One Case Down, One Remains
This would barely be a mention if it wasn't for his last name:
- The son of former Chicago Police Supt. Terry Hillard avoided discipline for his role in a chaotic arrest at a South Side police station after ex-top cop Larry Snelling pushed back on the findings of the city’s police oversight agency.
Well, Larritorious should know the Use of Force rules since he was touted as THE leading authority on them years ago. But that darn PPP scandal keeps popping up:
Officer Dana Hillard, however, remains stripped of his policing powers in another disciplinary case in which he’s accused of bilking the federal Paycheck Protection Program, a pandemic relief program that was overrun with fraud, records show.
As the younger Hillard faces potential dismissal in that case, he caught a break last month in the other investigation centering around an on-duty imbroglio.
Those Federal charges are difficult to have former bosses step in on it would seem...especially as so many bosses are among the unnamed offenders.

At some point the DOJ will likely indict some higher ranking cops and some elected officials. DOJ never moves quickly.
They've been building up to it since May. Charged a congressional aide and CPD Sgt in May. High ranking schools official earlier this month.
Maybe they want to charge a dozen or more people so the story goes national.

Speaking of Covid Loan fraud, I am writing this thank you letter to the people at the SCC Blog to show my gratitude and appreciation for making the Triple P Loan Fraus a topic of today’s experience. Seeing that karma is on the prowl is very rewarding and cathartic. Also, I am going to leave these words for “The Triple P Loan” dispatchers.

Those are Swift’s lyrics. And those words will be forever burned into the dispatchers’ minds. Every time that the dispatchers hear that song they will be reminded of karma, “you miss me looong time? She gone!”
As soon as I saw this topic, I went to the bathroom and took a big one as I was thinking about the OEMC dispatchers. It was so rewarding and cathartic. I filled up the whole receptacle. I thought about the dispatchers who committed the loan fraud, as I flushed.

And speaking of covid loan fraud, what is going on with the dispatchers at the OEMC? Has anyone been fired? Has anyone quit in an effort to minimize the repercussions like jail time? Karma is a b@#ch! Someone asked this question in a previous discussion, “does the discharged loan have to be reported as income?” The answer is yes (for the majority of the dispatchers and everyone else who fraudulently obtained the loan or improperly used the loan proceeds). Mr. Tax Man, please set up shop at the Chicago OEMC to get your numbers, you will earn a promotion, rise through the ranks, and make a name for yourself, become the next Elliot Ness, “She gone! You miss me long time?”
All the city has to do is conduct a deep-dive into the Triple P Loan Fraud police officers, the department will find around 600 to 1,000 officers who committed the fraud. That is an easy way to decimate the department. There are way too many officers who are too “smart” for their own good and received the Triple P funds. If they fire any officer for this crime, then they are pretty much cornering themselves into having to fire all of the involved officers. It appears that disciplinary actions are coming because a few officers have already been stripped.
If this estimate appears ridiculous, then try this experiment; run 10 of your fellow officer’s names from the district that you are in. You are going to get a few hits. They just have not been uncovered yet.
If a few people run this experiment and post the results on the (with the permission of the SCC Blog Operators) blog, post two metrics: (1) the actual results—e.g., 5 out of 10 and (2) adjust the results using human intelligence (the number is too high because I ran 10 shady officers or the number is too low because I ran 10 upstanding officers)—in other words, if you ran what appear to be 10 upstanding officers and you get 3 out of 10, then use your human intelligence to adjust the number upwards (for example, 6 out of 10).
Thereafter, statistical experiments can be performed on the results to get a reasonable (and probable close) estimate of the number of officers who committed the fraud. I have a haunch that my estimate (600 to 1,000) is too low.
