Residency Proposal

Boom! Shots fired at the inbred midget from Massillon:

  • The Fraternal Order of Police is demanding a 17% pay raise over four years — and half that amount for officers who are allowed to live outside the city — in a financial-only deal that includes none of the 40 disciplinary reforms demanded by Mayor Lori Lightfoot.

    Last week, Fraternal Order of Police President John Catanzara stormed out of negotiations after Mayor Lori Lightfoot’s team offered his members the same 10% pay raise over four years awarded to Chicago firefighters in exchange for higher health care contributions, but tacked on 17 pages including 40 disciplinary reforms.

    Catanzara was so insulted by the city’s offer and the conditions Lightfoot attached to it, he vowed to make a financial-only counter-offer and demand an up-or-down vote by the City Council.

    Now, Catanzara has a new offer — minus the demand for an up-or-down Council vote.

    His new offer would give a choice to Chicago police officers who have long chafed at the city’s residency rule: Take the full 17% — with all but 3% retroactive — and continue to live in the city. Or, accept half that amount and be free to move to the suburbs.

And he used a lot of charged language throwing the gauntlet at Groot:

  • “We want to be treated the same as the sergeants,” Catanzara said, noting that union settled on the financial aspect before ending up in arbitration over disciplinary changes.

    “When do we get our life back? If they want to treat us like rented mules, well then, start paying us like rented mules. We’re not gonna sit there and just be slaves.”

    Catanzara said the city’s chief labor negotiator Jim Franczek told him he could not go to the City Council and argue for a financial-only package that did not also include disciplinary changes in response to the demand for police reform in Chicago and across the nation that followed the deaths of George Floyd and Breonna Taylor.

    “Which was baloney. He was too afraid to do it. ... They don’t want to get yelled at by the aldermen. Oh, boo-hoo-hoo. They always try to take the easiest path thinking like there’s no other options. Well, we’re not rolling over and playing dead anymore,” he said.

Catanzara is correct in that the sergeants got a financial package separate from the rest of the Contract. And (our opinion) it's a good move to throw residency on the table at this point. The State Law regarding residency only applies to cities over one million - meaning only Chicago. So negotiate it.

Groot hates cops and our representation. The feeling is mutual. So why insist on keeping us here? Groot is about to run into the buzzsaw of reality regarding hiring that is hitting every jurisdiction nationwide - no one is taking the job, and Groot killing the city has made it that less desirable. Might as well take the shot.

Demands “justice” but can’t expect what the justice system does; yet murders, felons, and rapists are running wild in Chicago. I’ll add that forcing residency on us in this cop hating environment has made it more dangerous for us to live where we live. We essentially have a target on our backs. Let us decide where we feel safest. They were already having a tough time recruiting acceptable candidates. I don’t care what race a cop is, many simply won’t apply for this job if they have to live in this derelict city. The hiring pool will at least grow merely by lifting residency.

The feeling of being trapped in this city sending our kids to schools where the teachers hate the police is not the way we should have to live and raise our kids. We should be able to choose.

Allow employees to live in any collar county (Including Lake County, IN) at minimum. As long as an officer can be at work on time, it doesn't matter where they live!

I’d move my family to Wisconsin. I’d have a small apartment here somewhere close to work and be in this city as little as humanly possible. I’ve grown to hate this city, all the politicians and this new police department. The leadership has no idea what they’re doing to the troops on the front lines. Everyone’s exhausted, totally disgusted with the job and the bosses and hates everything about being the police now. This isn’t what we signed up for. We are doing time. Prison sentences working the beat until our penance is done and we can fly the coop.

Lift the residency so the CPS “teachers” don't have to live near us. Keep them in the city. No more working our lives away to pay for private schools since the suburbs public schools will cost only a minimal property tax raise. Definitely won’t be the $36,000 a year for 3 kids tuition at a catholic school. No rats, nice small town living. Live outside the county or even the state line. Maybe even get to be Retired Capt Whites neighbor in Indiana.

I have been waiting 23 years for residency. I hope the FOP gets it. Maybe the city will stop treating us like second class citizens. It might come to late for me, but it will be better for the next group coming. For all the people who think we control the real estate market, that is as goofy as an argument as the police are killing everyone. We don’t even make up 1% of the population. All the city workers and all city retirees come close to 2% of the city population.

The only way the dwarf would allow residency to be tied to the contract negotiations is for the FOP to cave on disciplinary safeguards for officers that normal citizens enjoy. In today’s anti-police atmosphere what police union or membership would sacrifice hard fought legal safeguards for a pay raise. While some officers might forego a certain percentage in a bump in pay, to escape Chicago and Crook County, those same officers would not vote to gut their Rights that not only protect them, but ultimately their families.

Awesome! Lift residency. Give us a choice. Times have greatly changed and it’s not the same job and city it was 20 years ago. Everything has increased around us except our paycheck. Give us the option. I’ll gladly pay higher property tax in the suburbs. At least give 20 year veterans the choice. Not everyone would leave. Many of the retirees are still living in my neighborhood. Lightfoot will have to address residency anyway if she wants to attract new applicants, especially now. What suburban kid or Chicago kid will take this job and then be told you have to live here for 30 years?

I’ll take it! Residency is sooooo antiquated and a major negative for attracting new cops. This job has become very unappealing and then to force residency. No other departments have this so Chicago will lose potential recruits to neighboring towns. Also most cities have a lateral transfer program. Chicago could do it too but not with residency. Residency is a killer

I know 3 young potential CPD candidates that were considering joining but after all the terrible treatment and forced residency they decided to go to suburban departments. Also, get smart and don't do math for people, and don't call it a raise.
You are not asking for 17% raise, you are asking for 3.5% cost of living per year.
"We know city finances are tight, we're not asking for a raise, just 3.5% cost of living adjustment..."

Go for an 8 year contract at 3.5% a year. Settle for 3% and negotiate again in 5yrs with the next mayor.

3% fits neatly on a sign when you are picketing the alrdercreature's homes, offices and events. IT will also look good on posters plastered over boarded up business.

Residency out of shitcago will never happen. Same old pie in the sky dreams that an arbitrator will never award. How about double pay for second day if both days off are cancelled or double pay if you are sent out of your district of assignment. How about comp time sell back for patrol officers like the sgts get. Get rid of the furlo by watch and go back to furlo by unit. We should be putting more attainable concrete proposals out there instead of crazy stuff that will never happen. Not trying to knock jcat, just trying to face reality. The arbitrator will come back with the same financial/medical package the sgts/firemen got. If we had some more reasonable items on the table maybe we get them, just sayin......

This isn’t politics and policy that’s causing the friction - it’s Larri and her divisiveness of not only police but White men. Look back to history and note the similarities of an up and coming maniac named Adolf...what’s happening is no accident or happenstance.

As for residency...
I’m not one to want to spend extra time on the roadway to and from the ghetto and All roads traverse the ghetto, depending on current address and proximity to the highway. Took me a hour to get to 018, 45 mins to and hour and 15 to get to 51st St depending on watch and day of the week, when the weather was good. Sure, even with JB Pigster doubling of the gasoline tax, it’s still cheap - today, this month...but I’ll bet he’s going to double it again after his tax increase fails to get votes. There’s probably some trade offs on cost if living and expenses to reside in suburbs but again what suburb or county, I’d hate to have a long daily travel to shitsville to be treated even worse than shit and do my job under scrutiny and fear of Larri’s staatspolizei she’s assembling.

Important thing to do today an forward is to support FOP, getting involved and if there’s any vote, poll or survey they provide is to participate in it. We Need Active Participation as a tight, solid and indestructible political action unit. And that includes Retirees (don’t forget annual dues are due Oct 15).

Stop the talk - get the FOP lawyers and support from State lodge and start petitioning for a law change . I may be wrong but I think residency is grouped into other aspects of the state law that could affect the pension - so if one part of law is changed then other parts may get changed . This is the comment of the year. The taking care of 3 year females to be put on days needs to stop immediately. A great day is when they spend their entire probation on days, all 18 months, then when probation is up they still stay on days and then watch selections come up and they get bounced to midnights. It’s such a joy to watch as they thought they were on the inside on days. Then they throw a pity party because they have to go to midnights and they just can’t believe it want want everyone to feel bad for them because they thought they were “part of the crew”. Enjoy midnight, you’ve earned it. One day, when you finally get time on you will have earned a spot on days. Until then, bunker down like the rest of us did for our career. And stop with the “I have kids”... listen, we all have kids. You can make arrangements like the rest of us did. Such entitlement on the young ladies coming on the job this day and age.

I am retired and moved away but will always be CPD. . I’ve always felt the FOP leadership sucked big time , out for themselves and pretty much useless. I was hoping Prieb would win the last election and didn’t think much of Catanzara because of his work record. However I’ve done a 180 on this. The membership picked the right guy. This guy has balls , a dgaf attitude a big mouth and is willing to go after these piece of shit politicians and this disgusting police hating mayor. Definitely the kind of union leader we’ve always needed and especially now. Don’t give an inch on discipline. Non negotiable. Hopefully he doesn’t let the perks and power corrupt him and stays on the offensive.

Everyone stay safe. Avoid putting yourself in jeopardy. I can’t imagine myself working in these conditions. The job was a blast but from what I can see not anymore.

Why can't all hard to fill City of Chicago job candidates get residency waivers like CPS teachers? Those fuckers get 3-yr renewable residency waivers if they're hired intially in need basis subject areas after Nov. 20, 1996 (when the new CPS Residency Policy was put in place).

And, many teachers and staffers circumvent the CPS Residency Policy by moving to the suburbs AFTER they're initially hired by CPS as Chicago while keeping their old address ir using simeone else's address. How much mail does CPS send to them for them to get caught that way?

Special Need Areas are: Teachers in PE, SPED, Science, Math, All Foreign Language (Spanish and Polish were added to the list 3 years ago), Shop/Technical, Computers, and All STEM and STEAM along with Speech Pathologists, Nurses, Counselors, SECAs, and Librarians.

Asst principals can now get a waiver if they received one as a teacher.

One CPS schools that's always slamming the police is Steinmetz. In recent years, 22-23 of their teachers/staff have violated the CPS Residency Policy with 17 still in violation and workung there. SEVENTEEN!!! (All checked and verified). Three are department or program heads.

Taft HS has a PE teacher Chad Nishibayashi and he's also one of their LSC teacher reps while initially being hired as a Chicago resident in 2010 and then moving to Northbrook, IL after buying grandma's house after she fied in 2012.

This fucker has a giant set of balls too!!! He gets a homeowner's exemption on his home in Northbrook, claiming it's his primary residence and gave his parent's address on N. Bernard in Chicago as his primary address in LSC and other CPS documents.

You can do that now Residency only applies to you. Your family can live wherever they want. Many city workers do it. You just have to stay at your Chicago address when you’re at work the majority of the time. The court said Rahm Emanuel was a resident and he didn’t stay here for years while lived and worked in DC. He even rented his house out.

You can do that now Residency only applies to you. Your family can live wherever they want. Many city workers do it. You just have to stay at your Chicago address when you’re at work the majority of the time. The court said Rahm Emanuel was a resident and he didn’t stay here for years while lived and worked in DC. He even rented his house out.

do not give money for residency. it's unconstitutional- win it in court . do not budge on disipline - the city has all they need, GPS, cameras, swiping, capon exempts, random drug. rules and regs, direct orders, a friendly SAs office. Ridiculous response, and complete lack of any point. To try to justify an archaic law/ordinance that’s been voted down across the country and ruled unconstitutional, defended by using dead officers? Youre a real class act. No, nobody signed up for this shit the way shit is now and I guarantee about 50 to 75% wouldn’t have signed up if they knew it was gonna be like this. At no point in time during my career did I ever think politicians, along with global influences and global money, would be so anti-police that they drive to an officer’s house shoot their dog, bring burn their house down, shoot into their house, threaten to kill their kids and rape their wife, or throws cement bricks at them....while it is being permitted on a daily basis. So no dickhead, nobody signed up for this shit, especially for the measly fucking $70,000 a year after your 18 month probation. Now you have to have a college degree (I believe). so you can either come out of college with your degree make your 40 to 50,000+ benefits, and work your way up the chain or leave. Or you can deal with this shit, have to move to the city, high taxes, cancel days off, no holidays off, no family time, no plan in place or capable leadership, lack of equipment, lack of morale, anti-police environment, anti-police mayor, anti-police states attorney, worry about your safety and your families, terrible school system, etc... And you start at 42,000 a year plus benefits. I think most are going to choose the first option.

Why would it matter if a handful of city employees lived in the city or not.

Detroit had a residency requirement until this year. Oakland has not had one for almost 50 years. The difference in residency requirements does not seem to matter much.

Only about half of nypd lives in the five bouroughs.

I’d move my family to Wisconsin. I’d have a small apartment here somewhere close to work and be in this city as little as humanly possible. I’ve grown to hate this city, all the politicians and this new police department. The leadership has no idea what they’re doing to the troops on the front lines. So it seems like Covid is about to re-emerge on 30 Oct, the most susceptible will be individuals who are exhausted,have had human excrement thrown on them and those who have been exposed to extremely high stress and possible PTSD for extended periods over multiple weeks and months. The outbreak will require at least a 2-3 week period minimum to recover. I sure hope the city is prepared and officers due to their high probability of interacting with the public take quarantining seriously. I can hear some complaints at the 12 hour days and not being able to get up there as often as planned to see the wife and kids but don't hire a handyman or else? Nice try, but I think the only thing that will come of it, is no change in residency but they drop a few of the disciplinary measures. We are not going to walk away with any sweet deal like the teacher’s got. I honestly think we would’ve been better off asking for just the 17% raise, no changes in disciplinary procedures & then add a “social justice” message cherry on top... “enforcement of gun laws,” “doing away with bail reforms,” “enforcing shop lifting & looting laws,” etc. Granted the city has no control over those things, the teachers asked for shit the city had no control over either. It was all a “virtue signaling” shell game. Then let the Union thump it’s chest & take a stand on those last requests, citing the murders, murders of children, cost of the riots, etc. Maybe we can’t strike, but we can sure still Protest! Take the political stand, “It’s for the victims of crime!”
