Corruption? In Chicago?

Wasn't it just last year or so that Daley was touted as one of America's best mayors?

How fortunes change. Via GatewayPundit:
And they don't even touch on the endemic corruption in the Department of Transportation, Buildings, Personnel, Streets and a myriad of police scandals (some manufactured, some not) along with the mysterious powers of low bid contracting turning out to cost somewhere in the neighborhood of 33% more than originally listed.

Imagine if we actually had competent local media investigative reporters.

Maybe the ethically perfect reporters have been enticed, blinded and bamboozled by PERKS from these same city administrators that they are supposed to be reporting without compromise.
Did you ever wonder why they print what officials say as FACT, regardless of how blatant an attempt it is of spinning the truth.
Too bad the TV investigation into "BAD REPORTERS:IS THE NEWS INDUSTRY DANCING WITH THE DEVIL?" is not forthcoming.
Tell me there aren't newsgatherers accepting favors from private industry AND government fluffers under the table. These "reporters" would then be granted the best interviews with the biggest names & the hottest news leaks.
Do reporters have any influence?
Did you ever read "The Fixer" in the Sun-Times? Any Business that gets contacted by that "reporter" always gives the Complainer what they want regardless of how retardly wrong the customer was. After they finish soiling themselves, firing the employees involved & figuring out how much money they're losing from having their name dragged thru the mud by a scammer(possibly a competitor), do they have any recourse? No, the best they can hope for is that the yellow journalist doesn't strike again.
Why is the public so willing to believe that everyone is else is corrupt, but reporters are angelic beings that are in a noble quest for the Truth.
Are they any better than the ambulance chasers, the board-up guys at a fire, the defense lawyers, the spokespersons for the criminally inclined or are they just better at selling their STORY?
The worst that happens to them is if they flub a line in a funny enough way they end up a laughing stock on the internet. There should be legislation introduced at the next session for MISREPORTING!

I have just spent several days polling numerous patrol officers whom I know to see how many of them will be sergeants in the near future and I am very dissapointed, but not suprised. Ham-fisted Neaderthals from 011 finish under one-hundred-fifty while experienced, educated (more than a few lawyers), working coppers and detectives finish above fifteen-hundred. Even persons attending high powered "hooked up" study groups fared poorly and will not get promoted.

The common denominator is the best and the brightest seem to place well above one thousand and the morons, barflys, and semi-literate are in the first three hundred. How does this happen in nature? It cannot. Something is horribly wrong with the evaluation and grading of this test. There were enough rumors about missing tests and delays to warrant an independent review of this test. The citys own proven pattern of corruption in hiring and promotion, coupled with the aformentioned allegations regarding those missing tests warrant removal of this list, if proved true. Now is the time to challenge this latest testing debacle and it's going to take balls, bucks, and time. SCC might be a good place to mobilize the troops and organize. We can't let this one pass.

Cook county also pays “Little Pickle” $2,860 (this is paid by the states attorneys discretionary funds) a month as rent for the ring. That’s about $110,000 a year for “Little Pickle” when prosecutors are being laid off. “Little Pickle” puts about Eight hours a week into this program. The rest of his time is spent on hairbrain political ventures like Kelly for Congress or Sheehan for Alderman.

We are talking about a third-rate lawyer ghost payroller with too much time on his hands. That this is allowed to go on is preposterous. Where are our priorities and where is the US attorney? I think its time to show “Little Pickle” and the rest of his family the door.

I noticed that the inspector general is still looking for dicks to investigate city workers. The problem is he only investigates bullsh*t cases. The best case he indicted was some clown getting signatures on the job. I remember 6 years ago i visited streets and sant. office at city hall and the whole floor was working on Daleys election.

What a baby, quit whining and study harder, everyone I talked to that used Berstein did well, so there goes that theory. Just because someone has a graduate or law degree doesn't mean they are automatically suppose to do better on a test than someone who doesn't. This job is and always has been common sense first and foremost, so get over it. This entitlement generation coming on this job now is unbelievable...

I can't believe people are still complaining about the sgt's exam. I know plenty of officers who did well because they studied hard and went to classes.I know other officers who did nothing to prepare and they did not fare so well. I'm sure there are plenty who studied their tails off and did not do so hot, but that is the nature of testing.......

M.R. should be knocked down to PO shes not bright enough for LT or CAPT and this proves she definitely is in favor of the criminals...hey bosses !!How many coppers need to be screwed by her for you to DO something! the district is a mess PPOs training PPOs and the worst supervisors in the department by far. SGT's dont do anything for their troops and basically are spinless idiots waiting to leave. the 1st watch works their asses off and just gets harassed by these clown supervisors. What a joke

I left 007 almost a decade ago,glad I did too. It was a nightmare then and I don't mean jojo on the street,it was the bosses.You treat us like crap, we will find a happy place,even if we aren't so and so's kid. Why won't Fitz look into the merrit promotions where there is stoned face corruption,blatant,unashamed,rampant,corruption.WHy should anyone who is not qualified be promoted over good officers because he drove a car for someone,or was a good secratery,or got the coffee,or just because he's my guy, not to mention the nepotism on this job, it's truely disgusting.

Rozelle's first day in 007, she went into lock-up and asked the prisoners if they had been mistreated by the police. Next day, half, if not more, of the troops submitted PAR forms. 007 had an awesome crew of coppers working there until she came. She drove alot of them out. What a shame. She could fuck up a one person parade.

Ummm...Rex got fired....after costing the city several million in indefensible lawsuits.I knew Rex well,good guy,bad temper,strong as an ox and sometimes as bright as one.Theres reasons they don't make cops like they used to.Like jail,unemployment and getting sued into poverty.

Hey moron look at who did well. I took the Berstien class and I am not making it. I was alright with this until I walked into the 3rd District tonight and saw a complete moron with stripes on his sleeve. This guy was no ordinary moron, but a moron with whom I worked with in Englewood, a moron who on more than one occassion had sympathy for the enemy. A moron who made detective withiut earning it (merit), a moron who will hurt you.

Chicago Police Promotion Litigation
The 1977 Police Lieutenant's Examination
In 1976, the City of Chicago was found to have discriminated against black, Hispanic, and female police officers in hiring and in promotions to the position of sergeant in its police department,United States v. City of Chicago, 411 F.Supp. 218 (N.D.Ill. 1976), aff'd 549 F.2d 415 (7th Cir. 1977). The City prevailed, however, on the challenge to the rank of lieutenant.

The City administered a new lieutenant's test in 1977. This case was challenged in a lawsuit known as Bigby v. City of Chicago. The plaintiffs in that action, African-American police sergeants, were represented by Kenneth N. Flaxman and Stephen G. Seliger.

In July of 1984, the district court ruled in favor of the minority plaintiffs, concluding that the test "fails to measure relevant job functions," and that and ordered that future promotions to lieutenant be made "in accordance with the ratios of the applicant pool: 78.63% white, 17.7% black, and 3.58% hispanic."

Many of the minority sergeants who were promoted as a result of the decree the Bigby litigation went on to great success in the Chicago police department: fourteen of those who would not have been promoted but for the judicial victory went on to serve in high management (known as "exempt positions") in the Chicago police

The 1994 Police Sergeant's Examination
In 1994, the City of Chicago administered a test for promotion to sergeant . The test, which was devised for the City by Gerald V. Barrett of Barrett and Associates, had a gross disparate impact on African-American and Hispanic police officers. After a lengthy hearing (available in seven chunks one, two, threee, four, five, six, and seven, the district court refused to grant a preliminary injunction and the Seventh Circuit affirmed.

The case is now pending before the district court on the City's motion for summary judgment. Plaintiffs' brief in opposition is available here.

The 1994 Police Liieutenant's Examination
In 1994, the City of Chicago administered a test for promotion to lieutenant . The test, which like the 1994 sergeant's test, had been devised for the City by Gerald V. Trial began in late November, 1997. The district court ordered 13 merit promotions and refused to grant any additional relief.

The Seventh Circuit affirmed. Plaintiffs' opening brief, reply brief, petition for rehearing, and unsuccessful petition for writ of certiorari are available.

1997-78 Sergeant and Lieutenant promotions
The City administered new police promotional tests in 1997 and 1998. These tests, which were developed by a different consultant (Dr. Morton McPhail of Jeanneret and Associates), also had a gross disparate impact on minorities.

The City attempted to lessen the discriminatory impact of the written test by making thirty percent of all promotions through a merit selection process. Merit promotions have been made in a race neutral, non-discriminatory effect.

The primary claim at issue in the challenges to the 1997-98 promotional process is that the City should not have imposed a 30% ceiling on merit promotions. This argument was rejected by the district court in the sergeants' litigation and is currently before the Court of Appeals, oral argument having been held on September 25, 2003. Proceedings in the lieutenants' litigation have been stayed pending disposition of the appeal.

Hey boss, the best suprvisors I ever worked for never had to tell me they were the boss. The way they conducted themselves let me know who they were. Although I have been many places and worked for many different bosses, the "I am the boss," bull shit is for school kids. It is not for adults.

Notice after a criminal gets thier payday- Merriday-Rodney King-Cruz all end up back in the court system. Once a POS, always one, but these libs love giving them free tax payer money and a voice on the news.
