On paper, it's a beauty salon called Valentina's. But investigators say the business in the 5100 block of North Elston was really a gambling parlor run by a Chicago Police officer who worked in the area.
Jefferson Park District Officer Richard Teresi, a 12-year member of the department, has been charged with misdemeanor gambling charges in connection with the operation, which included card games and video poker, Supt. Philip Cline announced Friday.
Teresi was assigned to patrol in the Jefferson Park District, where the gambling operation allegedly was run, police said.
No beauty shop equipment found
Teresi's alleged operation was discovered after a patron complained to police that he had been cheated while betting there. The complainant told investigators the parlor was run by a Chicago Police officer.
A Chicago Police Internal Affairs investigation was launched in December, and Teresi was later captured on tape coming and going from the building. Also, although the business is registered as a beauty salon, no equipment for a beauty shop could be located, police said.
Teresi was arrested Thursday night after police executed a search warrant and seized three video poker machines, records of wagers and $1,700 in cash. Six people who were gambling also were arrested, police said.
"The Chicago Police Department will not tolerate illegal activity from any of its officers," Cline said in a statement.

On Friday night 3rd watch 016 had about 6 1-man cars in the district. They however still had to send a rapid response car to 025. They keep sending cars to bolster other districts during peak times. This is one reason why it takes longer to respond to calls in 016. Also its one of the largest districts in the city. If you live in 016 you should be complaining to your alderman,your neighbors and the press. This could bring about some positive change. Happened to me, I had to request a hearing to show the dumbfuck my cancelled check. But if you run my license plate on the city web site it still shows a deliquent ticket. When you pay a parking ticket, you have to save the receipt FOR THE REST OF YOUR LIFE!! My mother got a notice about eight years ago for a ticket ten years old. I still have parking ticket receipts from the 80's.
When she tried to contest it, they asked for her receipt. From ten years ago? Luckily, she lives in the suburbs now and she ignored it. But we don't have that option.

Oh, how right you are! A fellow P.O. showed up on the delinquent list last year. It was for not purchasing a city vehicle sticker for a vehicle that was owned for only 8 months in 1991! This P.O. had to produce her city sticker registration card from 14 years ago!!!!!!!!!!

I had a similar experience with a parking ticket about 10 years ago. You should have seen the look on the stupid clerk's face when I produced the cancelled check and receipt. Then, about year later, they tried it again...with the same ticket!
I have every cancelled check and receipt for evey ticket I've ever got.
1/15/2006 07:22:35 AM has me worried now. I'm going through my cancelled checks tonight and pulling out the ones for the city stickers!
