PPP Loans in the Spotlight
Again, we've heard all kinds of rumors about this. Something must be stirring if it's in the paper on a Friday afternoon. That's when you release all the bad news.....so you can bury it:
More than 1,000 federal COVID-19 relief loans for struggling businesses went to city of Chicago employees — including cops — and City Hall’s watchdog believes many were obtained fraudulently.
Deborah Witzburg, City Hall’s inspector general, said her office examined more than 350,000 federal COVID-19 loans approved in the Chicago area. Of them, she found more than 1,000 loans that city employees got from the Paycheck Protection Program and Economic Injury Disaster Loan program.
“Some of those loans may have been obtained legitimately, but a substantial number of the identified loans have indicators of potential fraud,” Witzburg said in a report Friday. “We continue to investigate these matters.”
At the county level, the Department of Public Health had a bunch of these investigations.
CPS is investigating over 780 cases of PPP loans that may have been obtained illegally. No word on investigating teachers "teaching" from Caribbean vacations or the hundreds of sex crimes the media has assisted in hiding form public scrutiny though.
At the city level?
Witzburg’s pandemic fraud investigation has lasted more than a year, according to her report, which didn’t say how many cops or firefighters were among those who got the loans intended to help struggling businesses during the pandemic in 2020 and 2021.
“There are members of the police department included on the list that we are looking at,” Witzburg said.
Rumors of upwards of a dozen exempts - perhaps two dozen - with one-person security firms that suddenly got incorporated in late 2020.

Or investigating CPS teachers for violating their residency policy, FRAUD.
The CPS OIG Svelyn Willuam Fletcher only goes after residency fraudsters if a CPS principal wants a teacher gone or if CPS wants a principal or assistant principal gone and they can't find any other way to do it.
Nearly all of the CPS fraudsters are claiming a suburban or Indiana residence as their primary homes and getting Homeowners Exemptions, exemptions cam only be had at one residence.
So either these CPS teachers are committing residency fraud by lying to CPS and saying they're living in Chicago on their annual residency declaration statement
or
they're lying to the Cook County (or another county's) Assessor's Office and getting a Homeowner's Exemption for a non-Chicago home that's not their primary residence. FRAUD.
My bet is the CPS teachers are committing residency fraud.
One CPS school, Steinmetz HS has the haven for residency fraudsters. There's been over 24 Steinmetz employees that have been or are in violation the CPS Residency Policy, including 3 Department Chairs and 2 Program Coordinators. They are:
Elizabeth Perez (English Teacher/Chair) - Oak Park, IL
Rachel Rezny (International Baccalaureate Coordinator) - Oak Park, IL
Perla Ocampo-Del Valle (Counseling Chair) - both Elmwood Park, IL and River Grove, IL.
Marcie Buckmaster now at Mather HS (History teacher/former Chair at Steinmetz) - Highland Park, IL
Victoria Serritella (One Goal Coordinator/English teacher) - now teaching at Proviso West HS.
5 Steinmetz employees are still in violation and all are Polish women at a school with 3% White students. 1 is a Spanish teacher named Zulma Rivera (River Grove, IL) and she lives down the block from Perla Ocampo-Del Valle in River Grove, IL.
5 Steinmetz employees have moved back to Chicago. Unlike the City of Chicago IG, CPS violators get the option of moving back to Chicago if caught, not so with other city employees who get fired and get a DNH.
2 other Steinmetz residency violators now work at Schurz HS (Carlos Borges - Lake in the Hills, IL and Anselmo Chaparro - Hanover Park, IL)
7 other Steinmetz violators have left CPS.

They are labeled Exempt for a reason. Mostly because they know where the bodies have been buried and who buried them on their climb up the ladder. That renders them untouchable.
Will the fbi do their jobs and lock up these criminals? If the criminals are connected they will not, but not connected you will go directly to federal pen! Let us imagine that Chicago Public School teachers are charged with PPP fraud. First it must be proven that the criminal offense occurred in the one of the nine months they are working during the school year. Second, it has to be proven the offense was committed in the U.S. Remote teaching in the Caribbean is outside the venue for prosecution and invalidates criminal any prosecution.
Assume the CPS employee goes to trial. All a defense attorney has to do is introduce into evidence that the accused is a graduate of the Chicago Public School system. A defense attorney would motion for a directed finding given the defendant lacks the intellectual capacity to understand the criminal act. Motion granted. If that fails a defense lawyer could definitively argue the public schools are void of class instruction on morality, ethical behavior, adherence to laws and right versus wrong. A Financial Insecurity defense is not out of the realm. Working only nine months-summers off getting a 4% annual cost of living allowance can lead one astray especially when the choice is hunger or putting food on the table, buying mink furs, wearing flashy gaudy bling jewelry, going on a European vacation or the means of upgrading to a high end car with no car note and no more monthly threats from the repo man.
PPP loans were essentially a bribe to say that the novel virus was real.

In court, exempts can plead ignorance to the law citing multiple merit promotions and the inability to pass a promotional exam. Many could use the defense that they looked up to convicted felon Commander Kenneth Johnson as a role model mentoring them and in some cases nominating them for scholarship promotions. Exempts praised Johnson’s positive accomplishments to criminal law actively participating in and demonstrating his very own criminal justice involved leadership. The exempts in question were rewarded with gold braid promotions and then given the golden opportunity to follow in the footsteps of disgraced Commander Kenneth Johnson who scammed the social security administration out of $360,000. Its government money being given away like Halloween trick or treat candy. Get you some. The tone at the top of this organization sets the organization’s ethical climate. Here in sunny South Florida a number of Broward County Deputy Sheriff's just got caught in the same deal by the feds. Realize there is an audit trail on all these loans and all a semi-competent investigator has to do is follow it.

Fletcher says he's going after the higher salaried CPS employees for PPP fraud as he believes they were in position to commit more fraud in their CPS positions. I call BULLSHIT.
#1. Why is his OIG office even investigating this as the employees didn't defraud CPS?
#2. Fletcher says he's nailing employees involved in the PPP fraud for not getting secondary employment approval and alerting CPS about it. Steinmetz HS has a clerk (Ilda Villegas) making $95K (Yes $95K) and she didn't report her esthetician business on the 3400 block of N Harlem Ave. in Chicago until Feb 2023. This after she started the business in 2018. But she's still employed by CPS and in charge of Steinmetz financial books. Why? She could easily be involved in fraud with the books.
#3. Fletcher is doing the dirty work for the CPS higher-ups by going after the likes of Crystal Cooper, a $220K CPS employee that reported directing to CPS CEO Pedro Martinez. Cooper also was the Chief of Staff to the CPS CEO (Martinez) and she was on the bargaining team for that f'd up cleaning contract with Aramark.
No folks. Fletcher is getting rid of employees his bosses don't want anymore but can't fire them for any other reason.
BTW: The Chief of Staff to the CPS CEO (Janice Jackson) before Cooper was Pedro Soto. Jr. who lied to the FBI about being in contact with another vendor for the cleaning contract.

Fletcher is hooked up and he bailed as the Chicago Park District's IG at the beginning of the lifeguard sexual assaults and harassments scandal to take the CPS OIG on an interim basis. He threw softball questions at the Parks' Michael Kelly at the start of the lifeguard scandal and let Kelly delay taking questions from him, it's in the report.
Fletcher worked under another connected CPS OIG in James Sullivan. Sullivan was well known as the secret police of the CPS higher-ups under Rahm and King Richie. His office only went after enemies of the higher ups, something Fletcher is doing now.
One can hope they used city computers to apply. Could cost them their pensions.
My source at FBI HQ on Roosevelt Road,Hairgel Harry,says the feds are about ready to move.
That Alderman from Uptown Angela Clay is in their crosshairs. Crains published PPP stories on her and her Delaware corporation earlier in the year.
He also said a number of other local elected officials are screwed and some of their family members. Wouldn't go into details beyond "it's just not Clay". I forgot to ask him about exempts.

Cankles lives in Montgomery, IL and drives an hr. to work and back every day but she doesn't have a residency waiver nor is she grandfathered-in with the old policy. No way the CPS IG Fletcher goes after her either for it.

The video footage that I saw was a disgrace to our country. We can create false narratives on many things in this world, but that BS was fucked. Look how many of our own blue were hurt in that display of stupidity. I’m glad to see everyone going to jail. I’m pissed to see Trump going but at some point we see that we are all held accountable. Please don’t listen to these crazies on here that are trying to promote us to do some off the wall BS while they sit at home and post about it.

Oh ye of little faith. I know the feds are slow, but these aren't generally complicated cases. Either you had the legit income to claim the PPP loan or not. Many of these folks didn't.
Now they won't go after every fraudster because there are too many but the elected officials and possibly high ranking government appointeds are in their crosshairs. Just add in the Chicago alderman tied to this for future references the NEXT NEXT time an alderman is indicted.
Sure Slick Eddie Burke hasn't gone to trial yet, but he's hoping to die first and I for one wouldn't mind if a recurrence of ass cancer got him. He'd be smiling as he took his penultimate breath.
