Ten Shot Taser?

We qualified a while back because we were told it would cover our retirement credentials for a while.

Has everyone seen this ten shot taser? And does everyone realize what a bad idea this is?

We all know that the revised Use of Force rules pretty much deny you ever using a taser:

  • can't use it on runners;
  • can't use it on anyone who might fall;
  • can't use it on pregnant women, children, elderly, mentally ill, handicapped people;
  • can't use it on anyone actually facing you;
  • it's an extensive list

So why carry it? Oh yeah, you're required to carry it, because you need to have too many decisions so that COPA and Crimesha and Force Review and IAD can all second guess your Use of Force decisions from the comfort of an armchair minutes, miles and days away from actually doing the job.

But now, they've come up with a taser that has ten separate darts to fire - one-at-a-time - in the extremely unlikely event that you'd ever run across a taser applicable situation.

Have you read the Use of Force Order regarding shooting a firearm? We aren't going to look up the exact wording, but:

  • every single decision to pull the trigger for every single bullet MUST be justified afterwards.

So in the event you discharge your pistol:

  • you shoot;
  • you evaluate the result;
  • you re-assess the situation;
  • make a conscious and justifiable decision to shoot again

This is ridiculous and we've said so for years. Almost 100% of police shootings take place at ranges under ten feet....and they're over in four seconds or less. There isn't a person in the world who can run through that decision loop and survive unscathed.

You shoot like you train, and we don't even train that way. The Rangemaster in the booth always says, "Three shots in five seconds" or "Two shots, reload, two more shots in seven seconds," or some combination of the routine. You are (or will be) judged by the decision loop we posted, not the training regimen we do.

Now imagine a taser discharge:

  • you shoot
  • you evaluate the result....

Except there IS NO RESULT because a taser does not function with a single dart. There is no circuit. So now you need to fire a second time....under the same decision loop as a firearm discharge. After you've already fired and (if accurate) wounded someone with a projectile. 

It's will be evaluated as a completely separate Use of Force decision, made in tenths or hundredths of seconds. And if someone later decides the second dart is "excessive," guess who is going to lose their job and maybe go to prison, all while being sued? 

Is the FOP Safety Committee looking into this? Academy instructors? 

We also heard that the ATF has classified this taser as a "firearm" because it uses black powder to propel the dart. Has Legal Affairs chimed in on this, because you are now firing a "gun" at a subject. Plaintiff attorneys are going to crucify the Department.

10 cartridges with a range of 40 feet. Legitimate police shootings will be second guessed from a whole new angle as the shooting officer could have used their Taser 10, instead of their Glock.

Sometimes you are concentrating so much in hitting the target at the range, because you want to pass, that you may forget how many rounds you fired off in those timed shooting practices. I don’t see how anyone can remember in a street altercation how many rounds they discharged while under tremendous stress.

Baton is extremely ineffective. OC is extremely ineffective unless you’re in a tight space, and you wouldn’t want to use it there. Taser has always been 30% chance effective. Just ask nicely. If they say no, walk away - I mean deescalate by creating distance and using time as a tactic. If the offender uses that time to run away, stop and think if chasing falls within department policy and if the danger to the public is worth pursuing. Watch the offender run a sufficient distance and call a supervisor to the scene. Write your reports. Go home safe.

It's about the department and the communists at COPA and the Mayors Office having the ability to state, "they were trained and should be held accountable for violating policy."

That allows for the arrest, charging, and prosecution of those officers who violate policy as well as lawsuits that get filed and once settled, the kickback money from the scumbag social justice commie attorneys to the politicians via a PAC or NGO can be completed.

I have been retired for 22 years, every morning I wake up and thank God that I live in sunny Florida in a small town. Our Sheriff Department are allowed to be the police, they can chase and use deadly force when justified. We have little crime, if you point a weapon at a deputy, you will end up in the morgue. Also citizens can carry weapons, we have a stand your ground law on the books! And all you democrats and liberals please stay in your blue states. GOD BLESS THE WOMEN AND MEN IN BLUE!

Early versions on the TASER in the 1970's utilized black powder to propel the darts. The X2 currently used by the Dept. uses Smart Cartridges that use compressed nitrogen gas to power the cartridges.

When the tasers first came out only Sgts could carry them. When the Sgts started zapping people with them and catching beefs they stopped carrying them. Now it is mandatory. When we were sent to the one day training they didn't even have enough of them for each officer to have their own in training, we were sharing them. After going thru a scenario and shooting a cardboard cutout you are now an expert. Never carried one and never got gigged for it.

Training is shit as it is but in my opinion the bigger problem is obesity. Too many fat officers on this job. Many are former military vets as well. Recently saw some SWAT officers at FFO training who sported some decent size plump love handles. Vest strapped tight and the handles squished out the sides under, protruding past the hips. These young men should not have an ounce of fat on them serving in elite positions such as SWAT. It was sad to witness.

Academy trainers know this is a bigger trick bag weapon as the directive would probably be 10-15 pages on how to avoid using it. Trainers drink alot of Kool aid being that they have 2-5 years on.

I always liked OC spray. It's like "Karate" in a bottle...It is the most underrated tool in the box. You just have to be careful that you don't get some on you. It clears up after a while, and there is no electronic signature saying how long or how many times you sprayed.

training? what training? When I went to the academy we're trained to qualify the state course and that was it. We might have talked about cover and concelment but not gun fighting or tactics. I was told by some range people that they are sent to shooting schools to learn new tactics and methods. And when they get back, they are told to dumb it down for cpd. Our qualifications are called maintance and were told to put down pass or fail. We qualify once a year. Most modern departments qualify 4 times a year. We dont even do the state course we do the cpd course.And the reason why we dont do the state course is that 80 percent of the po's will fail and cpd doesnt want to spend the money for ammo. And the one year the department gave every po 100rds to practice for the year. WOW And when we got the tasers it was supposed to be better. And the general orders tells us that we have certain conditions to use the taser, so when you do have to use the taser in a split momement you run down the check list, am i shooting him in the back, does he/she have health conditions or pre condition heart condition, is he/she on drugs, is pregnant, standing on elvated positon or standing in a body of water. And thats what po's have to think on using a taser, and now a 10 rd taser? So does that mean po's will carry less ammo for more taser rounds. There's real training and theirs CPD training.

A proper way to evaluate the new Taser 10 is to test them on subjects, and to evaluate their full effects as they occur. For this test I propose that al COPA investigators and supervisors be hit with the Taser 10 several times each. To lead by example, The Head of copa Ms Kersten should be the first subject to volunteer for the test.

Funny, how when we had the media day a while ago when a lot of the idiots from the press came in and they were brought on a range with blanks put in scenarios and told the shoot they were asked let us know how many shots they took not one of them could come up with the exact amount. I don’t know how the brave men and women of CPD even suit up for the job anymore. I am a retired 30 year veteran patrol captain. I worked in a red state and it was completely unbearable. I can’t imagine what you guys are going through. Just park under a tree with your back to the wall. Wait until the suspects are LONG GONE before you bother to respond. Protect your pension and your brothers and sisters. Nothing more. They’ll crucify you for tasing someone and if you have to use deadly force, they’ll crucify you for not tasing him. You can’t win. I saw a brief CBS Chicago video of some of the trouble at the Cinquo D Mayo parade . I saw what looked like an extremely obese White( LGBT ) woman police officer . She wasn’t really walking or running more like waddling .

This didn’t ‘t inspire respect for law enforcement .

I disagree with earlier poster who said batons were ineffective. Once broke an offender's forearm with a baton after he threw a chair at my partner and took a boxing stance. No time to say "taser taser taser" or "baton baton baton". Guy kept fighting and it took 3 or 4 members of the cavalry to get him secure. But that was back before BWCs and TRRs. He got charged with original offense plus resisting. He didn't file a complaint.

OC spray can also be effective at distance or close up. That stuff doesn't taste too bad after a few exposures and if you get sprayed a few times by your friends, you can stay in the fight because you are used to it, watery eyes so what? It's like too much chlorine at the swimming pool. Bad guy isn't used to it and once you tell him he can go blind if you don't rinse it out soon, they become very compliant.

This is not meant to start something with anyone who disagrees with the effectiveness of batons and spray. It's just one officer's opinion on what works for him. I do think too many rely too much on the taser and don't consider other tools at our disposal. I believe this over-reliance on the taser comes from the Axon kool-aid that says this is the best tool.

Bottom line is that sometimes, just sometimes, you might have to go hands-on with someone despite your best efforts not to. And when that happens, you should be prepared

This is definitely the truth with this Democratic convention coming the boys and girls on the Chicago Police Department have no clue what is going to happen protect each other follow this advice they will draw you in and they will kill you. They will make an example there’s already talk from the feds, how many casualties there will be when the head of the FBI is all over the place telling you publicly that he sees red lights flashing everywhere from terrorist in the United States when they are being that open and you know how closeted and quiet the FBI is something is definitely coming that we will never be able to recover. We have to qualify with a firearm once per year to ensure our firearm is in working order (note that this is annual qualifying, not annual training).

We have to qualify annually with the taser (not train).

How come we do not have an annual qualification (or training) for using the baton? The asp? OC spray?

How about an annual qualification or training for hands-on physical confrontations with offenders? Does the department care? (Tongue-in-cheek, rhetorical question, I know the answer.)

Do you care? Do you go to the range more than once per year? When was the last time you checked if your spray works? Can you swing the baton? Does your asp expand as it should? How are your physical, hands-free tactics should you need to use them?

These are perishable skills.

IROCC is an Illinois program for qualified LEOs to show compliance with LEOSA. LEOSA is the federal law that gives the authority for carrying. LEOSA requires that affected members show proficiency in the course of fire for peace officers in their state of residency. In Illinois that is a 30 round course. Some states have a different course of fire.

Many agencies in Illinois including the state police qualify their members in house. IROCC helps those whose agencies cannot or will not qualify their members. Example: Chicago PD.

If you left the job but qualified within the last year for the department you are in compliance with LEOSA. If your department does not qualify you then you need to go to IROCC within the year of your last department shoot.

#1 reason, in my opinion, for more shots being fired, is the striker fire style that is common today. Huge difference in the trigger pull between a double action and striker fire handgun. Also, not too familiar with .45 magazine capacity, but a Glock 17 has a 17 round magazine +1 chambered. Cpd requires everyone hired past a certain date to only carry 9mm, last 10+ years

We had retired coppers running the program, but now the state took it over and it is not the same as far as processing anymore. I guess the state needed to give there connected people. Another job was running great before.

Prefatory Caveat by Former Fed: I have no training or operational experience Taser.
My memory is that the “ First Generation” Taser, introduced in early 1970s, had Darts fired by electrically—primed Black Powder ( Smokless Powder?) Cartridges. Cartridges similar to Blanks or the WW2/ Korea era Rifle Grenade Cartridges for M1 Rifle or Blank Charge used aboard ship for Line Throwing Gun for Underway Replenishment. ( Ask any Boatswain’s Mate.)

Because Black Powder was the Propellent for a Projectile ( Darts), BATF did categorize as “ Firearm”.

The “ Second Generation” ( current generation) use Compressed Air as Dart Propellent.

Again: Never trained with Taser; never carried Taser; never used Taser.

Perhaps.
So how do you prove that period of time since qualified-especially if you find yourself in the middle of a situation?
There are guys out there-few and far between-but still there who will lock you up.
I suggest getting the IROCC card as soon as you’re eligible.
