injured and can’t work? Was their injury caused by work related incident? This will weed out the liars/scammers and the really injured. I guarantee you those who are truly injured will have no problem going on the lie box to keep their checks coming. And those who are scammers will do everything under the soon to fight it….

As a dinosaur I have a story. When I was OTJ I had neck injury, the orthopedic doc put me in a neck brace for 2 weeks. I called the medical section and asked if I could work the desk or some other inside job, NO!!!. Had to go to the med section with a report from the ortho guy describing the injury and justifying the neck brace. Showed up with the report as ordered. A med staff member came in took the report and opened my medical file. There was nothing in it, 25 or so years and no medical history. She was somewhat amazed and then showed me a med file of an officer with less than 3 yrs on and it was about 2 inches thick. The medical staff person said you got 5 weeks off, you deserve it see you in 5 weeks. Didn’t have to stay at home, no home visit by a sergeant, no phone call to the medical section, nothing.

Your story is really inspiring….. but here’s the real story… The medical staff person who said “you got 5 weeks off” didn’t just give you free 5 weeks. All she did was read the doctor’s note which specifically prescribed 5 weeks of rest. Even if you bounced into her office on your head with that brace on it still would have been 5 weeks off. But how could you know if you’ve never been on the medical. Or maybe you worked inside since probation. Either way, cool story bro.

Report them to BIA. Any supervisor on the sheets for a tour of duty should be at their respective roll call and check off. If they're not, and you notice a pattern, say something to BIA. Why? Because you're expected to be at roll call and check off, why would a supervisor, who is paid more, not also be required to be at both?

I’m not hating on those who use the medical for Legit reasons at all. I use the medical myself when I need to. Also I’m not soft as puppy shit, but when I get a bad sickness. I get weak and I will not go to work if I can’t defend myself or others.
I’ve gone to work multiple times with mild colds in my career. Unfortunately I get sick multiple times a year, some mild illnesses and others more severe than mild.

Thank you for saying that and bosses want to talk about us for going on the medical when a lot of sergeants and lieutenants are committing crimes.

I never feel comfortable when a boss pads my slip. I’m not a criminal.

I’m very grateful that we get to check off early but I think it’s time for, when working overtime that we have to swipe out.

A police officer, sergeant and lieutenant in Baltimore recently got arrested for basically lying about overtime.
A officer in Florida got arrested for basically the same thing.
Also in Massachusetts years ago bunch of state police got in trouble for basically the same thing getting paid for hours they didn’t work.

I still can’t believe it’s happening today on CPD, it’s time that it ends. We are the police and suppose to uphold the law not break it.

Retired for a few years here. Similar thing happened to me. Was on medical twice for 8 days total in 28 years, I’m not special for that, and I consider myself blessed that I just rarely got ill or injured enough worse than a cut or bumps and bruises that come with just doing the job to have to take off. I personally felt it was stealing to scam the system if I could still do my job safely, besides, I had a good chunk of time on the books throughout my career and if I needed to extend a weekend or hook up two weekends or whatever, the watch secretaries I’ve dealt with were usually accommodating.
Towards the end got hurt IOD and was off eight weeks. Person at Medical Section had my file in the palm of his hand and was going up and down like he was weighing it, and says there is nothing in it but a few pages and then said there are files there that are as big as encyclopedias. I understand there are legit cases where someone’s file is thick due to catastrophic injury or illness, and those are exactly the cases that should benefit from the system we have, but there are many scammers too, which was what the Medical Section person was trying to convey to me.
There were brief moments during my time on the job when I thought to myself after seeing some of the shenanigans going on that maybe I was the fool for not abusing the system too, but then realized, to thine own self be true was the better path.

Trustees do your damn jobs!! The Pension Board has a duty to enforce the pension code fairly and consistently. If an officer receiving disability benefits refuses to see a Pension Board doctor, as required by the code, why has the Board allowed this sergeant to ignore that requirement for the past five plus years without consequences?The Board should be filing charges and requiring repayment for the years she failed to comply with the mandatory medical examinations.At the same time, the Board has ordered another disabled officer who lives in Indiana and has had a leg amputated to appear before the Pension Board doctor. If someone with such a severe and obvious disability is still required to comply, what makes this sergeant any different?

Other than 2 surgeries, I had a total of maybe 10 days on the medical over my 33 years. The medical policy is a great benefit, but the abuse throughout my career was obvious and I'm surprised the medical still exists.
The medical integrity unit does need to be reincarnated in some form or fashion, and yes, years ago guys would rather drop a slip for a day than deal with the medical section.

Also, the City of Chicago will provide the member with free medical insurance coverage from the time he or she is awarded disability benefits. Any officer in receipt of a duty disability benefit is eligible to receive this benefit until such time he or she is found fit for duty, or until age 65.” Copied right from our Pension Board website. If you are the police, know what your benefits actually are. If you aren’t the police, a very simple Google search would’ve informed you better. You also get $100 per month per kid until they reach 18.

Sgt in my District didn't get picked up on 2nd watch Management so he hit the medical for a year.

I have been retired since 1998. I was working as a sector sergeant in a district. One of my sector cars called a 10-1 and I responded to the call. To make a long story short, I ended up rolling on the ground fighting with one of the offenders and in doing so, I injured my right shoulder. The injury was so severe, I needed two surgeries to recover from the injury. I am right-handed dominate so I shoot with my right hand. My 12 months were up on the medical so before I could be released back to full duty I had to qualify to shoot. What a disaster. After several shots, I could not only not shoot but could not hold the gun in a firing position. The range officer failed me and sent me back to the medical. For you old timers, the head of the medical section at the time was Captain Tash. For those of you who didn't know Tash, to say the least he was a terrible human being. He looked at my qualifying report and called the range officer, and he ordered the range officer to re-test me again. I went down to the range and failed again. The range officer to his credit refused to clear me for street duty. Tash got ticked off and recommended me for light duty. At the time the only light duty assignment for a sergeant was in the call back unit. I was assigned to the call back unit but as luck would have it, I ran into a Deputy Superintendent who I had previously worked for. After hearing my story, he made a phone call and I wound up being assigned to the training division. It took me months of rehab but after 11 months I was cleared for street duty. I returned to the district where I was previously assigned to and went back as a sector sergeant working the street. I am not against having officers working light duty such as was in my case. I could perform a function, but not as a street supervisor. I don't know this particular sergeant but back in the day if the likes of Tash were still around, I would venture to say she would be fired.
