Hidden Homicides?

Channel 2's Pam Zekman tries to drop a bombshell on the mayor and the Department Monday night, leveling accusations of reclassifying homicides as "Death Investigations" in order to keep the count lower and make everything seem safer in the city. It seems most of the report was a dud. We don't believe that the Detective Division can arbitrarily downgrade homicides. Certain criteria have to be met before such actions can occur. That being said, Zekman raises a couple of interesting points:
  • ...the medical examiner's office ruled Allen died of strangulation, which is a homicide. His brother was shocked when we told him.

"Do you believe the medical examiner?" CBS 2's Pam Zekman asked him.

"Of course I do," Allen said. "They go to school for this. The police are the police."

CBS 2 has obtained copies of documents that show a detective assigned to the case justified closing it out as non-criminal by misstating the autopsy findings. The county's chief medical examiner refused to be interviewed on camera but stands by his pathologist's conclusions.
Political persons in the middle of a potentially embarrassing incident refusing to be interviewed on camera is always a red flag in our book. And accusations of misstating autopsy findings better be on the money or it may be actionable. Another interesting incident:
  • Then there are the deaths of five women -- their partially dressed or naked bodies were found in abandoned buildings or vacant lots over the last five years. The pathologists in each case concluded the deaths were homicides caused by strangulation.
Without the reports in front of us and addresses to go with the incidents, we can't make any sort of judgment. But in light of the fact that there were something like 3 or 4 serial killers operating in Englewood and points south in the 90's, any dead prostitute with evidence of strangulation ought to be looked at very closely before classifying it as a "Death Investigation."

Deputy Chief Chasen comes off pretty well in the report, but there is this little blip on the radar:
  • Chasen says he doesn't know how the women died, but police can not rely on the medical examiner's conclusions that it was strangulation. "There is no physical evidence whatsoever to indicate that," he said. Dr. Donoghue says the police are out of their area of expertise and defends the findings of his pathologists.
We're certain that a large number of defense attorneys are going to jump all over the statement that the police cannot rely on the medical examiner's conclusions. The medical examiner is, in most cases, a certified expert in their field. They go to school for years to do their job. This being said, Cook County Medical Examiners are political animals and in some cases, political hacks (see the ME's report on the alleged TASER death of an individual with something like 5 times the lethal dose of methamphetamine in his system for details). This might be an interesting debate.

I agree that the relatively small number of cases involved would not make a major difference in the homicide total, but....if the ME says its a homicide (cause of death), then its a homicide (defined loosely as a death of aperson caused by another), plain and simple. Whether it's as the result of a criminal act, or whether any person(s) may be arrested and charged criminally, is completely another matter. To the extent they are, the Det. Div. is playing games.....

Hey SCC are you kidding me. I knew Chasen when he was a Sgt. in Area 4. One of the most arrogant pieces of shit on this job. Everyone now knows how this city works. How people get promoted. How incredible the detective divsion can be (some detective are good police officers and some should be indicted just for being incredible dumbshits). Nothing new about this stuff. Vote Democrat.

I still wonder whatever happened with that homicide (ops.I mean death investigation) on new years eve, 025 district, a few years ago (you know, when the homicide totals were around 598 or 599, and the city was shitting because the bond rating would go up if the total hit 600), and the detectives ANOV'd the husband, who shot the wife in the head, "accidentially".

Was the husband ever charged with something other then failure to register? Anyone in area 5 know?

Sorry, I'm the first one to bash own accounting of crime statistcs (CDTP instead of attempt burglary - CTTL instead of burglary, etc..)
That being said, I believe the actual number of suspected serial killers (killed more than one person at seperate times) was about 13 active in the past 6-10 years.
The Medical examiner's office is sometimes to quick to call something a homicide for criminal purposes. They use strangulation or suffocation as a cause of death on adults like they do SIDS in children. For those who don't know, SIDS has o identified cause. If they rule out the stuff they know to look for, they say the child died of SIDS. That's it. It is the lack of anything else conclusive that causes them to find that way. It is the same with dead bodies that have decomposed a bit. I personally was told by one of the ME's (with a very funny name, hint hint) that my victim was a victim of homicide by strangulation because, "If he/she was suffocated, there would have been a pillow nearby." No shit. My victim (based on body position, medical history, and the scene died of a heart attack, was decomposed and later was burlarized when the neighborhood shitheads realized what the smell was and that noone asnswered the door. They ruled it a homicide. They also have a tendancy to rule that police killed people by chasing them (when they crash or kill someone else during a pursuit) and it is actually a homicide even if it's justified (self defense) and I'm not sure if the CPD includes those in the stats.
Now I know nothing about the 80 something other ones the news flushed out, but take everything with a grain of salt.

There were 80 plus cases where the department would not produce requested records to Zekman. She only got that small sampling of records and it does not smell good.

This crap comes from the very top and is nothing new to the CPD.

In the old days it was not so easy to hide murders with the Coroner system where they'd hold a public Coroner's Inquest for every questionable death and have a jury's verdict.

I have two stories about this on my blog right now.

Perhaps some good can come out of this like the hiring of enough officers to properly police Chicago for a change.

years ago the dept was killing crime and Pam Zekman wrote an expose on underclassifying

When I sstarted in the first dist, there were to be no homicides and very few thefts

Thefts were written as Lost and Found

My first DOA was a bum broad who was in a building on the west loop, I think not too far from Presidential towers

She was nude, bloody and her neck was obviously broken and hyperextended.

My FTO made me write it as a Hospitalization Death Investigation

Any way it was over 29 years of Vaudeville and now I have a pension.

I consider myself to be a very fortunate individual

Be safe out there. Take care of each other

Commander Chasen knows so much more than some stupid DOCTOR at the ME's office (they only have to go to medical school for 9 years).

I am going to see if Commander Chasen is on my HMO plan so I can start getting treatment from him since he obviously knows more than a stupid doctor.

As for this city, Phil CLine and his compliment of exempt rank supervisors have singlehandedly turned Chicago into a safer city than DisneyWorld. I can't believe Pam Zuckman would accuse his administration of doing anything misleading. (they would never lie at others expense to make themselves look good).

Did I lay the sarcasism on thick enough? Don't kill crime regardless of what the bosses say. We all know this city is only getting worse and its about time the department starts accurately reporting it.

The point, couched in humour, was that old school coppers stand up for each other and are desperately attempting to reconnect the dots of the thin blue line, a Sisyphean task indeed. Thanks for printing it and if you ever want to hear the unexpurgated version...

Here's some background on the Medical Examniner's Office. Both Stein and Donahue were and are arrogant assholes. The difference between the two are Donahue is a police hater and thinks he's God. Donahue is over ruling his own people at the posts. When Donahue thinks the circumstances are suspicious and there are no obvious signs of trauma, Donahue's foolproof answer is death by strangulation.

For example: A/4 had a body in a trash can floating in the river. The body was wrapped, the can was duct taped, no IDs, narcotics in possesion. The ME had no clue how this guy died. Donahue made it a strangulation. The investigation revealed that the victim died of natural causes, was found by his buddies, his buddies couldn't report it because they were growing Marijuana in the apartment. So they did the next best thing and gave the lad a burial at sea.

The Zekman story although alarming is a nothing story. To the untrained citizen or police officers who have no experience in death invstigations or murders, the story gives the impression that there is some conspiracy to bring down the murder rate by classifying everything as a death investigation as opposed to a murder. To begin with, all homicides are not murders. The ME conducts the autopsy and determines the cause and manner of death. In addition to his medical findings, the ME must also rely on the police investigation to support his findings. If there is no clear cut reason for a death during the preliminary investigation of a death, it is a death investigation pending the results of the police investigation. There are many instances where the preliminary investigation discloses no reason for a death. These are documented as death investigations until the investigation or autopsy shows otherwise. Remember the elements of murder. A suffocation death with no supporting evidence of a murder is still just a death investigation. A dead body with blunt trauma to the head is not an automatic murder. The deceased could have fallen or been struck by a car or been struck accidentally. Until you have something supporting the murder classification, it is still a death investigation. As far as the Zekman examples surrounding the deaths of the strangled females, we do not have enough information to make a judgement on these. CPD numbers and the ME numbers will always be off. The Detective Division is not playing games. If an investigation calls for re-classifying a death to a murder, it is reclassified. Detectives are not concerned with the murder stats.

Why would we consider playing with the number of homocides that take place in Chicago?

Could it be that we are now in the finals to secure home front advantage for the olympics?

Sounds to me, from my point of view, that the only reason we would even consider on reclassifying homicides is to show the world that we are a safe city. "...not to mention, that we have two very good airports... Midway and O'Hare"...

Missing persons is another good place to look when fluffing homicide numbers. If there is no body...there is no crime.

The missing person numbers from previous years compared to say, the last 3 years would be interesting to see.

It’s no surprise to me to see this report. It’s about time this department is called on the table for inaccurate reporting. I have had several reports kicked back to me from review in the last few years with the little yellow sticky requesting that I do the report over and change the classification.
I have been a police officer for 23 years. I know a burglary, theft or a lost property case when I see one. It’s not rocket science, just good preliminary investigation and gathering all the facts.
As for a Homicide vs. a Death investigation, Im not trained for years as the medical examiners office investigators are, but I have seen the Det. Division drag their feet and higher command ask that we “Not move so quickly” when classification times comes for the case report.
It is what it is. Citizens in Chicago have a right to know the accurate reporting statistics of crime in this city. The city has many nice areas (As we know, we live in them), but there is also tons of nasty, dirty and crime filled areas. I would move from here in a second if I could. Lets see if SCC lets this one in.

The final arbiter in determining cause and manner of suspicious deaths is the Office of the Cook Co. Medical Examiner.

The Detective Division MUST base their classifications on the findings of Dr. Donoghue and his staff.

I assure you that if Zekman's report is correct (EIGHTY HOMICIDES), we're not talking a "dud" here. We are talking about a possible Pulitzer Prize for exposing a systemic cover-up.

Significantly, the possibility exists that malfeasance by the city is allowing a serial strangler who preys on crack whores to remain on the streets of the South Side with impunity.

What say you, Daley, Cline and "Chief" Maher?

FBI UCR

The Uniform Crime Reporting (UCR) Program defines murder and nonnegligent manslaughter as the willful (nonnegligent) killing of one human being by another. The classification of this offense is based solely on police investigation as opposed to the determination of a court, medical examiner, coroner, jury, or other judicial body. The UCR Program does not include the following situations in this offense classification: deaths caused by negligence, suicide, or accident; justifiable homicides; and attempts to murder or assaults to murder, which are scored as aggravated assaults.

No they are not, the ME's office has been an adversary of the department for years since Donaghue took office, he hates the police and rules against them in cases all the time, ask the guys in area 4 about the infamous "classic police choke hold," story from a few years back, it was proved false by security camera surveilence that he refused to view; he also called the deaths from the county building fire homicides and told the department to prove they weren't, he is no friend of the police. The last real ME we had was Stein.

I agree with the comments posted under "Safety Alert" at 11:08 40.

Pam Zekman got it right when she stated that they are carrying homicides as death investigations.

The M.E. is a trained pathologist and we are not. Chasen looked like a goof when he was speaking.

The other half ot the manipulations that are goning onis when the Detective Division no longer carries an investigation as a homicide when gang-bangers are involved but rather classify it as a involuntary manslaughter so it no longer is carried on the homicide report.

These are the two tricks that Cline learned from New York. If Zekman really looked into it she would find that the story has national implications.

Tomorrow, CPD is supposed to honor veterans of the various wars. Whatever. While you asshats were vacationing in the "sandbox", your partners were covering your work.
If anybody deserves an award it's us, because you hacks left us hanging.
Don't give me the "we got called to serve speech" either. You volunteered, so you get what you deserve. I agree with Coldtype, Leftisbest and any other anti-war/military CPD officer out there with guts to tell you self-proclaimed "veterans" off.
I get sick of seeing the way the districts and specialized units seem to cater to you returning military people. You aren't special and you don't deserve special treatment.
It's bad enough you get to wear a ribbon to say you served overseas. Now the powers that be want to award you a plaque for serving? You all make me sick!
What about the CPD officer who got pulled out of the Academy and had to serve? They get no recognition and they did the same stuff? Or what about the CPD officers who served their country before becoming a Chicago police officer. Screw them too?
You don't deserve crap! I think more officers should raise hell about this so-called preferential treatment.
No, I'm not in the military, but I know people who are and they will tell you they volunteered for the war. I just think CPD is giving veterans too much credit. They put on their pants just like everyone of us. They are the same as us! Thank a veteran for my freedom? I live in America Jack! I am free already. Go tell your stories to someone like in Darfur or somewhere like that. America got attacked on 9-11 because we acted like we are so much better and powerful. Iraq was based on a lie. Never found the WMDs did we? Afghanistan was our ally in the 80's, so we just turned on our own. I'm going to crack a beer now and drink to the men and women who had to cover the work of the "volunteers."

Reclassify a homicide as involuntary manslaughter? Are you nuts? Give an example. I've been a dick for eight years and have NEVER heard that one.

Finally, it is amazing that people here jump on board and think that Zekman's report was 100 per cent true. I'll remember that when a citizen tells me that the dead body had a wallet with it but now it is missing.

Bob Milan will not allow his assistant's to approve murder charges unless they can guarantee they will be able to obtain a conviction.

If the SAO will not prosecute gang-banger murders then why should the Department not reclassify them from homicide/murder to homicide/involuntary manslaughter.

If a loser is found dead in an abandoned building and the initial investigation reveals little chance of identifying what had occurred I see no reason it should be reclassified from a death investigation to homicide/murder. If by chance some time later that the person responsible is identified then the investigation can be reclassified at that time.

This policy makes Mayor Daley and Superintendent Cline look great and the citizens feel good.

Keep up the good work fellows.

Alderman satisfied with police hires
Department went from 222 vacancies to 43

November 14, 2006
BY FRAN SPIELMAN City Hall Reporter
An influential alderman on Monday dropped his quest to force Mayor Daley to hire 100 more Chicago Police officers after being assured that the police vacancy rate has been reduced.
"I'm not backing off. My objective was to get a hundred police officers hired. This has us with [more than] 200 hired," said Transportation Committee Chairman Tom Allen (38th).

"I have no pride of victory -- except if I'm on a handball court. Then, I want to win. But, I'm not going to war with anybody. All I want to do is get this out there. It was very successful. It opened up a dialogue -- not just [with] one of us or two of us or 10 of us. It was everybody."

At a Budget Committee hearing that sets the stage for Wednesday's final vote on the mayor's spending plan for 2007, Budget Director Paul Volpe said Chicago started the year with 222 police officer vacancies, and aggressive hiring has since reduced that number to 43.

600 cops retire a year
By the end of the year, the number of police vacancies will be down to zero, Volpe said. That's even though the normal attrition rate is 50 per month, or 600 retiring officers every year.
Over the years, police hiring has been slowed -- and vacancies left open -- in a budget sleight-of-hand designed to save millions without raising taxes.

Now, Daley is reducing the anticipated savings from police turnover -- from $34.4 million this year to $19.9 million in 2007 -- in response to pressure from aldermen to put more officers on the street to fight crime and enforce the city's traffic laws.

HOW DOES THE DEPARTMENT STATE THAT THERE WERE ONLY 222 VACANCIES? HOW DOT THEY STATE THAT AS OF THIS ARTICLE THERE ARE ONLY 43? HOW CAN THEY STATE AT THE END OF THE YEAR THEY WILL BE AT 0?

REPORTERS NEED TO LOOK INTO THIS. DISTRICTS DENIED TIME DUE. DISTRICTS WITH LITTLE OR NO RAPIDS. DISTRICTS WITH GHOST (NOT MANNED) BEAT CARS!

I ALSO LOVE THE PART IN THE ARTICLE ABOUT THE CITIES "SLIGHT OF HAND" THEY SHOULD JUST COME OUT AND SAY IT IS ALL ABOUT BULLSHITING THE NUMBERS, ISN'T THAT WHAT SLIGHT OF HAND MEANS IN THIS CONTEXT!

If New York and Chicago are playing games with the homicide count as the lady believes it could be big..

Giuliani and Bloomberg are considering running for President. Part of their claim-to-fame is the reduction of crime in NYC. Daley is running for reelection in Chicago based on the same claim.

If the numbers are being manipulated then it could effect their political futures.

I would hope if anyone can help defeat them they inform Ms. Zekman at Pzekman@cbs.com

I'm still shaking my head in disbelief over the election of Todd Stroger.

Only thirteen wards were carried by Tony Peraica. In order, with the percentage voting for Peraica, they are:

WARD PERAICA PCT.

41st 75.5%
45th 63.5%
38th 60.6%
42nd 59.4%
43rd 59.3%
36th 56.1%
39th 54.4%
32nd 53.4%
23rd 52.3%
50th 51.8%
19th 52.4%
44th 50.4%
47th 50.0%

As far as I'm concerned, most of the electorate in the remaining thirty-seven wards are brain dead.

I disagree, Chasen came across appearing arrogant especially at the end and whose voice was in the background just prior to the chuckle and the comment, we will end it here, smile! Now this could have been due to discomfort of being on camera and the questions being a wee bit edgy, none the less his composure became undone at the end. Attorney's will feed on the story and the issue will not die and that's the point now. CPD and the political office of the M.E. have some explaining to do, regardless. As to a medical point of view who do you think a jury would believe if it came to that point? A wriggle is a wriggle by any other name. There's one very unhappy politician out there and we call him Da Mayor wit da flare, with one headache after the next.

If there's any attorney on board what do you think. Lawsuits settled out of court a possible half hearted investigation of a potential possible unk serial killer from the past adding more log for the cold case unit along with a new CPD order, then business as usual? I think anyone with time on this job knows the answer.

Question, will any top heads roll or will it be the lower rank specifically? Or would that look like accountability either way? We know a boss has to approve and an upper head always review or should be on final closure's some where along the line of the investigation. Or does no one care about the alleged M.E. findings with the back and forth arguments between CPD and the M.E. office? Sniff, sniff, no matter how trite some may see it, smells bad either way.

Come on people can anyone defend any of the actions of the dept. and the city 100%, unless your a Bar and a Gold Star filled with political hacks along with the city attorney's and outside attorneys protecting the standing of the Mayors office. Bond rating was a good point for some one to toss into the mix, next.

Was told on numerous occassions to reclassify burglaries as theft from buildings so we don't get stuck with the burglary stats. I say call it like it is, now make those 80 or so death invetigations, the 100 or so fentanyl overdoses, and what ever else homicides so we can take the number one spot again this year.

Forget about the city hiding Homicides.....how about investigating the city hiding police officers so the rest of the workers, on the beat, in the Det. Divsion,, SOS, and so on, can get some help. Yes, even the units. Many of these units are comprised of a few good workers who need to compensate for those on scholarship. Somethings wrong when a member of the Gun Team doesn't know how to do a gun inventory. You don't think others have to carry that individual.

For those of you with long term memory loss, Pam Zeckman is the former wife of federal Judge James Zagel (he has one of the current Rezko cases) who served in the 80s as the head of the Illinois Dept. of Law Enforcement. Doubt she has any love of the police.

You wonder how they can say there are only a few PO vacancies Its easy back inn 1983 or 1984 they redrew the beat maps. districts went from 5 beat cars per sector to 3 beat cars. when that happened they were able to say that we were fully staffed and all the beat cars were up. No one was hired but we went from being understaffed to fully staffed. The citizens believe what ever they read in the papers and see on TV

Glad to see that everyone believes the media and not the Police. Have you ever been involved in a cse that ended up in the media? You would swear that it is a different case by the time that they are done putting their spin on it. The media...and you believe them? I would ask any one of you (if you are the police) to go to an Area and review one of these cases yourself. If you think for one minute that the M.E. is a friend of the Police you are also very mistaken. "we have found the enemy and he is us". This is pathetic-taking Pam Z's side over our own....This has NOTHING to do with the Mayor, the Chief or anyone else. No decent Detective is going to hide a murder nor will any supervisor with any sense going to sign off on it. Don't think so? Well I double dog dare you...pull one of these cases, bring it to the attention of those assigned and/or their supervisor and I'm sure that they can explain it.

YES on both counts.

You need look no further than the seven 1982 cyanide-laced Tylenol murders. All but one occurred in the suburbs.

After returning from O'Hare, UAL flight attendant Paula PRINCE bought a bottle of Tylenol at Walgreens, 1601 N. Wells St.

At her Sandburg Village apt., she ingested enough cyanide to kill a horse. It still remains an...

UNSOLVED HOMICIDE; AREA 6

As a homicide dick, the findings of the then coroner (now the medical examiner) were doctrine. However, if we developed new information/evidence, a review could conceivably result in a rare reclassification.

Will our "meritorious" CHIEF extricate our once nationally-respected "D" from this dilemma? Leave my man Chasen out of your quagmire, Senora Sherlock.

Where the fuck is John "Da Deuce" Farrell when we need him?

Whats all the excitment about over the Homicide rate.

It sems that its that last five years we are all concerned with.

It seems there are 80 cases in dispute with the MEs office. So be it. Lets say all 80 cases get reviewed and are determined to ideed be murders.

You average the 80 cases over the last five years thats 16 additional cases a year.

That tells me that the numbers are still way down. So what the fuck is every one getting all bent out of shape about.

If the city reports 400 murders for the year and the M.E. reports 416.

Thats 16 cases the agencies can't cant agree on a definite cause and manner of death. Thats less that a 4% margine of error. Thats pretty dam good in my book. Is it criminal?
HELL NO!

The death of the human body is not an exact science and never will be.

Now the press is basicly saying that a Police officer although human must never make a mistake. And we all know that when we go to our Doctor that doctor never makes a mistake, RIGHT.

We all know that Pam Zekman and the Media are always 100% acurate and truthfull when that report a story or do what they consider an investigation, RIGHT.

Don't sweat the small stuff. But if I thought for a minute this report would change the way the City runs the Police Department or it may unseat King Daley, I would jump all over this shit.

Ask an Iraq war veteran how he or she feels about saying their time over there was a waste and watch the fireworks fly! Go ahead...Tell them that they did not accomplish anything to help the Iraqis. Tell them they are all wrong and evil people for serving their country and killing innocent insurgents. Tell them their buddies died in vain for a non-worthy cause.
I'm sick of all the cowards out there hiding from the front lines. All you non-serving Monday morning quarterbacks haven't a clue what it means to fight for your freedom. Quit spewing out your negativity towards these men and women. You think you have all the answers to fighting a war, but in reality, you are just modern day Playstation junkies who have played too many war games. Leave the battlefield to the real Commanders out there who are trying to keep their people alive. If you weren't there, then you will not be able to comprehend the experience. Unless you were tested by combat-you have no right to give these veterans a difficult time. All gave some...Some gave all. Never forget your fallen...
Coldtype, Malcolm X's Little Brother, Leftisbest and all you other sniveling police cowards (you know who you are)lay off the topic of whether the Iraq war is right or not? You should thank your lucky stars that there are brave men and women who proudly defend your freedom. Remember them over there this Veteran's day-standing watch while you relax without a care. You owe them at the very least-a silent prayer for their safety.
God bless the veterans and their families!
To my fellow veterans,

Happy Veterans Day.

Ok Pam Suckman,

Last year a district called in a double homicide. Two individuals were killed in a car crash. The ER DR. told the beat coppers that the driver had a GSW to his chest. Det asked DR how she knew it was a GSW? She just said it was and that they don't do x-rays on dead people. Dets made it an accidental car crash because no other evidence supported the fact that they were shot at. Det went to ME's office the next day and ME said it was a double homicide because the driver had a GSW to his chest. Det asked for a 2nd opinion. Another ME came over and placed a stick in his wound and it went in an inch. It turned out to be a puncture wound from the headrest caused by the car crash. So 2 DRs with at least 10 yrs of medical school between them were saying that it was a double homicide.

Pam, which DRs become MEs? Yes, the bottom of the barrel. Especially in Cook County, cause they hire anyone.

This isn't CSI Chicago. A bite mark on the tounge and hemorrhages in eyes and neck does not equate to homicide.

Sorry. By the way did you ask ME Donoghue how long it takes for the African June bug to become an adult from it's larvae state?

I'd rather bring my dying child to Keith at White Hen for medical treatment then anyone at the Cook County Medical's Office.

FINE, NO PROBLEM, BUT WHEN YOU GET TO THE AREA, THE GRUMPY OLD BASTARDS THAT WORK INSIDE OR THE ARROGANT YOUNG SGT. ON MIDNIGHTS (GUESS WHICH AREA) GET ALL PISSED OFF WHEN YOU START BRINGING PEOPLE IN. THEN THE WITNESSES WHO HAVE BEEN SITTING IN THERE FOR 3 HOURS, GET ALL PISSED AND WANT TO LEAVE. So, IF I understand Cline's stand on this issue an Overdose death is either:
A. with no dealer in custody a Death Investigation.
B. with a dealer in custody a Homicide.

When you become a dick you will realize that what you wrote about is pretty much off target. I talked like you before I made dick too. Technically, patrol officers are suppose to complete things like arrest reports, case reports, & have all victims and witnesses located before you call the area. (Not always done. Except when there is a scene and dicks need to come out right away.
But remember, our division is under manpower. Less detectives handling more work. How many times can I recall when I'm out in the far suburbs showing a photo array and get called to handle an agg batt in 002 during rush hour traffic and Dan Ryan construction only to finally get there and nothing is done. Or how about the times when we get called out to you and arrive immediately but nothing is done and the victim has been there for hours? When you are a dick you will be able to answer your questions. Speaking of a headache.
Better double check for the inventory of that big dusty bag of Tylenol evidence. Who knows, maybe Ex C.O. Toby B. tossed it to hide the evidence of the massive number of U.S. Postal Mail Crates the unit keeps and hides. (Theft of Fed Prop.) Bins which Toby regularly used for all CPD inventory. Ironic when U.S. Post Office was looking for them IAD personnel happened to observe these bins on a continual basis, even to this day. A massive number of never turned in Fed U.S. Postal bins in IAD eye sight and not a peep of the theft or honesty of returning them. Shame on you IAD even after hearing, hey their over here! All still being marked, coded and computer entered and used for, LOL, CPD inventory. Cheap City, refused to buy their own crates for evidence and CPD stole the FED's. Whatta town of over sight and cheap petty thieves in high command!

There should be no heads that roll because it is mostly bullshit. If the idiot media (I won't even name her) was smart, shoe would look into oth index crimes. Homicides are not the ones we hide. The story is bullshit just like very police shooting story the fucking media shows. They pick the 2nd grade graduation picture from the 11 year old and show him in a ap an gown to be the honor student. You and I know that we have arrested this little bastard for the last 4 years for real felonies. Then they lay blame with the police for framing the poor black kid. Enogh is enough. I didn't see the whit efamily protesting the death findings. I guess it's a democrat thing. Donocunt is a piece of liberal shit. He finds a homicide when the police are chasing somebody and the offender dies in a crash. The cocksucker (illegedly) testifies at the civil suit against the police as an expert witness. I have no proof of the testemony or the actual depositions in which he testified, but have others involved insuits that have told me so. Either way, as a detective, I can tell you that it is nearly imposable to change a homicide to a death investigaton. I have never tried the other way. I do have friends who have had a death that looked like a death who have gotten the M.E. report and it changed to a 0110. It doesn't happen often, but it does get changed based on evidence (any other than conjecture that can not be agreed upon by the fucking M.E.'s Office) to a homicide from a death investigation. I can tell you that we classify things to a death on the scene unless there is evidence (convincing----like G/S/W/s or stab wounds, etc.) to a death investigation so we don't have to change it. I can also tell you that the supervisors will make you contact the ME to find out the cause of death by the next day or to go to any autopsies to view it when there is a something to suggest it, but no evidence. I fault the City for a lot of shit and they do cover crime stats through terms that can't be put on papaer, but theycan not cover a homicide. Not that I know of.
Off topic, but still kind of on... If Supt. Cline leared so much in New York, why do Detectives still have to follow up on any open criminal case? New York leaves it to the victim to contact the Detective Division for follow up investigation. Here, the detective must follow up on any bullshit criminal (allegedly) case that is commited in the area. You all know the bullshit, "I was walking down the street and he asked me for a cigarete and then he hit me and took my $10.oo" crack robbery. Detectives actually have to get in touch with the victim (or try) and get any info they can provide. Same is true for every criminal case where all of the offenders are not incustody. That includes the store that saw the male flee with unknown amout of merchandise.... It is a waist of tiem and effort. Let the victims contact the D- Unit or obtain a summons/warrant like they are supposed to. Leave these to the "administrative/other/ or the old 'general assignment' Detectives. Leave everybody else to work on the real crimes. No handouts that aren't murders. The rest must be called in. (This does not include call outs (real agg batts, Crim Sex Ass/abuse/store robberies, etc...)

11/14/2006 09:03:52 AM

RESPONSE:

WHat if you find a dead guy w/ no visible injuries? M.E. finds internal trauma not consistent w/ an accident, say ruptured spleen, ruptured kidney. So the M.E.'s findings DO become ABSOLUTELY necessary in determining whehter a crime occured. So the classification as homicide may be made by the police, but the M.E.'s findings are CRUCIAL. Conversely if the body was found at the bottom of a stairway it could be ACCIDENTAL. But if the body is found inside a running automobile then it may be HOMICIDE.

My poiny is that ALL the information is relevant, the M.E.
info and the info of the police investigation in the determination of whether it was NON-CRIMINAL (accidental injury) or criminal (Homicide and possibly murder).

We do not operate in a vaccum and neither does the M.E.

But if you find (5) dead prostitutes in vacant lots and the larynx is crushed then HOMICIDE is probably a good call.

I for one am curious about the dead whore stuff they mentioned on T.V.

Slow down on the Chasen Bashing. Deputy Chief of Detectives Michael Chasen is not some Johnny come lately in the Detective Division. He has some fifteen plus years in the division and is very knowledgeable in homicide investigations. He is all business and does not let anything get by. Some take issue with his scrutiny of reports and investigations. He is usually right. It is better that he calls you out on some error that may embarrass you later on in court than it surfacing during cross examination. I have seen him operate for over 20 years. He is probably one of the better deputy chiefs in the division. If he was given the task of responding to Zekman’s story it is because he is most knowledgeable about the protocol of homicide investigations. Chasen would make an excellent Chief of Detectives one day. We can all benefit from his advice.

Sorry to burst your bubble, but Keith is only authorized to operate on monkeys, and I don't think Lincoln Park Zoo would authorize Keith to operate outside of his professional scope, so your child unfortunately would be without hope!

AND THE DIG YOU TRY AND GIVE AT THE END OF YOUR SILLY COMMENTS, (GO DO YOUR SEATBELT CHECKS) SHOWS THE STUPID MENTALITY OF MANY (NOT ALL) THE DETECTIVES. THE ATTITUDE OF IT US V. YOU, NO SHARING OF INFO. I LOOK AT OTHER DEPARTMENT'S DETECTIVES, GOOD ONES WHO WHEN THERE'S A HOMICIDE, ESPECIALLY GANG RELATED, THEY ARE HITTING THE STREETS, GETTING INFO FROM THE PLAYERS AND TRYING TO SOLVE THE CRIME A.S.A.P. THEY REACH OUT TO GANG/TACT TEAMS, GUYS WHO HAVE THEIR EAR TO THE STREET AND KNOW THE PLAYERS. AS A DETECTIVE, YOU SHOULD SPEND SOME TIME LEARNING THE GANGS, KNOWING WHO THE GANG LEADERS ARE AND WHAT THE CONFLICTS ARE. NOT STANDING THERE WITH THAT STUPID CLIPBOARD IN YOUR HAND LOOKING BUSY. VERY FEW DETECTIVES ARE UP TO DATE ON WHAT'S GOING ON ON THE STREET, AND YOU MAY SAY THAT'S NO LONGER YOUR JOB, BUT A GOOD DETECTIVE STILL IS PLUGGED INTO THE STRET, NOT PLAYING SOME VIDEO GAME ON HIS COMPUTER WHEN HE HAS SOME "DOWN TIME." WITH ALL THAT WORK YOU SEEM TO BE DOING, I ASSUME YOURE WORKING ALL THROUGH YOUR TOUR? AND FOR THE RECORD, I'M NOT BITTER BECAUSE I HAVEN'T MADE DICK, I PASSED THAT PROMOTIONAL RUNG A LONG WHILE BACK, SO THAT WOULD BE A STEP BACKWARDS FOR ME!! Man, it seems like July again? Once again, I have to respond with a little common sense for some extremely ignorant people on the job. Here we go...
We "volunteers" are the sole reason why there is no need for a draft. As long as there are brave men and women willing to place themselves in harm's way for their Country, YOU cowardly CPD officers who annoymously criticize us, will be able to hide from combat.
Now I don't know YOU, but I am quite sure you resent the military because you either couldn't enlist due to medical or mental problems or you just simply were afraid to answer the call to duty? Perhaps you enjoyed being intoxicated and slovenly all too often...Whatever your excuse is? LISTEN UP!
I see your type all the time. Amazingly, it is normally when there is a ceremony or dedication for American veterans. You cockroaches seem to explode out of your unfriendly confines and attack us without delay. Hmmm...Much like our Iraqi insurgents and Taliban sympathizers...Where was this ferocity when 9-11 happened? Why weren't you biting at the bit to display courage and patriotism? Do you even own an American flag?
The military's paramount goal is to preserve the ideals and freedoms that you ironically take for granted. All branches of service are commendable and deserving of respect. Yeah, we have our rivalries, but we have each other's backs in a crisis. Unit cohesion is imperative. As the wars continue overseas, the public outcry for "Freedom" diminishes. The media portrays what it feels is important to the public. It is biased against the military. As a police officer, you should know full well that the media is not friendly.
Where are the stories about the troops being shown appreciation for their resilience against their formidable enemy? Where's the story about laughter and sheer joy of the poor, destitute human beings as they are encouraged by US troops humanitarian efforts? Not newsworthy enough I guess? Did you take the time to enjoy your freedom to vote in the past election? I guarantee you that there are people overseas who do not take that little privilege lightly and are dying for it.
No, the plight of the troops is always shown in negative light. You are wrong to attack your fellow CPD officers for serving. You are highly mistaken about them "playing in the sandbox." These proud men and women are doing missions daily and nightly that continually force them to face death. There are no "front lines" in the Global War on Terrorism. All troops there have to encounter the grim reality that they may not live to see the next day. They receive reassurance from their loved ones and friends that things back home are ok. Sometimes though, things are truly devasting back home and their families do everything in their power to shield the negativity. Bad news to troops overseas is detrimental to their psyche. If a troop becomes too complacent they will die. If a troop becomes overly obsessed with issues at home they will fail their mission and their comrades. It's all about team work and being a team player in the military.
The sacrifice that these men and women endure is unlike anything else. The emotional pain their families endure is phenomenal.
Much like CPD, there are moments of sheer boredom and at a split second sheer horror. Nobody ever said combat would be easy. We accept this and motivate ourselves to accomplish the mission despite the odds or sour influence.
As military officers, we remember that it's mission first and people always. The backbone of the miltary is and always will be the enlisted NCOes. That is why we are in the military. We want the discipline and structure. We desire to fight all enemies-foreign and domestic. I, for one, chose to enlist and later on commission as an officer.
If you believe that veterans do not deserve a little show of appreciation after all they have given for their Country, then you really are delusional.
You mentioned how you agree with the bloggers like "Cold-Type B Personality", "Malcom X-Spot in His Lil Brother's Drawers" and "Lefty Boy" and how YOU would love to tell off veterans to their faces?
I proudly work in the 009th District on Afternoons. Ask for "Purple Shades"...Let's see your guts, because Lord knows you have no spine...Maybe you should "crack a few beers" before you encounter me, so you'll at minimal-have "whiskey" courage...You'll NEED it!!!

p.s We, CPD veterans, did not receive a "plaque" yesterday as was mentioned in 9:28am's blog. We received a certificate. The entire experience was moving and unique. They even honored us with a marching band playing each one of our service fight songs.

Cmdr Roy of 009, you missed one hell of a ceremony Sir...

Good luck in 016 CPT Matula. Thank you for your service in 009.......

Afterwards, myself and a fellow combat veteran went out to lunch to recollect about our wartime experience in Afghanistan and our fallen...That's what veterans do.

I always looked up to the people in uniform like my dad, because you all were different. He was a Marine. Last-- I hope you continue to serve your fellow officers, because I can see they like you around.

As a supervisor, I am grateful to see the commitment you have displayed to your city and country. Said powerful things in that response. Please keep in mind that you have influence on younger police officers. You may not believe your opinion matters, but judging by the favorable responses-you do.
Teach the correct things out there to these recruits. Allow them to grow and experience the way you were allowed.
I am grateful that you have provided myself and my family with freedom. It's a beautiful thing. Please stay safe and continue to lead by an example. Please don't preach words of negativeness. That shouldn't be too hard for a military officer?
