Follow Up to Our Letter

We've been monitoring the comments regarding to our Open Letter to the Superintendent and there are a couple of points that we like to make and an entry by a reader we'll comment on:
  • First of all, this wasn't written off the cuff. It took three days, adding some things, removing others, toning down language and sarcasm. We wanted it to be taken seriously by whoever read it - PO's, bosses, politicians, media - and judging by your reactions, we think we succeeded.
  • This wasn't written as a rip job on the Superintendent. It was written to remind all those people that there are dead men out there who never went home, who sacrificed everything, for the citizens of this city. They lie in graves, minimally adorned, mostly forgotten, and we march once a year in their honor.
From the comments section:
  • ... several upper level exempt were having a discussion that I was present for, this is not hearsay, during an exempt meeting the brass was informed that they will not have nor will they express any opinion regarding the sign matter until the little Irish man has come up with an opinion. Only then will the brass be informed of his opinion which will become the opinion of the brass. Certain attending members i.e. the guy in charge of patrol, had to be constrained that he was not allowed to have an opinion yet aldercreatures were. None the less, the message between the lines is if you value your job you will do as I say.
Whoever wrote this comment, if true, we salute you. This provides a huge spotlight into the inner mind of this department. It's something we all suspected and whispered about at times, but it's almost never spoken aloud. We have but this response to any boss who might read this blog:
  • Speak up. Speak up, damnit. You expect your troops to swallow all the bullshit that flows through this city, smile the whole time, and tell you it's tasty? Respect is a two way street gentlemen and ladies. SPEAK UP! Or speak up and then resign your exempt spot. Most of you will still be lieutenants or captains in the best goddamn police department in the world. You want your guys and gals to follow you and make you look good? SPEAK THE HELL UP!
We personally guarantee this: if you speak up and you lose your spot and you go back to a watch? You will have the BEST goddamn watch in the City of Chicago. These coppers will make you look so goddamn good, the department will be begging you to take an exempt spot again in a few years. And you can smile and tell them, "No, because I have the best cops in the City working for me now and I couldn't fit them all in a cubicle downtown." You would be a legend.

If we've written a ten-ton brick on our career, so be it. Too many people, too many bosses, are more worried about where their next promotion is coming from rather than the people who work for them and those we've buried. They don't understand that there are things worth fighting for, marching for, even dying for. And as the memories of Gilhooly and Rappaport fade into the distant past, only the St. Jude March and the Memorial Park will go on. And allowing this street sign to go forward without a word from a boss - A SINGLE GODDAMN WORD - would be such a fucking shame.

SCC, this is by far the most important subject issued.
It affects each and every patrolman, and woman on this department.
It reflects the fear our leader's, the apathy of the patrol division, and show's the silence and unity of the brass.
It represents the political influence of this department.Plain and simple.
I have atttended every PATROLMAN'S funeral scince I came on the job, and I can, with dignity and consience, say that I have never seen a single EXEMPT at any trial date, or hearing in court.
Most who post on this site, in my observations, have no chance making it out of patrol.
These are our patrolman, and woman.
No one is standing up for them?

I salute you, SCC, for you have risen to the challenge and your very heartfelt and eloquent plea has touched many hearts. The thought of a street sign honoring a man who called for the shedding of a police officer\'s blood is indescribable and almost beyond words. Unfortunately, you can expect few results, as the people you have called upon for support are beholding to the little man at City Hall, and they will not cross him.

Why are they silent? They probably attended the funerals.

A hack like Radke probably attended the funerals, but can you envision him speaking out about it? Unfortunately, the only thing that would raise his ire is a mistake on his bar tab. A dinosaur like him could pick up the flag for this issue and BE A HERO TO THOUSANDS OF POLICE OFFICERS AND THEIR FAMILIES, but the chances of that happening are slim to none. And how would they be able to hurt him for speaking out? If he was forced out, he will still retire (which he should have done long ago) with a GREAT PENSION!

And what about Maurer? Come on, General Patton, we need you now! But no, you secured yourself a nice little spot WITH A CAR and a great salary in addition to your overinflated pension and you are not going to give that up. Why not call your friend Roe Conn and voice your opinion on this issue, you fucking useless political hack!

I believe that we should not contribute another penny to that police memorial until the Supt. proves that he truly wants to honor those who fell in the line of duty by speaking out about this! Until then, this memorial will stand as a granite monument to him, and as the symbol of the ultimate in hypocrisy.

And in a related matter, the security people at the Department of Aviation cannot understand what all the fuss is about regarding a drunk wandering around on the runway at Midway. Maurer is a big-time drunk, and he wanders the runways all the time!

Taking an exemp position and pay is the same thing as selling your soul to the devil. Most of these exempt assholes would give up the life of one of their children to keep it. I disagree with the previous poster who stated that Maurer is not stupid. He is no genius, he is just an old drunk with connections. He played the Patton persona to the hilt, even posing for that ridiculous picture with the dog, as Patton once did.

When he spoke at retirement parties, he would jokingly refer to cowardly exempts who would not do the right thing, for fear that they would lose their nice spots and CITY CARS. Easily said by someone who has driven a city-owned vehicle since 1979, and who TOOK HIS SQUAD CAR WITH HIM WHEN HE LEFT FOR THE DEPARTMENT OF AVIATION.
Just another arrogant, self-promoting, blustery asshole.

We can start with the upcoming primary election.

Don't stay home, get yourself, your neighbors and all your family out to shake the Democratic tree.

If the city vote for Blogo and Stroger are low, especially from the wards where cops and firemen live, it will send that little jerk a message. If you absolutely must vote Democratic, vote for Eisendrath and Claypool.

We can hammer it home by a big turnout at the St. Jude March and a very loud demonstration at the St. Patrick’s Day Parade. Some police widows and orphans ought to come out of the crowd and ambush him in front of the cameras. Arrest them? Let the ball-less brass do it.

Richie is a coward and he isn’t really that smart. He will never be the mayor his father was. Old Man Daley would have quietly killed this street sign bullshit before it ever got this far. He would have preempted it by naming that street after Correta Scott king or Rosa Parks. Even if Richard J. was against having a police union, I think he regarded our pensions and benefits as a sacred trust.

I am very impressed by the unity shown here at this blog spot. All two hundred, plus or minus fifty. The point is this. The rank and file of this department never sticks together as a cohesive unit. NEVER. But you ask of a single exempt rank member to give up his or her career to be a hero to rank and file. What is it that you give to deserve this? You say you would take your reprimand for being out of uniform but are you willing to lose your job for this. You act as though you are all touched personally by this act to name a street after a Killer. Turnout at Saint Judes has been miserable the past five or so years, Turn out at the last funerals has been a joke and yes I have been at all of them since becoming a police officer. Come on honestly how many who post here made the trip for the officer from TRU. You want an exempt member to put it all on the line, why not all of you put it on the line also. Don’t anonymously post a comment here; Put your name to it. Do what you ask of your leaders. Not one of you would do that. Why, because you are all cowards. If it means that much to you stand at the top of the tallest bridge and scream for all to hear you….but that means that they will also see you. Food For Thought

Emotions are a very powerful thing. One can certainly understand the hurt and confusion being felt by rank and file police officers as to why any elected official would seek to glorify a person who clearly advocated harm to the men and women who are sworn to protect and serve all segments of our city, even those that sometimes seem not to appreciate it. Especially given the fact that these same elected officials rely so heavily and ask so much from the men and women of the Chicago Police Department. But part of surviving in our line of work is the ability to keep personal feelings and emotion in check and to know when someone or something is attempting to be purposely provocative to further an agenda. In short, coppers need to know when they are being played.
In order to be successful and to stimulate their constituentcy, certain politicians feel that they need a devisive issue and unfortunately nothing provides that stimuli like race-baiting.
I only ask that as trained investigators you ask yourself a few questions. Who are the people pushing this "honor". Why are they doing it now? (With elections approaching) What will be made of a massive conflict on live television between a large group of angry police officers and what will be "reported" as the Black Community? They are attempting to spark a movement and are using you to do it! Please keep something else in mind. This department has NEVER, before had the benefit of having ACTUAL policemen serve as Superintendent and Deputy Superintendents as is the case now. What is being served by the obscene and anonymous remarks about top bosses? The boss has asked the City Council to name 500 honorary street signs for our past fallen comrades. I think that that is a well thought out response.

One note though: I didn't see anywhere in the article where Phil says it's wrong he just says thats her idea. It might be a great idea and a serviceable answer to many of you, but I still see him sidestepping the issue of "No fucking way is Fred Hampton getting a street sign!" Am I wrong?

Uninformed Speculation? You could say that if the information about him asking for the 500 signs was already put out there and other department members besides HIMSELF knew about it. When left without some sort of direction from this departments exempt "leadership" what is one to think?

My "uninformed speculation" comment was aimed more at the entireity of the comments made here over the last several months, not just on this topic.

I've never seen so much macho grandstanding and flat out bullshit as gets posted here. For every one well thought out post, like several that SCC has made in the last week, there are hundreds more that seem to be made by "men" with a fifth grade intelligence level, or at least fifth grade maturity level.

Be real here, 90% ( or more ) of the people posting here never even heard of Rapport or Gilhooly, much less cared about their fate, until the Hampton travesty was raised. Seems more than a bit disingenuous to me.

You guys should be a lot more outraged at where our pension is heading, because THAT is going to affect all of us a hell of a lot more than a one block stretch named after some shit bird from the 60's!

For those who you who advocate dumping Daley: A picture in the Tribune the other day showed a group at the spot where Hampton died having a rally. The caption under the picture stated that not only was Bobby Rush present, but stated that Jessee Jr was there. I'll take Daley's silence over Jesse Jr showing up at a rally to get the name changed.

Regarding the Sneed article, that is all just politics at work. It is bullshits that fatty two tones has yet to come out and condem the street sign. This is just his political side step so that he can say he said something on the matter.

Wake up Phil, this is not what the troops and the families wanted or needed to hear from you.

My personal feeling is that if I had the unfortunate situation of losing a family member the way our falling brothers have I could care less if they named a city after them. If the CITY then still honors the person who took my loved one off this planet before their time, even with a one block street sign, I would tell them to re-name the city and to kiss my ass.

You start giving honorary street names to all the dead coppers from the last 150 years, you are going to face the same issues as with Hampton.

In the 1920's or so two police officers killed each other on Cermak in a shootout. Just east of where the current fire station is. They worked for different mob factions. One was an inspector.

There are a few other stories like that which should also be avoided. Hell, "Bonfield" (off of Archer) should never have been named for who it was named for (political Captain who disobeyed orders and marched in at Haymarket only to see members of his command get killed).

There are a few stories like that out there, and Cline would do well to make sure that his proposal does not come back to bite him.

In any case, I don't see him saying "no" to Hampton. He and the entire exempt ranks have sidestepped that issue entirely.

Although I somewhat agree with your post, I do take issue with the lack of leadership that has been rife in this department over the last several years. Cline has shown some of his ability in the past and I for one was hoping he would do the same in this situation. Hopefully this letter rumor is true. It would be a step in a positive direction. In the meantime though I waiting to see it.
I can only hope that his legacy is for honoring our fallen. Other previous Supt's have left us with dubious legacies. A change in that would be appreciated by the rank and file.

to the smart ass above: Most officers on the job were not born in the 60's much less could know Rappaport and Gilhooley. Maybe teh academy shouuld have taght us about the fallen and how they fell in a weeks class?

I just read Sneed's column (on line) about the Fearless Leader's sidestep of the real issue - the condemnation that we all are still waiting for. How many days has it been since this shitstorm started - about 10? And yet it has taken his "crack staff" down at Vagina Towers this long to come up with this limp angle? Sorry, Bub - what little credibility you ever had just went down the same sewerhole that this City is spiralling down. I'll march at St. Jude's; it shall be my last as my retirement is looming nearer; a retirement about 540 miles South of here where people think right and the Beast doesn't roam at large. Who knows - maybe as I pass the Repuking Stand my glasses might need an adjustment upwards with my middle finger...

Damn it, the person who posted just above me stole my thunder. I went back to re-read the Sneed column to make sure I understood it properly. NO WHERE IN THE COLUMN IS A CONDEMNATION OF THE PROPOSAL TO NAME A STREET FOR FRED HAMPTON. I understand that the column is one thing and the Supt may have included that condemnation in his letter to the city council. I am guessing that if he did, Sneed would have reported that as well. 500 street signs will never carry in the city council and we are left with essentially NO RESPONSE to the sign for Fred Hampton. It's like a bait and switch tactic.
Mr. Supt please address the real issue on where you stand on the Honorary Sign and don't create another issue so you can tell us what you tried to get for us.
Finally, as I typed the words, it sickened me. Fred Hampton is to be HONORED? When you put it in that context, the choice is simple. WHERE DO YOU (name politician or exempt member of your choice) STAND ON HONORING FRED HAMPTION?

So what if he did not come out and condemn it. Once again you you all unite for the wrong cause. What difference does it make if Cline condemns the sign or not? The signs for the officers idea he came up with is a good one.

I don't know whats going on we'll have to wait and see. We know that Hatecock is an outfit and administration alderman (yes, I know one in the same), initially I thought that she did this because there are quite a few yuppies moving into her ward and wanted to galavanize black support. Now that Klein has somewhat spoken out, we'll have to see what king richies position is. Maybe its a ploy for Daley to firm up his white support, which is at best lukewarm for the next election. The key factor that through some confusion into the game was Sneed's story. She prints absolutely nothing of substance unless its first cleared or supplied by the Burkes. No matter what, we see that the poor police officer is once again being used by these scum politicians.

restrictive housing policies, democratic convention, "hell no, I wont go" assasinations, freedom riders, marchers, boycotts, revolution, riots...there were so much going on in that decade that getting up in the morning was near to a miracle. Television was still in its infancy
and the impact that it had on its viewers had not been established
so when the country was able to see people like sheriff Jim Clark and the Alabama State Police, Sheriff Eugene "Bull" O'connor, Big Zeke of Florida, Gov. Wallace's "segregation speech" and numerous of other less then law enforcement officers throughout the country, an intense negative image of the police was developed. This by no means is an endorsement of ANY of the aforementioned groups or the naming of any street for Fred Hampton, but sometimes its necessary for people to understand why there are and can be a different views of one issue. People who were a part of what happen in the 60's was like living within a Stephen King novel. So when young armed Black men walked around spouting social and political ideologies in defiances of the social ills that was prevalent and on going could easily be mistaken as heroic firgues, hind sight and their ulterior motives proved them unworthy of those accolades. But there was at one point in time, how ever briefly in history that they did appear to be heroic firgues. Why anyone NOW would liken them to anything positive is beyond reason.

His reponse, a very nice one, is a calculated policital move engineered not by PC, but by King Richie. I LOVE the idea. The City should have thought of it 50 years ago, not now when there is such a battle.

I did not read that PC was opposed to the Hampton Way sign. Did i miss it? If he does not oppose it, is he for it??

If you remember, soon after the Police blew up about the issue, Ald. Tom Allen (38W--Chrnmn of the Transportation Committe) considered a move to get rid of ALL Hon. Street Names. The City will not stop one, but they will stop all.

PC's move, and it's not his really, is to exasperate the Allen proposal. Allen will respond to PC's "demand" for 500(!!) Hon. Street Names for fallen PO's with a, "No, no, no. No more Hon. Streets for anyone. Period."

And there, EVERYONE will be happy. It's a decent, yet very transparent political move.

Guys, I'd like to make a couple of points. I like the idea of a silent protest if the City continues thru with the Hampton Way, but...

#1 DO NOT make the statement at the 18 MAR protest. We do not know how bad it will be and any sign to the protestors that we are unwilling or unprofessional might be a sign of weakeness. There is no reason to get hurt that day protecting a City that won't protect us. We will do our job, but let's do it right.

#2 Let's wait untill a decision has been made about the sign. No point protesting something that hasn't been done yet. If they go thru with it around our objections, then we have standing. I'm thinging of a walking backwards during the St. Jude's or wearing your star upside down.

I agree, lets not ruin St. Judes or do anything that will disrespect our fallen heroes. But how about showing our disgust and lack of respect for the exempts? EVERYBODY should go to St. Judes and march. But just prior to reaching the reviewing stand,what if we don't pass it? In other words, last year the reviewing stand was on Chicago Ave. just west of State St. What if we all turn and go north or south on State instead of continuing west bound on Chicago? By doing this we will avoid the reviewing stand and all the exempts.

On March 18th at the St. Patrick Day Parade will be our best chance to get in front of the media. Have the widows and orphans get in Ritchie’s face. Do you think that there will be a better chance at the council meeting on the 29th. It could be canceled or the vote may never come up.

I for one think that "Cline's idea" is brilliant. Let these nuts have their one street sign - first it will never stay up and the resident's of that block will see their property value go into the toilet. OTOH the idea of 500 street signs throughout the City honoring fallen police officers is stunning. Think of it like a street fight, we've got one guy we're fighting with and rather than go mano a mano and possible get someone hurt, we all pile on the sucker in the time honored Chicago fashion. He gets crushed and we go home. End of story.

The idea is particularly brilliant if as one writer said, the exempts were ordered to stay out of the debate by Daley. Street signs honoring policemen is something a majority of the citizens will get behind and not really something which Daley can criticize Cline or anyone else for suggesting. I think it sympolizes a lot more support than most of you are giving Cline credit for.

To 04:52, I go back as far as James Rochford, he was real good for the street cop.

Most of the rest, especialy Brezczak (the out-patient, was worried more about liability than law enforcement) and Joe (I'll pop him out of his chair) Di Leonardi were too political.

If the Superintendent, keeps the mayor and the politicians from fucking with the troops they are good. Most of the time it is the First Deputy who runs the department while the Superintendent take care of the politics. We lost one of the best when James Riordan was killed.

About the worst superintendent was LeRoy Martin. An absolute racist who would tell you one thing and then stab you in the back.

He would overturn exonerated or not-sustained beefs against white cops and up the penalties. He would do the opposite for black cops resulting in higher racial tensions.

He was not only a goof as a boss, but also as a patrolman and probably as far back as kindergrden.

After he retired, he ran for Cook County Sheriff. There were coppers who swore that they would do everything possible to keep him from getting elected anything, even as dog catcher.
