Your Opinion on Promotion Exams - Legit?

Maybe Noelle Brennan will find this post enlightening. Someone tell her about it.

As we understand from stories we've heard, late last century (or early this century), the city gave a promotional exam for lieutenant. The test was in two parts, a few months apart. By some miracle, 100% of the people taking the exam passed. Every single one of them made the "merit" eligible list. This test cost about $4 million dollars. There have been about 200 total promotions off the list, meaning the city spends about $20,000 to find a Lieutenant.

The #1 score came out of Patrol Division Administration.

Earlier this century, the city gave a promotional exam for sergeant. It also, was a two part test, scheduled a few months apart. Around 4,500 people took part one, 3,000 or so passed and the city has yet to take even 450 people off of the resulting list. The test cost about $4 million dollars, meaning it costs about $10,000 to find a Sergeant.

As we heard, the #1 score came out of Patrol Division Administration.

Now, here's the rub. The city already gets 30% for their "merit" choices. The remaining 70% is supposed to go to people who score well. The theory that we hear bandied about is that certain study groups (or "connected" persons) acquire keywords, phrases or access to material that would raise scores. If they score high enough, the people making the "merit" choices don't have to burn a "merit" pick on them. So the 70% legit spots you were shooting for is actually a bit smaller, maybe A LOT smaller.

Do you see where we're going with this? However improbable it seems, it could be that testing is on the up-and-up and this is all conspiracies run wild. But the mere appearance of impropriety in a city that exists in a state of impropriety, lends credence to otherwise impossible theories. Does anyone know the odds of two #1's coming out of the same office? It could be that both were just very intelligent and the chief liked to surround himself with smart people. Does anyone know the rate at which certain bosses surround themselves with intelligent people who are completely capable of scoring #1 on two successive promotional exams? Anyone know a good statistics person? Far fetched? Plausible? Business as usual?

Its nice to know that the city and the liberals let this kind of garbage live in our neighborhood. Not only that, Id like to know how many are in our HIGH TAX communitys living for free. Take a scumbag from the ghetto and give him/her a nice apartment in a neighborhood for a hunnid dollaz a month. And we pay taxes out the waazooo that dont even get covered by our raises. Give to the U. N. C. F. cuz a mind is a terrible thang.

The only way to make a test somewhat legit would to give a 100 question multiple choice exam corrected by scantron machine and results given as you exit the test site. Two problems still exist. #1. Insiders who approve test content will give answers to family/friends etc...#2. The racial makeup of top scorers would most likely not sit well with brass/politicians. Therefore we will continue to promote less qualified people and the moral of the Dept. will continue to plummet.

Of the 101 sergeants promoted to lieutenant from the first wave of the EXAMSCAM list, only 29 could justify their promotions based on the legitimate components of the process (the rankings based on the two legitimate components is referred to as "the X-list"). I have both detailed lists with all names and rankings.

With this in mind and in response to your introduction concerning mathematical probability, I will now quote a paragraph entitled "(D) THE ADMINISTRATIVE CLUSTER" from the certified letter (P 433 513 333 signed for by "J. Scanlon") received by Mayor Richard M. Daley on April 19, 1990. The paragraph follows:

A start: 1) a promotional exam completely developed and administered by an outside (preferably an out of state) firm; 2) results provided to candidates immediately, and publicly released within days; 3) the "merit", i.e., clout, percentage of promotions reduced to no more than 10% (the city should take the lead on this); 4) once the exam is developed and administered, the city defends the results, completely disregarding "diversity"; in fact, the city takes the lead and fights to overturn and eliminate affirmative action.....in other words, everyone treated the same..

to: 12:15....there is a Commander of "Field Monitoring", assigned to Management and Accountability....there have been some exempt positions over the years that are useless; the field monitoring commander position takes the cake as far as being useless...I mean, have you ever seen that person, do you know what they do, over the past fifty years, did the CPD have someone (getting paid Commander's pay) doing something (?) that was necessary ?......taxpayers, HELLO?

Yes, it would be nice to be the Commander of Field Monitoring...it is just the commander and their driver...a two man unit that costs the city about $175,000 in yearly salaries and whatever a brand new take home car costs.

The promotion process is a joke. Clout babies and other groups the city needs as window dressing will always get the advantage over the qualififed people. It is sad but no one wants it changed so it will stay the way it is.

to: 04:28.....I agree, the promotion process is a joke; and you're right, no one (FOP, etc.) seems willling/able to challenge the status quo, and so the beat goes on....Cline probably tells Daley: Hey!, we're getting murders down, we're doing a good job, I would like to appoint some people to certain positions...Daley says: okay, as long as crime (murders) are down or steady, do what you want....does anyone think that Daley has ANY idea what police officers do in their jobs, or more importantly, does he care? To him, the PD is a necessary evil (an agency that has to exist), but whose employees, if they make a significant mistake (like shoot an unarmed black man), then constitute a significant political liability...

Try the number #1 and #2 spots came out of Patrol Division Admin! Both were Mauer's Admin Sgt.'s. Both have clout in their background. Both have command spots now and are in line for gold stars. Both were promoted without burning any merit spots. I would like to see odds of them finishing 1 and 2 without any outside influence. The fix is in!!

Maybe if the people your so sensative about tried to make something out of themselves we wouldnt think this way. Maybe if those undesirables were hard working individuals and not lazy welfare bums who want to disease plague a nice area with their nonsense. Why should we have to pay hight taxes to live in an area we hope where undesirables wont be but are allowed to live for free. Face it we just dont mix...so get over it. Pay your own way try and be proud for once.

Advise please:

The local goverment, aldermen, and connected property owners are slowly and quietly adding more government housing in the neighborhoods we live in, take care of and raise our children in.

Daley has knocked Public Housing to advance his wealthy friends and fill their pockets with money from the now vacant projects which will become middle income property and briefly increase the value of ghetto neighborhoods. This in turn will decrease the value of the tax-paying close knit areas we grew up in and our parents were forced to move to in the 40's, 50's and 60's.

When will it end? I like my neighborhood and there are hard working people here of all colors and creeds. We have seen what happened to the projects and certain other areas that these types (criminal, immoral, unethical creatures of opportunity blood suckers) of people came from and we can't let it happen here. I will not be apart of the next flight.

What do we do? How do we protect our investments from the politicians eager for re-election?

Give me answers that do not point at certain races and require burning crosses. I'm serious and I have children I do not want influenced by anything other than the values of good people like you and I.

HELP.

It is common policy with new developments to have set-asides for "affordable housing". These units almost invariably go to people who we don't want to live near us due to their different mores and values (i.e. staying up on a work night until 3AM making noise on the front porch). This reeks of socialism! In a capitalistic system this is not supposed to occur.
This is done in the name of the almighty God of Diversity. News flash! Diversity isn't a noble goal to be forced upon us. It is something that we should be allowed to embrace or not as we choose.
If diversity is so important, can anyone tell me how much money is spent in traditionally black colleges in an effort to recruit white & Asian students? Do non-blacks get extra points on their entrance exams, as minorities do elsewhere in order to push for diversity on the campus? I have heard many blacks say they are sending their children to these traditionally black universities so they can "be with their own". The only way I can be near all Caucasians is if I move to a rural area. The hypcocrisy is a shame in the whole diversity issue. I would wager that if a legitimate survey was taken, the results would say that most people want to live with those that are like them and share a common value structure. Its sad that diversity is being forced upon us. LET US COOSE OUR OWN FATE!
Lastly, its not the color of a persons skin that I don't want to live near them, its because its been my experience that those of other races do have different value systems, many of which I don't want my children to be exposed to . I am not saying that my values are right and theirs are wrong, but my neighborhood at this point does reflect these views and I would like that to remain unchanged. My children can learn about other cultures when they get older and are in high school.

Ny comment on merit or promotion exams: they are all bullshit, when I was in grade school I got the results of my test 20 min. after the exam, scan -tron or otherwise. This system is so rigged, its sick. If you argue its not, we can't prove you right because the tests are destroyed and kept secret.
