Deployment Tactics?
This has popped up in a couple of comments. Tact/Gang teams in the 008th District aren't allowed to work west of Pulaski?
As we've stated about a hundred times before, you can't trust anything on this website - especially in the comments sections. Everyone seems to have an axe to grind, even us. But we try to base our axe more so on facts and less on rumors. We still have a hard time believing Seiser runs the whole thing without a little help from his friends.
But to hear that there are actual orders, whether written down or simply "understandings" that there are certain areas or Districts that plainclothes people aren't allowed to do a little hunting and proactive policing in is just a bit far fetched to be believed. But then we remember there are entire teams from certain districts deployed to the west side every single weekend all summer long and we have to wonder how much of what we usually think is unbelievable is actually policy.
Anyone care to comment?

Contrary to what I have heard, and read here I witnessed this.
On todays date 1JAN07 at approx 1830hrs at 63rd & Austin S/E corner in 7-11's parking lot. Two (2) unmarked cars with blue LED lights going had a several M/4's on the hood.
Dont know who they were $O$? Narcotics? or dare I say 008 Tactical? Wish I knew I would have stopped and bought them coffee or slurpees. What am I thinking Im sure they know that those items are free there cause Im sure they heard from 811 or 812.

Everything has to be in the DOC. Couple contact cards then a 1 bag arrest means hours in the station watching TV then home. There are good guys on tac in 008 but alot more stokes including Lt. Scott
If this is true, the citizens who live there are really getting shafted. Very high property taxes, and nothing to show for it. They should speak out and demand some coverage out there. Area Three Gang Teams are detailed out minimum every weekend - sometimes in the past, for months, even whole years at a time to Area Four or Five, so nothing suprises me anymore. And then when a shooting or gang related incident happens when they are detailed out, the powers that be get pissed that the gang teams can't explain why or whats going on in the district, or why they are not doing search warrants the one or two days a week they are actually in the district.
The area 3 teams are still working what they call "operation safe summer" even though it's now winter. Just last Friday and Saturday the day gang teams were switched to nights and sent to "operation safe summer."
The Commander of 8th District is a Beverly guy. He couldn't care less about the folks living west of Pulaski. He is more concerned about numbers on the east end, due to blacks whom complain more about service than whites than about overall crime in the whole district. As long as his driver Donny brown noses him all day, he stays quite happy.
I never directly told my slick boys to stay east of Pulaski Ave. What I did say was, try to work the Marquette Park area to bring it back to the crime level that was present when the lugs and polocks were there.
For the record, summer redployment of the gang team in 019 was scheduled to end last week. Summer Redeployment. However, the end has been rescheduled until further notice. When does 2007 summer redeployment start?
actually, i work in 008, the only time they can leave the east end of 008 is to get easy soliciting arrests on cicero or 47th street. It should be publicly noted to all citizens in 008 that the 008 commander does this! Don't the citizens west of Pulaski deserve police service? Or, is it profiling to send them to the black and hispanic areas?

Glad to see that you are asking these questions SCC. Keep the heat up. But nothing will change until the political leaders west of Pulaski Rd. such as Zalewski, Madigan, Olivo and Lipinski grow some guts and ask if this is true, and demand answers why 008 so short of manpower.
It's all about smoke and mirrors. The city pulls officers from districts with "less" crime to help out those infested with joe, who can't seem to control his animalistic ways.
Crime? Let's see how the tax paying citizens handle the news that their neighborhood's safety has now been comprimised because non-tax paying savages need more police assistance? And suddenly there's a rash of sexual assaults in otherwise safe neighborhoods? Gee...lack of police presents opens criminal door of opportunity w i d e open.
So, what's the solution? Hire more officers or let the existing police be the police again. If joe fears interaction with the police, maybe he'll ease his criminal ways a tad. Back in the day, people had respect for the police and figures of authority.
If their respect level deminished their propensity for a beating greatly increased. A real "checks and balance" type system. The relationship is established and fully understood: if you get out of line, you get the boots. If you're going to play, you're going to pay. That's the standards we have to play by. Are we, as police officers, superhuman beings? Of course we are but we all come from the same gene pool so why the double standard?
If we are such examples for society to gauge then John Q. and Jane Q. Public need to understand that such power comes at a price.

It's simple: theres no DOC west of Pulaski. The 'DOC' is the new wheel, the Emperor's New Clothes, the new CAPS system that has been destined to 'work'. All of the manpower must be focused in the DOC for their tour: there's no DOC in the 10 sector, so no Tact/Gangs there. Sadly, each and every District with a strict DOC enforcement policy suffers, not just 008.
Sorry, I know that this is off topic, but does anybody have any information about the incident in 025 in which a patrol officer got into an argument with a Captain which escalated into violence and the Captain ended up with a broken arm? I heard that the Captain took a whuppin.

This is off the subject but there is a new video on YouTube, its about the Chicago Police Dept. Its actually a real good video. I've bee on 10 years and I have seen enough bullshit from this dept to make the morale at an all time low. Seeing this video rerminded me of why I joined. Its not the politicians or the asshole bosses down at 35th, its about the copper next to you. The people on your team. These fucks that call themselves bosses who used to be good guys but the minute they became a boss they lost their balls can take away morale in your district, your unit and your team but they cant take away the cammrediere. This job is what you make of it. I enjoy working with my team everyday minus our sgt who has no balls and can't make a decision on his own without consulting another boss. i make arrests to get ot and gives my kids a good life. Fuck everything else about this bullshit numbers dept. If ever the day came that the dept. changed its strategy from numbers to quality arrests, they might be amazed at some of the input regular district po's might have.

I will not do search warrants just to do them. Give me reliable info from a good source. Unpaid snitches or people trying to get out of seizer's twice a day 501s don't impress me. If seiser wants to do warrants, let him type them up. There is a good reason everybody treats the 2433 car on 3rd watcch like lepers.

I am afraid you are wrong. Since kokonut's team had a shift in priorities, from arresting people, to doing search warrants the numbers have changed. Perhaps sesiser should do his own work, instead of trying to lujack it on other officets.

Regarding the officer in 008 who won't respond with "sir" at Roll call.
We are not required to respond with "Sir" or Maam"
However, we ARE required to acknowledge the rank of the supervisor conducting roll call
e.g.
"Here Capt!"
"Here Lieutenant!"
"Yes Captain!"
"Yes Lieutenant!"
are all acceptable responses when attendance is taken.
I know this because it was decided in court after a challenge by the AAPL ( Afro American Patrolman's League)
The supervisor conducting roll call
should have a conference with this officer, in the presence of two supervisors and inform him that continued disrespect for the ranking officer at roll call will not be tolerated and will result in a CR number ( on a daily basis) for insubordination.
Then a To-From should be written indicating that the ereeant PO had been counsleled, by all three supervisors. The incident should then be noted on the Sgts' log and the W/C's log and copies of the To-From attached.
Any recurrance of this insubordinate behaviour should then be dealt with as above with a new CR obtained for each incident.
The fault lies not with the insubordiante PO but with the incompetent/lazy supervisors who allow it

the tact teams cant go west of Pulaski in 008, the tact teams cant work west in 022 the gang teams are sent out of the district in area 3. the reason is a certain segment of the population gets up in the morning and goes to work and then comes home and spends time with the family (mom and DAD with the kids how weird is that) and then goes to bed to get ready for work the next day. These people aren't out selling drugs or stealing. So there reward for this behavior is no protection when the beast comes to pray. this is a liberal democrats dream town dont work stay in your subsidized home getting your link payments and get better city services because you havent anything to do all day but complain. police service is computerized now. No one from the DOC knows what is going on in your district they look at calls for service and case reports from last week and tell the commander where to put the troops next week. Most of these people don't know a GD from a two six from a gypsy but they determine who gets police service in the city. you and you neighbors must call 911 to register on the computer call enough and you get police service its just how it is. next time you 12 year old doesnt listen call 911, next time kids are playing ball in the street call 911 your wife didn't make dinner call 911. more calls for service the guys afraid of the street down at the DOC will notice

Regarding the Ghetto Bird (helo) flying over 022 on New Years Eve...rumor was that a gang party was supposed to happen somewhere around 3721 W. 115th, possibly a Spanish gang party. CPD, County, and Alsip were all out in force and were pulling all undesireables over. If one car was stopped, there were no less than 4 squads present. I know this because I witnessed it. Once we heard the helo we went out and were immediately lit up by the light from the helo. All agencies did a great job and the party never got started...probably because of the squads parked right in front of the suspect address all night.

i had to call a 10-1 at 43rd and cicero several years ago on a tues. night at 2230 hrs. the only responding unit was a security guard with a scanner. two f/1's working bt. 814 that night couldn't be bothered. you know.

No you can not have flash light, radio holders, pepper spray holders, etc on your vest cover. Just because the order does not state that you can not have something does it mean that you can.
The order states that they vest cover must resemble the cpd shirt. So a vest cover must have two breast pockets and buttons down the middle. To put on anything else you no longer resemble the shirt.
Sorry to be the bearer of bad news but the inspector is correct in bringing that to light on someone.
It also does not matter if the vest is black or blue, it must resemble to shirt.

Vest cover question: The only thing that can be on a black vest cover (also applies to blue or white) is the regular two brest pockets. The black only can have the two slit pockets under each breast pocket. The vest must have buttons also so that it represents a shirt (don't ask me why, Ididn't write the order.) This only applies if you are wearing the vest as an outside garment. An inspector can't write you up for something He/she can't see if it is covered by a jacket or a sweater. Hoep this helps.

Let's all be kind out there to 019 tact and gangs. First off they need to find arrests in a low crime districts. Numbers game there is no different that anywhere else. I know of coppers in 019 who have come in with nothing but drinkers and pissers, but I also know of some who bring in burglars armed robbers, pcs, guns etc. Maybe not in the same numbers as other districts but, again, lower crime.
Second if I worked tact or gangs in 019 and was continually sent out of my district to which I bid to to clean up the west side or south side, would I really be all that interested in "making a name" for myself in districts I don't work? Or would it be just as easy to come in with nothing, or a SUB, DOPW, etc.

I dont know which bosses desk you are hiding under, but I can tell you that the Gang Teams from 019 bring in alot more than pissers and drinkers. This summer alone, there were many Gun, PSMV, Dope, Robbery pinches by each of the teams. I know for a fact that I didn't lock up but one drinker over the past year, and that's because he talked himself into it.
The vast majority of the coppers on both of the teams don't mind at all going to 010, 011, 015, 025, etc., we all have a good time, and I can say that I have learned a lot over the past three years of being detailed out. And contrary to the above poster who "thinks" that we get time and a half every time we are at Safe Summer, nothing can be further from the truth. We are at roll call at Area Four every Friday and Saturday since the start, and only have been there for time and a half TWO TIMES.
So next time we are on the west side, call us for a meet. We can discuss this anywhere you want, like men. That's of course, if you can grow the balls to leave your desk, and realize that you have to actually leave the building on 35th to get to Area 4.
019 gangs gets time and a half every weekend? Thats funny, I'm on 019 gangs and worked operation summer the last 3 weekends. I didn't get time and a half any of the days I worked. It was my regular day genius. Area 3 gang teams are the only people working operation safe summer not getting time and a half.
Now onto the next moronic statement from the coward poster who didn't state where he or she is from. They only lock up pissers and drinkers. I made at least 1 arrest all 6 days I worked operation safe summer this period. I locked people up for gambling, pcs, warrants, and 1 clown for a gang probation violation. I didn't lock anybody up for DOPW as the highest charge. I have used it as probable cause. Something you haven't heard of because your a coward and don't work the street.
I enjoy working in different dists. I've learned a ton working all over the city. The home dist usually show us respect and I always show them respect since I'm in their house. They back us up when we call out foot chases or for backup. Thats right coward, foot chases. You wouldn't know what that is.
Onto our bosses. The Tact Lt in 019 is a good guy and will go to bat for his people. My Sgt gets bent out of shape sometimes but he always comes through in the end and does the right thing. The only thing you know about your boss punk is what color his or her underwear are.
In closing you cowardly piss boy. I'll be in 019 on Friday morning. Stop by and tell me what a badass you are. I'll be in Area 4 or 5 soon enough. Stop by the next deployment mission. 019 Gangs will be there, will you??? I doubt it. You name the time and the place, I'll be there. I'm waiting!!!!!!
Why is everyone bashing the Hot Dog Cart Tact Team? We collected $5.62 for poor families in the 8th district.
I work tact in 019, we don't get sent out as much as the gang teams, but I have worked in 011 and 015 this year and made pinches there, none for dopw or pissers. I also know the guys on the gang teams make good pinches while they are there too.
By the way over the past year I have made in 019 alone burglary, aggravate and armed robbery arrests and I was even fortunate enought to catch a bank robber as well, and guess what the bank robber wasn't drinking or pissing when I caught him, he was fleeing from the bank. Learn what you are talking about before you make yourself into a complete tool.

1960 Lt KF a great boss, totally non supervisor lets his men be men. I'd work for him wherever he winds up going when he goes up.
1961 WS another great sgt, class act leaves his troops to do what they need to, another who treats people as adults
1962 AG Nice enough guy, has some problems with management but inherited a questionable few and they are working it out
1963 BG A boss with balls, the kind of sgt who will make sure that his cops are protected even if he has to take the hit for them
1968 J"johnnycakes"P Working copper, working Sgt great guy who wants work done and treats you right when you do it
1969 DC Can get moody, but who doesn't, he will come through for you if you need him too.
So you great big butt plug what the hell are you spouting off about 019 tact and gangs for? You obviously have no clue as to what you are talking about. FYI, it isn't the tact team that has the hotdog cart. It is the CAPS office...don't know where that rumor started, but funny! They pull it out about twice a year, usually to raise money for officers who have been hurt or something else that is worthy of my $2. But tact guys have nothing to do with that, although they do spend a lot there! Easy on the hotdogs, muscleheads!

Lots of good advice and comments! As far as Garfield Ridge seems carroll and his boy donnie just drive around eat on west end but don't put the police where the taxes are paid! The alderman he is to busy on the boats to care about anything to much booze! when i worked in 008 many years ago there was a legend of a white cargo van that drove around and put people in line who was in it? Who knows? But the job was accomplished!
god hates ugly!!! until you can walk in her shoes and know tha facts you shoul really find something better to do then spend your time being bitter and jealous.
bottom line is 019 district tact and gangs bring in a head maybe and maybe every other day or even every three days. while other district tact teams which i am on are bringing that in one day on a daily basis.(little hint west side)

Anytime the commander is required to "donate" from his own pocket(or buy tickets) he holds a hot dog sale...which is his own business. He should use civilans or explorers. I take offense when he uses PO's who should be out on the street helping me
The caps office has there own Tact team. They assemble 1 sgt and 4 po's in plain cloths to sell hot dogs to unsuspecting watch personnel. Forget backlogs and denied time off they have numbers to crunch in hotdog sales. Although the real 8th district Tact team has nothing to do with the Caps hotdog Tact team, I like the job the real tact team did installing blinds in the commanders office. That in my opinion has to be the all time funniest thing I have ever seen.
Gotta argue against the regulation of NOT wearing the black vest cover over the sweater. NOOO, it does NOT look stupid. Anyone who wears the sweater regularly as an outer garment knows that these sweaters are some cheaply knitted outfits, and they look like shit real quick! Wearing the black vest cover over the sweater allows you more wear and tear on the sweater. Also, there's no way to wear a pen, small notebook, your FOP/PBPA book, etc. outside of your sweater, and these are things you need immediate access to all the time (for those of you who work). Wearing the vest outside the sweater facilitates this much better. Some of the Inspectors get pimpy about wearing the vest outside the sweater, but I will never let an inspector's complaint of this get past me. One would hope that Inpectors can find far more serious infractions to document and submit for suervisory action at a later time (like poor response, or milking routine jobs for more than 30 minutes!!).
Guess what guys? That's what the "new" Lt. in SOS is supposed to do....inquire as to low activity. From what I hear, no one is being threatened with expulsion from SOS. But when activity drops, inquiring minds will want to know. From what I've seen, gun activity has definitely dropped on the South side...so I would presume it has dropped among TRU and SOS units also. Better for the "new" Lt. to ASK questions than to have the Feds show up at his house with questions for HIM.
Obviously, the outgoing Lt. from SOS who recently retired probably wishes now that he had ASKED a few questions himself!! For the honest men and women remaining in SOS, continue to do your best. No one can, or will, ask you to do more.

Seaking of "deployment tactics", the bosses at headquarters have decided to bump up patrols of all the project buildings left. Beat cars that have hi-rise project buildings on their beat, district "H" cars, and wagon crews will be required to do more walkdowns and contact cards and document all activity on a humper. Yes, the infamous humper is making a comeback! Sergeants are required to monitor their cars and now must log in each car TWICE during the tour, instead of once, like it is now.
Here we go again, trying to make more out of less. It's hard enough already to try and squeeze in a lunch or a personal and the bosses are piling on more work with less manpower. Just look at how decimated district manpower has become. Why is there all 1-man cars on 3rd watch in the 001st district when there's over a million people crammed into the loop every working day? When you do the math, it's like 1 patrolman for every 75,000 people. Why don't the hot-shot reporters of the Slum Times and the Chicago Tribune do some digging to
get the "real" number of officers on the street, which is probably half of what it used to be? Why aren't all those fancy cameras that monitor every square inch of the Ickes stopping these gangbangers from slinging dope and killing eachother? Da Mayor said the cameras would curtail crime!! Well, they haven't. The bangers have learned to work around them and it's business as usual. The ONLY way to stop them is to increase manpower. But this city council turns a blind eye to the obvious and instead orders up "Robbie The Robot" and calls for a news conference to display this hunk o' junk that will get about as much use as these rediculously expensive "command vans" and other wasted purchases our city makes... all which sit and collect dust.
Meanwhile, our citizens go about their day thinking they're safe and protected by a police force of over 13,000 and high-tech gadgets and computers that we don't really have. Somebody needs to dig up some 'truths' for a change, instead of reporting the mis-information handed to them from city hall. This is a department that is overworked, demoralized, and is in dire need new hires to replace the mass exodus of retirees. Is it no wonder nobody wants this job anymore?

I personally know what goes on in the tact team. West end doesn't get any police service from tact or gang teams.It's up to the P.O's that are on the beat cars to take care of home. And I know some actually live there.

Does NOT surprise me in the least that 008 coppers are told to avoid the west end. This same thing happened in 004 7-8 years ago concerning the squadrol. The wagon was not supposed to go south of 103rd street UNLESS called for......go figure
