Towing Issue Hits the Paper

In the Sun Times (the police friendly newspaper - NOT!) the following story:
  • The actions followed a Sun-Times story that reported the department is investigating a handful of police employees for suspected misuse of disabled parking signs.
  • One unmarked police car was towed at 12:30 p.m. Thursday in the 100 block of West Washington and another at 12:48 p.m. Friday in the 1500 block of West Taylor, police spokeswoman Monique Bond said. Both were in "no parking anytime" zones.
  • Tuesday, Fraternal Order of Police President Mark Donahue called the memo "inappropriate," adding: "It's an attempt to relieve the officers of discretion. It's caused a lot of concern among the membership.
Grievable? We'll see. In the meantime, the comments sections are abuzz with reports of the 009th District hammering Streets and San drivers with tickets, despite Monique Bond's denials to the contrary. The Games appear to have begun.

I WORK A BEAT CAR AND IT GOT TOWED THIS MORNING IN FRONT OF A CHA BUILDING WITHIN 15 FEET OF A HYDRANT. I CALLED FOP AND THEY ARE LOOKING INTO FOR US.

So I'm down at 35th & Michigan today and park on 37th, so I don't get ticketed & towed. I count no less than 7 police and civilian vehicles illegally parked. Two in a bus stop 1 on a hydrant and 4 others in other 'no parking' zones. I come back out 25 minutes later and do you suppose there are any ticket on the civilian cars???Do you suppose the squad cars are towed??? NAH... HEY DANA, WHY DON'T YOU CLEAN UP AT HOME FIRST; LEAD BY EXAMPLE, THEN START PICKING ON EVERYONE ELSE. I KNOW YOU COULD SEE OUT YOUR WINDOW BECAUSE THE WINDOW WASHERS WERE OUT THERE DOING THE WINDOWS TODAY !!!!

9-64-220 Parking violations--Enforcement--Prima facie responsibility designated.
(a) Whenever any vehicle is parked in violation of any provision of the traffic code prohibiting or restricting vehicular standing or parking, the person in whose name the vehicle is registered with the Secretary of State of Illinois shall be prima facie responsible for the violation and subject to the penalty therefor.

the caption under the picture in the Sun Times shows numerous unmarked city vehicles that were "justified" in parking in that particular no parking zone. If you look at the license plate(s) you can see that it/they start(s) with "759" - aren't these cars typically assigned to exempt members? what were they all doing parked there? responding to some kind of emergency that justified parking illegally? several exempt members rode on a 10-1 or something? i'd love to see the explanantion concocted by the brass regarding that photo. Oh, I forgot...we're the rank and file blueshirts...we have to take it up the ass.

I wrote to the Sun Times today in response to this article...Wow, I can not think of a reason why I did not get a reply, or why that my comments were not posted.

If you saw the Sun Times - they ran a photo of a bunch of CPD unmarked cars that were illegally parked. Thing was - they were all exempt member cars, you just had to look at the plates. Of course Monique Bond, one of the spokesmen for the CPD (Why???) said that these cars were okay, they were being closely monitored. Right! What a joke..if you are a boss, with a driver, you are okay to park anywhere - BUT if you are a working copper, well you better be ready to justify.


Then she goes on to say that this will not start anything with S & S and the CPD. Of course not, because in Monique's office, they use the handicap placards and park their cars in those spots - so they do not have to worry about finding a spot. I am supposed to let this lady tell others what the CPD will and will not do?? Should you not make certain that your own house is in order before you start saying things...? Or is it just me?

Kudos to any cop who gives a S & S driver a ticket, if it is deserved. I know if I get the chance, I will, and I hope it involves some kind of impoundment charge as well.

I can only hope to be so lucky as to find a Sun Times truck in the ghetto when I am at work....

I now hear that the city(CPD) will pick up the tab for the initial tow.
The Officer who signout for the vehilce will have to pay later or they(the city/dept) will deduct it from his check. like water bills and unpaid personal tickets....This way this little adventure into screwing the cops, will not interfer with the city's stationary cameras, which catch people blowing through the redlights and targeting the registered owners with mailed tickets.....plus if the copper don't pay in a reasonable manner of time or try some sort of delaying tactics, the department can hammer him/her with some additional bogus bullshit (cr's) and a processing fee "MO MONEY, MO MONEY" Then the greatest benefit of all, those bosses who cars are caught parking illegally, will be adjudicated differently..... you can imagine how many of those are going to be processed or followed up on

Streets and San can't legally make you pay for it. Actually, just to get the car out of the pound you have to have your name on the registration, so...the department will wind up paying the City, then the department would have to collect it from you. Seems like a lot of nonsense, just to get back at us for the Sun-Times article.

On 19 January 2007 a fax message was sent to all units from First Deputy Starks regarding the towing of illegally parked Department Vehicles, both marked and un marked. It states that all vehicles must be parked legally and must be prepared to justify their actions should they be parked illegally. Under no circumstances are department vehicles to be parked in Handicapped spaces or on a fire hydrant. It goes on to state that The Department of Streets and Sanitation will notify Operations Command when they find a vehicle. The on duty ADS will be notified who will determine the status of the illegally parked department vehicle.

When a department vehicle is towed the operator will be held responsible for the citation, towing and other costs associated with the tow. In addition the operator of the vehicle may face disciplinary measures.

We at the Chicago Police Lieutenants Association would like to point out that there is no part of our contract that allows for the City of Chicago or Chicago Police Department to levy cash penalties against a Lieutenant. In addition no where in the General Orders is there mention of cash penalties for discipline. If the City of Chicago wishes to tow vehicles it owns that is fine with us and if they wish to levy a cash penalty perhaps they will need to go after the registered owner of the vehicle.

S & S were told by CPD Brass and the Mayors Office to ticket and tow squad cars. Do yo think the mayors Office cares if S & S drivers get tickets ? Don't generate any money for the city for a month and lets see what happens. We need to stick together. Don't let the city cause conflict between us, both as people and unions. Everybody got a better Contract sticking together. Don't let the City pick us apart

I will wait till Sundays to do my activity, which will consist of making the rounds at all the store front churches which are catered to by the city. But I'm sure that won't last too long, since I will more than likely be called into the Commanders office and told to non suit the tickets, to which I will refuse then they will play the game of fucking with my scheduled start time, giving me shitty details, maybe changing my watch or detailing me out to some God forsaken place, just some of the typical petty shit Commanders like to play. Keep making those arrest you hard chargers and watch the city keep shoving it up your ass......

check out all the lazy dog city employees that pump gas at all the fuel stations. they all park in the handicap spots. their plates are expired, no city stickers, tinted plate covers, no front plate, tinted windows. then check their dl status. you'll be amazed at what you find in addition to all the vehicle violations. not to mention the hat turned to the side and the pant leg rolled up. ahh this fine city and all its hiring.

Pound 6 is located at 701 N. Sacramento BLVD. NO truck is allowed to drive on a BLVD. 013 coppers, where are you? TVB someone, wait until the tow shows up, then write him for driving on a blvd! don't forget to make sure he has a 5 gallon bucket, a shovel, 1 cubic yard of sand, and a fire extinguisher authorized by the united states department of transportation.

I'm getting tired of people continuing to confuse "the law" with dept. policy.

This idiot and anyone else who thinks that somehow the municiple code trumps the dept. position that the individual officer is responsible for the towing costs if he dept vehicle gets towed/ticketed is thinking with something other than his brain. Regardless of who the vehicle is registered, those costs can be charged against the employee having control of the vehicle at the time it was ticketed/towed. AND YOU KNOW THAT IS EXACTLY WHAT IS GOING TO HAPPEN AND CITING THE MUNI CODE WON'T HELP YOU ONE BIT.

Very well said! That is what they want more animosity amongst city employees-don't fall for it. Go ticket at the churches like others have said and especially those sun-times and media trucks.

Here is an idea, if you are going to write tickets which I think is a great idea write the state IVC charge not the City. This means that the city does not get the profits from the ticket, the majority goes to the state. When I was in the academy they made it very clear to always write the city charge instead of the state. I asked why and I was told the above reason.

There isn't shit they can do about it. I hate to say it but I think the S&S workers are going to take it in the ass on this one. And by the way maybe the Slum Times needs to follow King Dickie in the morning and see how many lights his driver's go through for no good reason other than that he doesn't like traffic on Michiagn ave. or State st.

Folks, lets try not to make more work for ourselves over this.
Writing more tickets to just generates more revenue. Bad Idea.
Lets do some figuring… You Should be at work for 8.5 hours a day. The first half hour is roll call, then we have 2 15 minute personals, then we have 1 half hour lunch; then we have about 20 minutes for check off. This leaves you 6 hours and 40 minutes for police work. Lets suppose you get 12 jobs in a tour. Each job requires you to spend an additional 5 minutes each finding legal parking and then walking to the job.
Five extra minutes a job times 12 jobs = 1 HOUR of your time securing legal parking.
Now you are only doing police work for 5 hours and 40 minutes a day.
How is this a bad thing???

They do enough complaining about RAP’s now.
Tie yourself up even longer….

Instead of Po's rallying together to address this parking ticket/towing BS's, the first thing that some will come up with, is to attack S&S employees, go after the Tribune drivers, church goers on the southside, exactly what the city wants you to do, they will open a new account at the bnk with all of that money pouring into their coffers.......SUPPOSE! no one write a parking ticket for a month, suppose the city lose revenue or at least experience a interruption of revenue for a month.....I bet you get someones attention REAL SOON....but cops will be cops, bitch and moan...then blame somebody else and then back to the same old BS...........you deserve what you get

The pound will not release a car to anyone other than the REGISTERED owner, or a person with a notorized (spelling) letter from the REGISTERED owner authorizing the person to get it out.

Furthermore I have NEVER heard of S&S letting a car out WITHOUT money upfront.

So how can a copper get the car back without being the owner or without having a notorized(spelling) letter??? Even if he is willing to pay.

Lets put the blame for this where it belongs, Mike Picardi the Commissioner of streets and sanitation pointed out that police cars routinely park illegally to the media to take heat off his operation. When the Mayor got insensed about it he gave Picardi the power to ticket and tow our cars and clean up the problem. This was frosting on the cake for Mike Picardi who as we all know is a police hater. Lets not forget how he fucked up EMMD after he took it over when he was the Commissioner over at fleet. Cline did'nt have the balls to take on Picardi when he was fuckin up our police fleet of vehicles, what makes us think he has the balls to take him on for towing our cars? It's time to take pens in hand and send a clear message to Mike Picardi through a snowfall of tickets on his streets and sanitation vehicles that even his snowplows will not be able to move. Remember, the pen is mightier than the sword!

is the main access to their destination. Also, trucks CAN
drive on residential streets,
they can't park for extended
periods unless they are conducting
business. Trucks CAN'T park
on residential streets over night.

For those not old enough to remember the "Ticket Blitz" of the yesteryear, here's how it worked.
To make a very long story very short, the City pissed us off.(Sound familiar?) So what we did was TICKET EVERYONE FOR
EVERYTHING POSSIBLE! Be sure and tell everyone ticketed that it's the Mayor's fault because he wants Ticket Revenue and tell them that no matter what he says on TV, he is behind it. It went on and on; filled up all the Traffic Courtrooms; drove the citizens mad at City Hall; pissed off all the judges; and drove old man Daley up a wall. Cars were almost constantly down on TVB's and at every Station Desk, there were Very long lines of people waiting to bond, and although the bond procedure has become much easier, your bond card is only good once.
A lot of those people had to hit the lockup. During the "Ticket Blitz" there were many drivers who got multiple citations.
It also got constant news coverage,
which again drove City Hall buggy.

What about every parking courtesy that is extended to every boss & aldercreature's freind that has a party?

All the churches?

Every festival/ block party etc?

If the Aldercreatures can tell us not to write a ticket, for special reasons......

Streets & San can't get out and change the No Parking signs so we get told "parking courtesy" because they are lazy.

The city can't get parking permit or city stickers out on time (1X a year), but they are right there to tow our cars.

Why write snow tows?

Let's just take the votes away.

Yes, they are under orders to ticket illegally parked CPD vehicles, but are their supervisors in the tow truck cabs with them? What is stopping them from looking the other way when driving down a street that has a CPD car parked? During the end of their shift, why can't they just tell their supervisors "sorry boss I did not see any illegally parked squad cars to tow"?
It's pretty simple: Do not tow our cars and you will not be ticketed.

So which is it guys! what is the best approach? I see both sides... ticket the hell out of everyone, and don't ticket at all. It'd be easier to get the plush spot ticket writers to write more as opposed to writing none. This "ticket blitz" seems like a good idea, but is it really a burden on the system or just more $$$ for the city? Writing no tickets,arrests, impounds, etc. (my present M.O.) seems like it would send the strongest message,but you'll never get all the court whores (SEAN FLYNN) to go along with this. Oh, what tactic are we to use?

If they can tow you, you can tow them...it works two ways!

On the other hand, what about any suburban department vehicles that might be in city limits conducting buisness? There are times when a suburban department will have to do that, or even be in city limits on a mutual aid response....they gonna tow them too?

I can see it now: "City Streets and Sanitation Department tows emergency vehicles from staging areas"

A beat car in 013 had Alderman Vilma Colon's car supposedly with her son driving it a bit over a week ago, I was working and heard it on zone 3, it was real quiet after that! Anyone know what ever happened with that situation? All I know is someone called on it as a suspicious vehicle without occupants.

Just like us, these S&S tow drivers can look the other way if they see an illegally parked squad. They are to call in when they "see" one, and then the ball starts rolling. But, if they never see one, then no ball. So i say screw em. I'm in 009 and the story of the S&S guys getting ticketed is 100% true. I haven't wrote tickets in ages, but i signed out a book the other day just for the sole purpose of hammering S&S workers and church goers this sunday... where incidentally we are told to "extend parking courtesy." Ha,

Wanna get S&S real good?
Cruise up and down State St. between Roosevelt and Clark...lots of S&S vehicles parked illegally there, especially in the early morning and late evening / overnight hours!

Be aware of the dock at 111 N. State st. right on Randolph...lot's of illegal parking there. It used to be Marshall Field's.

You guys in 016 and on the O'Hare Airport detail: Lot's of city vehicles traversing the area between DOA Police posts, Manhiem Rd., the upper and lower level at ORD...DOA vehicles LOVE to park right outside the Hilton Hotel between terminal 2 and 3! Get their asses, or they might open their mouths and get you before you can wink!

Get the head of every city department if you can't get their workers! Yes, write the State charge, not the city...NO REVENUE for the city that never works! No internal wars, no revenue...write the State charge!

HEY THERE, SMARTYPANTS! It is also in the go's that you cannot be ordered to do something knowing it to be illegal. Like pay for an illegaly towed car. Which you only know is illegally towed if you...read the municipal order. Plus, the go can be challenged if it is against the law. Also, the city cannot punish you without PROCESS....you have to be spard...then you can grieve...then maybe you pay or take a day....knowing the code and the law and the go will help in contesting your punishment. YOU can just pay up. ME? I'll sue the city and the dept. The city for the illegal tow, the dept for hostile work environment and G O's (employee handbook) that is out of step with the law. Why are you so pissed at coppers trying to figure this out? Folks, lets try not to make more work for ourselves over this.
Writing more tickets to just generates more revenue. Bad Idea.
Lets do some figuring… You Should be at work for 8.5 hours a day. The first half hour is roll call, then we have 2 15 minute personals, then we have 1 half hour lunch; then we have about 20 minutes for check off. This leaves you 6 hours and 40 minutes for police work. Lets suppose you get 12 jobs in a tour. Each job requires you to spend an additional 5 minutes each finding legal parking and then walking to the job.
Five extra minutes a job times 12 jobs = 1 HOUR of your time securing legal parking.
Now you are only doing police work for 5 hours and 40 minutes a day.
How is this a bad thing???

They do enough complaining about RAP’s now.
Tie yourself up even longer….


HEY!! you forgot half an hour of foot, a special attention in the doc, a carwash, gas, a walkdown (if you are so lucky to have high rise)

This has become an officer safety issue. The powers that be claim were already severely shorthanded. So how is towing our squad cars for "political correctness" going to solve anything? That takes one more car out of service and compromises the safety of everyone else on the street.

If a squad car parks in a non-legal spot it's because we may need to get to our cars quickly should a major catastrophy or 10-1 arise. Does it make sense to park a block away and slow down response if someone needs us right away? I've lost count how many times I've left a restaurant only two or three bites into my hot dinner because another officer needed help.

We need to stick to our guns on this or we're gonna get bent over and raped on this next contract. I'm going to write tickets to every Streets & San car and truck possible. It's the only way I can voice my disagreement with this STUPID decree by our brain-dead leaders. As long as I have a ticket book and discretion, I'm gonna hammer every city vehicle that's not police or fire related that I can. Nobody will escape with a break... nobody. It's "zero tolerance" time.

Oh, and if this city can afford a 26 million dollar BEAN and an entire Olympic Village, they certainly can afford to give us a 5 percent-a-year raise for the next 4 years!

When patrolling assighned areas and an unmaked vehicle displaying M plates is found Streets & Sanitation have been INSTRUCTED to..
1. Contact T2
2. Inform T2 of vehicle information
3. MOVE ONTO NEXT ASSIGNMENT

T2 is then responsible for contacting CPD operations Command on the pax 0301 or 0302 and provide this information. Should they request that this vehicle be towed they are to record name of CPD person requesting the tow and contact streets and sanitation supervisor with CPD decision.

This is from a memo at OEMC ask if you don't believe me.
There is no WAR Streets Dont & Wont tow your vehicle unless your own boss wants it done .
Stop the madness already!!!!!!!!!1
