Need Some Answers

Over at Second City Sarge, they are asking a couple of questions that we like to see some answers to also. How about these?
  • We received a comment from a south side sgt that in his district 3 tact guys were dumped to his watch and along with two other POs from the watch all 5 find themselves in the behavioral program. Can anyone else elaborate or provide similar occurrences. [We like an answer to this one too. No one has confirmed anything, just more rumors all around. C'mon people - SCC]
  • Department accepting applications for Captain....any front runners out there? [Did these applications come around again? What's the deadline? - SCC]
  • Have heard rumors that pre-sgts will only spend a month in the detective division. We aren't buying it but we'll play [We aren't buying it either. We wouldn't bet that these new Sergeants are going to see a pay raise of graduation prior to the first of the year. That's how cheap this city has gotten. - SCC]
How about some answers from our readers? And check out their comments sections, check out their whole website. If they could just keep up a steady stream of posting and we could get a Second City LT blog up and running we'd have a nice little bit of insight into a number of levels of the Department.

Heard the sgts. only in the d-unit 1 month to get them promoted by 31 Dec. Or lose out on funding.

Here's a fact from a self confessed and well deserved "house mouse": the Commanders are ALL facing huge amounts of heat from Cline over the amount of officer's working for them that were never placed in the behavioral intervention system once they met the criteria. We all know the shit hit the fan after the amount of cr's racked up by JF of SOS fame hit the front page of the papers, and Cline wants to be sure that it never happens again.

If you meet the criteria to be placed in the behavioral intervention and or Personal concerns programs and never were put there before, SURPRISE...Personnel is reviewing everyone's files, along with ALL Unit and District Commanders, and you are getting put in the program. No exceptions ( allegedly )! Give it a few weeks and you will see.

I can't say for certain that the orders were given to dump tact people for any specific aounts of CR's, but right now they are hell bent on ensuring that there will never be another officer who racks up number after number, law suit after lawsuit and dodges all the alleged safeguards that are in place to avoid a scandal.

Big changes are afoot for this Department as a direct result of the SOS fiasco. There's no going back now.

If you are TRUELY, 100% innocent of a beef brought against you, fight like hell to make it Unfounded or Exonerated, cause those Not Sustained's are gonna start really screwing you like they never have before!

Yes, how cheap has the city become with promotions? On 12 June 2006 there was a class of twelve Police Officers advanced as Evidence Technicians. They were told they would get the Job Title and pay effective 16 Sept 2006. So where is their title and pay? Its 05 October 2006. They have to put in Out of Grade slips on a daily basis since 16 Sept. My spin is the Police Dept has already used up their 2006 budget monies!

Its true about the pre sergeants class. The sergeants "school" lasts approx 1 month. They were told by the ADS Tobias that the class, as a whole, had to be graduated and on the street by mid December. Do the math and you should come up with the approx time for the full class of sergeants.

Same in 006. Guys got dumped because of the # of CRs. I think its 5 from Gangs/Tact in 006. Typical knee jerk reaction by the city re latest scandal. Per 1 of the dumpees its somewhere around 130 citywide.

To say we shouldn't be talking about how a certain number of CRs can get you dumped off of Tact/Gangs is an understatement.

Everyone who is on this webstie knows there r trolls who monitor it regularly. Don't think for a second that Gangs and every other somewhat organized criminal element might take a look every once in a while as well. This is a sure way to get good police officers who shithead doesn't like get dumped. As an earlier poster said the #s will all be bull. To get an unfounded or exonerated will take an act of god though. Rack up 20 not sustained and its goodbye. The dept won't care because they cowtow to the minorities. Its a farce to say the least. 14 Years to go and then its so long Illinois. Ouch thats still a long time to go.

The Dept. has only itself to blame for the SOS scandal. Lots of red flags were unfurled with that crew, serious big money theft CRs, and no one did a thing, because they were "getting the numbers."
Now, every hard working legit tact/gang PO out there will bear the brunt of this, perceived to be a "problem child" based soley on the TOTAL NUMBER of beefs received.
As much as "house mouse" (35th and Hell) says, even those "exonerated"
and "unfounded" beefs will hurt you, because they're only looking at total numbers now. If you have more than 20 in the past 5 years (and that averages out to only 4 per year, not a large number if you're a working tact/gang officer, or even if you work your beat car as you should!), you will be counseled and put into the Personnel Concerns Program. If you thought morale couldn't sink any lower, think again. In the very near future, you may actually see the number of tact and gang teams shrink in the Districts, because there will be far fewer personnel willing to take on such a thankless patrol position. Even people who will escape this 20/5yr CR cutoff have to be asking themselves, "what the fuck am I doing here?"

Har Har Har!!! Way to shoot yourself in the foot (if you could see it) Cline! Next you are going to be asking "Why aren't more arrests being made?" Sadly, you can't have it both ways. It's either aggressive police with heads, or the police watching their own asses (since we can't count on you to do it) and playing it very safe. You just keep caving to Meeks demands and the rest of the mutts. We'll just stay put with our hands slowly being tied behind our backs. Sad, very very sad.

I was in the last Sergeant class. We heard over and over that we would be graduated before the end of the year - due to federal monies. It's all bullshit. Guys, expect to do your 90 days in the detective division, followed by five weeks in Sergeant class. We started D-Unit training in November, and weren't sworn in until 16 March. Do you really expect anything to change?? Good luck to all of you. By the way - take care of your guys, and you'll love the job.

He just has to talk to his Teflon ADS about the constant stream of SOS CR#'s for home invasions, missing money,guns & drugs which were swept under the rug.
The smart people (innocent or otherwise) bailed out because it was just a matter of time.

I was fooled into believing that working in a fast district would not only benefit you as a P.O. but that it would help you later in your career. Worked my ass off for a long time, took advise from guys with time on the job (oldtimes and some not oldtimers), never spoke bad about other officers nor was I ever jealous either. I watched, learned then tried to become the best cop I could not only for myself but for other cops respect cause no one likes a dog. Now here comes the time when all that work, in the trenches and shit, is coming to slap me in the face cause I have more than 20 CR#'s. I never locked up a person that did'nt need to get locked up and I'll tell you this......if you do work you are gonna get numbers....I accepted this and dealt with it for a long time. Now I have to face the music cause some pieces of shit put #'s on me for doing my job and getting the bad guy. I wanna scream everytime I read someones comments about not ever getting a # and I've worked in the shit for years blah blah blah blah.......you are full of shit! People who work get numbers plain and simple cause thats just how it is! Anyone can put a # on you for ANYTHING! Now add the fact that u are arresting people that really are'nt the greastest citizens in the world and whatta get????????? The only way they know how to hurt you on this job is to either sue you or put a # on you. The hardest things for a working cop to do is stop working and watch other people pass u by shooting up those ranks or units. Like I've said before I've never been jealous but it sure stings and this stuff about the CR crap stings too. There are some idiots out there who are tact/gang and they will always be morons so I would hope that all tact/gang dont get lumped into that catagory. It sucksthat it took almost 10years to realize that I shoulda just worked on a beat car in 18 or where ever it was slow. I love being the police but man times are gonna be really hard and trying on those who like to work cause once again we're getting stuck up the you know again. Sorry for the rant but wanted to say my peace. Be safe everyone and always abck each other up.

Sgts, will do 3 months in the D unit...period...they went to the academy just like we all did in the the last couple classes for "training" and then they go to the area(s) for some R/R before taking the "worst job on the police dept" .....but the pay is good....LOL Oh and this is the last class off the old list as well...should be finally around 50-55 or so after final list is out next year....

It may seem like a knee jerk reaction, however it is a process that has been in place since the last contract, that was never properly monitored by the effected officers "SUPERVISORS."

If these sergeants had earned their D-3 pay from the start these officers would have been identified and proper measures taken possibly averting an SOS scandel at all!

Now all officers have to be under a microscope and endure uncomfortable scrutiny to correct it and placate the media and public!

Just my take on it!

Application Packets for Lieutenants who wish to apply for the position of Captain (SES) are available for pick up, in person, from 0001 hours 04 October 2006 through 1700 hours 27 October 2006 from Operations Command, 3510 S. Michigan Ave., 5th Floor

Department Notice 06-39 has been issued to explain more fully the application process including instructions and eligiblity requirements. You however must have obtained a bachelor's degree at the time of application and be a lieutenant in active duty status for two years at the time of promotion.

Moving guys off a tac team who have aquired 20 plus cr #'s can happen in a fast district. 95% of cr's from these district's are unfounded anyway.
My point is this: every officer working on a tac or gang team should go back to a watch this change day, citywide. Tac teams began to self destruct about 12 years ago from administrative interferance from incompetent policy makers.
As of today, don't blame Phil for all that is wrong. I'm sure he gets a ton of heat from the hall and advice from CPD lawyers how to avoid hugh libality issues and what course he needs to put the CPD in.
So do your job... return home safe and sound to your loved ones after a tour of duty. Fuck these shitheads. Let them kill each other.

Apps for Captain must be in by 27Oct06. If you want to know who the "front runners" are just look and see who the Admin Lt's are in each of the Bureaus. It is no secret that the majority of the Captain promotions are nothing more than "parting gifts" from a soon to be retiring boss to their number 1 lackey. There are ALOT of field Lieutenants out there right now doing the job of a Captain but unfortunately for them their roll will be reduced to being an FTO for the newly promoted house mouse who has no clue how to run a watch.
There are alot of excellent Lt's out there (some working as Watch commanders 2-3 nights a week already) PROMOTE THEM FIRST!!!!!

Hey 11:49:22, I believe what you say about Cline putting heat on the Commanders, but if Cline is so interested in accountability for the mess in SOS, then why doesn't he dump Gulliford, Tobias and Radke. That would send a message to the other exempts real fast.

Gulliford is cleaning up a mess he had nothing to do with (he was the watch lieutenant on the other watch), Tobias is out of the picture and doing a job no one else wanted (the Academy), and Radke is mandatoried off early next year (why fuck with a guy on the way out?).

CAPTAINS: The city could save a furtune by abolishing this position. They do absolutely nothing...sit around, drink coffee, sign their name, thats about it. They are the ultimate in high paid empty holster desk mice.

Can anyone honestly argue that any one of them actually does anything inportant for the safty of Chicago's citizens.

Captains do plenty!! Captains in fast districts have a TON of work to do on a regular basis. If their own coppers aren't involved in shootings/TRR's to be completed and approved, units working in those Districts bring plenty of work to the boss! No matter what unit you're in, if you have a crash in any district, the District Sgt. must investigate it, and the District W/C must make a judgement on the form as to whether or not it was or wasn't non-preventable! W/C's whose Districts include Area lockups are busy dealing with the health & well being of all those prisoners!
They are RESPONSIBLE for them, getting them medical treatment, not hanging themselves, etc.!!
And besides, the Capt. rank had to be brought back to quell all the damn bickering among the Lts. on the watches as to who was actually running the damn watch! Having one head of household for each watch (the CAPTAIN), stopped all that petty squabbling. Navigating your way through all the egos on this job can be an experience in itself!

The department proved that the rank of captain was unnecessary when it originally stopped promoting to that position years ago. A lt. can just as easily be the W/C in a district and should be. Let the D/C decide who the lt. on each watch is that he wants to run the watch or have the lts. switch off, if the D/C doesn't want to make the decision. Never mind that that should be one of his responsibilites.

The D/C's DID decide which Lts. would be the W/C's. It didn't stop the backbiting and sniping.
Returning the rank of CAPTAIN did that. It designated one CLEAR leader of the watch, who outranked everyone else. Period. For the record, I'm not a Capt. Whether or not anyone believes that they are needed or not, useless or not, they are here to stay. Get over it. The old way didn't work, with two or three Lts. on the watch. Some got along and compromised, many didn't. When the troops see so much dissention in the upper ranks, it tends to trickle down through the other ranks. And God knows, there's more than enough bickering and sneaky crap going on among the patrolmen.

Wrong!! The district of occurrence only handles the Traffic Crash Report. The Damage to Department Vehicle is completed by the operator of the vehicle and finished and signed off on by the CO of the involved member.

Don't fool yourself, I worked a beat car for ten years and because of all the criminals we come into contact with CR# are inevitable. I racked up one a day for about two weeks because people were in denial that everything I did was right. They got locked up, and they will still take a number for traffic stops too, so what now? Do we sit in our cars and do the minimal assigned jobs and hope we kiss enough ass so that the people we deal with don't call OPS. Screw that. I feel bad for people in busy crime ridden districts, cause every criminal there has OPS on speed dial. The powers that be need to review their bright idea cause a big chunk of the dept will be a personal concern. They should narrow it down to sustained CR#'s not just whatever tom dick or harry calls in.
