Worrying Finding - Part 2
Yesterday, we posted the article about how the world class city we call home is as woefully unprepared for a terrorist attack as American Samoa. The primary failure here seems to be based on the lack of interagency communication in the event of a major disaster.
Well, the City is firing back with both barrels. Channel 2, Channel 5, Channel 7, the Tribune and the Sun Times all have coverage of the rebuttal to the Department of Homeland Security report. The City's Chief Emergency Officer, is especially adamant in his defense of local preparations:

Do you believe the report? Do you believe the two hours or three hours they spent here in the exercise? Do you guys believe what you've seen here or do you believe what you're hearing?" Trotter said.

You don't get through those ... with some degree of success without a collaboration and good communication system. You can't bring people in like that and successfully mitigate without having a good communications network."
When you can't defend a position, the easiest plan is to attack the report pointing out the shortcomings. In every single link above, not a one questions or quotes the guys and gals out in the field who might actually be doing the communicating or the grunts in the trenches at OEMC who are at the other end of the radio. Has a single one of our readers EVER been able to communicate directly with a CFD unit? How about one who's a front line supervisor? And by communicate, we mean other than walking over to the ambulance or apparatus parked on the corner? We don't think so. Is it necessary? Seldom. But in the event of a major event, it's desirable. By the time they roll the "Command Van" out, we're in the middle of some giant headaches.
How about initial Command and Control? DHS is concerned with a major event along the lines of 9/11 - multiple coordinated attacks against numerous targets resulting in casualties designed to overwhelm a regional ability to cope.
In that case, we are in big trouble.

we at oemc, supposedly the bastion of emergency preparedness, know that one of the citys dirty little secrets is its lack of emergency preparedness and the lack of ANY plan which deals with prolonged radio outages, inability for field units to communicate w eachother, and coordination of dispatch operations at an mobile command post offsite. There is no provision for handling "cluster occurances" of simulataneous or timed coordinated incidents, no plan for seamless transition of communications in the event that the oemc is immobilized or inoperative, and no real mechanism for information dissemination between the OEMC and the field units that bypasses traditional radio and pdt channels.
Yet we sure do have a lot of camera watchers, alot of personnel staff, and a healthy supply of highly paid bureacrats whose job titles and duties are murky.
Ohhhh, the things I'd like to say and the examples I'd like to give but can't becase I don't want to be like the news jackasses who describe to everyone the particulars as to how unprepared we are because "this" is messed up or "that" doesn't work....then I might as well just give the bad guys directions to our weak links....great job news assholes, freak everyone out, show what doesn't work, then criticise when we are exploited... Listen, we have a gun, some bullets, a fisher price radio, and lots and lots of red tape around these here parts. But, hey, we got a Bean!! and a footbridge!! and those huge screens with faces!!!! sweet!! Pay no attention to the man behind the curtain...
Trotter has ZERO experience in handling emergency situations beyond putting a bandaid on some mutt.
But he has all the right chicago credentials. He's a democrat, ummmm, thats about it.
Who the hell was standing behind the Mayor and Cortez at the press conference? It looked like a posse of preachers and other hacks? I was waiting for the "u-huh" and "Amen" after every sentence. Are they all upset because a poor score will decrease the free cheese fund? When the only people the mayor surrounds himself with are people with their hands out you know this city is doomed.
I am a Sergeant on this department and all I can say is God forbid something really major happens here...I like all of you feel the same way...we're fucked!! there is NO plan that I've ever seen,heard of or know of to respond to any type of disaster...we have NO PLAN...I remember a few years ago when the zone went dead up North...we couldn't talk to anyone but eachother....we couldn't communicate with the OEMC or fire dept...for over an hour or close to an hour. I still have no idea why we cannot communicate with the fire dept on our radios or the State police??? ISP can talk on our frequencies but we are like fucking step children and cannot contact them ....why?? why is it that we cannot have fire on any of our frequencies to communicate with them directly/immediately?? County Sherriff?? we cannot communicate with them either...Going one step further....when the fuck are we going to complete the upgrading of the "New" computers in the squad cars?? this project has been going on for several YEARS now and less than HALF the department has the new PDT's...???? why??? we are getting hundreds of new vehicles...lot is packed at 51st street with over 200 new cars and they are not equipping them with the new antenna for the new pdt's...wouldn't that seem logical to at least get them installed with the "hockey pucks" instead of calling them all back later?? We are far behind a lot of suburban departments as far as organization and technology goes....we have a major metropolitan police department that ranks 3rd or 4th in the nation and operates half ass at best...we have no long guns...except for SORT and SWAT...I am not trying to be an asshole but at least let supervisors have long guns on the street....tasers are great but we need to step into the 21st century Phil....please,please...before you retire this year...make those changes....we are the second largest revenue producing unit next to property taxes in that we generate millions of dollars in ticket revenue and we don't have adequate computers or no computers in our police vehicles....??? how can we do an effective job that way?? You are putting cameras in squad cars which is a great idea but again...half assed production...one or two districts...if you are going to do it....do it right....install cameras in every district even if it's in only five cars per district ..let them start generating revenue to pay for more cameras....then outfit the entire city fleet with them....also radars....why don't we have radars??? another great tool to generate revenue....same as with the cameras....start with three per district and let them pay for themselves and buy more...use the money on what we need...not flowers...trees...etc....we need to move forward...lets get this done...we look like nitwits to other departments.
You better have your own plan for when we have a terrorist attack.
Do not rely one city to take care of your family; better get them prepared. Much of that information is available on websites like the American Red Cross and Department of Homeland Security.
One tip from Emergency Management Magazine, (maybe we should get a subscription for C. Trotter and R. Hubberman), in a terrorist attack or other major disaster cell phone circuits can become overloaded. If this happens try to send a short simple text message. Something like, "im ok r u". This small data package has a chance of getting through when voice cannot.
Also, keep some ready cash, because if commmunications systems are down so are credit/debit card and ATM systems.

Suburban Depts. can talk to us, ISP can talk to us, hell even railroad police can talk to us!! Half the time, our radios are so bad we can't even talk to each other. Was in Orland Pk. the other day, police there had a shotgun in the car, last night I couldn't even get a PDT for mine. Leading in technology my a$$. Instead of equipment that works, we spend four million dollars to wax the BEAN and however much to change the flowers downtown every month dead or not. How many radios could that buy?
But help is on the way! The City is working with the State to ban those assault weapons! We all know they are not needed. Hope the city can recall all those letters that were given to coppers to buy those weapons.
It doesn't matter what the situation, big or little.
It takes too long to dispatch the calls, transfer a call for an ambulance or anything on-view.
Talk to CFD about how long it takes when they request CPD.
We are unprepared at so many levels.
I heard a certain DC say that the 1stWatch didn't need any terroism training or access to anything because nothing will happen at night.
We don't even communicate amongst ourselves. Tac always hoards info because they don't want anyone else to get their head.
We need to address information dissemination (sharring) and we need to start realizing that we are ALL playing a very real game and the bad guys don't all walk around in turbans.
Pay attention to those warnings, all calls, safety alerts and each other.

What "highly trained " unit that is supposed to respond to major emergencies has old radios and not enough to supply the whole unit if needed.(see New Years Eve)They also have five that's right five working old PDT's great for officer safety especially if the radios are knocked out. They also received zero "specialized training" in the last two years. Wait they have GPS in all the squads so some idiot @ 35th & Michigan can see them go to the emergency scene and stand around waiting for instructions. We are prepared....to be embarassed nationally if something should ever happen. "The blue pill or the red pill? It's your decision."
how bout no one can talk to the units at ohare nor can the reach out to other units in event of a diaster and the airport gets flooded with outside units those few assigned to the airport who should be the command and control will be unable to talk to outside units since their portables have no capacity for other than their home frequency.

I recall while studying for the Sgt's test they do have some sort of plan/GO regarding all of this. If anybody has watched the History Channel or anything on the D-Day invasion you'll know that the plan went out the window. It was only due to the quick thinking of the leaders on the beaches that made the day a success. Unfortunately for us most of our white shirts, at least 30% + are morons. (No offense to the good bosses out there, but you guys know what we're up against. Trotter fucked up OEC and the princess didn't do any better. But hey, he's on Daley's staff now so who cares. Maybe Trotter and Starks can put their heads together and save us.

Last week there was a small relative minor power outage near 39th/California. No biggie right? Well the tower that houses the repeater for the cameras is behind the JISC (pronounced JIZZ) Center at 3900 S. California. After spending MILLIONS of dollars to rehab the building nobody thought to install a back-up power generator. Needless to say that relative small power outage caused AT LEAST 35 cameras to go off-line for an hour or so until Com Ed fixed the power problem. Prepared...NOT EVEN CLOSE!!!

We are collectively screwed. Trotter, Huberman, and Velazquez haven't a clue as to what we will do if anything ever happens. The clout hires in this city will get alot of people killed. I dealt with some of these clowns when they worked at HQ, and they could barely put together full sentences, let alone develop a plan. I heard that when a certain chief was on the scene of the Lasalle Bank fire, he asked the officer in charge if there was anything he needed to more effectively fight the fire. The OIC replied jokingly that he could use a few more standpipes. The chief responded by notifying the dispatcher to see if he could get a few more standpipes on the scene (those of you who know what a standpipe is will understand the joke). This is the leadership the city has to offer. This report will be the single most important reason the City will not get the Olympics, thank God!
A few more years and I will move far far away. I just hope this dump lasts that long.

You are so right here, and cant argue anything you have said I know this for a fact that some commanders have new radios that are capable of communicating with Fire,and all city departments. So what good is that? I was told "WE" cant trust the guys on the street not to goof around on these besides they are really expensive.
They only way I can figure to ease the manpower constraints at the district level has to do with the disbanding of TRU, reduction of the amount of people assigned to 35th st, reduce SOS.
The Sup has the super secret play book its mentioned in the GO about Terrorism. Ive never seen it, but if its mentioned in a GO its gotta be true (that last sentence was typed with my tongue firmly placed in cheek)

My whole contention was to provide insight to how ass backward this department is and how they start programs and do not finish them because of other nitwit spur of the moment "ideas" some genious comes up with...and puts us on hold as usual....and by the way...I have 14 years on the job...DO HAVE A CLUE and don't order anyone to lock up anyone...never have either...seems to me that you are just a pittyful dog ass and are most probably accustomed to doing nothing that God forbid you are bothered and have to actually do something...all hell would break loose.. What are you smoking? you say to disband a unit that does a good job, has had no problems since inception? but only "reduce a unit that has had all kinds of problems the past 10 yrs? reduce 35th? who the hell do you think is going to do everything at 35th then? you want all civilians in there creating policy and procedure? be careful what you wish for. The real answer, hire more people, get the people we already have to do the job they were hired to do, stop sitting on jobs for hours, taking an hour to do a 5 min case report, the ficticious handwavers that pop up whenever they try to give out a job etc. " I was just about to... fill in the blank".
10% of the people on this job do 90% of the work, always have....

You want to know why? Because he spoke his mind, made others look bad.
The only person that stood up to OEMC and Trotter on behalf of the Police Department was Neil Sullivan, I witnessed it, he wanted the proper Police Dept. participation. Look where it got him, you don't question OEMC and Trotter or you go Bye Bye.

If Sullivan is the "great prophet/planner of disaster" that he's been made out to be (well, he certainly has the right last name!), it shouldn't be a problem to tap into his now considerable "civilian" capabilities. Cronin can teach classes in making conspiracy cases
against high level drug kingpins at the Academy (just don't let him use his own case reports!).
