Manpower shortages & Short sighted Thinking

If Frank "how high mayor?" Main and Fran "hired what?" Spielman want a free story, read this. If they can't do the heavy lifting, maybe Warmbir and Novak can get another Pulitzer out of this. Let them know about it, Frank, ok?

Manpower shortages appear to be becoming acute. Time off is denied regularly, even in Units; furlough extensions are again being held to the absolute minimums; one man cars (once only on the day watch) are being seen increasingly on midnights and even third watch rapids in some districts; rumors of ghost cars (on the sheets, but actually at details) abound; and they're stripping at least one car per district in the "lower crime" areas to send them west and south.

What does it all mean? Aside from the dangerous practice of sending coppers to areas/districts they aren't familiar with, it is contributing to rising rates of property and violent crime in formerly "safe" districts. Let's face it: criminals aren't stupid (well, not always.) The way to not get caught is to go where the cops aren't. And why aren't the cops there? Because there aren't enough of them. And the ones that are, are stretched thin, thinner than they have been in years. There hasn't been a new class going into the academy in about 6 months (next one starts 29 August) and the classes that just graduated were what? 40 or 50 people? Sergeants, already short of strength, have been shortened by another 46, and now they're sending sergeants to other districts to alleviate shortages. The only thing we don't seem to be short of is bosses (LTs and up).

Frank Main wonders why attacks on coppers are up? Because the assholes KNOW there aren't as many cops out there. They see the one man cars. They know that back up is minutes or miles away. They know their chances are better one-on-one to avoid jail than if two or three cars are nearby. Comments?

Most of us how have been in the ball game for some time knows that million of dollars are stolen via KICKBACKS, BRIBES, OVER PAYMENTS and COST OVER RUNS in each and every action the City of Chicago engages in. It isn't a crazy conspiracy theory or some bashing against the current Mayor and allies but plain fact in Chicago.

I am pushing 20 years with the police department. Just like many of us on this job, I have numerous family members on the job too. My Father started in the late 1950's and all my brothers are on also.

During the years my family has been on the job, we asked no favors from any bosses. We believe that "ask no favor, owe no favors" works out well. So no hidden agenda here to back stab anyone or screw anybody, just some facts that I know.

I have during the years on this job been either assigned to some kind of detail, worked a side job or just happened to be where upon I have personally observed many of the current and past politicians in private settings or settings in which they thought it was "safe" to talk openly.

And clearly made one observation and conclusion. NOTHING, I mean NOTHING is legit in this CITY!

Aldermen routinely introduce laws and regulations to be voted on that they only introduced for the sole purpose of having "lobbyist" from opposing factors drop tons of cash either as donations to their campaign fund or out right under the table bribes.

A zoning change will cost you also. A building permit... well your better off just hiring somebody to get it for you. Ban parking downtown so all of the Mayor's friends who own parking lots downtown make a fortune!

Those are little examples of what goes on.

Taxes? Hate to even get started on those. The percentage we pay from gas, hotel, restaurants, city stickers cigarettes is crazy and pretty much the highest in the country.

Now the police department is at an all time low based on population and previous manpower numbers.

The mayor is saving millions on payroll with the numbers so low. Even more than most people think. Based on the fact the salary that currently not being paid is mostly from older police officers who retired and not replaced. So the City is actually saving the salary of much higher paid cops that are now gone.

Citizen and police safety is greatly compromised. And the bullshit they are pulling with the numbers game and stats would make the best Vegas cheat smile with envy.

But does the Midget Mayor care? The guy who claims he LOVES HIS JOB AND THE PEOPLE OF CHICAGO!

Sure doesn't look that way.

Does anyone know how man coppers are on the payroll? I thought the police dept was budgeted for approx. 13,000. Last I heard we have high 9,000 close to 10,000. Does any know exactly??

And if 10,000 is correct, where does all the extra money from the non existing coppers going to? Millennium Park?? (Ohh I am sorry, I forgot that the whole park was private donations. YEAH RIGHT!!)

Captains are nearly at full strength, but not for long. Many from the first group that never went back to college to get their degree will retire before they are mandatorily demoted at year's end.

Lieutenants are short too. Just look at how many are detailed from district to district each week, even being sent from north side to south side. Even with the new promotions, it won't be where it should. Within weeks many incumbent Lt's will go to units and within 6 months many new Lt's will be exempt. By the end of the year it will be in bad shape again.

Sergeants ARE at critical stage. Promotion are expected in September. Depending on IF they promote enough and IF they don't send them to the Det. Div. for 6 weeks to sit around and do nothing, it might get bearable for a few months, but I doubt it.

P.O.s have it horrible too. I remember districts having every car filled, several incident cars up, and "the first five time due slips are guaranteed, the rest can hope...". Now some districts struggle to approve 1 or 2 slips, while downing wagons (remember when we had 2 or 3 wagons per watch?), rapid cars, foot people, and putting out 1 man cars on 3rd and 1st watches. Yet nearly 1500 (yes, 1500) officers are detailed OUT of patrol to units that are not budgeted to have them, all to juggle the books.

(Amazing how quickly they usually manage to fill the exempt ranks though...)

But you know what...it still beats working for a living!!!

Most of the "bulkiness" in my uniform are "complete body armor" protection layers (Neck to Toe). I am a high security risk in my position. The protection is greatly needed to protect such a high profile big city police leader.

Instead of sending cops from the "slower" districts to the "faster" districts , why not send TRU in to those districts . Isn't why they created that unit in the first place ??

Once again proves that the mayor couldn't care less about the police. Even his old man hated the police (but the oldman sure loved the Fire Department. Remember when the Daley brothers had old Fire Commissioner Quinn, a bachelor, change his will on his deathbed? Richie and his brothers got millions.)!

I hate to agree with him, but leftisbest was right a bit back when he wrote all the police officers and their families who voted for Daley should be ashamed.

By the way, I haven't been a post from "lefty" in a few days. What's up with that? Maybe BushBoy had him/her knocked off.

Manpower is at an all time low; reports are that only 9700 uniform checks were cut in December; hiring is NOT keeping pace with the attrition, and promotions to both Capt. and Lt have not brought those positions up to budgeted strengths. Sgts are critically short, as are Detectives and District Law Enforcement. Nero fiddled while Rome burned; anyone ever see the picture of Cline dressed in a toga with a laurel wreath on his head?

Cline is enthralled with POWER! Cline and his buddy Donahue at HIDTA had it figured that Donahue would become the national drug czar, and Cline would run Chicago HIDTA; budget cuts and the fact that the Chicago HIDTA groups couldn't find dope in the crime lab squelched that scenario. I hate to even think about this, but it shall take some 10-99 unit to be shot on the first watch for something to happen. Then the superintendent will appear on tv boo-hooing about criminals and some such nonsense.

We must get rid of the mayor. I say leftisbest for mayor and sweetbaby ray for City Clerk. And our moderator for City treasurer!

the dept is budgeted for around 13500 personel, we have around 9500ish... there were times when the academy (aka the Idiot box) was churning out 50 to 60 of chicagos finest (fucking morons). a month, however... there were 70-80 retirees, we cant even covere personel thats leaving... If you want to figure out how the scandal works, follow the $$$! Budget & Fiscal have paychecks for 13500, but whatever we dont use, we lose! The less Sgt's/Lt's the better for the city. Say were supposed to have 500 (just a number) Lt's, and we only have 200, guess what, 300 paychecks for Lt's go back to lil dick, so he can buy land for O'hare expansion, flowerpots, fences, Hired trucks, Maggie's wing at the Betty Ford clinic, same goes for Sgt's and Patrolman. Same with the Fire dept. Who's benefit is is if we settle the contract on time? The city has the $$$ set aside for our pay raise, but it sits in the City's bank account collecting intrest, granted, 4.2% intrest on your bullshit 2% pay increase aint shit, but multiply that by how many paychecks the whole dept gets, now youre talking real $$$. Every time I see Goodfellas, the scene where Henery Hill explains how the boss works: "fuck you, pay ME!, truck broke down, cant make the delivery, Fuck you, pay ME!" does that sound like anyone we know and love???

NEWS FLASH! Today manpower will get even shorter. An early report released moments ago shows Fat Phil And Dana Starks going on the medical. It seens Dana was injured when a button blew off Phils coat as he was trying to inhale to put on his vest. It knocked Dana to the floor and he passed out. Phil then dropped to his knees, breaking Dana's back. Phils pants ripped in the back and a we now know that Phil wears a thong, no surprize here. Stay away from the medical section, the stink is terrible.

We can all make suggestions that make tons of sense. Of course the answer is, first and foremost, put more officers back in the districts. However, we are just spinning our wheels here friends. No one cares but you and I. The administration dosen't, the Superintendent dosen't, FOP nor PBBA. But my folks on days in the 006th district know they will always see me backing them up and the same is true for them backing me up. Keep each other safe for we are all we have and love you all. By the way my Name is
