RAP's and Police Coverage

  • But a Unit 5 investigation found that, according to a 911 operator, those who live in some predominantly black and Hispanic neighborhoods "can count on a delay in dispatch,"
  • "There is not enough police cars available for assignments in the black police districts or the black and Hispanic police districts on the South Side," the 911 operator said.
  • "This situation is not accidental," the operator said. "Someone who does the planning knows that in white areas there is better police service and more car coverage."
Every district has between 9 and 15 beat cars. Then we have the rapids - and here's where the problems start. We've seen districts operate with ZERO rapids on days and under 4 rapids on nights. According to the sheets, there are cars for about 8 rapids on days and 12 on nights, but they are NEVER up to full strength.

Let's repeat that - NEVER. We haven't seen a full Rapid Response roll call for over 5 years. Then there's the coverage gaps, namely the Tact/Gang teams that are supposed to be dispatched calls when everyone else is down. There's a 3 hour gap in between the day and night teams most days and god help you if it's a reverse sting day and they aren't allowed to answer the radio at all.

Then let's talk about the fact that entire teams from the "low crime" parts of town aren't even in the Districts they're assigned to on weekends and we can start to wonder about the motives of this goof of a dispatcher. Maybe the coverage is better in the certain parts of town because people aren't out there breaking into houses, selling dope on the corners and shooting at each other.

Screw this dispatcher and their half assed racial motivations and fuck Channel 5 for running with this bullshit story. WE HAVE NO MANPOWER IN THE DISTRICTS. Write your goddamn story about the unmanned rapid response cars and the 30% down beat cars every single midnight in most districts. Put the blame where it belongs - 5th Floor, City Hall.

What a joke...tell the real story. It is not that there are more police cars in districts that are not predominantly Black and Hispanic, that is crazy. If anything, there are less cars.
Tell the truth, reveal the crime rate in those areas, and don't blame it on lack of cars.
How about just posting the number of calls to 911 in those Black and Hispanic areas? That would be fun to see but that doesn't stir any controversy so it won't be aired.
Whatever dispatcher said that is a complete idiot is is afraid of the truth being told...so he/she lied. Period.

Funny, but I think if you asked the average officer on the street to name the LAZIEST districts, 016 and 019 would be tops on the list. This dispatcher has got to be new and not quite realize the persentage of bullshit calls in the ghetto, otherwise he'd be complaining about retards calling the police for anything and everything. Everyone wants to feel important...if he had some time on he'd realize how ignorant his statements are.

Clearing, mainly white neighborhood with NO cops. God forbid I get shot because I will die bleeding ... alone out here let alone the cops working out here get hurt or die.

When I had the CPD out here several months ago, I saw 2 cops getting hurt until backup from other beats arrived. All I could do was watch and was horrified...

Try calls for service a actual response times to calls. And don't use the one district, 020, that has had the fewest calls for service for the last 7 years.

Don't say anything about the fact that if you live in a good neighborhood the police don't have to respoind to 125 domestics a night, problems with the mother who can't control her 8 year old and needs the police, the 100 missings a night because crack whore forgot where she left them or walked out of the dope treatment house.

It was a holiday so being from TRU we are allowed by our boss to go and drop our partner off at their families house, then we go to our own home and sit there the entire tour. Its a perk you get for being in the hardest working unit in the city. I heard we are doing the same thing for Christmas, that makes moral high and the troops need to be kept happy if they want TRU to keep this city and districts in check.

Everybody thats on the dept, including everybody reading this blog should take just a couple minutes of their time a write a couple short letters. One directly to mayor daley and one to your local ward alderman. Demand a written response. Lets see what we stur up. As for the white working class neighborhoods here in the city having better and more police service. OMG!!!!!!!! You have got to be fucking kidding me. I live in 004. I haven't seen a fucking squad on my block or alley in over 3 fucking months. I might see 1 squad or 2 if I'm lucky in a a whole day while driving around in my neighborhood. BUT I GET BETTER SERVICE. In the shitty neighborhoods they have coppers probably going down each block and alley about 20 times a night. They call for a barking dog, my baby won't stop crying, I have a stomach ache and need an ambulance or my brother took the last wing and I'm going to kill him and we have to respond. This fucking dept and city can kiss my ass. What bullshit.

hey ask those racist assholes about the police service we don't get in bt 2211. for those northsiders bt 2211 is mt. greenwood- home to alot of police, fire, and other city workers. look on a beat map and see how big bt 2211 is. unless 022nd dist cops are eating, the 10 sector of 022 gets little or no police service. the non taxpayers and criminals in the east end of 022 get all the police service. usm g/022 at an given time and see where all the 022nd dist police cars are at. now look up the reports generated in bt 2211, 12, and 13. hmmm a lot of burglaries, robberies (with m/1 offenders), and other crimes. the tact teams in 022 should have cars patrolling and stopping joes in mt greenwood not working in the 003rd dist

Maybe its because in the "low crime" areas they DON'T NEED THE POLICE to handle every little problem that any reasonable adult could and should be able to handle on their own. Instead the police have to go to 5 battery in progress, 4 burglary just occurred , 3 shots fired, 2 1a domestics where the 8 year old is "out of control" and a partridge in a pear tree that was set on fire by a hype that dropped his/her pipe.

As I see it, Hurray for the dispatcher in that he/she is getting the word out that there are no rapids, no gang teams and minimal officers on the street. But SHAME on that fuckin stroke for making it a race issue!!! WE DON’T HAVE THE POLICE MANPOWER. NOBODY WANTS TO BE THE POLICE ANYMORE BECAUSE ITS SO FUCKED UP. Low pay, high property costs, Resident requirement, horrible race relations, corrupt city government, corrupt in the way of who you know on this shitty job.
When Im on the street, I along with all the other officers, black, white, hispanic, Asian and alternative lifestyle officers take care of business. We answer our jobs as soon as we get them.
How many times have you been assigned a job only to arrive and have the complainant tell you “I called 35 minutes ago”. You look down at your PDT and show them you just got the assignment 2 minutes ago. Even on slow days and nights. Where is the lag time going? Why is the job taking so long to get dispatched?
My Sgt is searching the PDT for pending jobs and many times has come up on the radio telling the dispatcher he will take the job at such and such location, and yet, its pending. No radio traffic and no dispatches!
I know there are a few dogs out there who take too long to clear from bullshit jobs but we have all done that from time to time. Gotta take a dump, go eat, call the spouse or just take a minute from the backlog of jobs to collect our thoughts, get a coffee or pop and move on.
We in patrol are getting the brunt of the shit here. Hey Fat Boy, disband the goofy units, place officers in the districts, tell the mayor the pods are worthless unless we have the manpower to monitor them and direct police to the scene, and distribute what little amount of new hires to ALL the districts city wide.
If only I was a boss!!
We waste our time with 3 to 5 cars on a SEAT BELT MISSION when we should be directing those cars to burglary patterns and violent crime spots. Hotspot are only eye candy for the paper. It would make better sense to stop seatbelt missions and have police do police work instead of revenue generating ticket maid work for da mayor.
Am I not speaking truth here? Lets not start placing blame on each other. It’s the administration’s fault. Micro management is screwing things up. We need a Superintendent and a Union with BALLS.

It's no mystery how to solve the backlog problem.

No person with a badge and gun should hold an inside job period. If you do, then retire and become a civilian.

Do away with Tact,SOS,TRU and Saturation teams. Divide the manpower among the districts, and have district missions. The only specialized units should be narcotics,MAIS and the AREA Detectives.

One of the worse decisions in this Department was the elimination of the School Unit. When the schools let out, it's the beat cars that are called to supplement the school cars.

With all this technology, we were supposed to have a paperless department. Count how many persons with guns and badges are now in the front offices of every district. They are running out of cubicles.

Someone said the department is doing away with the call-back unit. Those members should be sent to the districts to work the desk. Reports could be routed to the specific desks for completion.

Fire those who abuse the medical and I stress abuse. If they can walk then put em to work taking reports. The number of abusers is discraceful.

Seems to me that it comes down to poor imcompetant dispatchers on some zones. Most dispatchers are good but some need to go. Most dispatches do not understand chain of command in the street or police organization. Some dispatchers tell Sergeants "I am the dispatcher up here" when the Sergeant makes recommendations for better deployment of cars in the field. OEMC is a support unit and they need to follow recommedations of police supervisors in the field. And there are some police officers that are totally dogs laying down on jobs too long. Oh yeah poor supervision in OEMC and of POs in some districts. OEMC is one of the most politically connected civilian jobs in the city. Just try to get dispatchers accountable and OEMC Management would rather not take disciplinary action on dispatchers because it may cause poor MORAL problems on the OEMC dispatch floor.

Ya gotta think bigger about this. The whole system is set up to screw the POs and the dispatchers, and RAPs are one of the only escape clauses.

They give you too many call types and too few units.

They give you, what, 25% of the sworn officers for assignments? The rest are inside or in units.

They give you tact and gang units who are not available in many districts. Sergeants and lieutenants who don't supervise and pretty much refuse to accept assignments.

This isn't a matter of allocations in one district or area versus another. This is a matter of the entire corrupt and incompetent culture of Chicago. They sell the citizens one thing and give the citizens something else entirely.

If there is one thing it ain't, it ain't too many uniformed POs pushing too many beats in 016, 019 or 023 and too few pushing too few beats everywhere else. Screw that. Its telling the citizens to call 911 for anything and then creating a culture where 75% or more of the manpower in the department is not responsible for responding to calls.

I haven't seen my beat guys in a while. I know them personally... They are good working coppers, but it is not their faught that they get dispatched answering calls in the 10 sector which is predominatly black & hispanic.

I hate to say it, but when a neighbor down the street was battered, he came knocking on my door asking for help. I helped hime... We (as police) normally don't like to be the police when we are off duty, but we have to police our own block and/or community, even when we are off duty.

C.F.D. can refuse calls, dispatch will ask us to go check on something that they feel is a waste of there time.

as a copper who works on the west side....heres something channel 5 doesnt cover....if you want more police coverage residents heres an idea! when your baby daddy comes home from a long night of chilling at the club and you two cant handle your own problems...dont call the police,be an adult and handle your own problems...when little ray-ray wont go to school,be a parent and beat his ass. unfortunately in the black and hispanic communities the homes are run by single mothers and the police become the male figure in the house...if the men in these communities would step up and be fathers to these kids ,we would be able to be the police..so to the people living in the ghetto...grow the fuck up and stop relying on the police to solve every problem in your life

I have read every single opinion on this blog....The truth is YES WE DON'T HAVE ENOUGH POLICE..AND YES WE HAVE TO DISPATCH BULLSHIT JOBS..AND YES THEY DO HAVE TO RESPOND. BUT -- IT DOES NOT HELP THE SITUATION, WHEN WE ARE IN A DOUBLE RAP AND THE SGT. IS INSTRUCTED BY HQ TO HAVE AN OUTDOOR ROLL-THEN KEEP 4 CARS DOWN ON A SEAT BELT MISSION. BULLSHIT BULLSHIT BULLSHIT..Of course some areas in the city are crime infested...DUH we live in Chicago!! So the sensible thing to do we be pull some of the police from the slower districts to the most needed ones. I work a very fast zone and it is a damn shame that I have to dispatch 35 bonified jobs to one beat car in an 8 hour shift..It is not safe for them and it is not safe for the citizen. So for now on when I have to pull -20 or -99 to head to a battery in progress that I've held for 20 minutes because I have no one available because school is dismissing--I will kindly say " per LT. Williams -I need you to respond to this Battery In progress 99, offender still on the scene--with a possible weapon. Do the best you can sir!" Now that I say is a goddamn shame!!!!!!!!!

Disband SOS/TRU Gang Intel, etc. waa waa waa waa waa, quite crying, if you want jobs handled look inside your own district, you have people who always handle their jobs, and those of others, while alot of the other people are out there sitting in trees, abandoned buildings etc. trying to make their dope pinch, they don't care that you pick up their slack as long as they have that 2027, then they ride that rd# out and head to lunch, happens everyday in all the busy districts, tac/gangs put themselves down on missions, walk downs, foot patrol, surveilance, whenever called upon to handle jobs, even when they are tac jobs! then there are the dogs who sit on burglar alarms for an hour, the guy that always seems to find that TVB after he's been given a job or two, every district knows who that guy is.
It has long been said that 10% of the people on this job do 90$ of the work and it's true.
Don't knock the coppers in units who go out and do what's asked of them, they are out there, saturating, wolfpacking, gathering intel, doing buys etc. providing presence, they aren't tied to the radio so have that freedom, i'm not knocking them for that.
When you are tied to the radio your first priority is answering calls and backing up your co-workers, when time allows you get whatever pinch you are looking for. Get on your dope chasers and dogs to pull there weight and you won't see 3 pages of jobs everynight.

everything posted so far is right on; but the channel 5 story went off base, and not deep enough: its not a racial issue, its a manpower issue. There simply are not enough cops in certain districts to handle the calls for service (and Williams blew the issue off by shoving it to the dispatchers ("they need to use all of their resources".....what resources?). The media needs to revisit the issue, in depth: 1) exactly how many calls for service are there, where (districts) are they, and how long is it taking for citizens to get service (and not how long it takes for each call to be dispatched, because when they stack the jobs, all that does is move the call from the dispatcher's computer to the beat car's pdt; it still sits, and the citizen still waits); 2) exactly how many cops are there, precisely how many are actually assigned (not assigned in, but detailed out) to each and every unit, and what are their duties, i.e., how many inside, etc.; then publish the results.

Everyone is complaining that manpower and the deployment of the said manpower is the sole reason for the raps and backlogs. I think that the main problem, which dispatch will never admit, is the calltakers, they don't screen jobs the way they should, making jobs priority ones and in-progress with no vctims or complainants. When the old COS was operational you had a copper answering the phone, weeding through the bullshit, dropping codes on the bs disturbances etc. with no complainants; they would answer the phone, tell the lady to make her own son/daughter to eat her dinner and do her homework and not send a beat car.
Ask any oldtimer about manpower, they would go to rollcall everyday with all the cars one-man and still get the job done, albeit a difficult task but got it done nontheless, even with SOG, Task Force, Gangs, Narcs taking manpower from the districts; start screening these jobs, quit making kids arguing on the street an assault in progress and we wouldn't have these huge backlogs.

All fatal car accidents are handled by the area Det's, who have received no training what-so-ever in handling fatal car accidents. This is to keep the clout babies from being over worked in MAIU. That unit should have been disbanded two years ago!

Show us the numbers Channel 5. You started this problem now do your homework. Find out how many officers are actually on the department. Then find out how many are actually assigned to district deployment. Then find out how out side resources are utilized in the 20th district compared to any minority district. I'll bet you number of outside units in 20, or 16, or 19 is zero. While any minority district is receiving triple the amount of police service and resources compared to a non-minority district. Show us you are fair in reporting and find out these numbers for us to show our side of the story. Bottom line the city does not have enough officers to protect the city.

White neighborhoods are not getting any better service there is just less crime so there is a lower work load on the officers assigned there not more officers. In high crime rate areas there just is far to many calls for the few officers there are. It has always been that way. only answer is to put out more beat coppers. Or dare I say it perhaps if the people living in the high crime areas commited fewer crimes? Hmmmmm what do you think?

On of the items at the level three accountabliity meetins is how many crimes per resident of the district. Lot more crimes per citizen in high crime areas then in low crime areas. 023 has a huge population and low crime rate / citizen. Go figure.

We are short handed and seriously so. Daley refuses to admit it and no one pushes it. Write to the papers, tv stations, senators, representatives, everywhere you can think of and let them know the truth. Nothing is going to happen until the public cries out for more POs. not a reshuffle of the deck like we usually do. We too often rob peter to pay paul on the department. we need special units and we need district patrol. More than anything we need them fully staffed.

I think Chicago has some of the most patient dispatchers anywhere. They have to do their job, plus the job of the sergeants. We really do have some of the dumbest and laziest supervisors out there. I think we could do just fine with the manpower we have if people worked and were properly supervised. Sad but true, most zones sound like there are no supervisors even listening to what's going on...otherwise they might have to actually supervise and clear up that 90 minute 14N or put an end to the "oh squad I'd love to handle that but I was just about to ask for lunch..." The dispatchers do a great job. The merit bosses and dogs make us all look bad.

How does this dispatcher explain RAPs in places like 008 and 022. The west ends of both districts are going to hell because of lack of manpower and the fact that those cars are always sent east to handle all the BS calls in the ghetto. Remember a few years back when we actually had rapid response cars, squadrols that were up and available, foot men and people assigned to hospitals.? The solution is either hire more people, or disband or scale back units like TRU, NAGIS, the Area gun teams, CAPS, etc. Also how many people are hiding at 35th & Michigan that could be in the districts answering calls?

We need to DE-CENTRALIZE AUTHORITY. Let the Cmdr, Lt's, Sgt's decide in each distrcit how to address theri problems on a district by district basis. Let the ivory tower go fuck themselves and stop ordering outdoor rollcalls and seatbelt missions.

Make the calltakers do their job and stop assigning non-criminal jobs.

Put some specialized units back on beat cars. They are a luxury and not a necessity. The beat car is the necessity.

Make possession of crack cocaine a misdeamor requiring no case report (like disorderly).

Get rid of the computerized arrest reports. They take 3x the time as the old paper report, and now they are 6 pages long. Used to be one page!!! Same with computerized inventory, those used to take 5 minutes to do.

Stop sending GANG/ TACT on senseless details and keep them in their own (Northside) districts and stop sending them to the ghetto.

Hire more police.

Politely tell the Blacks and Hispanics to stop committing the vast majority of crime. Maybe they just don't know.

We can't enforce every minor vioation like NYPD supposedly did under Guilianai (resulting in reduction of homicides) unless we have the manpower. We don't.

Stop forcing industry out of the city so as to drive away the tax base. I don't care how many pretty condos you put up ... the tax revenue will never match up. Stop building pretty schools for the illegal immigrants who don't do any better academically as a result so you'll have discretionary money to spend on police, prosecutors, jailers, and more jails. Lock up these savages and keep them locked up.

Take away the LINK card so the savages are forced to work 8 hours a day so they won't have the energy to hang out on the streets all day every day.

It was a holiday so being from TRU we are allowed by our boss to go and drop our partner off at their families house, then we go to our own home and sit there the entire tour. Its a perk you get for being in the hardest working unit in the city. I heard we are doing the same thing for Christmas, that makes moral high and the troops need to be kept happy if they want TRU to keep this city and districts in check.

In the old days COS had THE MOST complaints per worker of any unit in the CPD. The best way to avoid complaints was to bury tickets, so the old timers got used to bringing tickets home by the bucket from the busy zones. You think it was a PO telling someone to go scratch? Bitch, please!

The fact is, the call volume has gone up every year since 911 started. Its human nature. You offer people a solution to all their problems, people take ya up on that solution more and more and more.

Daley and Cline and Hillard and all the way back to O.W. Wilson kept feeding the citizens this line of bullshit. Yeah, keep calling about all of your problems, we'll send you an unlimited supply of justice and discipline and order!

Some of you are not seeing the big picture here. Its not about one or two dogs in a district, or whether the old days were better because the old timers could do all kinds of shit that would get them fired and the city paying out millions in damages.

Nope. The problem is, the city has made a promise that it can't keep. Every year people try more and more to collect on the promise. And every year there are fewer and fewer resources available to make good on the promise.

So no, its not the fault of the dispatchers or patrol or the dogs or the tact cars or SOS or whatever. Its the fault of management. They are telling the citizens a giant lie, and anytime the question comes up over the last 40 years its always the fault of some guy pushing a beat car.

Screw that. Maybe the FOP (ha ha ha) should speak up here.

The report is of coures B.S. We all know that economically depressed areas get the most police coverage, it's based on calls for service. The oppisite of what was reported is true. Cars are being pulled out of areas with less calls for service, and sent to areas with more calls for service. And the correlation between socio-economics, and crime rate should not be ignored. ie, the poor commit a proportionately high % of crime, and in this town, the poor are also minority.
So we see more police in depressed neighborhoods, and less in areas not considered "poor" . AKA the Ghetto. that is the fact jack.

And in light of all of this, the current superintendant has chose a stragedy of policing that attacks the root causes of violent crime. Gangs, Drugs, Guns, they are all the same.(also a result of socio-economics). As a result of this course of action, less police are avalible to work on theft type crimes Robbery, Burglary, ect. So people will still feel less secure, as thier garages and cars are being broke into, or thier relatives are being stuck up when they get off the bus.
There needs to be a balance with respect to human resource allocation, because what we have now is to many eggs in one basket. This is coupled with the lack of manpower. So, Phil's expierement was half a success, the murder rate is down( but not as much as reported) but the property crimes are way up. It is time for a shift in the allocation of human resources, to help create more of a balance in the Police Department.

I can honestly say that the citizens in Districts where "white people live" (for example 008th District) by far do not have the level of police service they should due to the fact of (1) being shorthanded (2)all of the tact/gang teams have to stay East of Cicero except for LeClaire Courts (3)they are in a backlog EVERY DAY! morning till 2am (4) not saying all, but a some of the P.O.'s there could'nt give a shit what happens on the west end cause they are "retired" or simply put DOGGS. It has gotten better in the past year with response and overall police visability. I used to bash the 008th district before until I really found out how screwed up that east end really is. Listen to zone 6 or usm the 008th district sometime and you'll see why all the cars are on the east end, ridiculous. Be safe

Guns were a misdemeanor and the average beat car hauled in at least 8 guns per period. Ever heard of Judge Fox and Branch 50 Gun Court? How about a "C & D" (Confiscate and Destroy form)?

We have a manpower shortage!!! Period. Not enough officers to handle the tremendous amount of calls in the minority areas of the city which are the busiest and while the few officers in these areas are trying to handle the tremendous volume of service calls the predominantly white ares of the city get little or absolutely no police service at all. That's a godamned fact!!!!

In 022 the last few summers on midnights, only 6 cars on the watch for the whole entire district because of no manpower. When the cars got called to the minority area of the District where the majority of the jobs were, no police presence in the white area of the district for much of the shift. I know this for a fact and witnessed it myself.

Two of the beat cars that handle the White area of the District got sent to the black 011th District to write traffic tickets and handle double parkers on madison avenue instead of patrolling the west end of 022. FACT

White areas of the city getting more police presence and service?
BULLSHIT!!!!! THE MINORITY ARES OF THE CITY GET ALL OF THE POLICE PRESENCE AND SERVICE. HIGHEST VOLUME OF CALLS. ITS A FACT.

NO MANPOWER TO HANDLE THE TREMENDOUS VOLUME OF CALLS(Much of them total Bullshit calls) IN THE MINORITY AREAS OF ANY DISTRICT AND NO MANPOWER AT ALL IN PREDOMINANTLY WHITE AREAS OF THE DISTRICT. FACT.

You need narcotics, sos, tru, gun teams, gang teams and tact teams. Always have and always will. Without them, the city would crumble. The thinking of disbanding these units is ridiculous. Just hire more police and put them in the districts and man all the cars that need it. Another big problem is that it's the same 10% of police you see all the time in prelims and trial rooms. Way way too many lazy do nothing police on this job. I don't care what race or gender you are. If your a dog you have no right being on this job. I live on Bt. 2211 and I see the beat car occasionally. All I have to do is go to the 7-11 or White Hen in the neighborhood. If you call 911 the car will get here within the 2-3 hour time limit. Thank God there are alot of cops that live in the neighborhood. The only police service we get is our own service. And we ain't a black neighborhood.

I lived in 008 (west end) for 8 years. The only time I ever saw beat cars was when they were at the 7-11 on 63rd & Austin.

Called 911 once, after several hours I went to sleep, I got tired of waiting. (Garage Burglary)

Now this is not a criticism of the Police, I understand that most of them are deployed on the east-end to combat the insanity that occurs there nightly.

I see it in 016 also. Those districts are depleated of manpower, while their police are detailed to 015 and 025.

This sucks because while we are all at work trying to keep the ungrateful citizens of the ghetto in check, WHO IS PROTECTING OUR HOMES & FAMILIES?

We pay proportionately higher TAXES, while getting a diminished level of service!

I will be transfering soon to a district where at least I can "serve and protect" those who deserve it (P.O.s and their families,CFD & theirs, etc.)

Lastley, I will relish hearing those words "I pay your salary" from someone who is NOT..I REPEAT NOT on PUBLIC AID, NUTRITION ASSISTANCE and has actually filed a Federal income tax return in the preceding (3) decades!!!!

I am sick of policing the ghetto and seeing the "entitlement/fuck-the-police" attitudes1

I say police service should be directly tied to the amount of property taxes generated in an area. If a community does not contribute it should not reap the benefits. If violence is tolerated (and one or two phony candlelight marches won't work) then that community should have to suffer the consequences. In a segment of society where rappers and baby momas are revered what else can be expected. I say wall off the ghetto and let it decay and go away. Those members of the black community who choose to be productive members of society are welcome to stay. The rest of you just shut up and go away - for ever!!!!

We are not the police we are armed clerks. We respond to jobs and waste time making paper on anything and everything. Its not that we want to do it but the supervisors that make us do it. They want us to kiss the citizens asses. They say its easerier to make paper then to have the citizens’ beef. We make paper on everything, I can’t even find a classification in my reporting guide for half of the shit that I have to make paper on. We waste time doing bullshit reports to cover someone’s ass when we should but up and available to handle real crime. We are no longer preliminary investigators we are just clerks. This is all the fault of the department which is just concerned with appeasing the citizens and numbers.

Yahoo Mush Mouse --You Are Wrong!! Don't blame the dispatchers. Most do the best they can with what they have to work with, which is CAPS. I am sure they appreciate when supervisors take a job, but supervisors shouldn't try to dispatch from the street. A good dispatcher is always looking at the bigger picture, and the street sgt. can not see it from a pdt.

There are several reasons for the RAPs. #1 is MANPOWER. #2 is MORALE, (if the mayor and the brass don't back you up, who wants to work? Police work gets ugly sometimes, but we all have to be so politically correct it's ridicoulous(one guy i work with actually got a C.R. for telling someone to "shut up", not even swearing) give me(us) a break!

After reading all the comments, i have to add, that we should all be making sure we get our lunches in. I used skip lunch if it was a busy night. In the old days, you might have a supervisor who took care of you for doing your job. Not anymore!

Thank you, I'll take my lunch. And if i get busy and miss my assigned lunch time? you can believe i will be putting in for it. Why give anything extra to the bosses, when you can't get a break even if you are a worker.

I don't have a lot of time on the books, but i bet Phil, Jim, Chuck and Dana have thousands of hours when they retire. Thanks guys!

part-time

As part of a new strategy to curb the "alleged" manpower shortage, the Chicago Police Department has announced that it will begin a program to alleviate the backlogs of service calls. A part-time officer program will be started at a substantial cost savings to the department. These officers will handle all priority 2 and lower jobs, including most paper and non-hazardous jobs , such as crime scene protection and traffic crashes, thus freeing up valuable manpower for higher priority assignments. These officers will have an hourly rate 25 percent lower than the full time scale and receive very limited benefits. As an incentive to attract additional candidates, the part-time officers will only be required to have a high school diploma.

a big part of the problem are the high schools.....a chicago public high school can't operate without police presence which is very sad and NO POLITICIAN or NEWS AGENCY will properly report on!!!
....with a minimum of two officers per school, and at most schools several cars outside, it shows that every person from the ghetto (young and old) are draining police manpower and preventing most taxpayers from getting the sevice they deservce!!!!!

Before anyone says she is wrong take a look at the double sided sheets for the 018th district. I guarantee you will be blown away at the enormous amount of coverage and then compare it to the arrest stats.
Yes, we are very short manpower. We will never have enough officers to perform ideally in the crime ridden areas to satisfy the public.
If this dispatcher is so concerned maybe she/he should go door to door in those neighborhoods along with jehovas witness' and preach to people and convince them to not be criminals or call in that they can't control thier 8 year old child. Better yet maybe she/he can give free seminars as to when to call the police for service on bonifided incidents.

CRIME, you say?

016 – 1/557 chance of being victim of violent crime

So:

Since there is a 12 times better chance of being a victim of violent crime, should 003 have 12 times more police than 016. Or should there be another meaningless tabulation of data that some genius can hang their hat on and say they saved the world.

That dispatcher is probably the same one half the P.O's in the zone she services, wake up with or throw out at dawn.hahahahh Some P.O. must have pissed her off, cause they are so sweet when you are nice and chummy with them but piss them off and you get every shit job there is and their buddies get to stay down on jobs as long as they want. Let's see, the 016 District is 36 sq miles. On 3rd Watch one rapid is sent to either 015 or 011.
On 1st Watch they put up some kind of unmarked car that is really a bet car and the Wagon is a beat car too. Also on 2nd Watch Gang teams do not work. They switch every other period on nights to work in 015. I would like to see the total off all residents of 016 Property Tax bill and compare it w/ the rest of the city. I bet we are # 1 or 2 in most porperty tax pais but last for city services.

SCREW CHANNEL 5! I pay taxes like everybody else(except for those who choose not to be a productive member of society)

The 1st watch in the 20th District has always had a great response when anyone on my block calls the police. But this morning I'd like to specifically thank 2071, 1st watch for showing up so quickly regarding a trespasser in our parking lot.

I wouldn't make such a big deal about it, but we consistantly have problems with hookers, gang bangers graffiti-ing the pedestrian tunnel, multiple theft from vehicles at one time, CDT vehicles, several vehicle thefts, couples having sex on the lawn (1 was a CPS teacher!) and even the occasional old couple cheating on their spouses. For that one, you had to see it to believe it and it wasn't pretty.

Yeah, yeah, yeah. Some people will say, "Big deal. Hookers and graffiti. That's all she's got to complain about?" Well it is a big deal when you have to live in the city and you want to carve out a little sanctuary for yourself and your loved ones.

Again, thanks guys for getting out in the cold rain and extending a little professional courtesy.

I work in TRU, my thanksgiving was spent at the hostage situation. I was given a relief for about 30 minutes to go and get something to eat and i wasnt eating turkey with my family. All these people bashing TRU is kind of crazy. We have handled jobs in districts when they go into backlog. We do lock people up, but that is because we are given the freedom to do so because we dont take jobs. District guys are busy taking jobs all night, so they dont have the time to make the number arrest that we do and that is understandable. We are all on the same team and we do back up the district cars and I will always stop to see if a officer is ok on a stop no matter where they work. This bickering back and forth is bullsh!t. Most of the people that post on here saying they are from TRU and causing problems on here probably dont even work in TRU. We are sent to districts to help, not be a problem. Most of the time when we are in a district we do fill up the processing rooms, because that is what we are there to do. So, we will continue to make arrest and the beat guys will continue to answer the calls because that is what we are told to do. Everybody will get paid on the 1st and the 16th for doing the job they are paid to do.

The percentage would be that it is a "her" who is bulshittig he Channel 5 reporters. In HER mind she thinks it is racist that calls are answered slower when she does not understand the system. If she is a call receiver she doesn't have a clue. Are these the same call takers that will receive a call, take none or very little information, dispatch it and wonder why the beat car can't find the address, victim or offender. He Phil Rogers, ask your DEEP THROAT what ward, aldercreature, commissioner etc. sponsored her for this job.

You guys again with the ole "retired POs should be dispatchers" line. Dear SCC, I'm your fan, but you really need to talk to some of the retired POs who went to the OEMC when it opened.

You could not force more than 4 or 5 out of 50 or 60 to work zones 6, 8, 10 or 12 with a cattle prod. A good number of the non-retired POs were of the same demeanor. As are a good number of the civilians.

Fact is, old people can't type and think as fast as that job requires. Listen to the voices on zones 6, 8, 10 or 12 on third watch or first. You think ANY of your regulars in the last 11 years have been under 50?

Yeah, Mike D (retired PO, RIP) was on zone 6, but thats about it. Otherwise, the fast zones are for kids that don't know any better. And a few of those kids (now in their late 20s and 30s) could school just about anybody in Chicago about how to do that job right.

But whatever. I'd love to see this done as an experiment, except taht its like wishing an early grave on any retired PO crazy enough to volunteer.

And for whichever civilian indicated what a glorious time it was being taught by the original core cadre, would you care to provide the initials of those who sat on zones 6, 8, 10 or 12 with you regularly on third or first or PM Power? There is a reason that you could not. Most of them, like any sensible person, would do anything they could not to suffer such a fate.

Funny thing was, they were making something like 75% MORE in salary than the civilians. Was someone saying something about efficiency or something?

Efficiency would be telling the public the truth about the system and then telling the public that the resources are not available for about 50% of the calls the beats get sent on.

Hey SCC, I really enjoy your blog as I'm sure many others do. However, lately while reading it seems most of the comments section is filled with cop vs. cop bashing. I don't remember what promlem we are on according to your list but this is my suggestion #? "Lack or disregard for the Police Brotherhood". I understand that at times its warranted (ie; someone being a total prick) but I feel it may start at a more fudemental level. Many PO's in my district don't even say "hi" to their own fellow Officers, let alone outside units and vice versa. Although it may sound like a little thing or a formality, I believe actions like these lead to a larger lack of courtesy or actions towards fellow Officers. So lets take "baby steps" , our own small way of given back a piece of morale to the masses. I will say "hi" or "whats up" to all you Officers, and you can try to pass it on. Pherhaps we can start our own positve movement...and stop bitching about each other.. Stay safe out there boys and girls.

HA HA HA Do you really think you will have the time to lock up all the people going to Peryam and Kroll? Or the CPS school administrative office. You should listen to the zone sometime, you will be too busy running your ass off from Harlem and Devon to 3200 N Pontiac and then over to Lavergne and School for a parker and then maybe a traffic accident at Foster and Cicero. You have no idea what you are in for. Beat cars are NEVER on their beats.
