FOP Changing Rules?
When "rule changes" like these start appearing, your Bullshit Detector ought to start climbing into the Danger Zone:
- I’m not sure if you’ve heard that the FOP is restricting officers from reviewing FOP Board minutes and financial information. These new “rules” treat us like we’re the ones on some shady shit. John and company are acting like we should feel privileged for being allowed to pay them to “represent” us. What are these guys hiding? We’ve always been allowed to see these documents without any issue; federal law says we have every right to them. Why has everything become such a secret with these guys? I was just wondering if you guys might know what is going on.
And it isn't just one email....it's a few:
- Back in May, FOP members in good standing [...] submitted bylaw amendments to address some financial issues within the FOP. J-Cat subsequently violated the FOP Constitution and Bylaws by wrongfully keeping these amendment proposals from going to the members for a vote. Additionally, he refused to give a formal denial to these amendments despite numerous requests for a status.Per our Constitution, these proposed bylaws can only be submitted between April and May of any given year and must go to a vote by the members at the Sep General Meeting as long as they do not violate our State or National Constitution and Bylaws.Recently, these same members began emailing Recording Secretary Noceda and Treasurer McGuire to view financial documents and Executive Board minutes. As the stakeholders of this organization, members are lawfully entitled to access these documents.After multiple denials to review said documents, the FOP Executive Board convened just the other day and made up their own bylaws, restricting what documents members can view and when they can view them. This new bylaw came the day after the last request to review these documents was submitted.
These "bylaws" or "rule changes" instituted unilaterally by the FOP include restrictions on the hours that documents may be reviewed (not business hours, but inconveniently short hours), no copies may be made, and no notes may be taken.
No notes? You know why people in charge of stuff don't want you taking notes? It's exactly the same reason the City, COPA/IPRA and everyone else doesn't want you reviewing your body worn cameras before writing reports. They don't want you being accurate - they want to screw you later.
We certainly hope this isn't the case over on Washington.
And to head off some obvious accusations headed our way later today:
- we have no axe to grind; we're leaving soon anyway
- we've been to meetings; we've run for office
- we're anonymous - deal with it
- we have leveled no accusations - seriously, go back and read it
- we have only raised the concerns of members; if we're getting multiple emails from multiple people, it's because they aren't getting answers and your communication skills suck

I was just working SDI with a Detective who was talking about this in roll call. I asked her some questions and she was very informative. I was surprised because I had voted for Catanzara but I usually don't pay much attention to union politics. This Detective really opened my eyes. I had no idea how much we paid them on top of all the benefits they receive. I plan on being more involved now.

I have no dog in the fight, but there has been a very clear angst from what I would hypothesize, are a handful of ex FOP elected officers with some deep animosity at the current crew in charge.
The fact of the matter is the membership has been fucked over in some regard by every FOP administration in my 25 year plus career. From Nolan to Angelo to the current crew and anyone I missed in between.
Could there be a legitimate issue? Sure.
Could it also be a faction of those thrown out of office trying to weasel back in? Yep, absolutely!

The Fop will leave you in the dark if they want to and if they don't need to help you. First, THANK YOU, SCC!! This issue affects ALL members and needs to be disseminated to the masses.
Yes, like almost everything else mundane in the everyday life of the majority of coppers, most are unaware of what goes on with the people they elected to represent them. They have no clue what we pay them for their salaries with our dues money. They have no clue the perks they get on top of these salaries. They have no clue that most of the field reps (who will show up to represent you at your police shooting) have little to ZERO street experience. They have no idea just how much money the FLOP pisses away on things that benefit their inner circle and not the whole membership. You get the occasional burger off the food trailer, lunch with Santa and a yearly picnic. They get leased vehicles, their pension contributions and their healthcare paid for by US… ON TOP of captains pay for the board members (deputy’s pay for the Kitten).
So when members in good standing want to review these tax returns / financial records - AS WE ARE ALLOWED TO BY FOP CONSTITUTION AND THE LAW - and are repeatedly denied by the very people elected to represent them, it should definitely raise a red flag. And then to convene an emergency board meeting to illegally change bylaws to further interfere with this process? Yeah, John and his band of ass kissers are on some major bullshit.
Next, this issue has drawn the attention of both the State and National Lodges. Don’t expect the State to do anything more than to go thru the motions because Catanzara and Southwood are thick as thieves. But the National boys don’t care much for the Kitten with all the shit he constantly talks about them. They especially don’t care for him after the tantrums he threw in Vegas after losing his bid to be elected to National veep. Hopefully they spank him good and hard and a forensic audit of the FOP’s finances is in the near future. Can’t wait to hear the spin and damage control at Wednesday’s meeting. Kittens gonna have his claws out bigtime.

The vast majority of members, me included have never gone to any union meetings. If I was union president I'd do whatever I wanted given that kind of apathy.
The FOP is like any organization that gave power to people who never had it. They are treating the members like children who’s parents know what’s best. As a whole they are doing a decent job. It’s hard to be open and transparent when we are under attack by politicians and the media. I just hope they have an end to this contract soon. Then things will have a scene of normalcy.

God forbid we interrupt a golf outing, fancy dinner, or gala to deal with little ol us. So us working stiffs have to work around what's convenient for a fully staffed office. Many of us work 60 hours a week while trying to take care of our families, but we have to do what works best for them. I'm a single parent just trying to get by. One of the 15 people making commanders and captains pay at the FOP should be able to point me in the direction of this information. If they feel like they need to sit there and monitor me, then that's their problem. I've been a member of this union for 10 years and should be treated with a little more respect by the people who are getting rich off my dues. You know who doesn't like when 501c organizations hide things? The IRS.

I'm "friends" with the majority of Board members and all I see from them all day are social media posts of memes and food. Someone can't log off Facebook long enough to assist a copper who could have just worked their 6th consecutive shift?

If I were a forensic auditor I would take a close look at the legal bill. Legal defense is one of the biggest expenditures FOP has. There are many ways to get money through the back door. I attempted to become a delegate to the FOP National conference in Las Vegas . I sent an e mail to Rob Noceda who the told me to contact Mr. Catanzara . I immediately sent an e mail to him and he replied that he would let me know after the July Board meeting . When I learned he told the Board that “ I never asked to be a delegate “ I sent him the e mail dated June 16th . His response was “ I brought it to the Board but no one made a motion so you will not be a delegate !” John didn’t want me to become a delegate because Kevin Grahams hearing was held in Las Vegas and did not want the truth to come out about his threatening Graham with expulsion from the Union if he did not withdraw from the election four years ago . When Graham refused Catanzara used the planted camera nonsense against Graham to boot him out . The fact of the matter is Catanzara immediately took the keys to the building from Graham election night and threw him out .
Catanzara doesn’t want anyone to view the minutes because they would realize how much he distorts his half truths . Mike Mette could have stepped up and helped Graham not get railroaded but he “ ABSTAINED !” The fact of the matter is the field reps upstairs know if they “ cross “ Mr .Catanzara he will replace them . The minutes are for the members and they should be handed out at the meetings for all to view . I have heard that Catanzara went across the country and charged our own Union $250 per hour to speak when he ran for National 1st VP. I have recently viewed the minutes with Rob Noceda war king my every move . John why don’t you want the truth to come out ? Honesty , TRANSPARENCY , INTEGRITY and making this Union like your home was what you ran on .

This started on the last board when the board Member's where threatened if they show any member the minutes
In response I put a By-Law forwarded 2022 requiring copies of the board minutes be distributed to your unit reps at the general meeting. It was blocked. When i campaigned for president it was a campaign promise I made along with the requirement that each board members vote was cast and recorded individually for all the members to see.
For far too long this board has operated in secrecy to keep our members ignorant of the going ons of the lodge. For their benefit.
They are going to tell you it’s so that what they discuss doesn’t get out to city ect. That’s all BS. Anything a private nature can be discussed in executive session which is of the record and not in the minutes. What as to be on the record is the votes they cast the decisions the make and how they spend your money. That’s what they don’t want the members to know. So they can’t be held accountable.

I have no skin in the game as I am a retired supervisor. That said, I do stay involved and apprised of the goings-on in your union in the periphery for a variety of reasons. Think legal counsel and such.
Everyone who is a member of Lodge 7, whether active or retired, needs to mull over one very simple yet important aspect of this whole issue:
John Catanzara and his Board Members are going to great lengths and through great pains to hide things from the membership. Board Meeting minutes and the FOP’s 990’s (tax filings) are the property of the Lodge 7 membership. They have to be made available for review and inspection by the membership at any reasonable time. Furthermore, the membership cannot be encumbered with made up rules regarding photocopying, photos or note-taking. These rules, enacted solely for the benefit of John and the boys, were enacted incorrectly, casting aside the process as set forth in your very constitution.
Now here’s the biggest tell something is being covered-up:
All of this time and energy spent on illegally modifying by-laws, the impromptu board meeting to facilitate the process, the emails to the fellas at the state lodge and the disinformation and outright lies as told by your president. Guess what? …
All of this is in response to the inquiries of one “little girl”. That’s right, one person whose intellect surpasses that of everyone you folks voted into Lodge 7 to represent your best interests has uncovered a scandal of likely epic proportions. Oh darling I am not ashamed of my career and I don't hide anywhere. As for political office, I am not mad I lost at all. What I am mad about is how this administration uses its members as pawns. I had zero desire and did not ask to run. The union came to me and asked me to run. I turned them down numerous times before being convinced that it was for the greater good. I worked my ass off to try to get the members a seat at the table in Springfield. Once the dust settled I saw that I was just being used by John and company.
This administration is run by egotistical narcissists who use EAP as an insult whenever a member dares to question their intentions or motivations. I'm not mad I lost, I'm mad that this administration uses the members and their dues for their own personal gain.

Seeing as I'm sure this is a Board member, you know that you were the one who asked me to run, not the other way around. It's funny that John asked me to run on his ticket after the Senate election, but I already saw how he treated anyone who dared question him and the temper tantrums he threw, so I declined. I don't blindly follow people, even if they do claim to be my friends. As for putting my name to these comments, I wish I could take credit for some of these smart and witty comments. As usual, this board is living in an echo chamber and underestimates the members. These comments are a reflection of how the members actually feel about this board. In regards to "steps of running in the next election," are you scared I'm coming for your spot? Careful, that's an incredibly slippery slope. I'd rather be a union member than be solo in this profession. If you want to be heard and learn what's going on, ATTEND YOUR MEETINGS. There's what, a 30% turnout at meetings typically? YOUR dept is huge, they have people screwing up all over the place just like any business, some being clearly at fault or others with terrible managers/bosses screwing up with them in the middle. Each employee has a voice and thusly their own hearing (due process). Add contracts, arbitrations, admin interviews, active events each day requiring attendance, assorted mandatory CPD training, and other day-to-day issues..... it is probably very time consuming!
Would you rather the city dick you at will even more and you zero recourse or due process because you're considered at-will? Any union is better than no union in Illinois. Remember, a union is designed ONLY to prevent government overreach, ensure compensation through collective bargaining while giving each member due process with anything discipline/administrative. Anything outside of those realms is difficult to argue because a department has "management rights."
Before you go casting stones (although frustration is not a bad thing in itself and totally warranted at times), take the time to ASK, LEARN, and ATTEND MEETINGS! Hearsay or the rumor mill NEVER is the answer. As you are the employee paying dues, you have a voice, and there's always a process to things. I can't fathom the backlog of cases plus current issues going on at CPD. All I ask, be courteous, go about it the RIGHT way, and I think (hope) you'll realize there's a whole lot more to it than you know....... or dare I say, RUN for a position and learn first-hand if you can do better.
Stay safe, watch out for your coworkers, and don't forget to USE your accrued time to NOT be at work.

I was just working SDI with a Detective who was talking about this in roll call. I asked her some questions and she was very informative. I was surprised because I had voted for Catanzara but I usually don't pay much attention to union politics. This Detective really opened my eyes. I had no idea how much we paid them on top of all the benefits they receive. I plan on being more involved now.

Actually I knew what an uphill battle that election would be. I'm actually active in my community and had helped other candidates who had previously ran against my opponent. As for field rep, I had no desire to be a field rep. Unlike many up there, I can not be bought. What did happen was I had the curtain pulled back and saw how this organization was run and operated. Since I'm not a cult member, I questioned the handling of union issues. The second I dared question any of John's decisions, I was threatened to be brought up on charges.
Again I'd like to point out that the FOP asked me to run, not the other way around. I did it to get us a seat at the table in Springfield, not for a "spot." I've worked for everything I've gotten on this job. As for your "woman scorned" comment, I would expect nothing less from this misogynistic board. If you don't allow yourself to be pawed at, then you don't get a voice. I'm proud I'm not a field rep because it means that I am not a compromised cult member.
