Refused Promotions

A number of comments saying that up to five individuals have turned down the sergeant promotion that just got posted.

While individual reasons may vary, we've never heard of more than two people actually turning any promotion down at one time.

If you're making a pile more money with OT, we understand. If you don't want to supervise under the current political regime, we get that. 

Anyone know what's up?

If you are in a unit away from answering jobs and not tied to a radio, you’d have to be an idiot to leave. The extra money is not worth it. Trust me. Dealing with the public on jobs all day while every second is recorded is absolutely horrible.

Sergeants just got the FOP "me too" .
The 25 year step rate means sergeants will NOW make over $70 an hour.
It kind of makes me wish I didn't retire a few years ago.

Sergeants don’t make much more than detectives. Perhaps dics turned it down. Perhaps folks with just a few years to go don’t want to lose their seniority. Perhaps perhaps perhaps.

Looks like they are trying to lower the IROCC payment.
The idea of paying $75 EVERY year or $100 for both semi-automatic and revolver qualification is a RIP OFF.
Civilians only pay $150 to qualify EVERY 5 YEARS.

SB 1552 : ~ "Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Provides that the Illinois Law Enforcement Training Standards Board may not charge retired law enforcement officers more than $30 annually to complete the annual certification of retired law enforcement officers qualified under federal law to carry a concealed weapon."

This needs to be a new topic SCC. When it becomes summer, no one cares about OT. These merits at 35th only know one thing, cancel days off. CPD is 60% higher than any other major dept for suicide but merit sup or should be p/o Snelling doesnt care but puts on a great acting job for tv. Lets look at every summer weekend of cancelled days of and please comment because im not sure if i hit them all.

I can’t / won’t name drop, but I know someone in a unit who declined the stripes 3 times off the last test/list. For the reasons mentioned and then some, s/he absolutely made the right call. 10 hour days, take home car, number 1 in seniority so all OT starts with them, no roll call, minimal work load… NO STRESS. They told me “why would I give up this to babysit the assholes they let on the job today when all I have to be responsible for is ME? I’m not going to retire rich in either position so I’ll stay where I’m happy, treated like an adult, make a killing in OT if I want it, workout on the clock, eat dinner at home every night and have almost no contact with the general public.”yea, the difference in pension is +/- $1200 a month but that’s nothing if you’re not happy or worth the gamble in today’s climate. Same person also told me that they make 2x more in interest a month on just their def comp in the fixed option so the financial aspect was a non starter to making the decision to say no thanks to the Chevrons. In short this job aint what it used to be. Unless your juice guarantees you a soft landing after you get out of Sgt school, that rank doesn’t mean shit anymore. You’re rolling the dice with your livelihood, finances etc being a low level patrol supervisor these days. Look at the Sgt who got shit canned for approving reports related to Lay-Qwanza MacDonald. Or the sgt at the Antoinette Young warrant… filling in for another Sgt who threw a shoe that day. Yeah, no thanks. Pound those stripes up your ass.

After Laquan McDonald it was common to see 5-8 people passing on the Sgt.’s tests. But for 5 in the 1st class to turn it down is very telling.

The Chicago Police Department is a burning fire pit filled with incompetent top brass. When shit rolls downhill sergeants take the hit for stupid decisions that the power that be make with non police groups. For instance, there are too many civilian oversight agencies influencing department policies. Some policies make no sense whatsoever and they expect sergeants/ Lieutenants to enforce them.

One reason is because most sergeants are fighting to get on the desk or in the D-Unit where they can be lazy. However, there’s no guarantee that you will land a position, so some aren’t chancing it.

This happens at unit 050 (O’Hare) all the time nothing new here Detective and Sergeant especially. Never thought I would see the day when almost everyone eligible turn it down because of what the dept has become. But it’s a common occurrence. It speaks volumes of the poor leadership and lack of accountability in this dept.

I had a conversation with a classmate last summer. We both have just over 20 years on. He's been a Sgt for quite a few years, while I'm a Det.

His position was you should definitely try to make Sgt for the pension. I told him I was extremely happy as Detective, and you won't collect that pension when one of these DEI hires gets canned for something stupid, he was on your log.

matter how much time you’ve got on this job once you get promoted you lose your seniority . Imagine having 20 years on and you make sergeant and some guy with 10 years on who’s been a sergeant a few months longer than you gets a better furlough and a better watch. That makes no sense.

The list that just came out got past number 81 for test scores. Multiple people on the lis were not eligible yet due to lack of time on the job. Those Officers will be in the next class or the first class next year. Some of those who passed on the promotion are very young and simply want more experience before becoming a Sgt. There are also veterans on this job who are Detectives, ETs, and other higher pay grades who simply have it very nice where they are at and don't want to go back to patrol and be at the bottom. The Detectives are especially passing on the promotion. The last pay raise in the FOP contract makes their hourly wage close enough to Sergeant (probably won't last once grievance process is finished) that the promotion isn't necessary. How many on this job would take Sergeant on the watch over a Homicide Detective???? The watch is about as fun as getting a tooth pulled. Needless to say you have your answer right there.

The salary difference between a detective and a sergeant is a few thousand dollars. The only advantage is the supervisor differential, which is non-pensionable.

Several exempts considering going back to their civil service rank due to lack of money. Captains make more, Lieutenants are close. Bottom line they are having trouble filling the highest spots in the CPD as well.

You have officers that have done nothing but blue cards their entire career. Now they have to take on responsibility of supervising officers that are bringing in felony arrests. You have officers that have no idea how to talk to people and now you have to speak with an angry citizen. You have officers that hide in the back during a protest, and now you have to give dispersals and start leading on a protest. If I was them I would stick to blue carding grandma's going to the doctor too.

My friend has not even had a chance to take part 2 of this recent test because, at the time part 2 was given, he was deployed overseas serving out country. I'm sure he'd score well and would love the chance to be promoted.. But, that would make too much sense to let him have that opportunity.

Because the job is in the tank, and supervising is even worse, with LT being the absolute worst, unless you are clouted enough to get to a unit right away. This is not a surprise at all, especially if you're a detective; make more money and only be responsible for your cases.

The test prior to this one (the one with the oral portion) had roughly 324 people made off the list (excluding merit).... But the actual number they left off at was about 368 (excluding merit)... So there were around 44 people that either- turned it down, retired, or unfortunately, passed away. I'd have to bet that most refused the promotion. That's 44 people!! That's almost an entire class!! Shit, the last class they made off the old test had 10 people drop out by the fifth day, Friday!! 10 people!! It's a sign of the times. Who the fuck wants to be responsible for baby sitting these tik toc addicted, run away from gun fire- kids!!?? Sgt's had it made prior to 2005 or so... Now, it's middle management with the kicker of the possibility of losing your job based on other peoples actions... PHUCK that !!!

Being in a good district or unit, having decent supervisors, a place close to home, I would turn it down. In the current climate, with the persons at the Head of this department now, I certainly wouldn’t want to go to a unit in a galaxy far, far away, to supervise poorly trained newbies - all for a few sheckels. all this is true, you can't make Lt. without being a Sgt. If you have a few years left in a unit , hang in there. If you are very competent,you may get assigned to a unit, 45 minute a day in time due and quarterly overtime checks is well worth the headaches. It is a tough assignment . Lt. is still the best,but Captain rank should be eliminated or back to one captain on every shift with two Lt.'s

And it’s strange his admin secretary sergeant, who has a take home car because she lives all the way south and can’t burn her own gas like everyone else (never heard of an admin secretary sergeant who gets a take home) is also done in like a week. What a coincidence.

Yes, I think Illinois does charge too much for qualification. But, many states do not have a system in place to issue a retired officer an identification card. They just ignore it.

Hopefully this would help. Originally Daley didn’t want police carrying firearms after retirement. That’s why we weren’t allowed to use the department ranges for qualifications. Luckily that has been changed. Also the reason the fee is so high is that IROCC fees are so high is that it is self supporting and doesn’t receive any funding from Springfield.

SCC, you guys might be retired for too long now. I believe the first class off the 2021 list had about 10 people refuse. The last class that just made it back in October had about 8 refuse. The liability is exponentially more for SGTs and it is even more for LTs now. Ever since they reworked the TRR process, some of the liability has been transferred over to the LTs instead. SGTs dont approve TRRs anymore and only review for completeness and legibility. If anything the guys refusing it are essentially giving up about a 50k raise over the rank of 9161. The 50k is with all the additional benefits. People would have to be in an extremely good spot, not tied to the radio and has very little workload to give it up.

The TRR report has been reworked because of the Van Dyke shooting. It took away some liability for SGTs and moved it to the LTs.

I'd expect the SGTs union will be demanding for a bump due to the D2B pay bump. Could be 5 years before that is settle considering how the mayor seems to not want to negotiate the SGTs contract.

What a lot of people are not talking about is the tier 2 pension issues. Current cap is 127k and SGTS at 10 year step raise are making more than 127k. Expect a lot less SGTS taking the LT rank in the near future and much less wanting the gold star. The pension is being diminished due to salary that is earned over 127k are now not being paid into the pension.

It makes perfect sense. It’s a different job. That guy that’s been a sgt for a few months more than you knows more about being a sgt.
So, scenario, two guys hired a month apart. The first guy hired worked a bear car for 30 years and finally makes Sgt after 30 years on. The other guy makes Sgt after 10 years and has now been a Sgt for 20 years. You think that it’s fair for the first guy to now have more seniority and better furlos than the guy that’s been doing the job for 20 years? You’re crazy. You should’ve studied harder earlier in your career.

The very fact that you have to qualify every year for IROCC & that you pay more for it shows exactly what the politicians think of you. They want to penalize you for being LEO. Any other time, people who are retired public servants actually get breaks or no fees for certain types of things once you’re retired. Most of us retired are not on exempt pensions and don’t have that post retirement 6 figure connected job. Most of us are getting by. I’m ok but it’s because I watch what I spend. I’m not living large. I didn’t bother with IROCC, it’s the principle. As former LEO you should need to qualify less not more than some old lady who learned to hold a gun last weekend.

I'm ok with the yearly requalification. At least some of the retirees will shoot once a year. Last year I was qualifying next to a guy whose gun kept jamming. Slide locking, stove piping. That's why I carry a revolver. I know, less rounds, but more reliable. As for the fee, if it keeps the State of Illinois out of the funding, I'm ok with paying $75 a year. And please if you are retired get concealed carry insurance. A couple hundred a year could save you tens of thousands.

I can tell you from personal experience—a lot of sergeants who stepped away from detective work often end up regretting that decision, realizing too late what they gave up. Being a sergeant can be incredibly frustrating and unfulfilling

Being on the range is sweet. Shoot and play with guns all day. Can’t believe I get paid to do what i do, doesn’t feel like work. Although we do get deployed so sometimes, it sucks but can’t complain we got it good…oh yeah tons of ammo as well 😂

Agreed. Some of these unit guys/gals are making 100K in OT a year for the last 4-5 years. No stress, take home car. How many years of pension would you have to collect as a SGT to make up the difference in OT these guys are making and if they are investing it forget about it. If I was in that situation I would really have to weigh it out.

Hey Superman, he was cuffed behind his back and then slipped the cuffs to the front as he rolled around the 3rd rail. I know you obviously would have flown in and subdued this nut in an instant but I wasn’t in a hurry to jump on the red line Roosevelt tracks on my day off. Prior to that clip starting we had been pulling him off the 3rd rail for 10 mins while being recorded by 50 cameras. I’m sure you would have handled it better though.

Why take the promotion? Most older sergeants become crabby because they have to deal with everyone else's headaches. Good example, sergeant Mutt, that's his actual name. . Crabby with never a smile. I'm happy just being a detective.
