An Idea Worth Pursuing

We post in a "stream of consciousness" type of method. We come up with an idea from things we've heard, things we've read, things we enjoy talking about and run with it. Tuesday night, we jokingly referred to an intoxicated conversation about disbanding the detective division. Lo and behold, what was intended as a gentle ribbing of the D unit generates some comments that could turn into something that might actually have some merit.
  • NYPD has a higher crime clearance rate because each precinct has their own detective division and, it would seem, that that setup allows more communication between dicks and patrol. Thanks to SCC for bringing up the issue & "thinking outside the box" - the question deserves, at least, some discussion. (Rue St. Michel in "A Crazy Idea ...")
  • Maybe it would be better if the Dicks were taken from the Area and assigned to a District. The PO's would know who to refer cases to...the Dick's would have a better handle on the usual suspects and they would not seem to be insulated from the PO's...what do you think....?? (anonymous poster in "A Crazy Idea ...")
With everything this department has been stealing from New York anyway, why not give this a whirl in an Area or two? Having the dicks close by and intimately familiar with the players would be a definite boon to the clearance rate and the wealth of experience being passed along to the younger coppers in regard to preliminary investigations, crime scene preservation and witness processing would be incalculable. Yes, a couple of exempts might lose their jobs, but we're "chief-heavy" anyway. It doesn't (it shouldn't) have any bearing on the actual merit of the idea - except of course, in Chicago. What say you?

Scout gang/tact cars and a two-man intelligence crew in each district.

Make them identify problems for 40 hours a week, and tell them they never have to make a single arrest.

But they better identify every dope spot, know every gang boundary and dispute, have contacts on every block etc within 1 year.

I wouldn't put ALL the dicks in the districts. Like everything else, too much shit that happens crosses district lines. But certainly worth looking at putting 2 or 3 vc dicks in the most violent districts tied into 3rd/1st watches.

In the NYPD, each of the 76 precincts (districts) has a detective SQUAD. The five boroughs (Manhattan, Brooklyn, Bronx, Queens and Staten Island) have a Bureau Borough Command which overlap pct. coverage in areas of specialization. Most of the workload, including "smoking gun" homicides, are handled by the pct. SQUAD.

Likewise in the LAPD, each division (district) has the same set-up with specialized coverage headquartered in the Parker Center.

After making detective, I wanted to spend the rest of my career in "the D". But no. I get "promoted" to sgt. and sent to district patrol. Meanwhile, sgts. and above with some CLOUT and in many cases little or no experience in the D supervise. Unless (s)he has clout, the so-called promotion dooms you to patrol regardless of your investigative/supervisory skills.

There is much to be said for the organizational structure and use of detective manpower in both NYC and LA.

However, as in the NYPD, many fine detectives who have a passion for investigations would be better motivated if the CPD had raises in pay scale from Det. 3rd grade to Det. 1st grade, the last being comparable to a lieutenant's salary.

Interdepartmental and intradepartmental politics have a stranglehold on the the morale of the CPD. Excellence is virtually meaningless. Clout, nepotism and cronyism rules. Unless and until meaningful reforms are made, only professional pride sustains our many fine police officers.

Frankly, the job sucks like never before.

Here is another idea, why not allow a Det. who makes Sgt. stay in the Det. division like in L.A. Det. Sgt. I guess that would not leave any spots for the clout pukes who could not detect where that stream of urine was comming from every morning. If it is a good idea it must also allow for some benefit for the clout heavy or it won't be used. sad

It would really make sense but that is why it would never happen. It would be beneficial to work in the same district were u could keep up on the gangs and crimes. U also would learn who to believe and not believe in the patrol division. U probably would be able to develop contacts in the field.
When I made dick I was told by a twenty five year detective to never believe any one including the police. Thank God I listened.
Two mopes wanted home invasion charges for a victim in a burned out condemed apartment building that the victim broke into to keep warm. 19P

This would never happen because the eight year wonders in Violent Crimes, Big Egos, would cry to Phat Phil and their daddies. Violent Crimes is a joke with all these short timers who know it all, who should be in Youth or Property crimes but they have clout so therefore their made Homicide Dicks. I hate working with them, they were never good p/os let alone detectives. And who do they shit on, the district police of course. First statement is how can I blow this job off.

And who would like to make Detective today. Who would want to go to the Anus/Arm Pit of Area 2.
As a new dick u would be stuck there (god forbid) for two or three years until the next class of dicks is made. Ure training dick would be the mope who forgot to inventory a gun in a murder. Blamed suburban cops then found it in his locker two years later, and brought gun to court. Never sent in for forensics/ballistics.

Or you could work with Ms. Daisy who suspended every job for a year, over three hundred hand outs. Not one person declined prosecution, not one case was unfounded, dual reports? Would you want to work in that shit whole?

If U bee a woman in any area they will put you inside, u dont have to deal with bad guys. No way could these protected hacks be sent to an district were you might have to produce.

Worst detectives in the city, majority of merit detectives,that place would be the perfect test area. CLOSE AREA 2, and move the workers into the districts. We could bet on the ones who would bail out to specialized do nothing units.

Yes it's true that we were part of patrol sometime in our career but remember there are dicks who haven't forgot where they came from and respect the patrol officers and what they do. And you will know who those dicks are when you work a case with them.

But it's also true with some dicks their head get inflated and they seem to forget they were once out in the streets with their 30 minute lunches, 2 personals and going from call to call and staying down when when necessary to catch your breath. So for those types of detectives I cannot answer for them.

But patrol personnel need to understand they do not see or are aware of other things that has to be done after they make out that case report, sure you could guess and possibly be right but until you see for yourselves you can only assume what we dicks do.

The Supe is very hot on the way the LAPD does many things. He has been out to L.A. several times recently and is considering several major changes within IAD, Narcotics and Gangs Intellingence that would mirror that way L.A. does things within those units. Absolutely no mention of changes to the D Units, however.

Cline was a dick in narcotics. The D unit has been equally micro-managed since Phil took over. He may have been a lt in area 2 and the cdr of area 5, but he still knows no more about what we do in an area than your sorry ass. Bosses in the D unit manage numbers and thats Phil's specialty.

Personally, I'm proud of my 2 line GOCR's. Best was a homicide with out using the reverse side. Something like R/O's responded,victim laying headup facing north with gunshot to head. NFI.Put the notifications in the app. boxes and budda boom badda bing, your done.

Do you have room in your district for 40 to 50 Detectives plus several Sgts and a Lt.??? Do you have room for the desks computers and 40 to 50 file cabinets not to mention lockers and parking... Why would working out of the district building instesd of the area give the destedtives a better knowledge of the bad guys in that district? Why would it help the clear up rate???? Cases are cleared and charged by the merits of the case not the location the detective hangs his/her hat. There was a day on this Dept. when the Patrol officer AKA the preliminary investigator cleared most of the cases. Now they just go to the job make the paper, drive away and stay down for two hours. You have a named offender and his address but no arrest and nothing in the report they even tried to make an arrest. Forget about going back to the addres the next day or any time in the future. Just blame it on the detectives, the patrolman did thier job they made paper.

I like New Yorks system top grade of Detective makes Lts Pay, bring it on!!!

As a homicide detective and later as a district sergeant, I had the dubious distinction of drafting the original case report (for the paper car) on the double homicides of uniformed police officers TWICE. Both case reports had one thing in common: BREVITY.

Who. When. Where. GSW. Time of DOA & hospital. Units and brass on scene. Notifications made.

Let the homicide detectives document further facts as they become known.

I should add to the above post that in both double homicides of police officers, the cop-killer(s) had fled the scene and were subsequently apprehended, convicted and remain in the penitentiary to this day.

If a guy wants to shoot someone hes gonna do it as soon as you turn the corner. Further more, Twan is better off dead, who gives a fuck. Oh Yes, 7:32 I have been promoted (by test score) and not as PO ASSIGNED AS DETECTIVE either, which is in fact an assignment and not a promotion in rank.

Dets in RBT have been assigned to districts since Cline was the Chief of dicks. The dicks are assigned to a district and get only reports from those districts, ie. Robberies, burglaries, ect.. If you are a lucky dick (hehehe)you are in Area 1,3,4, or 5.
