Still With the Illegal Details

They call us. They write to us. They let us know in a myriad of ways. Seems that certain districts ARE STILL sending at least one rapid response car from third watch to the west side, usually on weekends. This is IN ADDITION to the "Area Gang Teams" and entire Tactical Teams serving outside of their home districts. We aren't sure about midnights, but we're looking into it.

Whatever your feelings about the FOP, the way to make these guys earn their pay is to let them know what's going on AND THEN KEEP BITCHING ABOUT IT. FOP still wants to hear about it. If you get sent (or know someone who gets sent) from the district to a "detail" somewhere else, call the FOP. Write to the FOP. E-mail the FOP. If the district desk is stupid enough to put it on the Daily Watch sheets, fax a copy to the FOP. Call the media. We'll bet the aldercreatures who see their property crime numbers rising would like to know that their constituents are being shorted police coverage, especially in some of the wards that are paying quite a bit in property taxes.

If the people who are being sent over to 011 aren't the ones complaining/notifying FOP, then it seems to me that FOP can do very little. The PO's being sent over there are the ones who have "standing" to file a grievance.

This may be fodder for a separate thread - just saw ch. 7 news report by John Garcia and how the Bears are only 1 of 2 teams not complying with a NFL requirement that pat-downs be conducted for entry to Soldier Field. Some moron sued in FL claiming that it violated his 4th amendment rights when he was searched to get into Tampa Bay Buc's stadium. Then stay home, ass clown.

So who's going to be the one to land this Chicago contract?

Or, will Daley just say "to hell with it, let the TMA people do this too." Now that would be comedy...

Rules ya right! The department and the city has done and will continue to do what ever they want. The police department has now managed over time and for the most part NO OVERTIME rithgt! Over at the 911 center watch managers on 1st watch give all his people what ever days off they need Nice huh (I know your saying great boss right) Well, when the watch comes up to short of people he ORDERS 3rd watch people to work overtime. Nice to see someone in this city is getting overtime even if its forced overtime. Who really manages this city and how are they getting away with the waste?

Ok so the mutts are getting arrested for pulling off a few robberies, nice job. Isn't it part of out job though to prevent these crimes from occurring in the first place? Shouldn't we be proactive before somebody gets hurt? Do you think that these mutts don't know that the areas they work in are undermanned? I'm sorry but the fact of the matter is that this department is tragically undemanned. We could only hope and pray that nothing major happens. It's only a matter of time before it does.

People are getting Robbed, burglarized,all over the city, is it suppose to be more of a crime if it happens in 16th or 22nd dst or maybe because districts that have higher levels of Police living in them suppose to be better protected or have some sort of special priviledges

I dont work in 022 but I live here and the last post seems to be correct. Excellent job the other night! I was heading in for the night when 2299 came on the air on zone 8 (006/004)and stated they had a car pursuing an armed robbery offender. I switched to zone 9 and heard the pursuit.........Excellent job by 2233....After the bad guy crashed at 69th and Damen in 007 and the mutt was in custody 2255 came over the air with a description of the offender from the armed robbery of Blockbuster on Western.
2233 then stated thats who I have in custody.
I have seen other examples of armed robberies in the area and the mutts have been caught. I at times wish for better service here in 2211 but I honestly dont blame the coppers who work it....You go where you are dispatched.

I live in the 008th district, and you rarely see a squad on the west end of the district - although I see plenty of cars at a local restaurant. Most nights you can find the tru unit, sos, dicks and beat cars, eating at Portillo's

WLS-TV is very callous.

Officer Is Killed After Pulling Up Next to Gunman

A New York City police officer pursuing a driver in Brooklyn was fatally shot through the heart early yesterday when the driver fired five bullets into the officer's patrol car, officials said. In spite of his wound, the officer kept driving for blocks in pursuit of the gunman.

The officer, Dillon Stewart, 35, was then taken in his own bullet-riddled unmarked car to a hospital by his fellow officers, but died hours later, becoming the first officer to die in the line of duty this year.

The man the police tracked down and took into custody in the shooting yesterday quickly became a suspect in the shooting of another officer, Wiener Philippe, on Nov. 19. Late last night, the police charged the man, Allan Cameron, 27, with first- and second-degree murder and other related charges in the shooting of Officer Stewart, and with robbery, attempted murder and other charges in the shooting of Officer Philippe, who was off duty.

Officer Stewart and his partner had no obvious reason to believe they were encountering a man now suspected in the shooting of another officer when they set out to follow him for a routine traffic violation on a Brooklyn Street.

That chance meeting unfolded about 2:50 a.m. as Officer Stewart and his partner, Paul Lipka, began pursuing a man in a maroon 1990 Infiniti Q-45 sedan who had sped past them and had driven through a red light in East Flatbush. After a circuitous chase, the two cars ended up next to each other. The man fired and one of the bullets hit Officer Stewart, of Elmont on Long Island, under his left armpit just above the panels of his bullet-resistant vest, the authorities said, and pierced his left ventricle.

At Kings County Hospital Center, a team of more than a dozen doctors spent about five hours in the operating room and in the intensive care unit trying to control the bleeding around the officer's heart, which made it hard for the muscle to pump. His heart stopped once in the operating room, and doctors revived him, but Officer Stewart went into cardiac arrest in intensive care and was pronounced dead with his wife by his side at 8:40 a.m.

Around the same time, a suspect in the shooting was arrested in an apartment near the scene of the shooting and was questioned through yesterday evening. Investigators searching for a motive reached back to the case of Officer Philippe, in which a witness described seeing a dark-colored Infiniti Q-45 leaving the scene. Then Officer Philippe identified Mr. Cameron in a police lineup yesterday as his attacker. The police said those facts shed light on the level of violence Mr. Cameron employed in a routine traffic infraction.

Until those pieces fell together late last night, however, the shooting was puzzling to detectives, to prosecutors and to Mayor Michael R. Bloomberg. But Officer Stewart's valiant pursuit of the gunman even after being shot drew wide praise yesterday.

"Officer Stewart showed remarkable tenacity and courage in pursuing his assailant," said Police Commissioner Raymond W. Kelly during a news conference at the hospital. "Despite his horrific wounds he continued to drive his police car, keeping the shooter in sight."

A five-year veteran of the force, Officer Stewart was the eighth officer shot in the line of duty this year. At least seven other city officers have been killed on duty since Sept. 11, 2001. The most recent was Officer William Rivera, who fell off a slick rooftop in October 2004 while searching for a burglar in Brooklyn and later died after having a seizure.

It was several hours after the shooting yesterday that Mr. Cameron was taken into custody at his girlfriend's apartment on Ocean Avenue, the police said.

Mr. Cameron had been arrested several times for motor vehicle infractions, including a violent episode in 2003 in which he tried to speed away from officers who had stopped him, hitting one with his mirror. He is also on probation for motor vehicle violations in January 2003.

An inspector in the Philadelphia Police Department said that Mr. Cameron - who he said had used the names Alan, Allen and Tallman - has been wanted there since 2003 on a warrant for first-degree aggravated assault.

Yesterday, as police combed through the scene of the shooting, a portrait of the officer emerged, revealing a decorated professional and a devoted family man with two young daughters. He was recognized four times for distinguished police duty. His wife, mother and sister were at his side at the hospital.

The violence he experienced on what would be his last overnight shift happened suddenly, the police said.

Officers Stewart and Lipka were assigned to a "conditions car," deployed to check certain areas, like nightclubs, because of the potential for trouble. Though riding in an unmarked dark green Chevrolet Impala, the officers were both in uniform.

With Officer Stewart driving, they stopped outside Temptations, a club at 2210 Church Avenue, just east of Flatbush Avenue, when they saw the Infiniti speed west on Church Avenue, pass them, and run the red light at Flatbush Avenue. Officer Stewart made a U-turn and gave chase.

A check of the Infiniti's license plate, a New Jersey dealer plate, showed that it should have been turned in to the New Jersey Department of Motor Vehicles. With the officers in pursuit, the Infiniti followed a roundabout route around the neighborhood, and wound up back at Flatbush and Church Avenues.

The police car came to a stop nearly parallel and to the right of the Infiniti, which had also stopped. How the cars came to be almost next to each other is unclear, the police said.

With both cars in the intersection, the man in the Infiniti aimed through the open passenger side window, firing five shots and hitting the police car in the front and rear doors. The gunman turned left on Church Avenue, went a block, turned north onto East 21st Street and pulled into the basement garage at 100 East 21st Street through an open metal door.

As the gunman's car went into the garage, the metal door closed. Officers Stewart and Lipka jumped out of their car. Officer Lipka and another officer, responding to a call of shots fired, fired three bullets at the gunman. A man who lives in the building above the garage said the sound of squealing tires drew him to his window. Looking down, he saw Officer Stewart put his hand to his chest and say he was shot.

"He kind of fainted - he staggered, he touched his vest, he said, 'I'm shot, I'm shot,' " said the man, who was granted anonymity because he said he feared retribution. "And the guy coming out of the door said, 'Get him to a hospital.' "

Emergency Service Unit officers cordoned off the garage and nearby rooftops. The Infiniti was found in the building's garage, and its vehicle identification number led them to a man in the neighborhood who said he had recently sold the car to Mr. Cameron and knew where he lived.

With that information, detectives located the address of Mr. Cameron's girlfriend, Maritza Onwuka, who lives in a sixth-floor apartment at 475 Ocean Avenue, about two blocks from the scene of the shooting. Police officers, including hostage negotiators, went to the building later in the morning and determined that Mr. Cameron was inside.

The police made contact with Mr. Cameron, and at one point, he threw out a 9-millimeter magazine of bullets, the same caliber used in the shooting. A 9-millimeter pistol was found behind 485 Ocean Avenue, the police said.

After about 15 minutes Mr. Cameron surrendered without resistance and was taken into custody about 8:35 a.m.

Mr. Cameron had been on probation since Dec. 8, 2003, for aggravated unlicensed operation of a motor vehicle, a misdemeanor, said Jack Ryan, a spokesman for the city's Department of Probation.

Officer Stewart's killing raised questions about the effectiveness of the bullet-resistant vest he wore.

Michael White, an assistant professor in the department of law and police science at John Jay College of Criminal Justice, said vests could offer more protection, but they would be more restrictive.

But Ronald McBride, a former officer who now works with a national association of officers who survived attacks or accidents because of their vests, said more changes were needed. "We've improved fibers and weight and flexibility, and all those things," he said, "but it's time to come out with a new style vest that increases the coverage area."

She then asked who are the customers in these hoods and he sidetracked the question. The look on her face was priceless when he condoned street violence. Go figure.

Sunday night, around 1900, my neighbor's car was spray painted. Personally, I think it was done by a disgruntled female, because the graphitti (forgive the spelling, having a senior moment) was pretty lame. Plate was completely covered, and some bs latin king shit on one side. Funny thing is, he was parked in the middle of a bunch of cars. Why not do all 5 of them?

At any rate, perhaps if we had the gang ot tact team around, this might not have happened.

for all of you responding to the illegal details, what do you think would happen to you if you violate a portion of the contract. You would be fucked. Why should it be allowed?

I have a problem with the details on several levels.

First, yes I believe that the contract is being violated due to the fact that the detail is not being done by seniority/volunteers.

Second, I believe that the dept. should not redeploy a beat car from one district to another without some immediate manpower need (emergencies, plans, etc...). The daily (or daley) systematic redeployment of other districts manpower should be compared to stealing.

Also, if the dept. needs manpower and extra cars in the district, just assign or hire the additional police. THAT is what they have the right to do!!!!

You can call me whatever you want and no, it probably won't matter what I say, but there have been some long, hard fought battles that have taken place over the history of our contract and we should not just give the rights away.

If the naysayers are so smart, figure out a contract provision that you can violate and not be penalized for?

Can't strike! That will get you fired.

Can't change your pay rate.

Nope, can't even get more pesonal days or BFD's.

That is the level this is at, NOT EMPLOYER DISCRETIONARY ASSIGNMENTS.

Hey 7:26 p.m., I don't know if you comment was directed towards me (7:17 p.m.) or not, but if it was, screw you. I live in 020. We haven't seen a tact or gangs team here in almost a year.

They are sent to 015 or 25. Now they're taking our beat cars. That's bullshit. I pay taxes just like everybody (well, almost everybody) else. So why can't my neighborhood have the same police service/protection?

I told my neighbors what's going on and encouraged them to call the alderman and the district. Even a few of them have noticed that patrols are down.

All I can say is, it's a good thing another P.O. lives in my building and a few more in the neighborhood.

I see armed, neighborhood patrols in the near future.

I don't remember the details exactly, but wasn't an officer killed or seriously wounded in 1995 up on the north side when pulling out of a hospital parking lot as a fleeing offender was coming his way doing 80 or so? One of the issues was that it was not being broadcast over his radio, so he had no idea what was coming towards him.

Something like someone from 025 up in 016? I forget the details, but I seem to remember this happening.

There is definitely an issue if a chase enters a new radio zone and units are not aware of what is happening.

Not condoning or attacking anyone here, and I have no idea what happened in 022. Just saying, people should know of chases entering their jurisdictions.

Amazing! Earlier I comended 2233 for a job well done. I dont work in 22 I heard the chase on my zone. So nobody from 22 was patting himself on the back. I dont critique 22nd district coppers for the service here on 2211's beat because I live here but I am also aware that these guys are more often then not dispatched to the east end of 22. I do on occassion USM G/022 to see whats happening in the neighborhood and notice that these guys are dispatched everywhere but where I live. Do I work in 004 because it helps me feel like I'm the real police. FUCK NO! I would prefer to be closer to home because I have a vested intrest but with only 8 years on the job i dont have a chance to bid in. Now as far as someone saying that 2233 was a pussy for terminating it himself and then making a u-turn after seeing the crash....Unless it happens to you or happened to you keep your bullshit know-it-all opinion to yourself. Bottomline the guy did a good job and the mut is in custody. As far as worrys about be stuck up on Western. Im not concerned for myself asshole..its my wife and daughters that Im concerned about. There are some awfully bitter salty fucks on this site.
Im sure its the same 10-20 guys who constantly feel the need to bash guys from 16/22/8, 7/11/15 or all other districts in between. Reading the post concerning the P.O. who was murdered in NY reminds us that we are all on the same team. Treat each other with a little more respect.

I Stopped in the White Hen at 111th and Kedzie heard a 22nd Dist copper telling the girls behind the counter about all the "Shots Fired" calls and how dangerous his job is and such. Of course he could give descriptions of cars and offenders involved, But nobody ever in custody. He was to busy at the other White hen I assume. Hopefully one of the TRU or SOS units that is always eating over in Corrigans will catch them as they drive out of the dist someday.

The arresting officers were from 007. 022 literally turned tail, ran home and gave away a great arrest. I don't underswtand how you could risk your safety in a chase and then just give the arrest away. 022 didn't even proceed to the scene of the accident.
