A Slum Times Miracle!
A PPP fraud case....that doesn't involve the CPD?
A former top Chicago Public School official was charged with ripping off two pandemic relief programs, nearly three years after the school system found she had lied about her income in order to receive loans.
Crystal Cooper, the district’s former chief operating officer, was among at least 14 CPS staffers who left their jobs in 2023 after the district’s inspector general uncovered they had falsified information on applications for federal Paycheck Protection Program loans.
This May, Cooper was charged with three counts of wire fraud, according to a recently unsealed federal indictment.
Beginning in June 2020, Cooper applied for two federal loans through the PPP and Economic Injury Disaster Loan program, according to the indictment. Those programs were intended to help small businesses survive the pandemic, but they were overrun with fraud.
Cooper was accused of lying about her income and the revenue she received from a side business that she’d never disclosed to CPS. She ultimately received over $28,000 in loans that she tapped for “her personal use and benefit,” according to the indictment. Like most of the country’s 11.4 million PPP loans, Cooper’s were forgiven and she didn’t have to pay anything back.
How did this one get past the Slum Times editors?
Wait....wait....
- At least 36 Chicago police officers were found to have defrauded the PPP program, according to reports by City Hall inspector general’s office. The list includes eight cops highlighted in a report last month who bilked a total of $282,639 in PPP funds.
Ah yes....there's the Slum Times bias we've all come to know and love. Over 1,000 city employees were found to have received fraudulent loans, including 780 CPS employees (none of whom actually missed a paycheck), but they have to mention 36 cops.
Assholes.

I trust the ig to investigate like I trust a gold star to pass a test. How is it the feds never charged these cops but the Crack team of not trained ig investigators determines they violated federal laws? Not excusing the behavior but the ig are clouded up idiots.
…and countless police dispatchers and call takers at OEMC. Some left on their own most still remain. You hire professional system hustlers you get system hustler behavior.
All of these thieves should be made to pay all that money back regardless of whom they worked for. They stole from us, why should we take the hit? There was a time when thieves went to jail, but not anymore. At least fire them.
Everyone of the PPP loans that were issued with fraudulent and misleading information should have criminal charges filed against the people responsible.
Still waiting for the Slum Times to report on the exempt rank CFD members who received dubious PPP loans. Those higher ranks really are surviving paycheck to paycheck.
Thas ok...get rid of the shit thats on this Depts payroll...might as well get rid of all the scum..Im sure alot were high ranking.
They are good Politburo Komrades.
So much corruption in a Chicago Public school system how many sexual assaults how many PPP loan is total the feds need to get involved these people need to go to the federal penitentiary on your criminals. They’re not teaching the children anyway many of them cannot even read, but yet they are forced to promote them putting dummies out that are not even qualified to work at McDonald’s. But then again, fast food will be AI soon and they will not even be able to work there, it will be on the government dole forever.
The Sun-Times is a very bad, icky newspaper.
No keeses for them!!!!
Almost 800 CPS employees stole from us. Time for the indictments to start coming down if the statue of limitation is not run. Fraud is rampant in all areas of this city County and state. Our healthcare system has become a dumping ground for patronage for the county. The Airport is a dumping ground for patronage For The City. Pritzker does whatever he wants and doubles a payment for his inner staff by payments outside of his own companies. Who are they loyal to him or the people of this state. Remember November vote Republican.
Fire, prosecute, and imprison them all!
Fire all of them, prosecute them in court. No pension.
Board of Education IG
Is there anyone under 70 that still reads that paper.
She was making a salary of $220,000/year and threw it away for $28,000. With that kinds of smarts at the top it explains how CPS edjumacates those kids so gud!
The potential impact a conviction could have on Crystal Cooper's Tier 1 pension.
Cooper wasn't just CPS's former Chief Operating Officer—she also served as Chief of Staff to CEO Pedro Martinez and, before that, as Executive Director of CPS Nutrition Support Services, where she oversaw the district's multi-million-dollar school meal program, including vendor management, procurement oversight, and food service operations.
Interestingly, one of her predecessors as Chief of Staff, Pedro Soto Jr., served under former CEO Janice Jackson. Soto later pleaded guilty to making false statements to the FBI during a federal corruption investigation involving a CPS custodial contract. He was sentenced to 18 months of probation, a $3,000 fine, and 100 hours of community service, resigned from CPS, and received a Do Not Hire (DNH) designation.
Cooper also resigned from CPS and received a Do Not Hire (DNH) designation following the CPS Inspector General's investigation.
If Cooper is convicted, however, pension forfeiture is not automatic. Under 40 ILCS 5/1-119, a misdemeanor conviction generally would not result in pension forfeiture, and even a felony conviction requires a finding that the offense was sufficiently connected to her public employment.
Given Cooper's reported final CPS salary of more than $220,000, whether the case ends in a felony conviction or a misdemeanor plea could have significant implications for her Tier 1 pension.
Expect a plea deal for Cooper to include restitution, no jail time, and a misdemeanor conviction.
Waiting for Feds to investigate the CHA for fraudulent PPP loans ! Many of the management employees at there Van Buren office driving new high end cars , fancy clothes, and a lot of bling !
People who stole Millions of Dollars in Minnesota are getting probation.
None of these PPE people are going to Jail in this State. The minute they are given the choice to resign or be prosecuted, they resign and find another job.
Any CPD PPP abuser should be separated. Finaly going after CPS and what about the 911 center employees? Fraud and abuse was rampant and still is. As soon as the democrats get re elected they will open the border and begin the fraud waste and abuse they so deperately need to fund their agenda's. They will close prisons and defund the police even further.
It’s not about how much you make. It’s the greed and the culture.
Does this Cooper have any ties to our Cooper that guards our illustrious mayor
I thought it was the end of the world that's why I stole ppp money
severely affected by reductions to SNAP: ‘We need to bail out this industry’
Know someone that works there, and they said the thing ! A lot of showing out !

Good,how many cops?Tell us,
2009ish she was caught in a handicapped placard scandal. Obtained and was using one illegally. One of the news stations covered it. Happened near Randolph and Clinton.
Now how many at OEMC are still left? If they fired them all we would have no dispatchers left and the calls would go unanswered with no call takers. But wait , the calls go unanswered now.. . .
