Zekman Fallout

Channel 2 has a follow up report. Now a "watchdog group" wants Federal oversight and we all know where that leads:
  • A police watchdog group is calling Tuesday on the FBI to review whether the Chicago Police Department is hiding crimes to lower the murder rate and make the city seem safer.
  • The Cook County Medical Examiner declined to be interviewed on camera. But he said it is sad that the police department is giving out inaccurate information about the city's homicides.
Political hot potato. Catch the fever!

Killing crime with a pencil did wonders for burglary clear-ups. The only burglary report I was allowed to make on the job was when I had the offender in custody. That looked great on paper 100% clear-up rate while the Burglaries, oops, I mean, Criminal damage to Property and Theft cases all went unsolved.

The crime statistics have always been a joke in the Chicago Police Department. That was a dirty not so little secret. The fine men and women of the department don’t have to help Daley get re-elected with bogus numbers offered up to the UCR.

These phony reports also allow the mayor and city council to keep the department short staffed while they hire their campaign contributing and bribing pals putting in crap like millions of dollars for dangerous and unneeded planter boxes to screw up traffic.

It’s time to whatever it takes to expose the lies, get the department manpower up to strength and get the cops back on the firing range four times a year so they can work safely.

One last thing: The follow up from Zeckman... Someone who hangs themselves (and is cut down by a relative--- which happens a lot, will have signs of strangulation, ligature marks, and peticeal hemorrhages...they did die of strangulation, no matter what the case is. The cause of death and the manner of death are different. The manner of death can be strangulation and the cause of death could be accidental (auto erotic asphyxiation, homicide, suicide, accidental death, etc.... The ME can say whatever they want to the media. They are, of course, "The COOK COUNTY Medical Examiner's office." You pay to play.....

We even gave you a website that tracks deaths in Iraq that is non partisan and mostly accurate. Try using it. Because of your relying on the BS numbers we won't publish, the entire argument you make collapses.

In this case, that means point 1 you made in your unpublished comment is a lie (total Iraqi casualties). Point 2 of 3,000 American dead is also a lie. The casualty count is still 150 short of 3,000. We find it disturbing that you need to lie about American and Iraqi casualties to make your point, especially as you seem so intent on following the letter of law in so many other cases. And the 3 Trillion dollar number? More bullshit - cruising even the most insane leftist websites, we haven't found one that tops 500 BILLION yet. Your attempts to tie Saddam's atrocities to the political winds of the 80's is pathetic and we've addressed it before. It was a different time. Then, the entire attitude was "the enemy of my enemy is my friend" and we overlooked a lot of things that shouldn't have been overlooked. Now we realized that our political inaction caused too many problems that we are only beginning to see today. Bush I decision not to help the original insurgency was in response to keeping the Coalition together - a return to 80's thinking. And a mistake. Bush II rectified that error.

But we stand by our original statement that we won't be publishing bullshit Lancet numbers when there is so much more evidence out there that the Lancet is just a leftist political rag intent on promoting lies.

Well, if they can change getting shot at but missing from an agg battery handgun to an agg assault, can't they change a homicide to something more along the lines of a hospitalization? I love chicago! This place is all smoke and mirrors....robberys are usually thefts and batteries, psmv is tresspass, and the city itself is nationally recoginzed as a green city, but has no real recycling program......aldermen that cry out for gun control, but that carry them in their purses...aldermen (or woman) that robbed banks and used to be prostitutes (cant verify those, because, you see, records have been expunged)..hey, maybe that's it....simply expunge all records of crime....we will be a crime free city!!

If New York City is not reporting all of their homicides I can see 60 Minutes looking into it.

It should be easy to find out if Chicago is hiding something by comparing the homicides reported daily to the news media from Operations Command to what is reported on the monthly homicide report. If there is a great variance then there is a problem.

If someone dies at the hands of another person it's a homicide. That's what the word means. But that's not what the law says. If you shoot and kill an intruder in your home, the ME office will classify that guy's death a homicide. How the ME and the police classify homicides are different. The ME only looks at how the person died. Not the circumstances surrounding the death. The five dead females in the city being carried as Death Investigations that Zekman talked about are not homicides. All these broads were drug users and prostitutes. They no doubt had health problems related to their lifestyles that factored in their deaths. As a det for 14 years I can tell you that unless someone is shot, stabbed, or beaten to death the Cook County ME can very rearly, if ever, give you a definite answer as to the cause of death. This is not CSI. Ask any det and they will tell you the ME office never can give you a straight answer. A dead women in an abandoned house is a for sure homicide per the ME. There could be no wounds, but her shirt is pulled 3/4 of the way up her stomach. Homicide per the ME. I'm serious.

Hey Pam, Why don't you find out the REAL NUMBERS of how many police officers are employed by the city? They've been saying 13,500 for the last ten years. My guess is that it is at 10,000. There are about ten officers assigned to CAPS in each district that work about 4 hours a day, excuse me i mean 8 hours a day. Yet, in some districts, there maybe only ten officers working the day shift. Yet citizens complain at the Beat meetings about the slow response time. Maybe if we got rid of CAPS, we could free up 300 officers. Manpower in the districts is down by at least 40%. No response cars. Look into this please.

Apology off topic, partial news that will be effecting us. BUDGET: Pension, possible reduced benefits city talking to our bargaining bodies.

A plaintiff’s attorney has warned of a post-election tax increase because the budget includes nowhere near enough money to resolve the “$90 million-to-$100 million” claims of African-Americans victimized by the city’s handling of a 1995 firefighters’ exam.

This is the third straight year that not a penny of the city’s $713 million property tax levy can be used for operating expenses. Property taxes are primarily eaten up by debt payments and obligations to city employee pension funds now just 61 percent funded.

That’s why City Hall has opened an uncomfortable dialogue with union leaders about solutions that range from benefit reductions and increased employee contributions to a shift away from “defined benefit” pension plans and toward the 401(k) plans favored by private industry.

But, those problems have now been put off until after the election, thanks to a budget approved a week before Thanksgiving following the least contentious round of budget hearings in years.

The only controversy surrounded the months-long demand from Transportation Committee Chairman Tom Allen (38th) for the hiring of 100 new police officers to crack down on neighborhood crime and enforce the city’s traffic laws. That was quietly resolved by speeding the pace of police hiring.

You astound me. I had no idea that you were qualified to evaluate epidemilogical studies. What a marvel you are sir!

Your assurances aside, I wonder if others my be permitted to examine for themselves the comparative worth of the Iraq Body Count (IBC) projections and those of the Lancet Report authors.

I have enough respect for the members here, even those with whom I vehemently disagree, to allow them the opportunity to judge for themselves whether the scientist with vast experience in the field of mortality surveys who authored the Lancet report were off base, or if the well-meaning amateurs of the IBC somehow stummbled into the truth while utilizing methods which defy the standards.

In any event I've posted a response on my site for those who wish to read it.

Doubter. Once again welcome back. You'll find my response to your earlier assertions there as well (you're Challenge Alert #1). Enlighten me.

I do't believe the dicks are doing this on their own for a second. It comes from the top down. I don't take sides with Zekman but with the long history the departmemnt has of cooking the books.

I'll never forget rewriting my very first burglary report to a CDTP & Theft at the instruction of a sergeant. I think my FTO let me fall into that trap by not stopping me since he never signed the report.

I believe the dicks are doing the very best they can with what they have.

Average that to 200 per district = 5000. So we have 5167 in administration??? I thought computers made us more efficient, less people in offices!
We can't even get a decent pool car but headquarters people are taking marked squads home or parking them at district stations overnight to save on their own gas. (hey pam zekman go check out the police car situation next) Go look in your district parking lots overnight and see how many cars are parked there with full markings but no light bars or no beat tags.

I won't even touch the we have 250 people assigned to a district but how many are out on (special details) Can't man all the beat cars on midnights!!!!! Can't get a day off!!! District commanders with 10 person staffs? Plus the data entry stuff??? Desk crews forced to do data entry???

EVERY CAR WAS MANNED?

We gave you references, we gave you links, we gave you reasons that the Lancet article was BS from the start. And still you cling to it like a drowning man in the sea. Just because you repeat something a thousand times and the MSM echo chamber reverberates with the same BS does not and never will make it true.

Any "study" that bases it's entire statistical measure on "sampling" is suspect at the least and biased at the worst - especially in a war zone where they only sample 33 neighborhoods within hailing distance of downtown Baghdad. Or didn't you read the internals of the Lancet study? We did.

Years ago I did a case report primary box burglary, Sgt told me to change it to criminal damage, I said,it's burglary. Next thing I no, watch commander called me in and ordered me to change it. I was treated like shit until he retired, every inspection, every shit detail. We can fight it but the outcome sucks. 5 more years and I'm gone. Stats mean everything to this department and unfortunately there is nothing that we can do to change it.

SCC, EVERY epidemiological study, i.e major disease outbreak, famine, or war relies upon SAMPLING to derive at a statistical measure of the whole, just as EVERY POLL relies upon SAMPLIING to obtain a statistical measure of public opinion.

The Lancet authors followed what are STANDARD OPERATING proceedures in such studies and have been repeated by other scientists in other war/disaster zones throughout the world. If they hadn't, then their work would not have been published in a SCIENTIFIC journal.

The ONLY difference in this case is that the agent of death is NOT a malignant pathogen, earthquake, or scores of kat-chewing, machine-gun toting teens in the Congo, but the US/UK armed forces--which makes the Lancet findings POLITICALLY unacceptable, not SCIENTIFICALLY so.

NO peer-reviewed, scientific survey relies upon media reports for its sampling as the IBC does.

It's not so much that the police are telling lies, and that anyone is siding with the m.e. The dicks are saying what they are told to say. What the public needs to know is that all officers must go to the range and qualify, from fat phil on down. So how many people went to the range this year? Try about 8400. Yes, homicides are way up, and many are carried as "death investigations." Greasy faced Daley cannot afford to be embarrased by true numbers, so the word is put out to kill crime on paper. So, back to the real number of sworn personnel. If the city council budgets for about 15000 sworn, where does the rest of that money go?

If you think the Detective’s care about hiding murders you are a fool. A Detectives investigation of the incident determines what it is. The M.E. is not CSI! The Doctors at the morgue often defer the cause of death pending police investigation, if they were able to determine the cause of death with certainty they would make it known immediately after the post, and not wait for the investigation.

Get a clue about the D-unit before you take sides with the media!

The only people who really know are true cops and detectives that have done the job. Rather you like him or not, Chasen was a detective and he stoof up for himself and for the men, it is more then most bosses would have done.

Every study does NOT base it's findings on sampling. Sampling is not fact. Crime studies are not based on sampling. THEY GO OUT AND COUNT THE FREAKING CRIMES. The Lancet bases it's study on BS reporting from 33 or 36 nieghborhoods that ARE NOT reflective of Iraq as a whole.

Have you ever been to a morgue? Do you ever wonder why they are built the way and the size they are? Because Actuaries go out and do huge studies and counts and such and build the morgue to the appropriate size of the population at hand. That's why in 1995 when the city was "blindsided" by the heat emergency, they had to bring in 6 or 7 refrigerated trucks to pick up the slack. The morgue was inadequate.

Why haven't we seen pictures of refrigerated trucks lined up around the block in Iraq? Because if they existed, you KNOW the Rueters, AP, al-Jeezera and the New York Times would be running to publish pictures. It's because the death rate HASN'T RISEN since the invasion and has actually gone DOWN. Look it up. We're sick of doing your research for you.

As for no one relying on media reports for their count, why would ANYONE actually, you know, READ THE FREAKING DEATH NOTICES and maybe make a count of how many bodies are turning up? Or READ THE DAMN POLICE REPORTS and see how many bodies were actually recovered? Sampling 30+ neighborhoods by asking questions along the lines of "Do you know anyone who has been killed by a roadside bomb?" and you get 7 people in 7 different samples saying, "Yeah, cousin Achmed died." I'm not referring to every study. I'm referring to the Lancet report. These are specific KINDS of studies. As I alluded to in my earlier post they are designed for major catastrophies--earthquakes, famine, war zones. Such projects require cross-sectional cluster sample surveys. Mathematics and logic.

Is the USAF dropping magic bombs in the densely populated urban areas of Iraq that kill only "insurgents", yet miraculously leave civilians unharmed?

Similar methodologies are reguired for the sampling of public opinion amidst a population of millions.

If you knew anything about me other than my blog nickname, you would know that I have done more for the Black community than you have, and unfortunately ever will. Here's how a black man who cares about his race acts: Support the young black men and women who deserve better than to be kept down by the attitude of perpetual victimhood that the false black "leaders" hand them.
