Answers to IAD Corruption? (UPDATE)

This appeared in the comments a few days back and we've been trying to verify some parts of it:
  • Why Is there a current internal reviews of IAD closed cases? Why does this review of these closed case involve several Sgts who worked on these cases while assigned to IAD? How did these cases become closed with findings of Unfounded or Not Sustained when witnesses and evidence were present that were never addressed? How and why did these involved Sgts suddenly become promoted up and out of IAD?

    Why is there a new IAD Chief and deputy Chief of IAD being promoted? Why is one of these new IAD chiefs a former Lieutenant that was assigned to IAD during the time of these improperly closed IAD cases? Why is this new chief being brought back into IAD? To help or hinder the reviews of these cases? Why is IAD calling in these promoted Captains and Lieutenants to review these closed cases? Why are these former investigators of IAD refusing to cooperate with this review of closed cases?

    Answers?

    These cases were properly initiated by citizens and CPD, during investigations by IAD information of damaging pattern of misconduct was discovered! But the current Chief of IAD Juan Rivera put stops to investigations, telling these Sgts it was in best interest of Department to close the cases! For this quick closing of cases these Sgts all were rewarded by getting merit promotions or grade adjustments on tests! And transferred out of IAD!

    Only problem is that evidence and witnesses are still available and new Mayor wants accountability for not investigating these cases originally! Looks like truth is leaking out and who were involved will be the ones retiring quickly?

    This review of cases is more then 35 deep so it is showing how IAD was protecting CPD command staff from bad investigations! A pattern of protection that was initiated from IAD and Command staff? And those who keep mouths shut get promoted?
This would explain a portion of the IAD promotions that are occurring at a statistically impossible rate.

UPDATE: We're aware Rivera is long gone. We're assuming the writer meant "But [then] Chief of IAD Juan Rivera..." We have no way of knowing, but we've been getting tips and clues from HQ sources that hint something is up. Lori has a lot of cleaning up to do if she wants to get hold of the reins. Otherwise, the tail is still wagging the dog and the corruption that IAD is burying stays buried. IAD is in place to cover up connected corruption, not root it out.

Great news I hope they reopen the 2015 Lieutenant cheating scandal.

That investigation by the IG was a freaking joke!

All those lying cheating scumbags need to be held accountable including eddie Johnson.

This has been a concern for some time now. If we don’t feel that the department is going to seriously look into these cases, why isn’t this information passed on to someone in the media? We can’t do anything about it by simply posting it on this blog.

They lied, they stole and this is one of the biggest parts of corruption on the police Dept. They should be sweating in their boots and i hope this shit goes south. Demote them or prevent them from ever getting promoted
There’s no reason why the same people should be getting a double dose of promotions. They are no smarter than anyone else and fucked up on so many levels.
Mayor Lightfoot please get rid of the merit promotion and the panel board who select each other friends, wives, girlfriends, boyfriends, lovers, dips, mistress, relatives etc.
As long as this process Is around

If the Department has the ability to change grades of test takers, this is a major revelation that goes to the very real position of a flawed system.

If they can adjust up, can they also adjust down?
what justifies an adjusted grade?
who makes the decision?
who made the decision?
who benefited?
who was adversly impacted? anyone who did not benefit!

This requires a FOIA or supoena!

This, if true is total fraud.

IAD selectively strips and tortures those who they are threatened by. Most, although not all, of their players are dirty and liars. Their day is coming, and they know who they are. The lawsuits against them by their officer victims will come to light and their corrupt practices will make the lie-utenants scandal pale in comparison. Just think what would have happened if IAD or the IG investigated the recent boss who was caught stealing social security money? Absolutely nothing. It would have been covered up. If I recall IAD went after one of their own for residency. They striped officer under orders from Juan Rivera and Deb Kirby for three years until Superintendent McCarthy fired him and it went to Police Board.
It was a two day police board hearing all for nothing! Found not guilty of any allegations. Who did the officer piss off?
Who was the Lead investigator of residency case? Sgt. Matt Brown! The same guy who did Lt. test scandal investigation for two days. Finding nothing?

The entire unit Is a joke! The bosses get no punishments but officer get crushed?
The investigator get rich on overtime, and take three years for nothing
But when you need an investigation the Sgt. can bury the entire matter to protect the bosses?

Would you trust anything coming from IAD?

I was involved in an incident where (2) IAD Sgt's violated my civil rights and during their testimony UNDER OATH at arbitration, it was comical to hear the bold faced liars trying to cover up the incident and LIE and DENY and falsely blame an officer. When questioned about the paperwork and logs regarding the incident.....it disappeared, they can't find it!! Rivera came in to testify that day, what a dueshe bag dick he was. He's the best cop ever, just ask him.

There has never been one person fired for residency violations ever on this job. Last case was a slam dunk against a guy that lived in oak lawn. He beat the case and the main reason that the Police Board gave was that they never saw him cut the grass or shovel the snow at his residence in Oak Lawn. Look ot up right on police board website. Theu rely on you resigning before the case goes before the board

All you need to look at is this recent case with the Fraud and cashing checks for the dead mother of a Commander?

IAD was made aware of the allegations, pulled a CR number but did nothing giving commander time to retire!

Now he gets his pension? After committing a fraud for several years while working as a Chicago Police Commander!
And they are saying this had nothing to do with his position with CPD?

Question, was he a sworn officer in state at time of offense? YES!
Question, was he aware he was committing a crime in state while a sworn officer? YES!
Question, was he using this defrauded money to promote his life style while a sworn officer in state? YES!

But look back at past cases where other CPD members were defrauding elderly or home owners and state charges were approved,
And cpd members lost pensions.

Look at Fire Lieutenant who was fire bug starting fires, he retired and pension board stopped his pension even after a Judge LeRoy Martin Jr. said there was no connection between being firemen and fire starter!

You cannot make this crap up?
The pension board should do its job?
The IAD should do the job and charge the accused until case goes into court?
CCSAO should charge the criminal and let it go to judge or jury, not divert case away from criminal justice system!

Normally, I don't get involved in this kind of nonsense, but this comment calls for it.

I am not a fan of Lt. Mom. I question her decision making and she does get involved in a lot of stuff she shouldn't. I worked with her at Wrigley Field when she was a sergeant and lieutenant. She took great pains to put time due in when she worked there and if she couldn't get time, she called off of the Cubs job.

I get it commenter, you don't like her. I don't either. But if you have to make up lies to get to her, you are as bad as she is.

There has never been one person fired for residency violations ever on this job. Last case was a slam dunk against a guy that lived in oak lawn. He beat the case and the main reason that the Police Board gave was that they never saw him cut the grass or shovel the snow at his residence in Oak Lawn. Look ot up right on police board website. Theu rely on you resigning before the case goes before the board

With a major lawsuit levied against Lt. Mack and Sgt. Beltran of the sinking marine unit how are these idiots still in command there? They hazed all the new marine officers in the last group and only 8 of the 15 made it to the end of the shit show they called a training program. If you want to move forward you have to cut the cancer out and eliminate these two idiots from doing any more damage to a unit they are destroying every day they remain there ! P.S. don't make that bald Lt. a Captain !

It is an anonymous complaint where they say they go out and observe the accused officer residing outside of City!
But who confirms this observation? The same crew making more overtime!

Then they report back to bosses that it is a confirmed residency and pull a CR number!
And then they crank out some overtime doing observations that are fabricated to justify the overtime slip!

If they can do a residency case this way, what other cases can they fabricate to make the overtime?

But when a Commander is living in Indiana, it’s his summer home?
When a Deputy Chief is drunk driving in city vehicle the case is written up as a Hit and run, instead of DUI?

Even they goofy FOP president has two homes! That’s great but they did not even ask for a statement of the guy?

This is the crap in IAD, look at last Commander stealing moms checks after her death! IAD were aware of allegations but just let
It sit on desk growing mold to let him retire.

Just FOIA the matter and find the lack of any investigation after 6 months. But there was a lot of phone calls to Superintendent office.
That is why the IAD should never have been located at HQ, the bosses just stroll in and ask questions about their buddies CR
and the wanna be bosses give it all up? Hoping for that merit bump to Lieutenant or Commander!

That’s why all these former Sgts from IAD are now Command Officer throughout CPD.

I had the opportunity to view several white shirt arrests, pleas to charges, convictions, and the disparity of discipline blue shirts received as opposed to white shirts, The discipline doled out to officers is outrageous compared to the bosses .FOP will not do it for you. You must Insist upon them making the city turn over documents. if the city says no .Subpoena

Captain Michael Barz not only covered up corruption, he tried to sandbag and railroad otherwise innocent officers. Case in point is what he did to Spalding and Echevarria (in the Reader article about his best bud Dan Herbert).
Then there's that little kerfuffle of covering up the Lieutenant's cheating exam when he was an IAD sergeant, only to be promoted to lieutenant and soon thereafter Captain for his trouble.
While in IAD medical investigations he racked up a lot of overtime doing questionable investigations.
Yep, Mike Barz is just what CPD needs as a commander.
IAD is not corrupt. They're totally legit. Ask Mike Barz.
