Commander to Prison - Maybe

  • A former Chicago police commander who earned praise for overseeing big reductions in violence in the Englewood community pleaded guilty Tuesday to stealing more than $360,000 in Social Security payments intended for his mother that he continued to collect after her death 25 years ago.

    In all, Kenneth Johnson admitted to bilking the Social Security Administration out of $363,064 from the time of his mother’s death in May 1994 to November 2017, when the scheme was uncovered, according to his plea agreement with prosecutors.

    Preliminary guidelines call for Johnson to be sentenced to up to about two years in prison for the felony conviction on one count of theft of government funds. U.S. District Judge Manish Shah set sentencing for Sept. 11.
Missing from the article is any mention of paying back the $363,000 he stole from taxpayers. Hopefully that's addressed at sentencing? After all, he'll be collecting his pension seeing as how the crime isn't related to his city service.

Shouldn't take him long to pay it all back.

Great pick again though Special Ed. You sure have to seem at least as many people going to jail or retiring under investigation as previous superintendents.

I always wonder just how the heck someone could think they could get away with this. Social Security screwed us over when my mother died; they cleaned out her deposit account, good luck getting the excess back. With this in mind I assume there is more to this case than SSA overlooking a TWENTY YEAR overage. Has to be someone on the inside, likely that was covering for the good commander. Said 'friend' either retired, dropped dead or both and now The clown prince is basically getting 180,000 a year(plus room and board) for 2 years at Club Fed. Life is Tough for the connected, cough

Some communities view social security as another "free" entitlement. Being surrounded by a community that collects checks for doing nothing is the norm. It is so easy to get caught up this way of life. Have you ever noticed how many children have ADD, asthma, high blood pressure, bi-polar and the like? These qualifying afflictions like so many adults entitles them to a non-revocable lifetime S.S.I. disability check.

In defense of Commander Johnson, everyone else is doing it so why shouldn't he get caught up in the hysteria. The bigger question is, How did this go unnoticed for so long? This best and brightest man risen to the rank of commander has been an active contributor to a monthly comstat managerial review which is numbers based. Lots of numerical accounting gimmicks, personal responsibility and accountability. He has to know how to review the books, question entries and keep the digits in order.

And for government specifically the social security administration, how many more Commander Johnsons are collecting fraudulent checks? Looks like Johnson stepped on his johnson and is taking the weight of his case. A case study for government accountability on so many levels.

Did he file her as a member of household and claim deductions? Did he falsify federal and state tax returns? He did this for years. How did he get by the tax filing isdues?

This is true. My father drove a truck for 30 years. He was diagnosed with cancer, had surgery, and was disabled after that. He went to SS office to apply for disability and was denied, being told by the worker he could get a job at Mc Donald’s. Sitting around the facility were numerous young ghetto dwellers in apparently good physical condition. My father told the SS worker that none of these so and so’s paid a penny into SS but you will approve them. Winds up he had to hire a lawyer and on day of hearing the judge scolded SS people and told them “you better have a check for this man today.” Such a scam the whole system is.

The CPD is the only major city police dept. that does not have pay differential/hazardous duty pay for street police. "Duty availability" pay is just bullshit where clouted house mice and cowards get the money that should only go to the real police.

Why doesn't the CPD pay street police, particularly officers on afternoons and midnights a bonus. Compare working deadly hellholes like 011 and 007 with the officers working inside and/or days in HQ or "Mayberry" (020).

In almost all cases, if a Social Security recipient dies, the funeral home handles the notifications to Social Security by the use of a form so that the benefits stop. It happens every day. Is any reporter going to dig down and pull the 1994 obituary to find out how and why the funeral home did NOT notify Social Security and whether Mr. Johnson had anything to do with that aspect of this case.

When Kenny Johnson was in Personnel he helped greatly in getting a Blue Star Award for one of my officers who was seriously injured in the line of duty. This meant so much to this fine officer and his family as soon after this officer died of cancer. You did right by me and my officers Kenny and I won’t forget that. Prayers and good luck.

yeah, he's going to have to do some time. The length of the fraud is a killer for him, even though the amount of money is rather low for the federal sentencing guidelines. Restitution is mandatory and will be ordered at the time of sentencing. There is the possibility of a fine but that is pretty unlikely unless he is rich. Had a doctor who defrauded medicaid (but also who obstructed justice and he got 13 mos, restitution and a 200k fine. My guess is he gets like 18 mos.

Money manager Stephen Walsh was just released from club fed after 5 years. He was sentenced to 20 for stealing $500,000,000. He had pay back $50,000,000. So $450,000,000 for five years in club fed.

So who would do a week or three at club fed to have enough to retire? It's only $246,575 per day.

Is this news to anyone else? Mendoza is withholding pass through $$ to the city because it didn't fund our pension and two others. Congratulations to whoever figured out this play.

The complaint centers on decisions made by the Office of Comptroller Susana Mendoza to intercept and hold grant money the city said it is due to receive from various state agencies.

The complaint does not specify how much money the city believes the comptroller’s office has intercepted to date.

According to the lawsuit, the comptroller’s actions followed notices of “final determination” submitted in March and April by three pension funds which manage retirement funds for Chicago city workers, including police officers. According to the complaint, city believes the pension funds have told the comptroller City Hall has shorted its contributions to the three pension funds by a total of about $23.1 million, which could trigger an embargo on state funds to the city.

Under state law, the comptroller is required to intercept and hold any payments being made by the state to a municipality, if one of the municipality’s pension funds reports the local government has failed to fund its pensions at the levels set by law.

Is any reporter going to dig down and pull the 1994 obituary to find out how and why the funeral home did NOT notify Social Security and whether Mr. Johnson had anything to do with that aspect of this case.

I know a widow who was so concerned they'd corner her for fraud based on the day her husband died (deposit coming to account), she was on hold on the phone with Social Security within 3 hours of her husbands death. I don't think the funeral directors everywhere follow the policy and sometimes, they get it wrong.

Face it, Kenny was, like him or not, an effective commander and manager of his troops in 007. I read that the SSA had started a program to check for fraud. They had the recipient respond to their questions after they were getting checks for a long time. Some times longer than their odds of survival at their age. Either someone was responding to the inquiries, or they totally missed this one, again!

A sister that was a warden for the county and IDOC.
Their mother worked in city government for Mayors Washington and Daley.
Their ascension in CPD was preordained.
Let's see if that clout will get Kenneth Johnson a favorable prison sentence disposition.
The attendances at funeral services for their sister was under attended and represented by both CPD and the county, despite their heavy duty duty clout.
That's saying something.
