Command Changes

From the comments section - retyped here for your reading pleasure:
  • M. Shields from A/2 Deputy Chief to a Field Group
  • T. Skahill escapes the dead end job at CAPS and takes Shield's spot
  • S. Day shunted to the dead end CAPS spot from ADS
  • E. Brown to ADS
  • F. Radke to ADS though this is probably a paper move so Radke can train Caluris up on his job. We'll bet Radke never sees a street day as he's due to be mandatoried off shortly
  • S. Caluris to Radke's spot as Deputy Chief of Special Functions
  • T. Williams (who was supposed to get a unit spot months ago, but opened his mouth to tell everyone he had gotten it) has finally learned to keep his mouth shut until it's on paper gets 005
  • We're confused on the last one - did 003 get a new boss or is someone confusing Epplen's lateral move as a promotion? Or was Epplen moved at all? Someone will correct us we're sure.
Anyway, no really big stunners there.

John Franklin A/2 Gang Lt. Got 003, and good ol Terry Williams finally got the gold star that he made his daddy promise he would get some day. 14 whole years of do nothing on this job, and this piece of shit gets his gold star, if this wasn't Chicago, I would say un-f'n real!

Lee Eplen was the best Street Deputy ever. His cool head and courage to back up the troops will be missed.

Day will not be missed by the street cops and CAPS is getting what it deserves.

Is it true that former 005 commander Mathews is going to be a watch lieutenant in 010. If so God help them.

Shields also had a bad sexual harrassment complaint but Hillard in one of his last acts approved only a reprimand for him.

Williams is one of the bigger cry babies around and his daddy was more than useless.

Day is another of Hillard's mistakes that Cline refuses to rectify.

I feel sorry for Radtke. He had to fall on the sword because of Finnegan.

Epplen is in the top 10 list of best bosses and "for the troops" boss this department has ever seen. Williams will take over where Ernie Brown left off with sexual harrassment CR numbers. Hopefully this will be a good move for Skahill, she is good people. The question lies now on who will Starks have to rely on, Day knows nothing about nothing!

Typical Cline moves. All you who say CLINE's the working police, he's a great boss. SHOW ME one person on this list that actually earned his/her spot. Cularis is a joke, never was, never will be the police. Williams 14 years on the job thats another morale booster. God this guy is the best supt. I've ever seen. Not only does he put political hacks in every command spot, he also depleats the entire patrol/detective divisions of manpower, and I can't wait until someone calls him out on this, I just hope and pray it isn't after a cop gets hurt or even worse..when we're at a funeral.

I must plead "insufficient data" on these command moves with a lone exception.

Hopefully, I will not give one outstanding police officer "the kiss of death" by stating that during my tenure, Lee Epplen was the crewme de la creme, certainly when we both served in the Detective Division. One very sharp fellow who paid his dues a long, long time ago.

But for EXAMSCAM, Lee and a couple other current exempts would have deservedly made lieutenant in the first wave of promotions over eighteen years ago.

John Franklin is a good guy who also happened to make Lieutenant legit. He should have made it off the previous Lieutenant's list, but was passed over because he didn't have enough time in rank as a sergeant to take the test.

As far as Matthews goes, give it up already. He is off the job! He turned in his papers immediately after he was demoted.

Its easier to get rid of Brown and his boys by moving him out of the District. He won't be able to protect his bunch of rogue cops anymore. Hope that Franklin has the stones to put these fools in check. Given past examples of Brown's judgment, its likely that he do some real stupid shit as field deputy.

Expect Terry Williams will run afoul of Cynthia White real soon. One way or the other he'll pay for this undeserved promotion.

I agree with 11:30. Sherwood williams was the real deal as a boss. His kid, however, is a complete baffoon. Incompetent, stupid, know it all, loud mouth and the most undesrving person posible to be made commander. Dana Starks should be happy, he is no longer the biggest moron in the exempt ranks.

Since when do we care more about a traffic unit then we do about officer safety. Just as Tom Allen said we don't need more gadgets we need more Police officers. Where are we getting these officers to go work this new traffic unit...Oh I see they were hand picked...right out of patrol. Wow I didn't know we had such a surplus of people that we could afford to lose a few more.

Incorrect. He was officially demoted to Lt....yesterday. He was allowed to keep his Commander's star and rank while sitting in a hole at 35th street doing nothing. His CR will be coming down soon. He was sent to the 010th District as a Field Lt.

A few months back all you saw here was how come no radar and laser in the districts. All the one bag real police whined and complained. Since writing tickets is beyond your pathetic dignity, they beefed up the traffic unit to work in districts.

Twenty out of twenty five of the people were bids, not hand picked.

Maybe if you stayed out of the Clubs and Starbucks and paid attention to things we would not have to smell your breath to know where your head is.

Doty is a nice guy, is he the Police, NO! As a Sergeant, he didnt have to make any decisions he was told what, when & where. As he was merit promoted, he became a micro manager & absolute control freak. As a District Commander, he lives in fear that an Officer will upset someone important or influential that will result in that important/influential person calling his office or worse yet a call downtown over his head. People bitch about the working police, fact of life, he needs to understand that, normally only the people that are wrong or think they are more important then they are bitch.His fear & inability to make decisions and to enact attempts to stem the rise in stats and violent crimes in 006 has resulted in the District soaring to the top of the stats.As for his micro managing ways (control freak, which he hasnt applied to crime fighting) he looks down on the blue shirts, resulting in 26% of his manpower bidding out, everytime there is a Sgts class they run like hell for par forms, in Nov 04 all 7 LTs in the District bid out, and has been through 5 Watch Commanders (Captains) and 4 Tact Lts. Now he has not one but two (2) Sgts running the CAPS Office because he cant find a LT who wants to work for him to take the job. Tough times, call for tough decisions and he has constantly demonstrated the inability to support the working police in a positive manner.

The D/C of Special Functions has alot of responsibilities, namely, all the coordination of the dignitary visits, the Pres, Vice Pres, heads of state, their vast motorcades, expressway closures, street closures, security details, inter-agency cooperation, I.E the state, county and suburbs, especially the ones bordering O'Hare, and lastly but definetely not least, the coordination of Police Funerals and their vast motorcades, which stretch for miles. Radtke had that job down to an artform and made it all happen flawlessly; he also oversees SOS, TRU and Mass Transit. It is a very busy, make or break spot. They are not forcing him out, he's 63 in March and has to go.

Its a wonder the 006th District has only lost 26% of its blue shirt manpower when the 006th District Commander cannot hang on to his own white shirts, it should be fairly obvious for the blue shirts its time to move on.When a boss's supervisors dont want or wish to stay around it says something about the boss!

Trouble with Franklin is he can talk up a good game, trying to motivate his subordinates, get his subordinates to produce more but if the machine ain't broke in the first place why bother to try to fix it? He likes to hear himself talk. and talk. and talk. An annoying individual. His last detail was with the gun team from the south side. I'm quite sure if you ask the gun team about Franklin you'll find he probably got on their nerves about a week into being their supervisor. Franklin worked hard, put his nose to the grindstone, but never gave any perks to anyone but himself. He is a user. Used people to get ahead. It is this type of person that breaks morale instead of bonding morale. The workers know this, and like always, the upper bosses don't. Just another stroke.

November furlough picks and better yet watches might get interesting though.

The 25 into Traffic Enforcement are not a specialized unit in that their under the same unit number. So if I'm correct they just beefed up the manpower plus added 4 Sgt's to the 25 so called bidders. Yet, the question remains on their so called reason for bidding into the confusing so called detail.

Was this not somewhat marketed via of media as a specific detail for certain hot-spots aka revised style TRU detail/bid.

So watch selections means what? A reversal of certain manpower that didn't bid into the marketed hype detail.

November might be a little chiller than expected for the already there and present lower seniority numbered.

So what is it? A Detail for specific reasons (saturation) or a beefing up of Wolf pack and enforcement. Or will you all be one big happy family aka Traffic Enforcement on the drive, etc. by via of past practice.
Was there any ticket history even needed to get into the new Traffic detail, just a bid, right?
How is that female CO McMahon, long tour, LOL.

How about the chief of detectives showing up at a crime scene and:

A) Telling the representative of the cook county medical examiners office that "You can't go in there, it's our crime scene".

B) Show up to the scene of a multiple homicide wearing sandals.

C) Running the license plates of ALL vehicles within a 4 block radius of the multiple homicide scene in the event the offender(s) left their "get away" car at the scene.

Sorry pal, but John Franklin made Sgt. with me in 1997, and merit didn't even exist then. If you didn't know that, then you don't know anything about the guy.
He's worked hard in the streets
for his entire career, and never
asked anybody for anything. I knew
people on his team when he was assigned to narcotics, and one thing they always said about the man was that he would never ask them to go out and perform any task that he wasn't willing to do himself. I think he'll be a great commander of 003, and the folks assigned there are lucky to have a boss who's been in the streets and been a real cop! We all know there are bosses out there who have never done anything, but John has always been the real police.
Congrats, John. Well deserved!!

I knew Franklin when he was assigned to Narcotics as a Sgt, and he was a great boss. Even got out and bought dope as a boss on some tough spots we had to hit.
Most times, he was successful.
He had balls, and if you were a worker, he always had your back.
If you were a dog, you didn't get any scraps from the table. There are still a lot of us who feel the same way. We miss you in 189 John, it's awful here, but the old man has to leave soon, and we can't wait! We wish you well.

I don't know who you are, saying that Franklin "hates whitey." Franklin was fair to everybody, and I mean everybody. If you don't like the guy, ok. Ask the white people in the 10th ward around Eddie V's house when he had the guard detail there and Franklin was assigned as the guard --he drove around the area and wrote parking tickets on all the white residents autos tell me he didnt hate white people and i have some property for sale at 5000 East 95th street for you.

Trying to be diplomatic!! Not trying to be unfair to anyone's opinion. This is the first I've ever heard say anything good about Franklin. I have about 20 years on the job and you can bet throughout the 90's in 014 and narcotics Franklin was hated. He took his team to a martial art school one year and the instructor PURPOSELY used Franklin as a "dummy" to demonstrate street techniques. The instructor??? He's a sixth degree black belt and a Chicago Cop. If you guys like Franklin...NO disrespect, but guaranteed... he is hated by thousands.

Regarding Franklin...

I was one of his supervisors when he was a PO in 004, and he was one of the guys who could always be counted on to do any job he was given, whether it was writing parking tickets or search warrants, and do it right.

He has now flown past me in the ranks, and I couldn't be happier for him. The department needs many more bosses like him...hard workers, who know the job, and do things right. After having been his boss, I would now serve under him in a heartbeat.

I guarantee that the people on this blog who are slamming him are mutts that had to either shape up or ship out when he came around.

Franklin was an allright guy to the midnight gang team and area gun team but he did march to his own drum. Franklin would have been a good drummer, only problem, he was a beat off.
