Lieutenants Test Tales

We're already seeing the typical stories that accompany any test given by the city - people showing up late and still being allowed inside; people not bringing the material they need and still being allowed inside; people using mobile phones in violation of just about every rule published and still being allowed to remain inside.

And then there's the dozens who don't even show up for Part 2 - you know a large portion of these goofs are the ones who are going to be merit over the next few years. How the hell can they even be considered qualified for their position if they didn't even sit the entire exam? At least come up with some kind of legit number, even if the number is 475 or worse. No wonder apathy and complete disrespect for the ranks is rampant. The testing is actually a symptom of the disease nowadays.

Anyone with funny or appalling stories about the test can post here. Was it an "in-basket" test AND oral portion? Or how did they run it for the benefit of the teeming masses reading here?

Funniest thing I saw when I was there was Lt. Richie Scotchbreath walking in to take the test.

They told him, you are already a Lt. and he said, Hic-up, Oh yea, I am. Sorry. With all my merit promotions I forgot what they gave me last, Hic-Up. Just don't the Commander about this, he is already in a bad mood and yelling at everyone! Is it, hic-up, at least 15 minutes past check off so I can go back to my district? Hic-up!

I took the test today. There were 3-6 empty seats in my class room. Obviously they are going to be merit. The question that I found very and I mean VERY insulting was in the oral phase when you are to respond to scenario via lap top computer. We had no preparation time, it was supposed to test how we "think on our feet". Here's the scenario:

I AM THE CAPS LT. AND P.O. MILLER (NOT A REAL PERSON) WAS ASSIGNED TO THE CAPS OFFICE BUT GOT DUMPED TO DAYS (2ND WATCH) BECAUSE OF NUMEROUS COMPLAINTS RE: HIS LACK OF COMMUNICATION SKILLS AND FOR RUDENESS. IN WALKS THE AREA DEPUTY CHIEF TO TALK TO ME ABOUT THIS.
THE DEPTUY SAY'S " HEY LT. HOW YOU DOING?LISTEN OFFICER MILLER IS A GOOD FRIEND OF MINE AND I KNOW HIS FAMILY VERY WELL AND FOR A VERY LONG TIME. I WOULD LIKE TO SEE OFFICER MILLER BACK IN THE CAPS OFFICE"(WHILE HE WAS WINKING).
THEY STOP THE VIDEO AND START THE RECORDER (YOU HAVE 90 SECONDS TO RESPOND).................


I MAY BE WRONG ABOUT THIS BUT I THINK ABOUT 98% OF ALL OFFICERS (BOTH PO'S AND ABOVE) ARE ASSIGNED TO "NON PATROL/STREET" DUITIES/UNITS-BASED ON A PHONE CALL, FAVOR FOR A BOSS, CLOUT, WHACK, JUICE OR WHATEVER U WANT TO CALL IT. LOOK AT THE IVORY TOWER!!

HOW CAN THIS DEPT. PUT FORTH A TEST QUESTION WHERE A AREADEPUTY CHIEF ASKS A LT. TO TAKE CARE OF HIS "VERY GOOD, CLOSE PERSONAL FRIEND" IN THE CAPS OFFICE WHEN THIS OFFICER IS BEING A JAGOFF OR WHATEVER? AM I SUPPOSED TO RESPOND "HEY BOOS ILL TAKE CARE ITT ILLIVE HIM SOME BULLSHIT JOB" OR DO I SAY"HEY BOSS HE IS NOT EFFECTIVE AND CREATES PROBLEMS FOR ME AND MY OFFICE AND THE COMMANDER."

HOW MANY INCOMPETANT EXEMPTS ON DOWN DO WE HAVE THAT SHOULD NOT EVEN BE ON THIS JOB LET ALONE A BOSS?

WHAT AN INSULT!!!!!

ALL I CANSAY IS THIS, "KEEP YOUR HEAD DOWN LOW, YOUR POWDER DRY AND QUIT AT 29 YRS AND A DAY".

" IT'S ALL ABOUT YOU AND YOUR PARTNER, AND FAMILY!!!" FUCK EVERYONE ELSE!!!!!

REMEMBER THE DEPT. HAS NEVER FIRED ANYONE FOR DOING "N O T H I N G !!!!!!!!!!!!!!!!"

the LT test was a joke, just like this dept. Mostly CAPS mission crap. Very little real world stuff a LT/WC needs to know. Nothing on domestics, pursuits, suicide, deaths, police shootings, search warrants. Probably a lot more that I can't remember now at 0200 hrs. 5 hours and 40 minutes of nonsence. I think I did very well but there was almost nothing there to properly measure who would be a capable LT. The subject matter "experts" and anyone else responsible for the content of this test should be ashamed of themselves.

I took the test. No proctors in the bathrooms (haven't we been there before?) Also, the oral part of the test had nothing to do with general orders, and seemed entirely subjective. The one with the Deputy Chief coming in to aske that you put his buddy back in the CAPS office was priceless. By that point I had completely given up, so I answered "sure boss, anything you want. If we can't take care of our friends, what's left?" Do you think I'll get any points for honesty?

I had 2 empty seats in my room but it appeared that most everyone was prepared. The test was much less than I expected in fact it did have some of the basic things a Lt. or w/c has to do but much of it was on the DOC and the DOC and DIB reports. No School incident, No hazmat, No HBT, No bomb threat, no terrorist attack. God help us all, I guess we should just run away if a critical incident happens. I waisted hours on knowing proceedures concerning critical incidents for nothing. The oral was a joke. 7 questions with little or no substance again no critical incident you had to deal with just complainers and Sgts who did not want to do their job. Next time I will study less and just take my chances.

The only question I believe you could have cheated on as someone mentioned earlier on the blog in regards to cell phones was the 1 about what 3 things a lt. has to do when responding to a violation at a licensed premises. You could have went to the shitter text messaged someone and got 3 points which on this test could make or break you.

I'm glad I didn't study. If I had, I probably would have studied what I thought were things that are relevant to being a W/C or field Lt. None of that studying would have helped me on this test. This test was pretty much DOC, and CAPS oriented. Nothing about being a leader in a semi-military (LOL) organization or as a previous poster stated, nothing about Police shootings,suicides, procedure,chases, yada,yada,yada. This test confirms to me that they don't want leaders anymore, that they don't want Policeman anymore. Remember the old time bosses, the kind that even though they went up in the ranks, never forgot that they were the Police? The BTDT kind? The kind that would give you a boot in the ass if you needed it but then forgot about it and took care of you five minutes later if you needed something? The kind of guy that had an answer if you had a problem?Well thats not the kind of guy they want anymore! What they want is a person that fall in lock step with this CAPS and DOC nonsense which was and is being designed by civilians and which has NO BEARING on actual Police work. I'm near the end now and those of you that have a while to go, both blue and white shirts, have my deepest sympathy. This mayor and the people that run this Department have absolutely ruined it. That was never better illustrated by the test I took yesterday.

Sounds like a blow off, much like the last sergeants test. And do you know why? It's dumbed down to give some legitimacy to the final score of blacks, hispanics, and the marginally competent Irish who will become merit promotee's. Keep voting for Daley, Madigan, Lipinski, Dart, Levar, Doherty, Banks, and the rest of these corrupt asswipes. Most of the test could have been based on the gang conflict in the Level 1 Deployment Zone on Beat 2633. Aside from the question concerning a battery at a tavern, everything else was all DOC related. What are you going to do..SBM.'s, Dispersals, Curfew Missions, etc. All th BS they are harping on in the Districts now.. The oral was a joke...I told the Chief it was the D/C's fault..Screw the media (they're juveniles anyway)..As for the commmunity activist, I'd knock him on his ass for talking to me like that. I also told the D/C if he wasn't always off on furlough, he'd know what the hell was going on

This is really puzzling but predictable. This blog is 2nd City Cop as in PO? Why are there 6 comments on the Lt. Exam? Which can only be taken by Sgt? This thread should be shut down& directed to the 2ndCity Sgt. Immediately!
Why would any PO in their right mind care about the Lts exam in the 1st place?

The worst part of the test is the current merritorious Lts, telling Sgts to be quiet in the hallways. Its bad enough that these people scored lower than you on the last test, then you have to have them rub their rank in your face at the test. Yea Lucy, you deserve it..keep thinking that.....

Having taken the test 3 times, I thought this one was the fairest. The oral was easy, just depends what their experts decided on as the right answers. You just have to be straight up legit on the answers. I would always answer the way it would probably happen in the real world. This test I was in the land of oz. To bad that all of the people in Eli's study group are going to bury me , anyway.

I'm just LUCKY I made sergeant off the 1998 sergeant’s test. (list was up 1998 to 2001)

I was about 495 on the list – a total of 4 classes. They got as far as about 520 or 525 on the list. Then, add on the 30% 'merit' people.. they made over 700 people total.

You will never see this many made again of a sergeants list. The reason so many were made on that list was because so many coppers were hired in the late 1960s and early 1970's.. they were retiring at this period and left a lot of vacancies.

The Caps Lt. question is laughable only because I've yet to see a Caps Lt. who controlled who works in the office. I've also never seen a Dep. deal directly with the Lt. over whether someone is in the office or not. A real Dep. would have by-passed the Lt. and gone directly to the Commander. If the Commander said No, what do you think the Lt. would have done. The best response would be for the Caps Lt. to defer to the Commander and tactfully suggest to the Dep. that his request should be handled at that level.

Not a difficult question by any means.

You people will never be satisfied, but who cares, the test was given and that will decide who makes Lt. Their will only be about 35 at the most who will make Lt. via merit on this test, so stop bitching. Some good people actually make it meritoriously.

Last thing, their were over 50 people who did not show up for part 2. So are you telling me they all are so sure they will be meritoriously promoted. I know one Sergeant ane her boyfriend did not attend due to a death in her family, do you think they will have a shot since they had a legitimate excuse?

I ranked in the top 50 on the Detective's test and top 20 on the Sergeant's test. I was just over 150 on the last Lieutenants test and did not make Lieutenant, but so what, I just studied harder this time.

Area 4 LT. M/S never spenta day on the street (unless you consider her stint as Santos' driver or when she was a petal princess in 001.

She spent 30 seconds in 011 before Cmndr. Dean of A/5 had her moved up to A/4 where she gave away the office to make friends and now, after her merit promotion to Lt. she has the balls to tell her Sgt.s whats important on the test. Pleaseeee. Hey Melissa, keep flying the flag, you'll get your gold star in no time at all!

Which car was the correct one to send to the park. I originally put down the beat car but then I changed that to 2642 based on the other information we were given. Is there a correct answer or only one that is 'correct' in the minds of the subject matter 'experts'?

There is a f/1 Sgt who did not take the 2nd part of the last Lts test and did not even bother taking this test because her arrogance says she will be made. So no 2nd part and not even signing up for this test and does not even work in a district. Claims she is like a daughter to Cline but is always hanging out with Starks. How could anyone even think of putting her in when she did not even make an attempt to score well or even finish the test and then to be so confident that she did not even take the new test. I hope she remains a Sgt and bitches out Cline and Starks for her not making it like she claims she is going to do. But then again she believes she is making it. Laugh will be on her if she does not make it and then not to have taken the new test so out of the qualification for merit here on in.

For those of you asking why you should listen to any supervisor on tis blog; here is your answer: Whether you admit it or not, you do want to become a supervisor. You want to tell all the useless fucks how to do their job (you do on this site even when you're totaly wrong adnd a fucking moron with an I.Q. of 37. Doesn't matter. I actually studied the last couple weeks. The "SPECIAL PEOPLE," including sons of the highest bosses, have been studying since October of last year. I was pissed the entire year until I took the test. If they all get promoted, I will be very pissed. I can recite the orders of what to do in almost any major situation. My officers usually will come to me for advise (or time smart ass0 when they need help. I have been promoted off of the list the first time on two exams. Don't feel I will off of this exam. I actually feel I would have done better had I not studied at all. I so far, have done well on tests. I don't think so this time. Oh Well, I now have one under my belt. I'm only prayig that the next one has something that requires immediate action and accountability. No action needed on this test, only guessing or the answers..... See you in 5 years when I can re-test and get promoted. Stay safe...

My officers usually will come to me for advise (or time smart ass0 when they need help. I have been promoted off of the list the first time on two exams. Don't feel I will off of this exam. I actually feel I would have done better had I not studied at all. I so far, have done well on tests. I don't think so this time. Oh Well, I now have one under my belt. I'm only prayig that the next one has something that requires immediate action and accountability. No action needed on this test, only guessing or the answers..... Melissa Staples DID work on the street in 011 for a time. If you don't like her, fine. If you don't like gays, fine. But don't bash her as a woman who hasn't "worked the streets."
She's done her time in Fillmore.
Lots of male bosses haven't done a day in any of the rockin'/rollin" districts of this city. If you're going to critique her career, make sure the measuring stick you're using is a fair one. And you really don't know if she made it meritorious or not, for certain.
I don't either. And even if she did, she still might have some insight to provide on the test YOU took, since she already took the LAST ONE. I've seen people made meritoriously who actually didn't do badly on the test, they just placed a little too far back to have made it in rank order. If your rank score is under 200, you actually did well on the test, just not well enough to get promoted off the list when the 30% meritorious is factored in. How many Sgts. take both parts, between 700/800 maybe?

If anyone believes that dealing with a gay activist protesting outside of a church is relevant to the job of Lt you are crazy. Shouldn't the P.O.'s deal with that and then if there is a problem a sgt should handle it? The deputy chief question--if these are realistic scenarios--shouldn't the Supt have training sessions for the exempt and order them to stop interfering by attempting to get the wrong people into spots.
What about the arrest report, Retail theft, Agg Batt, resisting. There is a law that says the use of force during a retail theft against a merchant "as defined in ILCS" is an agg batt. However, the merchant took the property back and the offender took the property from the MERCHANT and punched the merchant in the nose. Taking property from a person by the use or threat of force is a robbery(class 2)felony as opposed to the class three Ag Batt. We are supposed to attempt to get the highest charges for the crime. I called felony review and they said that no one can ever remember using the Ag Batt charge for a merchant during a retail theft. Yet these vare supposed to be realistic scenarios. Bull!

I was in the academy back in 91 with staples and I can tell you her prior job was a manager of a Bakers Square store. I ran into her once at a crime scene when she was a Sgt. in area 4 I was a Sgt. also She talked down to me, acted like she never met me. I was only a violent crimes dick before I made sgt. For the retail theft/arrest report question ILCS 720 ILCS 5/12?4(b)(15): “Sec. 12?4. Aggravated Battery.
(a) A person who, in committing a battery, intentionally or knowingly causes great bodily harm, or permanent disability or disfigurement commits aggravated battery.
(b) In committing a battery, a person commits aggravated battery if he or she:
(15) Knowingly and without legal justification and
by any means causes bodily harm to a merchant who detains the person for an alleged commission of retail theft under Section 16A?5 of this Code. In this item (15), "merchant" has the meaning ascribed to it in Section 16A?2.4 of this Code.

My question is: Should it be Strong Arm Robbery or Retail Theft and a Agg, Battery.
The Robbery is a class 2 felony and the Retail Theft is either a misd or a class 4 Felony depending if there is a prior conviction or not. The Agg Bat is a class 3 Felony.
Why would they have a charge for Agg Bat of Merchant if that was always a Strong Arm Robbery?
I put down that the arrest report was missing the background check to see if the guy had any felony convictions. Does anyone know the correct answer?

I don't think the charge should be Agg batt. On paper it is, but so is a simple battery on a public way or a licensed establishment. If that's the case, then the bar question would be answered differently because you have a battery in a bar and it is now a felony incident requiring Detectives, etc...
It is also the lower of the two charges. As a Watch Commander you are required to seek the highest charge against the individual and Robbery is a class 2 while agg batt of the merchant is a class 3.
Just my two Cents...
These could be the "special study groups'" special senarios....

Drive past TR"S pub on 111 and pulaski anytime this guy is not at work and you will find his tac car hidden behind the apartment buildings to the east of the pub. He used to put ot accross the street in the agricultural school lot until the boss in 022 got wind of it. All summer he keeps his golf clubs in the trunk of the company car, comes in for his few hours then its off for golf and cocktails all day long only to drive home stewed in the city car.

I am writing this not expecting change, but merely to convey the deep sense of frustration that I feel personally and which is seemingly prevalent among all of the sergeants who took part II of the lieutenant’s exam.

For six months encompassing the summer and the major holidays we studied over one thousand pages of department directives, legal bulletins, rules and regulations and law. Lives were placed on hold and time spent with families reduced as we poured over page after page of general orders, memorizing procedures and developing a solid foundation upon which we mistakenly believed would be the source of the test. This was not the case however. Instead, we were greeted by an extremely subjective and ambiguous exam that was not based in department directives but rather speculation and guessing as to what the “subject matter experts” felt was important. We have no bulletin, no order, and no teletype to call upon to determine the proper answers to these questions. Even now, no one can come to a consensus about what was right and wrong because no one has anything other than opinion upon which to base their conclusions. And to make matters worse, we have no idea what the point values are for each question or for the test as a whole. We have no idea how a question calling for a single answer is graded versus a question that has eight.

An arrest report with at least three items incorrect, we are called upon to guess which the “experts” consider the main problem. Why not explain everything that was wrong with the arrest report, why choose only one? And where do we look to determine which incorrect item is the main problem? Isn’t every problem with an arrest report something to be concerned with? And who would approve an arrest report after having the main problem corrected but leaving the other, less important items uncorrected?

Other questions such as three items to discuss at roll call, eight missions to employ following gang violence and five questions to ask officers at the scene of a licensed premise investigation continue to baffle us. Again, there is no consensus because there is no factual basis upon which to gauge our responses. A test which was supposedly designed to test our knowledge instead called upon us to guess as to the correct answer. I would venture to guess that with seventy-five watch commanders we would not have all seventy-five agreeing as to the answers. We could find all seventy-five agreeing however, on the proper procedures for a police shooting, or an HBT incident or anything else that has its basis in the general orders, but these were not the questions asked of us.

Again, I expect nothing to come from this other than to express the frustration and dismay felt by the majority of sergeants who sat through the exam. Many of us sacrificed a great deal during the last six months expecting a fair chance, and instead sat down to a guessing game and binders full of useless knowledge.

Excellent post, you hit the nail right on the head with that one. Fortunately, I didn't read one G.O. since Part I.....I was worried, but after the test I felt a lot better about having not wasted so much time. Instead I was able to continue my daily routine of procrastinating while sitting in my living room wearing my stained wife-beater tee and boxers (READ: both stained) and watch "The View" and play video games. However, I too prepared for many different scenarios the last couple days before the test and was ready for Haz-Mat, drunken police, off-duty domestics, police shootings, CR#s, etc., etc., etc. But there was none of this!! Total bullshit public relations and dealing with a dickhead ADS who wants you to do him a favor?? WTF? It really made zero sense to me.

Has anyone stepped up and complained about any portion of the test yet? Who do you beef too? Personnel? Somebody step up....I really need the arrest report portion tossed!

That’s because you drank the 'Robert's Study Group Kool-Aid" just like I did.

Don't you remember how the Sergeant's test was that you made it off of?? It’s like tossing a fucking coin! I scored 4000+ on the 1993 Sgt’s test and then scored around 320 on the 1998 test and made it. I studied just as hard for both as I did this LT’s test and all I can say is... it's nothing more the a crap shoot.

I feel like a total jackass blowing over $1000.00 bucks on Roberts and Bernstein’s classes. WORSE YET.. I went blind from having to look at Gushes ass as she told us to "Pull the pieces of meat out of the general orders like your pullin' it out of a chicken" Hell.. she ate all the damn chicken and the general orders.

MY ADVISE TO ALL.. forget study groups.. study just hard enough to know the "recall" orders to past the first part of the Sgt/Lt's test.. Then.. just review a little for part 2 and go over scenarios in your mind.

SAVE YOUR MONEY!! I have spoken to many sergeants, lieutenants and old captains (when they were REAL captains who took an exam) who said they never even cracked a book and got lucky. (without a phone call)

Just remember!! DON'T DRINK THE KOOL-AID! And if you did.. remember you can write off all the study groups, law books and supplies on your taxes.

Let me start by saying that I believe the answer that they wanted was robbery. I feel that the elements for robbery were present. With that being said, I think the problem with the question is in the wording. They asked for the main problem with the arrest report. There were, we can all hopefully agree, at least three and perhaps as many as five items wrong on the arrest report that needed to be addressed. It seems to be rather subjective to ask us to select one of several reasons why an arrest report cannot be approved, when we could not in fact approve it until all of the errors were corrected. The better question would have been to identify all of the errors in the arrest report and what would need to be done to correct them. By not doing that, they made the question very subjective and open to multiple interpretations as is evident by these discussions.

To those of you who answered this question incorrectly you should not be promoted ahead of any of those recruits who answered it in the academy correctly.

I did not take the second part of the test, because I have become so disenchanted by this department. I used to enjoy being the police, and was proud when I made Sgt. (off the list) I took two previous Lt tests, and both had some type of controversy attached to them. I only took the first part, because my family encouraged me to do so but by the time the second part came around I came back to my senses and realized I don't want the dissappointment again.
I am not bitter nor am I complaining the choice to not take the second part was mine and I am happy with it. There are people out there that deserve merit promotions, unfortunatley most fall through the cracks. They are destined to remain a Sgt for the rest of their career. If that happens to me so be it, I have been told that I am a good Sgt and one the troops are happy to work with. Sounds sappy but true it's nice to be appreciated by someone on this job!!!!

6:53:52......It's obvious you have never worked for Lt. Staples because your facts are all wrong. She was a Sgt. on the watch and then a Gang Sgt. all in 011. Few years later she took the test and never hid the fact that she made it meritorious. She was a great Sgt. and is now a great Lt. and Area 4 is lucky to have her. You should leave her personal life out of this because we a could probably guess what your's entails and it's a pretty ugly picture.

Lt's list is coming out soon, illustrated by the fact Biggane is going to A/1. Engstrom was sent to a district a few weeks before she was made merit. Panepinto went back to vice and a month later he was in the Lt's class on merit. Does anyone see a pattern here? Submit your resume to become the Sup's admin Sgt. and you too will be on the road to merit Lt.

If not, hook up with a "subject matter expert" and get the key word answers for the next Lt's test and make it "legit."

What a f#*$ing joke!

I am not shitting you!!!!!!!!!!!!!! Test is already going to a Federal Monitor (per source in legal affairs). There were tech problems in the oral portion. About 40 people made complaints because the scenario would only allow them several seconds to answer on certain questions. We ain't gonna see the results for a long time, if ever.

It doesn't matter how well you score, exempts know who their people are. The Sgt could of drawn pictures in the first portion of the exam and said nothing during the oral portion and they will still get it "off the list." I few of us Sgt's will make it legiminately but most will get it due to clout & politics. At least with the merit Lt's, everyone knows that you are a merit sellection and some people may get alittle embarrassed. The clout clowns can brag about making it "off the list" but realisticlly they got it due to their clout (and a long line of dick smooching...)

It's apparent that you have no clue what a sergeant does in a busy district or a slow district for that matter because you can't even spell "seargeant."

Being a sergeant in the ghetto is no easy job. Working on 5-6 C.R.'s at a time as well as infraction reports, SPARS, making sure your guys and gals are put in for Honorable mentions and Department Commendations, etc., coupled with working the street is no easy task if you are supervisor who is about "doing the right thing”...no matter what and taking care of your troops no matter what...even if you as a supervisor are at risk for taking a hit. I was a ghetto sergeant with no ghetto experience as a P.O. and I would go to the wall for my guys and would take time before I would let them take time.

You have obviously never been a sergeant and have no clue what you’re talking about. Don't judge the job until you have walked in our shoes.
Your obviously one of those guys from a ghetto district who has seen it all, done it all, and knows everything there is to know on this job. You make the rest of us who love working in the ghetto look bad with your dumb ass comments and ignorance.
I recommend spending less time on the blog and more time learning how to spell simple words like easier, not “eaiser”, as well as proper punctuation.

Hey Sgt. Owens is a great sarge. It's funny how guys complain when they dont get things their way but I dont see any of you loud mouth's jumping ship back to the watch.
