Manpower (again)

In an effort to generate more interest in how the department can better allocate manpower resources, we offer the following observations:
  • What's with the "Operation Closed Market" garbage? When they first started it up, they claimed it was going to be used exclusively to close down open air drug markets in 006, 007, 015, and 011. Now, we are told by numerous sources, the department is using them as an endless source of available manpower for everything except open air drug markets. They are guarding and processing crime scenes, they are used downtown for orange alerts in the tubes, they are patrolling high schools at closing time. If the department needs extra manpower, hire it. If they need people in Mass Transit, fill the spots. If they need high visibility at schools, start up the school patrol again. What would the aldercreatures think if they heard all those open air drug markets were flourishing again?
  • We've said it before, but we'll say it again: what's the idea with sending sergeants-to-be to detective school for 10 weeks? Why hold these guys/gals out of the districts a second longer than necessary? Get them some seasoning in the districts so we aren't saddled with so many half trained bosses who aren't going to end up back at the D units anyway. You need manpower in the D units? Hire some FREAKING DETECTIVES! You'd think the same brainiac who came up with the idea to take Closed Market cars off their primary mission came up with this idea ... oh wait, he probably did.
  • One hundred recruits a class? That's it? One hundred? And only three classes of one hundred and then a class of fifty? Has anyone downtown even given a thought as to why we can't keep up with retirements? About why no one wants this job anymore? About why morale is in a constant tailspin? No, we don't think so either
Tell you what. Just remap the districts already. You know you want to. It will let you achieve your goal of an under 9,000 man department, you can claim all those savings for eliminating thousands of job positions, we'll be able to finally get time due when we want it again and everybody can be happy with the 50% clearance rate for index crimes.

Three hundred recruits ain't shit. Remmember that they now spend over 6 mths in the academy. Tha means tha if thye are hired in December they will not hit the districts untill jun-jul if the dept doesn't decide to keep them in the academy for an extra 2-4 wks. Phil wants a Dept. under 10,000 around 9,000 max. He don't care about anything but reducing violent crime ie. homicides. Other than thaat just give em an RD# and Event # and they will all be circle jerking themselves at the DOC mtg.

Look at TRU. I know everyone hates them, but there is a lot of man power there. Instead of having 25 cars drive around a 2 square block radius, change it up! Homocides are up 6 from last year. Do you think the bangers are used to / adjusted to "The Swarm"??

How about a day shift for TRU? How about sending some of them to hit the CTA or the hotter school closings? Might envigorate the troops AND keep the bird on their toes........

closed market... when they were sitting on the dope spots in fillmore, the dope boys got to know that the 2800 units can't/won't/don't know how to do shit... eventually they became bold enough to sell right around the corner from the 2800 unit. let's face it closed market is a bunch of pencil pushers, that were put on the street for appearance purposes only. they don't take reports when someone walks up to the car, instead call for a beat car, because they don't know how to give a bullshit report for a westside domestic. they are more trouble than they are worth, and i would be happy if they were riding the trains or guarding crime scenes, or better yet, sitting on prisoners in the hospital.

Fitzgerald would face fewer hurdles proving a case under the statute, which bars transmitting "information relating to the national defense" to anyone not entitled to receive it, than under the more exacting Intelligence Identities Protection Act. But national-security lawyer Kate Martin says, "Civil libertarians have always objected to [the Espionage Act] being used to prosecute leaks to the press." Manpower: How about four straight days in September that beat 811 (with 20,000+ residents, encompassing 2 square miles of Chicago) had no beat car on midnights? A hell of a lot of us live out there. If you have to, go on a uniform adjustment to your house on midnights so that at least a squad car will at least be seen driving through the neighborhood.

Its a Federal and a state violation to have a beat car and not manned, the suburbs have to keep so many cars on the street or get fined and so do we. Make a copy of those sheets that show all the cars down send them to the media, alderman and other politicians. Education of whats going on is the key and do it properly and you will be heard. Remember if someone gets hurt from lack of manpower no exempt is exempt from being sued.

T.R.U.???? What the hell do they do????? Level 2 DOC in 008 and still 2 people shot, and one of them dies. Guess what T.R.U. was in 008 even worse in the DOC that night. Close that unit and send them PPO's back to the districts to help in manpower.

I wasn't refering to t.r.u. tact in the sense of actual police work. No, the Districts can do that. What I'm thinking is the appearence of more civilian dressed officers on the streets. . . more contact cards, dispersals, possibly even an anov or two. I wouldn't want my tru tacts tied up on arrests. That would keep them off the street. Appearence is everything.

example 1. "Male black, white t-shirt blue jeans, west-bound in the north alley of Central Park and Hamlin".

example 2. "We just on-viewed a domestic disturbance (after convincing joe he needs a report), we need a beat car to take paper" so we can go lock up a public drinker even though the district we're in is in a rap and has been for hours.

example 3. A unit is calling for help but won't come to help them, even though they are only 2 blocks away, because a misdemeanor arrest is more important than the safety of a P.O. (hey a head is a head), unless there is a gun involved.


and they wonder why people don't like them???

TRU are just a bunch of posers, trying, but miserably failing to be the "police".

Elite? Come on thats what they tell you fools to pump you up and get you to do what they want. You guys are out there working hard, but most of you don't have the experience to make good arrests. The other problem is a lot of you guys come from slow districts and think that 3 bags of weed on a traffic stop is a quality arrest. Very rarely do you get guns, significant quantity of dope or actual bad guys. You should be called TSU, the traffic stop unit. But we all get a huge laugh when you come in the station with that crap and stut around like you own the place....its cute.

To 8:09 Sgt class 24th or 31st. Dicks will be mid January was the last I'd heard. Said one more Sgt's class in the spring and a new test would be offered at the end of 06 or begining of 07.
