Are We Prepared?
In light of the CTA fire and watching the Bombay train bombings (coverage from India Channel 2, Channel 7, and Sun Times), is anyone prepared to say that this City and it's public safety Departments are prepared for a disaster of epic proportions?
Granted, response gets better as time goes on. People on scene and with the ability to make a decision realize, "Hey we better get tow trucks here." Or "Maybe we ought to redirect a bit of this traffic another direction." Or whatever.
But it's not something you can shut down a major city for and practice on a busy weekday. You can make scenarios and plans all you want, but any military veteran (which we are not) can tell you that "no plan survives first contact with the enemy" and students of literature (which we pretend to be) can relate the "best laid plans of mice and men..."
In a disaster, nothing ever works as planned or practiced. And we don't seem to be practicing much - so either we'll be contributing mightily to the chaos or it'll be the best run disaster in the history of the world.

Don't make a mountain out of a molehill. Train jumped tracks, motorman tried to keep train moving causing sparks and smoke. Big dealsmoke damage no fatalities and people got stepped on!!
Scenario:
A dirty bomb is detonated during lunch hour near the Sears Tower. Hundreds are killed instantly. A large swath of the south side of the Sears Tower is obliterated. 311 S. Wacker is severely damaged and is near collapse. Pandemonium breaks out and a citywide plan goes into effect. CPD units are pulled into 001 from all over the city. Radiation levels downtown are presumed high - possibly deadly but no one has a geiger counter to test radiation levels. Putting aside personal safety, CPD and CFD personnel flood the area to help the survivors and to collect the dead.
CPD units in outlying districts are dedicated to traffic control to help with the outflow of cars that are trying desperately to get out of the city. Radio traffic is heavy - CW1, 2 and 5 are flooded with calls.
With all this going on - what would you hear on Zone12?
2523: "Squad, hold us down on traffic control at Belmont/Milwaukee. Westbound traffic is blocked because the signal's out."
ZONE: "2523 we are in a backlog! I have a loud music disturbance in the 1800blk of Harding, I have a domestic over the time limit and an auto accident (PD only). I got jobs on this board that need to be cleared!"
most plans go to shit BUT if your first responders are well trained, equiped and supplied you will be able to successfully field modify your plan.

The first responders from 001, 018 and 012 will die in such an event. SOS has the equippment and training to rescue those dead or dieing police officers who have only watched a streaming video.

If something like Rue happens best plan is to set up a perimeter and wait for the folks with the gear to go in.
And wheres the perimeter? Who is going to determine how far dirty bomb radiation will spread? Can you say Chernobyl (sp?) First responders died in droves no equipment, no info,and no direction from above. Sound familiar? Maybe the radiation will at least get to 15th and indiana.
It goes beyond planning. Not to state (reiterate) the obvious, but you have to have bosses with the sense to make whatever decisions are necessary and not fear whether such decisions are within their authority.
There really just aren't many (maybe more than 2 or 3) exempts in the entire police department with the right mindset for commanding a response to such indicents.

Folks, a "dirty" bomb is the least of our worries. Casualties would come from the actual bomb blast and not the miniscule exposure to radiation. You get it worse from getting x-rays and such. Releasing the contents of a hijacked tanker full of a nasty chemical agent is a horse of another color. Dirty bombs are more of a psychological weapon, if you will.
The only thing we need to be ready for is.....to hear the bullshit excuses strewn about by Daley and Phat Phil:

The city is not prepared for even a relativley small crisis. They have spent millions on emergency preparedness mostly consisting of giving old CFD and CPD bosses high paying jobs. This training is a joke. The instructors there are to work M-F days (most have 5 yeears on job). They show movies and talk nonsense. The final two days are filled with filler about traffic pursuits, etc that the Dept wanted us to re-learn. A absolute joke. I watched one instructor study for the sergeants exam in the back office while we watched movies. We then did a drill about a school violence plan and I asked what is the Department's official response on how to handle this situation, and the instructor (MP) said he didn't know and that we should do our best. There is your training in a nutshell, do your best. Joke.

A call to the A/1 was met with, no detectives are need and none are coming out. ADS Day called C.O. Walsh of A-1 who ordered a team of Detectives sent out on this Police Shooting!. A Police Shooting!, do these two dumb broads have any idea what they are doing. Day and Walsh wanted to know how many holes were in the dog and had the dog taken to Western Ave. to be checked out at Animal Control. These two dumb broads wanted and thought the gun should be inventoried and Crime Lab personnel sent out. Thanks to the Detectives, it was stopped. Come on Cline are you reading the reports Day and Walsh are submitting.

If I was properly trained and well equipped I would. Like one poster stated look at New York and compare them to chicago, they have a Emergency Resonse Unit,regular cars with assault weapon,helicopters, so on and so on. What does chicago have,cars with 90,000 miles with no first aid kits,shot guns,protective chemical gear,and ADS who call for a round table on a shooting of a vicious animal. You can do want you want hard charger but I'm going to make sure I'm around to take care of my family.

What do you do when you ask a very high ranking exempt member of this department about the lack of terrorist attack training and equipment for the first responders and he replies,
"IT IS NOT PRACTICAL TO TRAIN INDIVIDUAL OFFICERS TO RESPOND TO A TERORIST ATTACK."
This is department policy, the city is spending the money on other things like hired trucks, iron fences, the Gay Games and Richard M. Daley Park (Millennium Park for now).
I would feel very different if I thought that the mayor or the exempts gave a damn about the officers on the street and their families.
You better have your own plan to take care of your family, because the city does not have one.
One of the things that will happen if there is a major terrorist attack is that a large contingent (many thousand) of U.S. Military will descend on the city.
This will be of course medics, Neuclear-Bioligical-Chemical units and communications.
This will be a containment force, and they will set up a very large perimeter around Chicago's "Ground Zero".
If you are inside that perimeter, that is where you will stay, and your family will be on their own.

Every night I work, I go out into a ghetto/barrio district. There are gang bangers, and all kinds of dangerous people mixed in with the decent folk out there. I and my fellow officers risk our lives every night for each other, our families and the decent people out there. I have been trained and equipped to deal with most of what the street can throw at me and I can improvise the rest. I have confidence in my skills, my body armor, the best handguns and ammo I can get as well as a few other tools to stay safe and get the job done.
What I do not have is the tools, the training and equipment to deal with a 9/11 type attack or worse at close range. I have no confidence in the city's preparations, planning or anything regarding what will happen sooner or later. Why do we not have this, because the mayor of this city does not care about us.

Military vets have a ton training in bio-chem stuff. Seems like I'm in Chem-Warfare training every other month in the National Guard. The best thing the bosses could do is find those people with that background and stay the hell out of their way.

It's almost five years after 9/11 and only 20% of the department has little or some training on tara.... what a joke? this tells you how much the city and the brass care about the guys and gals working in blue....the officers with no clout which make up almost all the guys that work a beat car are left to fend for themselves.. great morale booster...give the city the same respect they give you.....
I'm confused. On the one hand you beef about not receiving training. On the other hand if training is provided, the trainees in large part don't pay attention, sleep, discourage class discussion, and demand an early release. Which is the real CPD. There are many problems on this job. The largest is personnel.
You shouldn't be confused. What we want and need is quality training and equipment. What we get is bullshit cobbled together from various news sources dished out by hacks whose only qualification is who they know. I went through the TARA training I learned more about what was going on thru doing research myself. Their big quality example was Martin Padilla and how the feds stopped a dirty bomb etc.... of course that was b4 the indictment of him and its complete lack of any involvment mention of a dirty bomb.
