Election Day, eh?
Canada is holding early elections today, and all indications are that the ruling Liberal party is about to get their butts handed to them. A huge number of scandals have rocked the party and the Conservatives are widely expected to garner enough seats to form a government completely on their own - no coalitions with the Greens or similar fringe groups.
Michael Moore is beside himself and can't believe that Canadians might wish for a change. Captain's Quarters has been covering the entire election process, all the way back to the scandals that caused the government to fall. If you're a political junkie like we are, the Captain should be covering the election all day and commenting on what it means to American security issues along the world's longest undefended border.
UPDATE: Conservatives win (via Drudge) an outright majority. And Portugal elected a Conservative president today also. Cool.

C.T.A. SPECIAL EMPLOYMENT GRIEVANCE
The Lodge filed a grievance (129-06-003) today on behalf of all officers who did not receive payroll checks for C.T.A. Special Employment as well as on behalf of those officers whose checks were incorrect on 20 January 2006. The Lodge is asking that the officers receive 18% interest on the monies owed them.

The following is rather long and I apologize. I thought it was very interesting reading and perhaps some topics of discussion.
The Governor's State of the State recap:
The biggest news in Springfield this past week was the Governor’s State of the State address. By now you have probably read or heard about what he said in his 40 minute address. The message gave a list of accomplishments we will undoubtedly hear again in his re-election campaign, and laid out an ambitious list of 2006 goals that will be detailed in his budget address next month. Inherent in that agenda was a philosophy that government should do more for citizens. The message failed to mention some basic realities of our state that will likely make those goals just so many more empty promises.
Borrowing
One of the elements missing in the speech was a review of the state’s ability to even maintain what we have been providing for citizens. First, our state debt is spiraling out of control. Virtually all of this Administration’s initiatives have been financed through borrowing and sweeping balances from all types of special purpose funds. Since taking office, Governor Blagojevich has increased the state’s general obligation bond debt by 167 percent (from $7.6 billion to $20.3 billion) to pay for new and expanded programs. Make no mistake, this is a true crisis where the state is borrowing to make interest payments on previous loans.
Health Care
Health care is an important concern of most citizens. The Governor and Chicago leaders in the General Assembly have also increased our state’s unpaid Medicaid liability from $6.4 billion to $8.25 billion – an increase of nearly $2 billion, or 28.5 percent. Though the Administration just borrowed $1 billion to begin paying down some of the backlog of payments owed to doctors, pharmacists and other healthcare providers, the state is still $2 billion behind in payments.
Because of the state’s practices of delaying payment and discounting bills, providers must shift the cost for their services to other paying patients. You as well as companies providing health insurance for their employees pay more for services because of the state’s Medicaid policy. It’s understandable why health care providers do not want new patients on Medicaid.
Pensions
The Governor did not mention the state of our pension systems that have become the worst funded state pension systems in the nation. This administration and majority party legislators withheld payments to the system that were negotiated many years ago to finally reach necessary funding levels. The current plan to raid state, university and teachers’ pensions is in place for four years unless legislators decide to overturn it. In addition to jeopardizing the retirement security for millions of employees and their families statewide, this raid increased the state’s unfunded pension obligation from $281.5 billion to $320 billion, an increase of $38.5 billion.
Support for College Students
The governor made a point of saying how the state must help citizens continue their education past high school to achieve more rewarding careers. He pointed out rising tuition levels at universities and colleges now justify offering a $1,000 tax credit to families if the college student achieves a “B” grade average. What he didn’t say was that his administration has reduced state funding for higher education every year in inflation-adjusted dollars. It has given no construction dollars to maintain and upgrade classrooms in which to learn. As a result, student tuition and fees have had to help make up for the state’s decreased support.
Job Growth
The Governor mentioned a number of jobs that have been created in Illinois during his administration and called for a jobs bill and new spending. What was missing in his statement was a comparison of how many more jobs there would be today if Illinois had followed the fiscal policies of our neighboring states. They chose to limit borrowing, prioritize spending, help employers to expand jobs, and not increase business fees. The difference in outcomes speaks for itself.
Read the SunTimes article about Lisa Madigan wanting non profit hospitals paying more for the uninsured and poor. Bottom line you will see the result being hospitals closing down and leaving Illinois.
Everybody is leaving Illinois. I'm relatively young and now out of state. The roomie (friend) is an ex-suburbanite, ex-Lincoln parker. She has dozens of job opportunities where we are at, none in Chicago. Ditto me.
We want to come home, but there are no jobs waiting for us. Instead, we have a steadily expanding group of ex-Chicagoans where we are now. Nobody can get home. In the last 3 years, its the ONLY place I've known anybody who was involuntarily unemployed.
I won't blame it on the Ds generally (at least, in this post). I blame it on the combine of Illinois Ds and R's like Ryan. They are killing Illinois.
Illinois is not alone though. We were out on Saturday and met a bunch of young grade school teachers from central (Grand Rapids) and northeast Michigan (Detroit) and upstate NY (Buffalo). I was like, y'all moved to X (where I am) to teach 7th graders?
They uniformly indicated that there were no options for them in central (Grand Rapids) and northeast Michigan (Detroit) and upstate NY (Buffalo). None in Chicago either. Basically, people go where they are needed. Where are they needed? Where companies are creating jobs. Where are companies creating jobs?
Not anywhere where Ds have an unfettered hand.
See today's news that Chicago public schools need another round of layoffs with thousands fewer children in the schools this year. There is nothing left in Chicago. Its a dying or dead city waiting for the second coming.
Last one out please turn off the lights. Or vote Daley, Stroger and Blago out. There are dozens of us where I am, and we are all waiting to come home, but nobody is coming home to a job that doesn't exist.

The Canadian conservatives will oversee a minority government. That means they will have to form a government and will not have their way. Canada is very socially liberal so if the new administration deviates from what is the norm they will have a no confidence vote almost immediately. No one in Canada was looking for a revolution they were just sick of the same thing and the Liberals could not defend corruption. This portends to the mid-terms. The Repubilcans are going to have a difficult time defending corruption.
Hopefully change is afoot.
