First Homicide?

We're seeing comments and hearing from readers that the first homicide of 2007 has already been ruled "Self Defense" and the Cook County State's Attorney has declined to seek felony charges.

Anyone from Area 4 or 011 care to enlighten us on this one? We're hearing that the dead guy got all his buddies to crash the party after getting tossed out and someone had a shotgun (properly registered?) and the witnesses couldn't agree on who fired first?

And does this affect the ghoul pool?

Hell Yes! The ASA had 007 in the pool and is making all this shit up!

Does a self-defense homicide get added to the numbers for the year or not?? what about reckless homicide, etc?

remember your field case reporting daze in the academy...

reporting and charging are two different animals.

The 0110 stays

ghoul pools have never been conditional on charging... only UCR classification for reporting.

someone left a4 yestreday for a homocide due to victim refusing to prosecute, which i believe was not being able to identify the shooter.
Not sure what the case was either though. Run arrest for the last two days on the arrest cue and read it

Will not be carried as a homicide/murder, therefore it does not count.

It's a first homicide not a first felony approval for murder! The numbers folks at 35th already have it as a homicide. It make no difference what that ASA says, a murder is a murder! I say 011 still wins!

Charges do not affect the homicide. The rules of the game are that the ME must rule it a homicide, the ASAs are out of the loop. Vehicular homicides do not count either. How they die is irrelevant.

Well, in our unit/district we stated in our pool that an RD# had to be pulled for a UCR code of 0110 ,HOMICIDE in order to be considered. Districts that pulled a O41A did not qualify from the paper car intially pulling the RD# and Joe ended up dying. In our pool, it looks like the 1st District (Ickes) won I believe on 02 January. That paper car pulled a RD with UCR 0110.

If the ASA refuses to charge 1st degree murder based on a self-defense issue, the case is re-classified to a homicide/2nd degree and it is cleared / closed exceptionally - bar to prosecution. And yeah, it still counts in the numbers.

what if you accidentally pull a 0110 instead of an 1310, but later change it? does that district also win as well?
