Demote Them All

The Department is waaaaay too top heavy anyway, but Conehead is gutless:

  • A group of high-ranking Chicago police officials are pushing to form their own union, setting up a possible fight with Mayor Brandon Johnson’s administration.

    In a letter last month to Militza Pagán, Johnson’s deputy mayor of labor relations, an attorney with the Illinois Police Benevolent & Protective Association asked the city to “voluntarily recognize” a new collective bargaining unit of police commanders and deputy chiefs. The union already represents sergeants, lieutenants and captains.

How about "No." It's defined as "Exempt" for many reasons, all of which you VOLUNTEERED for. 

You took no test for your spot. In most cases, you demonstrated no actual job skills aside from who you knew or who you blew. You played the political game, you serve at the pleasure of the administration, and you get an undeserved / unearned pension bump that puts you head and shoulders above just about every other public sector retiree, not to mention the "good ol' boys" network that lands you six-figure retirement jobs ON TOP OF the unearned pension.

  • A source with knowledge of the unionization push said it was launched after the city curtailed how much time exempt-rank supervisors can spend on medical leave.

    The issue only surfaced when two commanders were told they needed to return to work, as one remained hospitalized with a serious illness and the other was recovering from back surgery, the source said.

Okay, that's just wrong, but wholly undeserving of all of the other protections that come with unionization. If it's that big a deal, go back to your previous Patrol rank that has a Contract.

  • Commanders and deputy chiefs aren’t afforded other benefits that other rank-and-file cops get, including earned time off, pay for being prepared to work during off-hours and allowances for uniforms, the source said.

    Lieutenants are now turning down promotions to become commanders because of the disparities — something that never used to happen, the source said.

That makes them the smart ones, and perhaps the ones that Conehead should be looking at to run Units and Districts. 

Would you want to try to run a city Department with leftover deadweight who owe their spot and allegiance to previous mayors? They could spend their days undercutting the policies you ran and got elected on and you wouldn't be able to remove them because of union rules. 

Screw that.

It will happen. They are following CPS principles who are the same as our exempts and CFD deputy district chiefs who are also an exempt rank. Plus it was written into the state constitution. It doesn’t recognize “exempt”.. the language in the constitution says any employee may unionize.. it may not happen tomorrow, but it will happen. There is no way around it. I love it because it will piss the mayor off like crazy.

Problem was he was a felony, felons should not touch guns.

There’s numerous Lt’s and Capt’s that said “No” and didn’t sell their souls.

If everything was run by Lts and Captains the dept would get busted by all the ot they would rake in, working 12-14hr days as a norm, like most Commanders and Dep Chiefs do now. There is a reason it’s structured the way it is. Not getting normal medical is absolutely ridiculous, though.

Carter’s crew is afraid now the Waller is running the show. They are hoping to take Waller’s discretion away. Requesting union protection is a big ask from a group of individuals that couldn’t pass a promotional exam. Demote them all!

We are aware they you are seeking union protection to safeguard a promotions that you were unqualified for in the first place. You volunteered to serve at will. You volunteered to be at the pleasure of the Superintendent. You were exempt from traditional civil service testing, rigid numerical scoring, and standard career-service eligibility. You were exempt from the usual testing and eligibility processes that ensure a fair evaluation of candidates.
You were promoted without a written OR practical promotional test. Your promotion was at the mayor’s and superintendent’s discretion.

It's important to recognize that your position was given, not earned through the traditional civil service measures that apply to others within the department. You voluntarily accepted a role that you knew was at the discretion of the Superintendent.

Given the circumstances, I propose a straightforward solution: demote each of them back to the rank of Lt. and allow them to compete fairly with their peers for future promotions. Eliminating appointed and merit positions could help restore a sense of fairness and merit in the ranks.

Serious question: If any of us here owned a business, would you hire any of the dept exempts we've had from the last 10 years to run your company? Hell, would you hire them at all? Remember how they acted during COVID...the riots...thousands of illegals housed in our lobbies? These were all tests which they failed miserably. The best lieutenants I know do not want anything to do with being commanders. There’s something wrong with that. The dept is not getting the best we have, they’re getting the ones with the biggest clout and best connections. Look at the people they’re promoting. They don’t even know how to do Lt stuff before they’re whisked away and hidden for their next promotion. It’s sickening.

People forget - Captain used to be a testable rank back until the 1990s and they had an actual union. Then the City stopped promoting and allowed the rank to dwindle until there were maybe three left?

The City redefined the rank, redefined the qualifications and made it all ""merit." But the union still existed on paper and the new appointed rank reaped the benefits negotiated years prior. If they had gotten rid of all of the Captains, the union would have ceased to exist.

This has Colonel Carter’s influence written all over it. This comes after Carter’s puppet L. Snelling abruptl retirement and after Ursitti denied Carter’s request to promote a Lieutenant from 006 to Commander. On Snelling’s way out the door, he promoted a handful of Carter’s picks.. These individuals are understandably concerned about their future in the department under Waller and a new superintendent. Carter is concerned about losing his stronghold because he constantly reaching out for favors.

Worked for a 1st watch SGT who would drive right home after roll call and park in his garage. He would give his wife his radio and tell her to wake him up if they called his number. She was a night owl and watched Barnaby Jones reruns all night. One night he came out of his service door and an inspector was in his yard and said gotcha. The SGT said no I got you for trespassing. It ended up in the Captain's office and the inspector lost that one.

It will not happen. Exempt rank is considered management. They cannot unionize. It is an appointed position so they can back to their civil service rank if they want to be in a union.

No really. When a sworn member is promoted to " exempt" rank, they actually resign their rank. If demoted from exempt they fall back to previous rank. They are " at will" only at the exempt. But, if they end up unionized, all of that might change, as it did with captains. The Illinois constitution give a lot of leeway for this. Lets see how this plays out. This just might cause a lot of changes in the exempt rank.

I was a test score Detective and Sergeant. I was a difficult troublemaker and shit starter for over 30 years. I support the Command Staff completely in this endeavor. How many of you realize that Captains make more than Commanders just on salary alone??? Thats not including OT which Captains steal left and right. Maybe try talking to the Command Staff and ask them what they are fighting for. They want in writing that Commanders make more in salary than Captains. That seems pretty logical to me. They are not asking for OT. They are asking for the same medical benefits that every other member of CPD gets. Should Commander FA go into a no pay status because he has cancer? He was a test score LT. Had he not left that rank he would have plenty of medical time left. That seems like common sense to me. The army of do nothings on this blog would and have screamed bloody murder anytime a boss didn't care of a sick PO. The bosses have and do take care of the sick and injured the best they can. Anyone who says otherwise is full of it. Now that the shoe is on the other foot, do nothings want to complain. How Democrat of you.

Well there are some exempts that legitimately got/are sick. But, there’s other scammers that use and abuse the medical just like a lot of PO’s. They use it to get out of major events in their districts. So in those cases, when their presence absolutely should be there and they pull the bullshit medical, then yeah the city should be able to demote them.

I can’t name a single commander that was a WOL for more than a couple months. They are almost all merit Sgt’s and then merit Lts They don’t even know the job. They are so inept and clueless about how to run a watch. They somehow just keep getting promoted tho. They hide most of them at the tact Lt spot. They do absolutely nothing, are almost never at work, then wait it out till they get promoted again. All the while never actually knowing how to run a watch or taking on the responsibility of doing so. Show me any Lt that’s been a wol for years that actually knows his shit that ever gets promoted. They don’t want people like that. They want all yes men that owe someone for their merit promotions so they can control them. Never getting someone that actually speaks up and says how fucked up the dept is being run.

There is a serious disincentive to ever become a commander. It’s an enormous pay cut. Essentially a 40k raise in base salary but you lose approximately 15k in guaranteed bonuses-uniform, duty availability and supervisors quarterly. You also lose the shift differential 45 min/day of which 300 hrs can be sold back at the end of the year for approx 20k gross. So Lt to commander is a 5 k raise before an hour of OT. You’re losing a whole host of other benefits such as furloughs, medical and other days off. It’s ridiculous. Who would want it? Only those who want that gold star for all the wrong reasons.
Captains make more than commanders straight up so they almost never take it unless they need the commander rank to parlay into a job after retirement.
Of course we have bad exempts who are the result of merit cronyism, nepotism etc. the issue however is the broken system. The right people is part of it but a system that incentivizes those right people to take it is the other part.

There was a commander who 6 months before retiring ask to be demoted back to career service rank. He had padded his pay so his pension was packed but the health care costs were better at the career service rank.

The word "Exempt" means exempt from FLSA and overtime. Nothing more. The reason the step down before they retire is because they can then fall under their respective CBA and get the benefits.
They should be represented and at least given SOME sort of protection. The case with the medical is just an example.
NY has their Exempt represented. That will set a precedent.

Without a doubt. Many commanders were merit detectives,sergeants and lieutenants. Mayor Brandon boneheaded Johnson issue an executive order. Starting August 15 , all exempt ranks will be paid at the rank they earned as sergeant,lieutenant. All members must resign immediately if they do not agree with this order. All will receive a $25,000 bonus after successful completion of one year in the exempt rank.the bonus can be invested in deferred compensation but will not be pensionable.

Stop all merit selections once and for all. These people never came on the job to work and fight crime. They were politcians who came outof the academy and hid for a while to get some time OTJ. Raises will be easier for the city to swallow since their number will be a smaller bargaining unit, so they can stick it to the officers rank and file. Maybe better sheduling and work hours are on the agenda.

The simple answer should be "NO" to all Public Sector Unions. The reason being that the taxpayers are paying the salaries and essentially the Unions are "negotiating" with themselves to proffer salary, benefits, etc.

Someone who's a highly-compensated employee with oversight responsibilities for other employees? Expected to work more than 40 hr/week - usually 60 w/o OT accruing. Over 60 hr/wk? Yeah, you get OT (Fed cases on that).

But this other bullshit? Forgetaboutit. You're getting a higher salary, higher benefits, higher pension, other perks - so no union, no more extras. Do your damn job.

Nothing against this commander, but why doesn’t he step down to his civil service rank as Lt? Wouldn’t that solve this? If he is as sick as they say, then he wouldn’t really be able to effectively lead as a cmdr anyway. Don’t take this the wrong way, I wish no ill will on him and hear he’s an awesome guy, but can’t he just step back down to Lt, have all his medical benefits and if and when he gets better they can restore him as a cmdr.

This is the case for almost all the exempts the last couple years. Merit promotions, never in patrol or the WOL. BS Tac Lt spot or unit and then on to being a Gold Star. They usually send them to some bs training in Boston , Northwestern or FBI to have something for their resume. Same crew of unqualified, useless people.

Fop 1st vice president Mette had multiple charges filed against him this morning for misappropriation of lodge funds and member dues to cover a close friend who got into an off duty DUI. The lodge doesn’t cover this and never has. But since he’s a good buddy with the alleged, he got a check for thousands of dollars.

Are these exempt turds still resigning their exempt rank to get medical benefits? If so that needs to be abolished.

Take the company car from all non-field exempts. Commanders of house mouse units don’t need take home cars. Have cars they can sign out during their work day only.

Other than IOD, they are reduced to lieutenant pay while on the medical.
With a full year of medical available.

What they are doing to the exempt command staff's medical just a preview of what's coming for the sworn medical. Most of the proposals blatantly violate thr contract, the city knows it, but they are going to do it anyways.

Yeah so we can allow incompetent bosses stay on the job and destroy a district or unit. In 016 we have a over promoted commander who can only function on anxiety meds. He tries so hard to hide from everyone. His girlfriend always says he is busy when anyone wants to meet with him. We bankrupt the pension for incompetent members only.

My granddaughter is a recruit in the academy and she came home today and told me that a recruit was shot in the range !! She said the instructors were covered in blood because they applied tourniquets to him ! Why isn’t this on the news ? Was the recruit who shot the recruit going to get fired ?? Was it really an accident ???? Can someone confirm this !! How bad was it ????
