Useless Details

We hit a nerve with one of the last posts, questioning why an entire team of officers from the 005th District are detailed to traffic control at a certain church instead of our fighting crime. We've gotten a few e-mails and more than a few comments (some of which can't be published). Some bring up legitimate criticisms, like this one:

That's right. And the Cardinal has, what? One guy? Two? He doesn't have an entire 018 District Tactical Team and the team isn't out there directing traffic at Holy Name, is it? Personally, we'd like to see them cancel this detail, among others. The Cardinal can certainly afford his own private security people and it'd be a great side job (maybe we could get paid in Purgatory credits?)

The trouble is that there are too many spots like this squirreled away, hidden in the shadows, that the phrase "manpower numbers" has become completely meaningless. No one knows how many people are hidden, detailed, missing in action. We heard the Department is cracking down on Leaves of Absence - if you are currently LOA, you will be/have been receiving a letter in the mail telling you that at the end of your year, you will not be granted any extensions. Of course, there are ALWAYS exceptions to the right people, haha. But the number of letters that were sent out is rumored to be somewhere in the neighborhood of 500.

500 people. On Leave of Absence. That's like what - 5% of our manpower? 5% in a good year? No wonder no one can get time due, furlough extensions, SIF or move around on the bids. How the heck are they running this Department?

Homework assignment - let's see what kind of list can be generated of useless type details that do nothing for our already obvious manpower shortages. Spots like the Cardinal's detail, the Meeks traffic control aides, the Chairman of the Finance Committee's full bodyguard detail. You know the drill.

Clarification: By no means are we contesting military leaves of absence. If your unit was activated OR if you volunteered for active duty, you have our repsect and admiration and our support should you or your family need anything. However, we have been to FOP meetings where they list the numbers of personnel serving in the military and as far as we remember, it has never been more than 50 people at any given time.

how bout checking on the officers who abuse the medical roll, and I stress abuse. If you're legit, good for you, you have it coming, but if you're at home, thinking your scaming the city, your also making the street that more unsafe for the working police. Why can't they answer phones or work the desk and free up a healthy body instead of watching tv and relaxing at home? I can't remember the last time I used the medical.

How about our UNION actually does their job and finds out the real numbers. How many officers do we have actually working the street. I have been calling the UNION for the past 4 years and explaining it is actually an officer safety issue not a mere numbers game. Oh I forgot again, our UNION doesn't do shit. My Fault. Time to find someone that is willing to stand up to the city and the media and explain our side of every story.

I am outraged that SCC would choose to unfairly pick on so-called "supersecret units", as if they have no value to the City, the community, or the CPD. Obviously SCC is ignorant of the many important functions of such units. For instance, I, as C.O. of the Mattress and Pillow Tag Enforcement Section (M.P.T.E.S.)
am fully aware of just how many people are flaunting the Law, when they remove these tags which clearly state: "DO NOT REMOVE UNDER PENALTY OF LAW!" The people of my unit are fully committed to
bringing these criminals to justice! Although I cannot state
the size of the unit, I can tell you that it contains some of the
very best and most highly dedicated Officers in the CPD.
Those who slur us as a "Unit full of Bosses' kids" are unaware of the fact that it also contains P.O.'s from the finest families in the Chicagoland Area. I know that many will say that they are all
"Politically connected", but that has never been proved. We are a Citywide Unit, active on all three Watches, three hundred and sixty five days a year, based in a very convenient location, so that any
member of the Unit can, if called upon to do so, IMMEDIATELY respond in their covert take-home car, to the office and swipe in as many members as needed, as the incident or occasion demands. What other unit in CPD operates with such efficiency? Any Officer who needs our assistance at any time of day or night, has only to call Operations Command to set this juggernaut in motion.

Now here we are, with a District Tac Team detailed to traffic control at a church--while the bangers continue to kill each other--and now we are complaining about it! Get your priorities straight people! Think of it in terms of Officer Safety & let well enough alone.

Father fa#!*t does not have bodyguards. How about the detail at St Ignatious (sp?) HS? A copper sits in the school, EVEN WHEN IT'S CLOSED! And he's on duty!! What kinda shit is that?? How about all these coppers who sit in parks for an entire tour? How about bogus foot posts in posh restaurant areas? All because the people asking for them are heavy hitters. Taylor St., Randolph St..., etc. How about the car sittin in front of Mayor Munchkin's house and all his bodyguards? Do you realize that fool has front men who go scope out places he'll be going to...Whose he think he is the president? Burke's driver's and body guards? 24 hours a day mind you... What about the Sup's drivers? The First's driver's? The list goes on and on and on....

how bout we re-evaluate where the man-power is and what they're doing.Dup the following out:
Man down-Fire Department

As with an E.T request have CFD explain why they are requesting us.

Wires down-Streets & San
CHWB-CFD paramedics
Vicious animal or abuse-Animal Control
Merge SOS,Saturation & TRU units and have a cap on positions
re-evaluate inside jobs across the board.
Medical Checks-Med.Section
CR# Investigations-IAD

Have FTO's bid by AREA not districts and let them have a greater say on which jobs they take their recruits too.

Let Two regular partners shadow Two recruits. Same amount of cars and same amount of manpower,still the perception is more police presence on every job and traffic stop and the partners still get to work together and aren't separated. This way the recruits have to work as partners and actually do the work. The veteran officers only step in when they see a problem arising.

Don't limit the online publication of criminal photo's to just prostitution arrests, publish every criminal arrest like most of your rural communities do.

No TVB's unless they want to post a cash bond. We're all clerks of the court, we can run a name and write the bond on the street. We've done this for traffic missions. Why come into the station only to have another desk officer write the bond?

LETS LEAVE THE LOA'S OUT OF THIS. I'M SURE YOU WILL AGREE THAT SOME OF THEM ARE ACTIVATED MILITARY PERSONNEL. WHICH I BELIEVE THE CITY SHOULD HAVE TO PAY THEM FULL DUTY STATUS AND NOT LOA.

The difference between Meeks and the Cardinal is that the Cardinal doesn't blast the police as BAD, RACIST and BAD TRAFFIC STOPS and then asks for protection.

MEEKS LIED about the traffic stop, blamed the police for racially profiling a black man in a black neighborhood then uses his bargining chips for free security.

So let the Cardinal who is also a Bishop and a direct member of the Vatican Government keep his security.

As for Meeks... if he thinks we are sooooo soooooooo bad, why would he want us helping his members?

Maybe because he knows we aren't!

It is time that the Department crack down on leaves of absence. Anyone on Military leave should have no problem with his or her leave. Also I see no problem with someone taking a leave for a year to go to school or try another career. The problem that I have is some people have been on leave of absence for years while they practice law, run their own business, have another career, etc. That should not be allowed.

Ask Roman, who has been moving people around for numerous years inside and out. The First Deputy's past and present tongue in cheek, always defer to him. He's one heavy cop, with all the real info. He knows who goes where, when and who rang, ring, ring, asked. The Real Red CPD phone call to the insider speakeasy and favors. Remember Commanders always take phone calls coming out of City Hall and via arm twist reach.

FOP is suppose to know where
manpower is assigned and detailed. If not, why not. Davis is suppose to keep up with this. Then again Davis can always call Roman when in doubt. "If ya have to ask ya don't need to know", tight lip motto.

Whether it's the security details kept on the down-low or the assignments to desk jobs three fold plus. Why does the department continue in the hiding of bodies and give aways? Yearly the department has Commanders scamper and do audits of their manpower and their jobs aka assignments/details, while the insiders duck their heads under the desk hoping their not on the next chopping block, which by the way never seems to occur. Nope, no cleaning of the broom closet details and assignments, ever!

Remember everyone is suppose to be accounted for phone call or not. There is always a paper trail, question is which one is in hand? Bodies, Bodies everywhere but none to be found.

He's a solution, calculate the number of hours required to make a 20 year career...roughly 22000. Now allow officers to pay down the hours on the front end. At the 20k mark, you "can" go if you wish. The clock stops for non-duty related medical roll use, LOA, suspension et al. The city immediately starts to save money, in that why would anyone take money for OT, when they can pay-down the hours...no more unfunded liaibility. Then the city could offer incentives, like, bring in a gun, knock down 1/2 hour. Get a felony arrest knock off another 1 hour. This would immediately make working a high crime district a great baited field for hour pay-down. Sgts now get the 1/2 hour per day, well to populate the patrol division, offer "actual field assigned patrolmen" ( no house cats or desk jockeys) 1 hour pay-down per worked tour. Suddenly the "cushy" spots would lose their luster. Allow "field assigned" officers the option to work their vacations, do double tours, etc, all to pay-down the hours. I know I for one would be an arresting, court going non-medical using MF if this system were in place. My goal would be to get out in 10 years Just an idea.

There are several officers who take leaves and detour out of the country on contracts. Can't blame them when companies over seas are looking for sworn and military to manage all the clearings going on overseas. The war is profitable especially with a contract and a full year out of the country, sweeeeet mercy, then roll over again ching, ching. Now add the activated P.O.'s in the military being sent over it adds up. Is Hubberman still on a leave? yeah he may not be considered manpower but if so a leave is a leave, how long has his extension been so far, 2 yrs now?. Fair is fair if he can build his career and make big bucks why not other's? Oh yeah manpower. All CPD has to do is get real and actually clean house of all the seat warmers for bodies that is, if that's what their actually looking for.

On a side note there are those on leave going to school, did Hubberman and other boss's do this as well, then there are those trying out another job. FMLA, etc., so again it does add up. Still I think this may be more about the contracts in the Middle East then anything else. There are contracts to be had all over the Middle East. It is very lucrative and there are a few who have high clearance and are cleaning up. Enough money and contacts kiss the dept. Smooooch GUD BYE with minimal time on the job.

Odd though the dept. is trying to rewrite the leave policy and they have yet to figure out how to sweep clean their own internal offices of dead weight. Did or didn't these inside individuals also come on the job to be present and perform police duties in the actual field as well. Naw, lets just cease leave extensions beyond a year for those working their way up.

Retired Lt. Vince Candella passed away on 7 October 2006. Vince was my supervisor, as a sergeant and then, again, as a Lt. He was one of the best bosses that I ever had the pleasure to work for. He worked in 018, 008, Personnel and Area Four, to my knowledge. He was a prince of a man and will be missed.

Per his wishes, there will be no services.

Condolences to his son, Joe (P.O., 008) and may God keep Vince close.

-On days of Sox games A car sits on Jimbo's until close(not anymore maybe)
-The Hill watching the intersection at 39/wentworth so trucks can get through with out getting broken into at the stop light(not anymore)
-Ma's House sitting on Mrs. Daley's when she was alive (not anymore)

What about the Wicker Park detail. the morons out of the area 5 office still send out the original request for volunteers saying "due to a recent increase in activity...". Recent? The detail has been going on for 8 F-ING YEARS. Ever since Maria was the D/C and her close personal friend Jimmy (whoa what a hummer) Mauer was the a5 Dep. Chief. Thats 10 people from the other area 5 dist. that are forced to go short because of those two ass hats.

I worked in 018 about twenty-five years ago and spent most of my time in the projects. One day my partner takes a day off and I am working by myself. The W.C. sends me, just me, to North Ave. and Dearborn to direct traffic around the Cardnial's home for his birthday. I though I was being punished and I did not know why.

When I went over there a young priest in a sports shirt came out and introduced himself and told me what was needed.

It was a beautiful summer day and a lot of nice people and many but not all were driving expensive cars and needed to park in that crowded area.

After a few hours, the priest came out again and said that the Cardinal wanted to thank me for the excellent work I had done and shook my hand. He left a $20 bill in the palm of my hand, I started to say that wasn't needed but he said it was O.K. and walked away.

Lets see Rev. Meeks do something like that.

012 2nd watch most of the time have downed beat cars and almost every day down wagon. Beat 1233 or 1231 doing double duty as squadrol. Sgts. say answer up as 33 but let zone know you have wagon, which is usually down on trans to 011 L/U with 5-6 DOPW pinches from tact teams. Capt. says anyone beefs, good luck getting time due. I'm sure it's the same everywhere else. What happens if we all beef? I love this job but this is out of control. This is the worst I've seen in my 15 years.

Eddie Burke actually got one of his hack judges to issue a court order mandating that he should have guards. So the sup can't take them away even if he wanted to. I wonder what Eddie has done that he's too scared to be without bodyguards. Paid for by the poor taxpayers, of course. If he ever had to pay them himself of course, they would be gone.

He's had drivers so long I doubt that that A-Hole even knows how to drive.

The city that works! And we get to pay for it!

Cardinal's detail, Division Street Detail, Michigan Ave. Foot Detail,Michigan Ave. shoplifter transport car, Water Filtration Plant,Navy Pier Foot guys, Michigan ave. pickpocket detail, Lincoln Park Zoo car,Lincoln Ave. Detail,Bar Car,Halsted Street foot unit,1806A,B,C, All watches. There's a ton more I would honestly say that there are about 80 spot's that are a joke. Remember our Mayor like's to cater to business. Interesting there is not a project car for Cabrini or The Row Houses.

Get your facts rights. Those who took a test and were assigned to the Marine Unit recieve D-2 pay. In addition to police duties they must become proficient "Public Safety Divers"; not once a year Cozumel recreational divers. They dive in the lake Michgan, the heavily poluted Chicago and Calumet Rivers searching bodies and evidence. They must also learn how to handle each of the 5 different typles of vessels employed by the police department, a 6th type comming online in a month or so. In the summer it is a great spot, but get your little whinning ass out on a boat in 6-8 foot seas when the the air temp is 20 degrees and the water temp is 35, see how much fun it is. Hell it isnt much fun when it 80 dregrees out either. The men and women are very very good at what they do and are getting better. Ask anyone of the hundreds of boater who have run into problems over the past few years. They don't call the Coast Guard, they call our Marine Unit.
The little blond secretary is a hottie, no doubt, but she has worked as the police here and ther and has about 8 years on the job and works hard. She and the others who are assigned as ancillary staff do not get out of grade pay. They work hard for the new C/O who is a pain in the ass to work for.
Again, not a bad job; but you have to know how to swim and workout a bit to get the job. You would know that if you read the Daily Buliten, the test offering was posted for a month annd a half.

FYI, the marine unit is not D3 but D2 (Detectives get the D2a). And now there is a test given every few years and you have to pass it to get in the unit. All the PO's that were in the unit were grandfathered in, but all new po's must have passed the test to get in, which was monitored by an inspector. I know because I took the last test they offered, about 2 years ago.

The Marine Unit is a D-2 spot. You seem to have so much bullshit info about the Marine Unit but don't even know the pay grades on this job. I love the righteous "real police" anger of a 2 year wonder who is angry that his superior abilities haven't been recognized. I'm a det, do I make D-5 pay? Any other cool shit you'd like to just make up?

Per I-CLEAR stats...
As of 05 Oct: Homicide number for the year to date is 339.
Same period last year was 338.
2006 has now taken the lead. (note 2005 had a 25 count lead last month)

Beside Jane Byrne, I think Eugene Sawyer treated the police better than any other mayor that we've ever had.

If the folks at the Ismaili Center on Broadway can rustle up some uniforms and hall patrol belts and direct traffic when they have services or functions (and do a dandy job of it, BTW), why can't the Catholics take care of themselves?

Eugene Sawyer was a decent guy. Jane Byrne was the best we ever had. She was the widow of a Marine Corp pilot who was killed in the line of duty. She always identified with us and our families.

Richie identifies with the hired trucks and the flower pot makers We need to get rid of this pooch, and get anyone who will come to us and promise to restore our lost benefits.

Just remember, some of these "cush" spots are manned by coppers who have been hurt doing real police work and need a place to be until retirement so they don't become paralyzed. If it happened to you, you will be grateful for it. BUT for the 2 years on the job rookie who made a phone call (or :{}__ ) to get that spot and then talks about all his/her war stories, "GET REAL"

Former Deputy Sup attented law schoool when she was assigned there as well as two other female LTS, who had the 004th district spots. Every thing is on the up and up.

AS MUCH AS I AGREE WITH THE FACT THAT THERE ARE TO MANY MEMBERS ON LOA, I THIN K IT IS IMPORTANT TO STATE THAT ALL EXEMPT MEMBERS ARE CONSIDERED ON LOA FROM THE DEPARTMENT. THEY GIVE UP THEIR CIVIL SERVICE RANK (CAPT. LT. OR WHATEVER) FOR THE EXEMPT RANK AND ARE THEREFORE PUT ON LOA BY PERSONNEL.

I 4 one would provide free security for the cardinal if he so needed, days off, after work, whenever, he's a good man. I am a catholic and by the grace of GOD I am still alive, i have faith wich allows me to love all u haters and jeolous trifling little bitches. If it wasn't for my faith all hell would break lose! Yes this department sucks and yes too many freebees at our tax payers dollars, but how do we fix it? The only thing that makes senses is do your job as best you know how or quit. Daley needs to be voted out and so do a lot of these fancy pants alderman and other city officials. VOTE THEM OUT!!!!
oh and the marine unit girl, nice enough but not the police! Hope she does a better job diving search and rescue than making arrests! PALEEEEZE
Oh and someone said 018 does have cars assigned to row houses or cabrini? where have u been! Currently they have CHA overtime program 3rd and 1st watch in addition to 1,2,3rd watch gang teams specifically assigned to cabrini. Those people have more protection than anyone else in the city! Hows that for taxpayer freebee! Those people get more money on top of elite security for FREEE! Talk about raping the taxpayer, LOL! Any way...SCC you are doing a great job, keep up the good work as hard as it may be, luv ya.
