It must be nice to be able to pick and choose a successor for your job without any sort of input from actual voters as Aldercreature Beavers has now done. It must also be nice for the executive of the city to have appointed something like half of the aldercreatures currently serving, thereby granting them the all important gift of "incumbency" when they run for office again. Not too much "quid pro quo" going on in the most corrupt city in the nation, eh? Sun Times and Channel 7 coverage.
And not only did "da mayor" (or "dayor" according to the CBS 2 link) appoint an additional 3 aldercreatures to the City Council Tuesday, he appointed three women. Which brings to mind an interesting question for the police department:

Based on the mayor's appointments of aldercreatures, conversations we have had, and just observations of the facts at hand, we are becoming convinced that the next Superintendent of this Department will be a woman - probably one of the two we just named. Two years ago, we'd have said the Chief of Detectives had the inside track, but now the ADS of IAD has been getting a lot of face time due to the recent scandals and everyone knows the mayor runs as a "reformer" when things get tough.

I think it is highly likely that the next Superintendent will be a woman. I have also heard that certain key people think that the time is right for a female. Kirby, Maher or Skahill would have a shot at it, with Kirby or Skahill having the inside track.
If it must be...please be Kirby. Maher is not a smart woman. She does not know how to talk to people, does not know how the department functions, does not know Department policies, and does not know the law. Kirby is intelligent, hard working, and not a political hack (correct me if I'm wrong). She made her name by developing domestic violence guidelines-which means she at least did SOMETHING. Maher has done nothing in her career...unless mastering the look of smug ignorance is an accomplishment. She is terrible as Chief of Detectives, and will be one more blow to the already low moral of the Department.
How about pointing out that they're useless on this job? Is that O.K.?
Hire a Superintendant from OUTSIDE the CPD! This dept. is nothing about Police Work! It's numbers, bullshit stats and patronage for the bosses!

I would have to agree with "anonymous (2:49AM) about Kirby. She was a well respected Detective when she was assigned to Area 2 many years ago. She was known to be professional, efficient, and very competent.
On the other hand, the "20 CRs/5 yr. rule" stinks. I believe, however, that this did not come from Kirby herself, but that, like others who find themselves in civil/political hot seats, it is coming from the Law Dept.
Kirby herself is also a lawyer.
So is Skahill. I could live with either one. Can't really say anything negative concerning Maher, as I've had very limited contact with the Chief of Detectives. She seems competent enough.
Kirby is highly intelligent. She is a lawyer and was a Fulbright scholar in college. She also comes from a police family. (On her mother's side, and the name was not Kirby) Her clout is Sheehan, Hynes, and the 19th Ward. If the next superintendent is to be a female, Kirby is far and away the most competent. But when did that ever have anything to do with it?

I've met Maher and she was polite. I didn't let that fool me. I know from other people who have or work for her that she is a two faced, smug, incompetent bI$%h. She would be a throwback to Rodriguez, arrogant and to good for the lowly PO.
I don't know anything about Kirby. What you read so far about her makes me think she would make a good superintendant for the citizens and bad for the working coppers. Those of us who work know domestics are 99% bullshit and the caller should be the one going to jail for fileing a false police report. She is in IAD so we know she has had the heat on her since the SOS scandal. She would fold under the pressure and send the working police to the wolves.
On to T Skahill. I've heard alot of good things about her. I've dealt with her and she seemed like she had no common sense. I think that says it all right there.
In my opinion the next Supt will be black. I don't think gender will matter. C Williams has got to have the inside track. If I was in charge the next Supt would be an outsider. That would lift morale on this dept higher than all the crackheads on the westside on a Saturday afternoon.

All 3 are terrible and inexperienced as street cops,dont have a clue as to what is going on or how its done, I dont care if they have 30 years on, They've done nothing as a PO, what did they do their frist 10 years on this job? Not Police work, thats for sure! We need someone from an outside big-city Dept. like NY or LA who can make some changes and put us into the 21st century. The latest Cline mandate: If a Supervisor gets a sustained beef for refusing/failing to initiate a citizen complaint, the recommendation for first offense will be a minimum of 10 days. TEN DAYS!!!

She can't keep her mind made up for 5 minutes, much less a whole tour of duty. We'd all be doomed...they can't figure out what to do with her since they made the mistake of making her Chief. A Lateral for her into a dead spot is the only thing they can do, seeing as how NO ONE in the building will talk to her if they don't have to.

A political association with someone is usually required to rise anywhere in Chicago, let alone this department. Not one of the women (or men) who may be appointed Superintendent is any different or more intelligent than most of us beat cops. We have all seen people go from patrol to exempt is a few short years. There are many on this job with advanced degrees, special experience and even law degrees that are useless without that gentle push upward. I believe these women are all very short and if required could not defend themselves or be of much use in a fight. Unfortunately, that has always been true of many men on this department. That being said, lets be honest with ourselves, the only consideration the Mayor has in choosing a Superintendent, is how much political capital he can gain by the appointment.
Those who believe that promotions depend on competence do so because it pleases them, not because it is true. We have all seen people come on this job with serious physical and mental disabilities who rise through the ranks. Some are related to a judge, some know a major contributor, some sleep with and ADS (hello, it is not as if it is not obvious). We are all good cops even if others, others who know not what they do, beat us down until we stop working altogether.
THEREFORE, saying that Kirby (big political connections) or Skahill (there is a reason she has risen so far, ask Bobby) deserve, or have earned, their position is laughable. I suggest that they, like all of us, can do the job they are assigned. They are smart and hard workers just like all of us. NEVERTHELESS, THEIR JOBS CAN BE, AND HAVE BEEN, DONE BY MALES WHO WERE IDIOTS, CRIMINALS AND DRUNKS. So if the village idiot can hold any position on this department, then so can anyone who makes it through the drug test.
That brings us to Maher (she has a secret that Daley knows-she won't get the job). She is not more or less competent because she lacks a law degree; in fact, she is probably better qualified because she is less likely to lie because she does not have a law degree. She can do things Kirrby and Skahill cannot. Whether she slept with someone or not, she has support that others lack and so she is the Chief. (That is also a joke some of you will get) We all know she would not even have been on the job just 30+ years ago because of the height requirement. So no matter what these women (or their male counterparts) can do, they rose because of who they knew, not what they know. So why are we talking as if anything we say matters? Simply stated, we are jealous. We all want to win the lottery, get a "golden parachute" (severance agreement) or be the boss. No one will ever discipline Kirby for shopping while on duty or some other minor infraction. I wish them well; they made it, we did not. Fairness, justice, competence and grace have nothing to do with it. I wish I had their pension coming!
Hire anyone from anywhere, hire Joe Drutz from Berwyn, who cares? Anyone who thinks the Department would somehow get better with a new superintendent is a fool.
To change this department in any appreciable manner it would have to come under the control of the Federal government through a Federal consent decree and the day to day runnings AND "MERIT" promotions would be overseen by a consent bureau, or something similar. EVERYTHING would be approved by a Federal oversight office of some kind.
That is the ONLY hope for making this job the least little bit honest and legit and fair to all.
Of course to many "fair" only means that the department work in their favor, kind of like your guy gets elected so it becomes your turn to steal and get your relatives jobs.
Look for a massive Democratic victory in the next presidential elections and perhaps the next 16 years of Hillary and Obama.
And then: Consent Decree operations of the Chicago Police Department via the US Government vs. Chicago Police Department.
Are you all really ready for it to be "Fair"? Ready or not it is coming. This is the most corrupt big city police department and the one in most dire need of federal oversight.

THE GUYS FROM MAIS WERE LAUGHING AT HER AND TOLD ME THAT GOD IT WAS NOT A TRIPLE HOMICIDE OR A POLICE SHOOTING. IT ENDED WELL. THE TWO VICTIMS SURVIVED AND MY OFFENDER WAS CHARGED AND CONVICTED OF AGGRAVATED DUI. DEAR MARIS PLEASE STAY FROM MY ACCIDENT SCENES.

I worked for Kirby a couple of years ago while I was in 008. I was not there long but she treated me fair and knew her job. If she made Supt I think it would be a positive. Just my opinion.

BUSTED!!!! I know, because I really do work in IAD and the ENTIRE UNIT, EVERY SINGLE PERSON WHO WORKS THERE was in a meeting at the multi-purpose room in HQ when this comment was made. So obviously, either you are completely full of shit and trying to cause trouble ( my bet ) or you somehow managed to type this trash on a laptop connected to Wi-Fi without anyone else in the ENTIRE Unit noticing.
Try again. Maybe next time you could pick a date that the entire Unit isn't signed into a meeting at one location. Duh........

Maybe 8 at most!

If we're going to make "self defense" a catagory for promotion, a whole bunch of folks would have to step down, and quickly.

As far as I know, the only people who get D3 at IAD are the Sgts. They stopped making Agents (D2) and your soft if you want to give up your dick spot to work there or keep getting D1 as a PO doing D3 work....

I think Tina Skahill would make a good supt. She's smart and well-spoken, female and African-

You obviously don't know what the hell you are talking about! Cline regularly RAISES the shit out of the recommendations from IAD. Unless it's a connected person, in which case it gets reduced. I can name 3 Friends Of Phil that went from either 30 Pending or a straight 30 to less than 10 for things that would have gotten most of us shitcanned.
You're retarded to think anyone in IAD cares if you take 5 days or 1. It's just a job. DO yours correctly and I might get a chance to breathe instead of being buried under 20 cases at all times! If you saw some of the stuff your coworkers were accused of, you'd be afraid to NOT work 99!
And to the guy who said Mahoney likes to throw coppers under the bus, you'd be surprised at how many times he has asked the investigator to LOWER the recommendations. I won't argue that he's a political animal, but I have personal experience with him changing recommendations to "violation noted" instead of a few days. I agree with 5:59:52 IAD does't give a flying rats ass how many days you take, However we know they get tired of the clout babies given breaks by this dept while the working po's that happen to make a small mistake take serious time, because the dept wants the citizens to think its legit.
