DOJ Report Friday!

Let the Countdown begin! (warning - Tribune link)
  • The U.S. Department of Justice plans to announce it has found the Chicago Police Department engaged in a pattern or practice of conduct that violated the U.S. Constitution, two sources with knowledge of the investigation told the Tribune.

    U.S. Attorney General Loretta Lynch will make the announcement Friday, according to the sources, but the details were still being worked out Wednesday.

    It could not be learned how sweeping the conclusions of the 13-month investigation would be, but the two sources said the Justice Department found constitutional abuses of citizens by Chicago police.
Lynch, who ought to have been indicted herself for meeting with the husband of a subject under investigation for numerous breaches of Federal Law, is flying in for the big event.

The Sun Times has a quote from McCompStat about how disappointed he is:
  • Word of the Justice Department announcement came as former Police Supt. Garry McCarthy said he is “disappointed” that federal investigators who have been probing the police department’s practices didn’t consult with him.

    “I was never interviewed, so I can only speculate what is in that report based on what I’ve seen in other cities,” McCarthy told a reporter in a text message.
Garry, no one has to consult with you because they know exactly what you're going to say - the same thing you said in New York and the same thing you said in Newark, both Departments which ended up under some form of Federal Consent Decree......

Hey, wait a minute.....maybe that's the connection? Anywhere Garry goes, a Federal Consent Decree follows? Stop the Presses!!!

Gee, what's the rush? Baltimore's report has taken YEARS! It also comes out this week.... Think maybe it has to do with Obama leaving, and 9 1/2 trying to schmooze the constituents into voting for him again, if he makes the CPD the bad guy in all this?
That little 9 fingered wonder ought NOT to sign this here "gentlemen's agreement".......he ties our hands any more than he and the ACLU already has, he done be looking at 1200 homicides this year......right along with his 20% clearance rate......
This one year "study" needs to be independently vetted and properly understood......not just "ok, sign on the dotted line"..... Cuz Jan 20th is fast approaching......

OK everyone, here's what's going to happen - The findings will come out and they will be hyperbole, exaggeration, implication and maybe outright lie. We will be called racist and accused of having a culture of covering up the truth. It will make that BS task force report look like Dr. Suess. The DOJ won't care, because they're going to be gone in 9 days. And even if that idiot Stephen Patton were actually capable of pleading his client's case, the City won't challenge any of it. Just like the ACLU agreement.

And then before the ink is dry, Rahm will sign an agreement to comply with the changes. Of course, two weeks later the new administration will want no part of a consent decree, but Rahm will have scored his political capital. Once again, on the backs of the hard working women and men of the Chicago Police Department. And the things that would have made things better, like a new training facility - gone with the wind.

OT -- Check out huge pharma deal between Walgreens and Prime -- Prime is owned by consortium of 14 BCBS companies. It handcuffs everyone to Walgreens -- BCBS holders can't go to CVS, Target (which has CVS pharmacies in there now), etc. Just got a letter from Prime.

As I sit here with the 55 and out (retired last year) no health insurance as yet blue cross is "working on it" what buffoon did this? Exactly how many times has the DOJ went into one of their **investigations** (witch hunts) of police departments and found that nothing was wrong? Well..that answer is ZERO and that's statistically impossible.

And that should tell people all they need to know. That the DOJ had already reached its conclusion before the first DOJ weasel got off the airplane from DC. The DOJ **knew** the police were being meanies to the poor blacks and they'd find the proof no matter how much they would have to twist the facts.

This approach / practice is called 'Conformation Bias' and is 100% illegitimate. But what would anyone expect from the Black Power Racists at Obozo's: 'Dept of Just-Us'.

Off topic... DON'T take CIT training! I took it thinking some (new) training dealing with mentals would be helpful. The training was great and helpful, but they don't tell you that once you're CIT trained, the dispatchers will be sending you all over the district "because" you're CIT trained... They'll ask if anyone is CIT trained, if nobody answers up, they go down the list and assign one. Officers with 20 years on who have been dealing (successfully) with mentals from day 1, can suddenly default and pass a job right along to a CIT trained officer. So thinking I was trying to lay low and avoid lawsuits and YouTube, some training how to better deal with mentals we deal with frequently might help me, instead now your chances of getting in a "news worthy" incident get increased exponentially because they send you to these jobs whether you volunteer to go or not. A 911 caller just has to hint at past medication use, or anything that "might" be construed as a mental issue and apparently call takers make it a Mental call and CIT officers get the jobs. An old timer told me once "Don't volunteer for anything"... Gee was he right. Talk about unintended consequences. I don't understand why Every new recruit isn't trained in this stuff while in the academy. It should be mandatory. If there was some way to give back my "certification", I would.

McCarthy, second department he was in charge of that is put under a Federal Consent Decree after he left. I am sure this is just a coincidence.

Rahm should not sign anything. It will cost the tax payers millions and they will get NOTHING in return. Look up any city that has been under a consent decree. Costs millions, no significant impact except for those insiders getting paid a Federal monitors getting rich.

Your letter reminded me of an incident that I saw at the Harlem Iriving Plaza not too long ago. Two Hispanic teenagers were being detained for shoplifting at Target. I got to see the arrival of mamacita, the girls mother. The teens got a loud verbal beat down, reminiscent of Judge Judy, from the infuriated mother. She told the young man to never come anywhere near her house again and then turned to her daughter. I"m sure this teen will never forget the loud, bold and intense verbal lashing dished out by her mother.

I'd be willing to bet that this teenage girl's sticky fingers were nipped in the bud. Her punishment at home was probably far worse than any the court issued. Fortunately, this parent got it. Your right, it does begin at home.

He may be politically wounded, but Rahm can still fight, and most of all: "Never let a Crisis go to waste." Consider that Rahm, who claims to detest Trump, though he never gave back the $50,000 campaign contribution, has actually managed to Minimize His Damage on the DOJ Report. It is obvious that this report has been rushed, especially when you compare it to say L.A., which had a Department half our size. Rahm realized, (though he himself brought all of this upon us with the suppression of the McDonald tape.) that he could run out the clock, following the election of Trump. As former Chief of Staff and member of Obama's Transition Team, Rahm realized that once the votes were counted, certain Heads of agencies and Departments, would be in Exit Mode. So, he held back on signing any agreement with DOJ. Not to be misunderstood, this does not mean that Rahm is ready to be a friend of CPD. Instead, Rahm was able to negotiate from a position of power, because he knew he would have a job after January 20th, and Lynch would not. And he surely factored in the soon to be Contract Negotiations with FOP. So the Report will be scathing, but it will also be tempered. And something in it will should involve the Contract, and nothing will pertain to the Lieutenants Exam. Even though, unlike Exam Scam in the 80's, there is bound to be an Electronic Trail of e-mails and texts on this one. Function at the speed of a Postal Employee! Baby"G" And of course:Whenever Possible, F&ck Rahm!

The bullshit Rahm-orchestrated investigation should be ignored, we had no say. The advice would be to go about YOUR business and not what's waiting in Ghetto, although you could go out there and get jammed up faster than ever before. KimWrinkle is looking for her first closer.
The whole DOJ enchilada is about racism and the racist police at the patrol level.
The recommendations in the Police Accountabilty Task Farce Report tells all you need to know what the obama DOJ will do.

What really gets me is that the entire report is about white police engaging with the person of color offender-assailant. For most Criminals wreaking havoc on law abiding citizens or shooting their rivals, there is somebody in that community is calling for the police.
Now what happens when the non compliant person of color fails to obey the law of the land? It's not addressed beyond we are improperly or fail to follow training. It's our fault.
Who's willing to rush to the calls and engage the criminal element?

Or 18% over 5 years - 4%/per year, 2%/the fifth year. We ain't getting 20% and 11% last contract is dogshit. So somewhere between 12%-18% with a goal of 14%-16%/4 years. Reasonable and attainable.

I was 12 when I was caught shoplifting at Marshal Fields with a friend. In those days they did not arrest you but called your parents and sent a letter home with you. I was embarrassed that I disappointed by parents, stopped hanging around with that friend because he was always in trouble and encouraged me to steal ( not that I did not willingly go along with it). I was never arrested again. But, my friend went on to commit crimes and spend time in CCJ. I think that is what is missing with these troublesome kids, parents who care and a good family environment. We were poor and had nothing and lived Back of The yards. No car, six people jammed in a 4 room house, no vacations, no money, but a good family that cared. Poverty is no excuse to steal or shoot someone or to disrespect someone. Something is very wrong with these black households, very wrong.

Off topic... DON'T take CIT training! I took it thinking some (new) training dealing with mentals would be helpful. The training was great and helpful, but they don't tell you that once you're CIT trained, the dispatchers will be sending you all over the district "because" you're CIT trained... They'll ask if anyone is CIT trained, if nobody answers up, they go down the list and assign one. Officers with 20 years on who have been dealing (successfully) with mentals from day 1, can suddenly default and pass a job right along to a CIT trained officer. So thinking I was trying to lay low and avoid lawsuits and YouTube, some training how to better deal with mentals we deal with frequently might help me, instead now your chances of getting in a "news worthy" incident get increased exponentially because they send you to these jobs whether you volunteer to go or not. A 911 caller just has to hint at past medication use, or anything that "might" be construed as a mental issue and apparently call takers make it a Mental call and CIT officers get the jobs. An old timer told me once "Don't volunteer for anything"... Gee was he right. Talk about unintended consequences. I don't understand why Every new recruit isn't trained in this stuff while in the academy. It should be mandatory. If there was some way to give back my "certification", I would.

You only found out about that AFTER you took the training? Turn on any (busy) zone- and you almost constantly asking if a CIT officer is available to take a job. You cannot possibly have been oblivious to that beforehand.

However, I do agree with you. By being CIT certified you are putting yourself directly in harms way. You are volunteering for all of the jobs involving unstable people- so naturally the odds of things turning sideways are greater.

In my opinion CIT officers should get a bump in pay- such as FTO pay, by nature of heir asssignments. Intentionally being trained and volunteering for all the nonsense and risk that comes with it, CIT officers deserve a slight bump in pay.

Though I DO think that eventually he city will require ALL of us to be CIT certified.

I go into in-depth description of the victim's state of mind (intoxicated, sobbing incoherently, etc) and then an extended description in my narrative regarding the offender (his gait, the sound of his voice, the type of hairstyle, long dreads, curly knots, long, smooth, shiny shoulder-length, etc). They'll ask if anyone is CIT trained, if nobody answers up, they go down the list and assign one. Officers with 20 years on who have been dealing (successfully) with mentals from day 1, can suddenly default and pass a job right along to a CIT trained officer. So thinking I was trying to lay low and avoid lawsuits and YouTube, some training how to better deal with mentals we deal with frequently might help me, instead now your chances of getting in a "news worthy" incident get increased exponentially because they send you to these jobs whether you volunteer to go or not. A 911 caller just has to hint at past medication use, or anything that "might" be construed as a mental issue and apparently call takers make it a Mental call and CIT officers get the jobs. An old timer told me once "Don't volunteer for anything"... Gee was he right. Talk about unintended consequences. I don't understand why Every new recruit isn't trained in this stuff while in the academy. It should be mandatory. If there was some way to give back my "certification", I would.

Have you been under a rock? It's obvious if you listen to the radio that dispatchers have been sending cit officers to jobs for a long time. How can you act surprised?

This came as a surprise to you? Haven't' you listened to the radio before?

How can Lynch stand in front of the tv and talk about law and ethics? The woman met with Bill Clinton on the airplane to talk about the kids and grandkids during the campaign. Yeah right....really ethical.
