- Only six of 75 U.S. cities and surrounding areas rate top grades for their emergency agencies' ability to communicate during a disaster, according to a federal report obtained Tuesday by The Associated Press. A draft portion of the report, to be released Wednesday, gives the highest ratings to Washington, San Diego, Minneapolis-St. Paul, Columbus, Ohio; Sioux Falls, S.D., and Laramie County, Wyoming.
The lowest scores went to Chicago; Cleveland, Baton Rouge, La.; Mandan, N.D., and American Samoa.
American Samoa? Chicago, world class city, City of Big Shoulders, hog butcher to the world, home of Al Capone and Michael Jordan, is on par with ... wait for it ... American Samoa? WTF? Who in their right mind is going to attack American Samoa? Hell, who in the darkest recesses of their most insane ramblings is going to attack American Samoa? And we are as prepared as they are. That's comforting - NOT.
We are so NOT looking forward to the day when terror comes to town. Just listening to some of the horror stories of out and out bureaucratic incompetence and negligence that arise every so often and the other stories from around the world that we hear from people who attended the TARA training over the past year, we are no where near prepared for what could be inflicted on the city. And this mayor wants us to host an Olympics? Good Lord.

Not so very long ago, one of the highest ranking exempt members of this department was asked about the subject of not being prepared for a 9/11 type attack at a staff meeting.
The response of this person to the inquiry about the CPD not being prepared for such a disaster was, "IT IS NOT PRACTICAL TO TRAIN INDIVIDUAL OFFICERS TO RESPOND TO A TERRORIST ATTACK."
This statement is sorry to say, the official policy of the Chicago Police Department.
If attacked, there will be major police casualties because many of us will make the same mistakes that they made in NYC on 9/11, and importantly, in the days and weeks afterwards. If there is such and attack, there will be a Federal government inquiry. Would that officer be willing to repeat that statement.
What happened to that officer, promotion of course. This officer will be in the running as the next Superintendent. There will be City Counsel hearings, would that officer repeat that statement.

RADIOS!!! The solution to the problem is as simple as radios. The ability to communicate with other agencies/jurisdictions. Chicago is the only authority in the area of Cook County, neighboring counties, as well as the State Police, that cannot communicate with other agencies. They, everyone but us and apparently the Samoans, can communicate with anyone they need as prescribed by the situation. SAD BUT TRUE!!!
Radios could greatly enhance our ability to respond and react to a situation as well as coordinate such an attack. But the city sees cameras, planters and a bean as better solutions to our future terrorist threats. The problem of communication in the event of a disaster is trivial at best.
New radios with the ability to reach out to all responding agencies would put us ahead of the competition...with American Samoa

Im a dispatcher at the wonderful OEMC, I have some years there and have NEVER received any training on how to respond to a major emergency or terrorist attack, oh i forgot we did see those first responder video's, how that helps us as dispatchers is beyond me, Remember a couple of years ago when the 911 center lost all power and lost radio and computer contact with the world, they only way the districts knew what was happening was that the dispatchers working the zones had to call the districts on there cell phones to let them know what's going on. Since there was no plan to handle that, you think there is a plan for anything else?

I look around and see the garbage this department is hiring, the lack of supervisors who can make a command decision; etc; etc; I could go on and on. There are hundreds of P.O.'s on this department with more than five years on the job who don't even know basic criminal law and police procedure. The C.P.D. academy is a joke compared to other Illinois police training facilities. Everybody above the rank of Lt. is a clout position. Most, if not all, of these exempts are poor leaders. I really pray Chicago does not get hit by a disaster (man made or natural), because this untrained, poorly run police department will fail. Hopefully the State and suburban police departments will bail us out in a disaster, because they are being trained and they do hire qualified officers, unlike Chicago. The fact that some of you cowboys out there make gun and dope pinches every day will be useless on a day of disaster in Chicago.

Read this book: “White Guilt: How Blacks and Whites Together Destroyed the Promise of the Civil Rights Era.” It explains physiologically how demeaning affirmative action is by “telling” blacks they are dumber than the other races and we need to “lower the bar” of expectations for schools and jobs which ultimately causes resentment back to whites who created the affirmative action in the first place. The cycle never ends and is continued by any bullshit program which is established to “level the playing field.”

More importantly, how many of you bloggers have an emergency plan? Who will protect your family in the event of martial law? How many days of food and water do you have on hand?
I'm not suprised that we are ill prepared for another terrorist attack.
Many city departments can barely function at an efficient level during normal (low stress) times.
Two anecdotal examples of routine incompetance are as follows.
I was once watching a city crew installing a street sign that had been knocked down from my office window. A 4-Dr style crew cab truck pulls up and parks, the driver promptly begins reading the newspaper.The youngest of the 5 guys, obviously the laborer, gets out and begins attacking the frozen 2 ft of snow and ice that covered the sign base with a pick ax and shovel. It was a cold day and he probably spent 45 minutes doing it, all the while the other four guys stayed inside the warm cab of the truck. The 2nd guy got out and grabbed a steel pole from the truck bed and inserted it into the steel sign base and returned to the cab (45 seconds). The third guy got out and with ratchet in hand attach the sign to the pole and secured the sign base, this probably took him 7-8 minutes, but had he had an extra set of hands to assist him it would have taken 2 minutes or less. The fourth guy, probably the supervisor, never exited the truck cab or was observed doing anything except bull-shitting with the fifth guy (the driver).
Five guys and 2-1/2 hours later the task is completed.
The same task would take a (name your suburb here) public works crew (2 guys) about 1 hour. In addition, you might get a wave as you drive by, rather than a "what da fuck you lookin at?"
Another time I'm walking my dog at a cook county forest preserve. After walking daily for 6 months, I finally see a truck with 6 employees, 3 of them get out and walk about 200 yards with their "sticks with a nail in the end" and pick up paper litter, but leave any trash that requires bending over to pick up such as glass 40 oz malt liquor bottles etc. Then they left with the task unfinished. I can only assume they left some for another day, to justify their exsistence on the county payroll.
It was an embarrasing specticle to witness. My dog and I could have done a better job in 1/2 the time..and I'm lazy!
NO WONDER THIS CITY AND COUNTY ARE IN SUCH DIRE STRAITS!!!!

Homeland Security budgets have and will continue to decrease.
All grant money applied for by the Police or Fire Departments has to go thru the OEMC. If the grant money is given to the Police or Fire Departments the OEMC takes 10% off the top. Yes thats right 10 cents on the dollar goes to the OEMC.
I was informed that a part of the Homeland security grant that was applied for was for cameras to monitor critical infrastructure. It wasnt long after that you see the mayor touting OEMC's ability to monitor pedestrian and traffic flow. Whats critical about that?

I'm not worried I have some 50 year old civil defense biscuits and a metal drum of drinking water in the basement. However, I did notice recently that the Everready batteries were leaking a brown crusty substance so they'll need replacing.

Hey Fox,WGN,CBS,NBC,WTTW,and ABC news, do a simple test on how well the CPD and City is prepared for a major emergency cituation. Simply get the attention of the first police vehicle you oberve, then ask the officer(s) if they can open the trunk of the squad car so they can film for our citzens all the fine emergency equipment and show the citizens of Chicago how well the CPD are equipped and that they shouldnt worry.
You know what you would film? NOTHING!!! no first aid kits,fire extinguishers, blankets,flares,water, etc... you will be lucky if you find a jack to change the tire.
Then ask to see the top of the line computer inside the car, if the have a PDT it is probably rigged with duct tape and contact cards to make it work. Then ask to film the portable radio on his belt, if you listen close enough you can hear chirpping letting the officer know the battery is losing its charge or that he cant even know what is going on the bordering zone.
You reporters make me laugh, instead of always dominating your news hour with racial b.s. do some real investigative reports and stop believing everything the little midget at city hall tells you!!!
Police armed with submachine guns and assault rifles are highly visible throughout Europe and even in New York City--wherever tens, even hundreds of thousands people are concentrated (airports, sporting venues, crowded business and shopping areas, etc.)
Not here though. If Daley had his way, heavy weapons and even handguns would not exist within the city limits, even in the hands of highly-trained police officers.
With no visible deterrent, why doesn't Daley just roll out the red carpet for el Qaeda terrorists?

Several years ago when we had a power outage at Homan Square, I notified Operations Command because I thought they would like to know. The F/1 answering the phone said, "So what?". When I asked who the on duty ADS was the response was , no one.
Imagine what will happen when the poop really hits the fan.
P.S. At the time of the power outage there were no backup generators or emergency lighting.
THIS is why there is divisiveness in the CPD!

Well if it still exists in the general orders, you can always refer to, in the event of a nuclear detonation I feel the guidelines would probably be similar in that, you can die from either one just as quickly.Besides its good reading for a little humor as if the actual author of that order really believed people would do what was outlined in the order.
Some very sad truths to ponder in the new year:
1. The big hit is coming.
2. First responders will die along with the targeted civilians.
3. There is a very good chance that
subsequent responders will die also.
4. 911 will overload and blow a fuse.
5. Cell phone systems will overload and fail.
6. Land lines will overload and fail.

The only reason we have TARA training is because the Feds are covering the salaries for the TARA instructors, as well as paying rent for the facilitly. The director received the title so that the city could be payed more for a director instead of a training officer. Officers time out of their districts to attend the training is being covered by the fed as well. otherwise the training would not be conducted.

What ever happened to getting gas masks for the police. It's all about the RADIOS! The radios that we have are terrible. Lets look back to the last anti-war march in the Loop. Dep. Supt. C.W. was trying to transmit, but the radios were awful. There is no police presence in that building. And they don't want P.O.'s anywhere in the building, so what do you expect? If you go there as a CPD supervisor, you have to "report" to the shithead security guard at the entrance, tell them why you're there and then have this asshole "escort" you to where you need to go in the building. I would tell my P.O.'s to just the hell away from there if I was the local sector sgt. in 012.
Catching a baby dropped from a second story window to save it's life DOES MAKE a cop a hero in my book and that book is over thirty years long.
