Contract Talks Coming

Is everyone ready for this? FOP, we're looking at you:
  • The phrase “police union contracts” likely won’t appear in the U.S. Department of Justice report on the Chicago Police Department, set to be released this week. The DOJ has historically not made labor recommendations after its investigations of police practices.

    But the contracts have become a focal point for civil rights groups, activists, and even some politicians since the 2015 release of the Laquan McDonald video that triggered the DOJ’s civil rights investigation. The video of Officer Jason Van Dyke fatally shooting the black 17-year-old paralyzed the city with protests, toppled a police chief and state’s attorney, and renewed citywide calls for policing reform.

    In the weeks after the video’s release, aldermen said for the first time that the labor contracts were a significant barrier to police accountability for misconduct. They promised to remove provisions that make it harder for the city to investigate and discipline officers.

    Those promises will be put to the test this year as the city renegotiates its contracts with the four unions representing officers, sergeants, lieutenants and captains. Historically, the contracts have been negotiated behind closed doors by the city’s law department and approved unanimously by the City Council.
"unanimously"? Is that true? We recall a number of contracts being negotiated and approved and someone always raised some sort of objections. The aldercreatures have always had input and believe it or not, the final say-so. Just because they were rubber stamps to Shortshanks and Rahm doesn't mean the FOP was some negotiating Superman. We got what the City gave us or what the arbitrator awarded us. The police can't strike, so we've ALWAYS operated from a weaker position. (cue liberal heads exploding)

Fortunately, they've revealed their game plan, so the FOP can be prepared:
  • The task force identified about a dozen provisions that it said discouraged citizens from filing complaints, made it easier for officers to lie in official reports, and made it harder for the city to identify and discipline officers who are responsible for misconduct.

    For example, the contracts prohibit the filing of anonymous complaints, allow officers 24 hours after a shooting before they can be interviewed by investigators, give officers the right to amend their statements to investigators after reviewing video or audio evidence, and ban rewards for whistleblower officers.
We suppose the FOP could just offer one proposal to counter this. Agree to abide by the same provisions that the FBI operates under. After all, if' it's good enough for the federal government, it has to be good enough for the CPD, right?

In any event, keep a close eye on everything that both sides do. Whomever is negotiating this time had better be open and upfront about what's going on.

29 YEARS IS WAY TOO LONG!!! Everyone knows the pension is the most important issue, but supposedly it's been fixed, right? Aside from the pension the main focus the FOP should be working on is lowering the max out time from 29 years to 25 years. 29 years is absolutely way to many years for a police officer working in a major city. Huge burnout factor. The majority of police departments across America max out at 20-25 years. New York maxs out at 20 years and Chicago cops are exposed to a lot more violence. We are forced to reside here so lower the time on the job. Also getting our final step raise needs to come down too. If the city wants to change our discipline protections then we better ask for the world in return. 29 years on this job is ridiculous! FOP you need to bring this down to 25 years. I'm surprised I don't hear more cops talking about this. This is like adding time to our lives. We really need to press for this. Go for big raises too. How about lift residency after 10 or 15 years of service?

CNN is covering the murder of one Orlando officer and the death of another one.
Both the officer and the killer are black.
While this is going on they have a count down timer going letting us know that in just 29 hours 0bama will grace us with his farewell address.

As we've seen contracts mean nothing to the city. Cr's were never destroyed after the agreed time period. Now its accepted practice. We gave something up without negotiating and received nothing in return.

NO ONE has been prosecuted for making a false complaint against any officer in this County.

IPRA is still not certified to investigate police shooting that lead to death.

How can exempt be on scene and ask question but at NO point generate any documents stating what they have found in their investigation? Why would exempts have extra copies of new investigation yet never sign any paper work stating they have access to witnesses,victims and offenders? (yea clouted never leak info)

All issues related to Contract with the FOP must be framed and viewed through the prism of Rahm's Re-Coronation and his hatred of CPD! Nothing is as important as Rahm's now limited Political Career. The Chicago Police Department has destroyed Rahm's, national ambitions as evidenced by the way he was toxic during Hillary's campaign. She visited Chicago numerous times, and each time avoided Rahm, the Democrat Mayor of the City she was visiting. Think about that for a moment, she was the Party's candidate of Rahm's Party and she would not be seen with Rahm! Rahm will seek revenge against CPD in this contract. And from this point forward, Rahm must solidify his Black constituency. This Contract is directly tied to Rahm's reelection! At this point, even Pat Quinn could beat Rahm. I hope the FOP leadership is strong enough to stand up to him, because this time Rahm is like a wounded animal. He can just collapse, or take one last lunge. Nowhere does any Police contract "protect bad cops". All the contracts say is that due process must be followed. In essence, Police Officers are afforded the same rights as anyone else. About 30 years ago a Sgt told me that the contract prevents supervisors from disciplining anyone. Actually, the contract solidifies discipline because the supervisors must dot their i's and cross their t's to build a case.

The city council demands accountability from the police officers. What about accountability from the aldermen? Every time a person or department is appointed to monitor the activities of aldermen, they are limited in a budget and responsibilities. How many aldermen have been indicted in the last 25 years? Yet they have no accountability, answer to one one. We can only hope that a very aggressive republican attorney general is appointed to investigate politicians in Chicago.

Residency needs to be fought in a lawsuit at the Supreme Court level, that's never going to be negotiated in a contract. At some point it will have to be struck down in order to get anyone to take this job. It's just not going to be anytime soon unfortunately.

The new contract will be settled by a arbitrator. The city and FOP will make outlandish demands that neither one can bring back to the membership so it will go to a arbitrator as in the past. That would save a lot of time, money and face for both the city and FOP.

All the little employment bennies the City may dangle before you doesn't mean squat if the city can arbitrarily snatched it away and financially ruin you on a whim.

What Dean needs to do is preemptively declare that out legal rights are rights and are not subject to reduction in any way shape or form.

Ok i know residency is probably going nowhere while i'm on the job..yeah yeah yeah... state law and all that (like laws have never been challenged and overturned ) . But its something that should be put on the table so we can get something in return ! Also i think i may go ape-shit if i hear that they are asking for more cars/equipment something that should never be on the table as that is stuff that should automatically be provided by the employer ! In an article written by Fran Spielman in the Sun-Times on 06 January, retiree Dean complains about districts lacking squad cars. What happened to the 400 new cars bargained for in the contract? Where are they Dean? Dean turns 63 on 29 June 2017, and will be forced to retire. A retiree should not be President of the FOP.

Secondly, it doesn't matter who the president of fop is because only about 25% of us vote. But I'm willing to bet vote that 90% of retirees vote. I'm not necessarily disagreeing with you, but keep in mind that our final step raise doesn't kick in until 25 years. By the time you work those four years at that step you're at 29 years. The FOP would need to negotiate the final step raise down to 20 years if we had a 25 year max pension. That seems like a bit more than the FOP is capable of in my opinion.

Rather than FBI standards, FOP should negotiate and abide by the rules afforded to the elected City Council in regards to complaints and investigations.
There's no fairness coming from CityHall to the FOP membership who have to settle for what little is offered not bargained. Even then, city hall still violates the agreement.
City hall will throw in a lot of non-negotiable and stringent disciplinary demands, not much or very little wage and pension offers.
(FOP Collective bargaining agreement is racist and violates civil rights as defined by the Police Accountabilty Task Force)
Don't expect any of 28 Years a Special Ed's promises like Patrol promotions, FTO and Watch Issues to make it into the Contract.
The Contract Talks will be one-sided as usual. Everything Rahm offers will be dependent on a President Trump Federal DOJ Grant.
Rahm will make The DJT Admin the bad guy for siding with Law Enforcement.

Membership needs to take matters on their own, collectively without FOP.

The residency will "never happen" it has been tried for years, and some kiddie cops want to give up much for this! Work on protecting the pension and hospitalization that is really important! If they ever did eliminate residency which will not happen, no more of the "hey boss can I slide by and watch my kids play,game,concert etc.." Your not going to be allowed to leave the city for this! the canine unit was told long ago if this ever happened no more take home cars, you would have to transport dog yourselves to station to pick up vehicle.

Best pension deal for police officers in the state is is the Illinois State Police 80% after 26 years 8 months of service. The State of Illinois has $130 BILLION in unfunded pension liability. Chicago's unfunded pension liability IS 63 BILLION. There is no way any pension enhancements will be passed by our legislators and any FOP candidate who promises to get you a pension enhancement will never be elected because they do not understand that the city of chicago can't pay their current pension obligations and is just blowing smoke up the asses of the uninformed. Sorry to say your vote will be wasted.

The Youngest Police Force in The Nation is no match for Dean Angelo. They're young bodies will be exposed & used for whatever Dean's plans are for his Family. We have never had a decent contract since I've been on. The bargaining unit should be called something else that truly describes what they do which is pimp out "The Pusher." Patrol is the backbone of this semi military organization, but Our Patrol division is anemic and suffers from an osteoporosis caused by the very peeps that should be looking out for Us.

Look at Ernie Brown for instance. If Ernie stayed on The Dept until he was 55 he'd would have only collected a few pension checks. That should scare the shit out of anyone otj.
Deputy John Thomas was 52 when he checked out. As a young man in my twenties I looked at Deputy Thomas's pic in The Times and he was aged.
Eddie Vedder is 52 and looks 25 years Deputy Thomas's junior. My juxtaposition of those two is to stick together and finally win a contract against this ungrateful City Management of The CPD.

Some of the promotions were on the recent Lt's list lies in blatant contradiction to that of Six Flags management. It's common for a character like Elmer Fud to show how tall one must be to ride certain attractions. Cowboy Roy from Belmont is several inches too short to ride the attractions but no problem to be a Lt on merit.
His Sister will be made soon too begging the question of why don't these families that qualify as CPD Royalty go into medicine and cure a disease for Humanity? Build Architecture or eliminate traffic since they so routinely beat every exam given by this City? A dude that passed the Sgt exam in like 2003 told me if not a cop he would have obtained an engineering degree from M.I.T. I laughed believing Chicago's Prince Charles to be joking but I was scolded by The Royals(Royals, but U certainly won't be their Queen Bey.)

I brought it up to deans team about being able to move out of city after 20 yrs of service, where I can live in Dupage and still work CPD without any residency ramifications, it was shot down and not even considered. Why is that so crazy? Whoever negotiates this next contract needs be crystal clear about residency, can it be negotiated or not and if not WHY???

Grievances were filed in 2010 and 2011 but Ag-u-liar never lifted a finger on those. I believe the 2010 one was filed under Donahue and the 2011 was under Shields. Rich Ag-u-liar did nothing under either president except argue with the membership at general meetings.

New York lets you leave at 20 years and begin collecting right away regardless of how old you are. So, You can be 42 and begin collecting 50 percent. New York is just like us, in order to max out you have to do 29 and a day. The only 2 differences is you can start collecting at 20 years regardless of your age and their pension is paid into. Their politicians have not been steeling from their pension like the Daley Crime family has been doing for the last 20 years. I am not sure how New York handles retiree medical insurance.

I see nothing wrong with negotiating for things, even if you hit a brick wall repeatedly. If you look at the pension set up of the state police and suburban police agencies you will see that they can retire earlier with a larger pension then Chicago and they don't have residency requirements. I say keep trying. Father Faker probably will be sitting at the negotiating table with the city this year. Ask for it all and keep asking for it.

We need real labor lawyers to protect our rights to have a lawyer present during any investigation against us The right to refuse any questions that may hurt us. Residency is a huge topic now. With all the retirements going on, officers are leaving at 20 yrs of service. They are taking thier years of experience and either taking it to Departments that are hiring certified officers or moving out of state and working until they can collect thier pension. If the "Department" wants to retain experience officers they should allow them exemption to the residency and have it negotiated. I wonder how many aldercreatures have homes outside of the city??

We're likely to get 8%-4, No Med beyond retirement, Eliminated Duty Avail, added Discipline and pension contributions, and maybe we can get 30 new vehicles and year'round knit skull caps.

The retiree can be on the picnic committee but contracts cmon!

Do you think the care about:
5th watch in the 1 st district?
E.T.'s work load?
FTO's pay and working condition?
Merit picks?
actual pay raises?

stripping working officer after a shooting?
officer shooting investigations?

I know you worked with them 10 years back and they were nice guys at the fishing tournament.

Dean is off to Florida with Bill Nolan and John Dineen and who knows how many others to allow retirees to in Florida to come back to the FOP without paying their back dues. This is just an attempt to garner support with those retorees who stopped paying dues and now want back into the union. I have one question; What about all the retirees who have been faithfully paying every year since their retirement? This move is a slap in the face and a kick in the balls to everyone of those retirees. No different than rewarding those who came to this country illegally versus those who did it within the law. Eliminating residency isn't the answer. Keep your house tight and right. Clean that snow off the sidewalks, keep the trash out of the street and curbs. Come springtime, throw down some grass seed and starter fertilizer and OH! DO NOT FORGET TO APPLY GRUBEX!! My yard got killed last year-first time ever and this house is in the family since 1967.
Keep your garbage cans closed tight so those rats I mentioned loose their food supply..
Know where your kids are as best possible 24x7...

I came on at 22, and have 2 years to go till I hit 55. I'd like to leave earlier but I need the health care (hopefully it's still there).
Officers have to think before they harp on the raises & residency nonsense!
Protect your legal rights! It's easy to say, "I'm not doing anything, so I won't need legal representation ". I guarantee you, no one walks out of roll call planning on getting in a shooting, but shit happens.

Waste of time to bargain for ending residency unfortunately.......It is part of the contract....article 27 page 47 of the contract. We could bargain with the City to have it removed and give up what exactly for that benefit? Health care? duty availability? raises? pension? medical? I'm not sure what members would agree to give up to end residency. Maybe the City would do it to be "nice"...not likely! More officers than you think are in favor of keeping residency anyway. We could possibly sue because its unconstitutional perhaps. Other departments have been successful to that end. Lowering the retirement age and compressing wages......same thing what would we give up for that? It was already compressed from 33 and a day to 29 and a day about 10 years ago. People that come on now are in a new pension tier and pay longer, retire later (penalty before age 55), and receive a lower max percentage. Health care, raises, protecting ourselves from lawsuits, medical, etc basically keeping the benefits we currently have should be our biggest concern. All the babble about what other dept have....doesn't make much sense. Comparing our pension solvency to others is like apples to oranges. We are way worse off than them so lets get more people onto the pension system at a high rate sooner........yeah that will happen (do you watch the news/look at a paper?).

New York lets you leave at 20 years and begin collecting right away regardless of how old you are. So, You can be 42 and begin collecting 50 percent. New York is just like us, in order to max out you have to do 29 and a day. The only 2 differences is you can start collecting at 20 years regardless of your age and their pension is paid into. Their politicians have not been steeling from their pension like the Daley Crime family has been doing for the last 20 years. I am not sure how New York handles retiree medical insurance.

Good thing you have this job because you are one of Jerry's kids. New York's max pension is 50% at 20 years. Stay for 40 years you get 50%. They also get social security when they hit 62. Shut the fuck up and go suck your thumb.

Aside from the pension the main focus the FOP should be working on is lowering the max out time from 29 years to 25 years. 29 years is absolutely way to many years for a police officer working in a major city. Huge burnout factor. The majority of police departments across America max out at 20-25 years. New York maxs out at 20 years and Chicago cops are exposed to a lot more violence. We are forced to reside here so lower the time on the job. Also getting our final step raise needs to come down too. If the city wants to change our discipline protections then we better ask for the world in return. 29 years on this job is ridiculous! FOP you need to bring this down to 25 years. I agree. 25 and out for 75% or 29 and a day gets you 80%. How about dropping the 55 insurance to 25 years of service regardless of age for 2% and free at 55

Increase Pension Benefits by lowering the years worked- get a clue. Even with the extra money the city now puts in to the fund- the outflow of money is probably 80 million a year annually. Without the extra money from the city , the fund would have been belly up 2022 or so. Now , probably has a life span of 2030 or so. They have assets of 3 point something Billion- annuities of approximately 3.8 million or so annually, now look up how much is added to the fund every year. OK, increase your benefits - that you will never receive. They are not making up the difference in their investments which stink.
