Dumbest Proposed Law Ever?
If this passes, mental illness will be an excuse to attack and beat police officers. In fact, who wants to bet there will be thousands of people who suddenly have doctor notes that permit them to attack cops? (click for larger version):
Notice that the carve-out / exemption for charges specifies attacking police officers only - not paramedics, medical personnel, mental health responders, etc.
You can also tell it's an anti-police piece of legislation by the sponsor of the bill (click for larger version):
Another anti-police scumbag.
Contact your legislators and let them know this bill better be voted down. Otherwise, we're going to encourage Officers to decline to respond to these types of calls and propose the FOP and PBPA take a similar stand.

How would an anti police scumbag look? Please elaborate
Reason #1001 I'm glad I left.
Good luck to those still serving.
No one is beating me. I will defend myself, period.
I hope it passes so I can retire knowing some criminals will take care of my bosses.
Looks like a money grab for lawyers to get offenders off and lawsuits against the Department.
Any relation to the naked wildebeest that attempted to run over the Cop on the west side a few years ago? You know, the one that later got the city job...
Cool if that passes all the CIT trained should be retrained and/ or be given an out to opt out of being CIT responders. And of course, all CIT related calls from then forward are minimum four officer jobs.
I can just imagine what her home looks like.
P.O.S.
She’s giving 2 million of your tax dollars to the criminals so they can fight you legally. She was a public defender.
Synopsis As Introduced
Appropriates $2,000,000 to the Department of Human Services for a grant to the Illinois Prison Project for the purposes of legal support, representation, and education for incarcerated persons in the Illinois Department of Corrections. Effective July 1, 2025.
It’s Il House Bill-HB3996 and can be found at ILGA.GOV
If passed, the proper response should be:
"Per US Supreme Court decisions, Police are under no duty to respond to any call. Since we refuse to become a punching bag and get injured because of a mental case, we decline to respond to any such calls. Please call 311. Have a blessed day!"
Let the 110#, 4'2" Social Worker handle the 350#, 6'2" baby huey off his meds...
Telly tubby Pritzker is probably warming up his pen.
I got nothing....
This is why police should no longer respond to these calls.
Excuse me isn‘t That what Judges, getting those big bucks are for? To determine from the evidence presented what the intent of the accused was or are they there just to shuffle papers and retire with a 1/4 mil a month?
how about when one their own democRAT mental cases attacks one of those democRATic politicians,,,,, they won't get charged for that too..right??
Looks like Wallace got beat out again in Raleigh, NC for Chief.

Only a hoe mow Democrat would vote for that.
Go Figure ! Without seeing her picture, I would’ve guessed her identity. Just another hater !
Whenever you think that Illinois might abandon socialism, it doubles down on the lunacy.
Of course we knew right away who initiated this horseshit bill. If it passes and you think ole boy or girl are crazy, just do nothing and 19p
Request CFD to ride on every mental disturbance. Dupe it to them, since its a medical emergency.
Document every IOD and seek medical attention. No other recourse here.
This is just a reason to either fail to respond to or get lost going to calls with mental cases. Insane !
Don't be disingenuous.
Where does the article mention anything about looks ? Please elaborate !
Look her up! She is a Cook County Public defender and her husband is a Chicago Firefighter. She has a few screwball bill up one of which that white contractors give reparations for their slavery with their bids for public work.
She lives among us at 80th & Keeler. That info is all on the state website.
just make it easy and only have the police patrol in the neighborhoods that pay taxes
Maybe if she were to amend the bill to add "any elected official" to the proposed bill, it would have a better chance getting real citizen support and passing and it would most certainly give mentals the ability to broaden their spectrum of targets.
Been on a few mental disturbances over the years. I'd usually just let them runaway and not chase them.
Problem solved.
Austin, Boulder, Des Moines, Detroit, and Raleigh passed him up. Any other towns missing?
We had a regular mental call in a district I worked in. He would start with the verbal abuse and then escalate to being physicaly restrained and cuffed after a tussle. Once in handcuffs (not always easily) he was as nice as could be. As if he knew he got what he deserved. All the verbal judo in the world wasn'tt going to talk him into handcuffs.
And another reason to do nothing. The reality is that democrats hate the police, with a passion. Democrat judge in Texas, of all places, sets bail for a cop killer, who now is out on bond but, yes but, he is on an ankle monitor! Anybody who has a half ounce of common sense knows that doesn’t work. Answer radio, respond slowly, mental case back off call sgt ask for crisis team. If possible do not engage. The democratic politicians will hang you out to dry in a heartbeat.
The public calls for the police not to respond to these calls but wants mental health crisis workers to respond to and handle them. The big issue is that the cities can't get anyone to take those jobs as the candidates see it as unattractive and dangerous.
Ask for and wait until a supervisor responds.
Die Liberal Scum
Handle the job the same way you would handle a hazmat situation.
CIT calls should all be assigned to SWAT, they carry less lethal.
Qualified immunity for EMDs and their impersonators.
I ve been a Detective for over 20 years, and the tide turned years ago either mental illness. Almost every case I have going they try to add a mental health component. This is nothing new. They still have to prove they were mentally ill. However, if you see, the proposed added a line in , if the Officer knew or suspected the person was mentally ill, which is almost every call, you ll get dinged.
How would an anti police scumbag look? Please elaborate
They would look like any person who sits on restorative justice committees and all of the other listed committees, yet this City and State are war zones with no punishment for the criminals. Her committee affiliation and track record, along with this proposal, are what makes her look like a scumbag. Save your race-baiting for someone else, troll.
It's House Bill 3458 - I thought for a minute it was a joke.
Agree 100%!
An, maybe like the person who sponsored this bill. But you already knew that.
If you think that Illinois would abandon socialism, what drugs are you taking? Look at the administrations, city, county and state, do you see any hint of conservativism? These nitwits mimic the Fuckheads from California. Invent ways to ruin the citizens and businesses and making police the fall guys and getting accolades from their comrades and the MSM (one in the same).
Just the fact that your legislators are thinking this shit should tell you, Illinois is helpless and either flee asap or you will be left to turn out the lights. This is real, not a movie or book where a superman, James Bond (superwoman or Jill Bond, if you like) comes to the rescue. Not going to happen.
george n alex soros along with obomer at it again
****** & shitholers, you are now free to go
OT. Hey SCC, how about starting a Brandon Bingo post. The first person who guesses how long it will take him to say he has a black wife and black children wins.
Before I came on this job, I met an ex suburban police officer who left the job already. I asked why he left, and he stated "It wasn't enough money to get punched and kicked" Now, I am beginning to understand.
It will be an across the board end of felony charges for battery to a P.O. The state will just blanket policy the refusals. Any offender charged under any circumstance will simply claim they had a mental health episode during the trial process. So it doesn’t just apply to disturbance with a mental assignments. They might charge it with more serious offenses, but it will be dismissed before trial and it will never be charged as a stand alone crime.
Ok, I'll take the bait, Like a shithead!
Does he not understand he is only "chicago" good?
Consider yourself lucky. Every call I respond to has a zebra component. Too many people on SSRI's. It's literally crazy out there.
Maybe mentally ill criminals should be housed in mental institutions for life. And don’t cry you leftist commies and media creatures who lurk here about where will the money will come from to build these institutions, after all of the fraud exposed about the USAID shellgame.
It doesn't say you can't defend yourself. It says the mental component would be an affirmative defense against charging
Her husband is a firefighter that’s why Firefighter/ paramedics(who are battered regularly) are not mentioned in her anti police legislation
Have the Wife/G-friend fill the Stanley Thermos with Hot Coco, grab a few good clean indian blankets & Three-Four stuffed panda bears before shift. Also bring the book The Eleventh Hour: A Curious Mystery to read to any possible Mental episode. These will also help calm most Sgt.'s to Capt.'s. Forget hands on. Go Blankets on!
Just the left doing what they do. Look at what they're doing in California with Bill AB 1333. That bill says you can't defend yourself from home invaders anymore. Crazy times we're living in
No it doesn’t, the castle doctrine will not be affected. The bill does away with the stand your ground, now requiring a person to retreat before they can use deadly force. The sponsor of the bill says it necessary to protect people of color from white supremacists. Like Chicago there are carloads of these white supremacists driving around shooting people all over California.
Democrat looking.
Melinda Linas (Commander 014th District) got the Chief’s job in Lindenhurst. I guess her credit score is better?
Statewide Blue Flu should fix these assholes. Mass resignations should follow.
CIT training is no better. They bring in some hacks and some crybaby moms who make excuses for 5 days straight for their mentally deficient violent criminal sons and daughters who they force us to deal with on a nightly basis. Then they blame us for their violent criminal behavior saying we should escalate a person who is hallucinating hellfire. It’s ridiculous. I say send the mental health clinicians on every single Mental call. Don’t send any cops either them. Let the “professionals” deal with it.
My suggestion is that next time you have a call for a mental person in crisis, call Rossanna Rodriguez-Sanchez, and her restorative justice warriors. Maybe she and sword swallowing Carlos Rosas can go help the poor misunderstood person out.
I spy with my little eye ;)
This bill amends the Criminal Code of 2012 by adding a new legal defense for aggravated battery involving peace officers. Specifically, it provides a defense when a peace officer is battered during an incident involving an individual with a documented mental illness who was acting abruptly, and whom a reasonable officer could believe was experiencing a mental health episode. The defense recognizes that interactions with individuals experiencing mental health challenges can be unpredictable and potentially escalate, and offers legal protection for peace officers who might use force in response to such situations. By inserting this new subsection (d-1) into the existing law on aggravated battery, the bill aims to provide nuanced consideration of mental health contexts in law enforcement encounters, acknowledging the complexity of interactions with individuals experiencing mental health episodes and potentially offering some legal protection for officers who must make split-second decisions in challenging circumstances.
Sen. Rachel Ventura would vote yes for this twice.
