Listen up! Sneed hears by the time Mayor Daley's top cop search is over, 10 applicants will be screened -- most of whom are outside Chicago.
"Most" from outside Chicago. So is Daley about to make the same mistake his father made before him by selecting an outsider? Or is he going to earn the continuing cynicism of the rank and file by choosing yet another insider who will preside over the slow agonizing death of this Department via "accountability," even though no boss is ever held accountable for bad choices?

I'm not really sure that the hiring of the last outsider, O.W. Wilson, was a mistake. My father, who was hired in 1954, told me that before Wilson came along, each district had only about 2 squad cars that were in horrific condition, a wagon or two, and everyone else was on foot........... Perhaps an outsider could at least put an end to the good old boys network. (He was Cline's guy, they were Hillard's people, etc)
Nice to hear that Dana told these asswipes aldercrooks that he is not giving names regarding the CR #'s. He even told them many of these complaints are bogus and made up by gangbangers. He was also concerned about Officers safety and more bullshit lawsuits. I worked with someone, who worked for Dana in 011 said he was a great boss. Anyone in 11 care to comment, just curious

If I was Dana Starks, I would be really pissed right now. Daley thinks he's "good enough" to fill in until he finds a Supt. yet not "good enough" to actually become Supt.
I would have told Daley that I'm not his whipping boy and to find a Supt. or to make me one.
If ou read any history of Chicago or biographies of Richard J. Daley, you will find that hiring OW Wilson was the worst mistake he made regarding the department.
Daley mistakenly gave Wilson free reign hoping he would be a responsible manager. Wilson broke the budget several times giving Daley fits. He also presided over a corrupt department by turning a blind eye to corruption. It did not exist. He ignored it.
He also ignored the guys on the street- the working cops. Wilson's only accomplishment was bringing modern management techniques to the department. That is all he was- a good manager.
We need someone who has worked the street and understands management. An outsider tells the rank and file- why bother to get promoted. You can't get to the top. We have the talent here in our own department. We just never utilze it.
AN OUTSIDER IS NEEDED TO FIX THIS EMBARESMENT. I AM STILL HOPING FOR A FEDERAL TAKEOVER. Clout and poliics have destroued this dept. we need someone who cares about what a P.O knows not who he knows.

WELL SAID SCC....
This department is headed for the graveyard.... Until Commanders are held accountable like otehr departmetns are there is no way this department can hold officers accountable. Discipline should start at the top you know lead by example!!! Will Commander Yoshimura be disciplined for violating at least 3 department general orders and perhaps even one criminal charge of Official misconduct--Will County State Attorney charged a sheriff official who did simialr thing that the Commander did. This department is a JOKE and only getting worse....Good thing I only have 6 years to go
It is of my opinion that the "Top Cop" will come from Federal law enforcement. This is a last chance effort to keep the dept. of justice from over seeing the daily operations of the chicago police department.
I don't feel that this would be a mistake.The rank and file no longer trust the command structure of this dept. We really need a outsider to try and regain trust and morale of the rank and file. Do we dare say it? Yes, maybe promotional test that legit.
The department and the F.O.P. has split us apart into units to keep us angry at each other. I for one hope that the first order is to empty 35th street and replace every one of them with a civilian at a sallary of lets say $30,000.
This move would save the city plenty.

Seeing that our law enforcement officials and politicians are viewing crime as well as managing crime and it's statistics much like a business,we should be searching for a CEO of a proven corporation that could jump start this ailing department.
As I see it now, nothing will change.
There is a problem with the word accountability? Just who is the Police Department accountable to? It is a function of the Executive Branch of city government, so are we accountable to the mayor?
Are we accountable to the city council, and if so, which factions? Those who want safe neighborhoods or those whose constituencies are the enemy- the gangs and dope dealers; oh and the political ministers.
Are we accountable to the communities we work in?
Are we accountable to the media?
Just who are we supposed to be accountable to?
We are all accountable, on a practical level, to someone- supervisors, who in turn are accountable up the chain. But as a whole, where does the accountability start and where does it end.
We have too many people looking at us and demanding too much information. We also have too many people who will give out information that should not be made public (Does Dana Starks ring a bell).
There are too many agendas at play and each one is getting a louder voice.
With all of this, just who is the Department accountable to?
A NEW GUY MAY NOT BE ALL BAD.
NO FRIENDS THAT WERE HIS PARTNER BACK IN THE DAY.
ALDERMAN WILL BE SCARED TO CALL HIM.

Back to the Tow Scandal: Other than the Department’s rule which prohibits us from making a referral (we also have that – do not associate with felon rule – which certain members of the department are immune from or say “It ain’t fair”), what is the big deal if some guys made a buck based on a referral?
The person still has the absolute control over their decision on whether to take that service. If after hearing the rates for the proposed service from the business, the person can still decide to go in a different direction.
At details, when we block off the roads/ intersections, people asked me for directions all of the time, and I REFER them to an alternate route. Should I refrain from doing that in the future?
Is the main issue that the police officers receive money from the referred business? The Attorneys do it all the time. One time, I had a ton of garbage, so I left the garbage men a case of beer and $40 in an envelope. Can garbage men get fired for accepting this? Would it make a difference, if police officers were paid by means other than us currency, like cases of beer?
And remember, you can accept money from people according to our ethics video so long as it’s not more than $50 per year from the same person and the acceptance of this money does not affect your judgment.
Get over yourself SCC. This shouldn't even be an issue. This department has been ran by so many goofs over the years, and still managed to survive.

Morale in this Department is already in the toilet. If it's even possible to drive it down any further, da Mayor and Alderceatures will certainly find a way. The vast majority of the men and women of CPD are honest and hardworking, but we've been beaten down by over-hyped nonsense like the Abbate and Jefferson Tap videos and REDICULOUS payouts for bogus lawsuits like this totally unproven screwdriver nonsense.
Watch for MASS RETIREMENTS at age 50. We've already slowed to a near stoppage of pro-active policing and ticket writing because doing police work (something we used to be proud of) only gets you bullshit CR numbers and lawsuits. Nobody wants this job anymore. I'm almost ashamed to say I'm the police these days, I just tell folks I work for the city and leave it at that. I can't wait to retire at 50 so I can collect the check I DESERVE for giving my heart and soul to this Department for 2 decades and getting shit on in return. Nothing but lousy contracts and benefits that are evaporating faster than a puddle in a desert... what's my motivation?
The 1st and the 16th are the only thing to look forward to now. I used to hear this from the old timers years ago and thought they were just grouchy old do-nothing dogs. But NEVER has this attitude been so prevailing amongst the troops, even people with just a few years on the job. I'd like to be the unapologetic workoholic I used to be, but no good deed goes unpunished. The selfless, dedicated, working copper has got it stuck up his ass too often to care about this city and it's people. I only handle my jobs and come clear in a timely manner out of respect for my fellow officers in the beat car, so they don't have to handle my jobs on my beat. Other than that, I can't give the extra effort anymore, because nobody gives a rat's ass. The days of "first gun - first to go home" are long over. If you still have any pride in what you do, do it for yourself, not because anybody gives a crap. I never thought I'd have this attitude, but sadly, it's been thrust upon us by liberal politicians, an overzealous and over-dramatic media, and the decline (or should I say "complete collapse?") of common sense of the general public. Let the glorified cameras do the police work now, the villified police officers are done.

i'm a suburban chicago copper, so i don't really know the inner workings of the cpd. so, which choice would be better to resurrect the cpd? going outside or choosing from within??
obviously the place is eyeballs deep in shit, and even more obviously, the mayor won't choose the applicant with the most potential to be a backer of the rank & file. what's your guess on the outcome??

We all know that Daley's guy will be 1st Deputy. He will run the Dept. The Supt will be a female.
I think SCC meant O.W. Wilson was a mistake as in it did not turn out so well for Daley, and not that it did not turn out so well for Chicago. Correct me if I'm wrong please SCC.
O.W. Wilson inherited a thoroughly corrupt CPD. In the 20's two Chicago police officers (one an inspector I believe) got into a shootout near the Chinatown firestation on Cermak. Their allegiances were to two different factions of the mob. I believe at least one, and possibly both, were killed.
It went on right up til O.W. He was brought on in immediate response to the exposure of Summerdale having an active burglary crew working 1st watch in the precursor to 020. They used CPD vehicles to transport loot.
Grandpa was a PO back then in the precursor to 004. According to him, prior to O.W. were the days of taking money on every traffic stop (pre-911). POs were out on the street with little direction and not enough pay, so they acted like they were in a gang of blue shirts, taking money wherever it could be found.
O.W.'s response was the 911 system. Put everyone in a car and tell the citizens to call whenever you needed the police. That kept people busy, and away from money-grabbing schemes for awhile. But, as everyone in the CPD knows, it also just leads to the squeakiest of the squeaky wheels in society getting greased. And it sure as heck takes the police out of any semblance of community policing. The only citizens POs in the late 50s and 60s knew were the ones who called 911.
Over time, the folly of 911 response-driven policing was realized, so they started creating all kinds of units that took officers away from 911 response duties.
Which leads us to where you are today. Taking officers away from 911 response duties has slowly led to the same devolution with no leadership or oversight, as shown by the SOS scandals and numerous tact scandals of recent years. It has also allowed the bosses to hide thousands of POs doing who-knows-what.
The root of the problem is promotions and management. Most POs shouldn't be assigned to merely responding to 911 calls. If anything, many of the current 911 calls shouldn't be handled with a police response at all. But if the police aren't busy doing that, they'd better be busy doing something, and you'd better have bosses who are actively supervising them to make sure they are contributing. But there are so few leaders in boss positions, that this doesn't happen almost anywhere where POs aren't responding to calls or aren't assigned to visible fixed assignments.
So the best idea for an outsider is for one to come in, re-evaluate and reduce the 911 responses, and then completely overhaul management and supervision to make sure the thousands of hidden do-nothings actually start doing something.
SOS and TRU are'nt really such a bad idea. Heck, if anything, they should start pulling the thousands of hidden POs and putting them in well-supervised mobile saturation units, or something useful like that.
A good start would be pulling records to show where EVERY PO is on any given day, to see how many aren't doing anything even remotely resembling police work. Any outsider with half a brain would recognize in half a second that half the CPD isn't even assigned to police work. Inside jobs, units, HQ, political jobs, you name it. Thousands and thousands hidden doing nothing like what they were hired to do.

It's part of management whether your in the private sector or public. A good manager surrounds himself with people he can trust and whom he knows will have his back while getting the job done. Those that beef about "circles" probably arent in one because no one has noticed you, you are average or below average in doing your job, so get over it.Also, what makes you beleive that an outsider won't have to answer to the Mayor, the alderman and the "reverands?" We have the talent here in our own department.
It won't be recognized, so I wouldn't pin too much wishing for an insider, it probably won't be who you would like, and no one will be able to do it all, certainly not anyone who thinks the power is all his... the reason we have a rank structure is so that the person at the top should merely be steering the ship, and smiling for the cameras, not micromanaging the day to day operations of the organization. Unfortunately, most of the egos around don't get it...

Starks was an EXCELLENT boss in 011. Unfortunately, many officers who post here don't want to see a black man in ANY leadership position, regardless of who it is!
I've seen many good bosses of color throughout this Dept. slammed here for some silly reason or another (he/she's a merit this or that/or an "uncle Tom"/forgot where they came from, etc. I guess that's why so few of the bosses read this rag, lots of negative stuff, and largely untrue, posted by people who are probably smiling when those bosses come into the office every day. Cowards.

Crystal King-Smith and Jen Manning are both good Sgts. I wouldn't have a problem with either one being made a Lt. by merit. And yes, I am a male officer, made Sgt. with King-Smith 10 years ago. Get over it.
Ron Huberman would clean this place up. Look at what he did for the training division. All the new equipment at the academy are because he cleaned it up.
I guarantee you that if he were SUP we would have a working puter in every car and pool cars would be drivable.
I cast my vote for Ron he knows we need to be in a nice set of wheels with a nice working puter even though he really did nt spend much time in one.

As in O.W. Wilson, who was no street cop but was what the department needed at the time. Timmy O'Connor use to return budget money to the city and the cops had to borrow and steal from the Board of Ed. to get typewriters and furniture. O.W. dragged the CPD into the 20th Century. Sure he broke the budget buying squad cars and two-way radios. Any Superintendent is temporary, the best he or she can do is make positive changes and leave the city and the department better off.
Maybe what we need now is an outsider. No one from inside will admit that they have been part of a failed program like CAPS or that the morale sucks which affects everything we do. An outsider might quietly kill CAPS and go back to the basics getting manpower out of the "elite units" and offices and back into the districts and on the streets.
Daley might….but he will want to control whoever it is.

Not a single person holding a command position has ever been demoted because of an accountability meeting. We claim to hold our command staff accountable but shit just rolls downhill. This department is a joke. I'm just used to it.

I just returned from the CAPS dinner at the Museum of Science & Industry.
Daley, Sparks & Vance Henry spoke. Sparks kept mentioning god & blessing everyone over & over.
It's not that people don't want a black supt. but Starks seems to be trying to get the south side ministers behind him. I've never figured out why anyone thinks they have any power, as their communities have some of the highest crime rates. Lots of good all that praying does!
My guess is than it will be an outsider under the theory that only an outsider can come in & break up the cliques. Sort of like Bratton in L.A. He had problems at first, but seems to finally getting somewhere.

I worked for Starks when he was W/C, and as a Commander. I have had many encounters with him, and can say without any reservation that he is a good man. And I'll tell you all this; He's old school, and is not racist. I have personaly seen him take care of MANY white officers, that were jammed-up, or had personal issues. He had the opprotunity to sink many policeman that erred in their ways and didn't.

Yes I understand what it is like to instruct there. I worked there for 2 years and yes we had our problems, but I feel if you are so upset about how things were, why dont you stay and help change the problem! vs. running off to the Feds. If you are unhappy here what makes you think you will be happy there? It seems to me that the people who run from a challange are afraid of a fight.

That Tom Cline guy taught me how to be a real whack job hater at the cpd academy now thats leadeship.He hated abortions and single mothers.Who is running that place? It was mass confussion.My fellow classmates also got great deals on their houses from Hris that are realestate sellesmen on the side.We never saw the sgts except when we had rollcall in the mornings. They couldnt even figure that out. i did learn how to salute right though.LoL tobias just yelled alot.The instructors were never around.Every week somebody tought us a new method for case reporting.Our hri was never there or always late.If you were a hot chick you could do no wrong.It made me think that the district would be better think not. Cant wait to go fed in 2 yrs or write a book about the bs of this department.

I also sat through his leadership and ethics classes in academy. He preached religion, abortion during leadership class. Cline sold his book to recruits and his ethics association. One instructor sold real estate and insurance to recruits. Unbelievable. Never saw sergeants in academy also. Some HRI's always favored young female recruits. Really took care of them. The academy is like a circus. Some instructors really care and others go through the motions. Nothing is consistent. I wonder if Tobias really knows what is happening in academy?
I know he's too smart to wade into the muck and mud of the Superintendant's job, but Joe Berry is the only person I can think of who is well-respected by everyone who knows him and is totally qualified for the job. It's too bad we can't vote for our own boss, Joe would win it hands down.

all i want to know is who is the looozer who left midway to work in englewood? sounds like maybe something was left out. you go get em all pro. i am going to sit in my cruiser for my tour and if everything goes well the only time i will have my shoes on is for lunch that is unless i go to a drive thru.
Yes I understand what it is like to instruct there. I worked there for 2 years and yes we had our problems, but I feel if you are so upset about how things were, why dont you stay and help change the problem! vs. running off to the Feds. If you are unhappy here what makes you think you will be happy there? It seems to me that the people who run from a challange are afraid of a fight.

I understand the challenge but under current leadership will they accept change? Infighting at academy, instructors not on same page. How can management tolerate instructors that sell to recruits and preach religion as stated in blog? Does it take clout to work at academy? Ask any instructor and they do not seem happy. I am amazed.

Yes, CR # was obtained, and she has other "issues" active right now (CR #'s for other incidents, SPAR forms, etc). A lot of effort was made to get her out of 022, documenting everything she has done , but downtown would not back up Garrity, despite him having her nailed. Everything was done by the book, but someone or something put the kibosh on punishing her in any way.

I worked for JGC at Midway Airport and he wasn't a micro manager there but he does ahte a dog. All you have to do is do your job and if you don't f%ck up you don't have to worry about some boss coming down on you.There are too many cry-babies on this job that get caught doing stupid sh#t and want to blame some boss for catching them. I have 20 years on this job and had oldtimers tell me when I first got on "Roll the dice and take your chances, but be a man and take your punishment if you get caught without crying how this one did this or that one did that". It was good advise then and it still is. He looks good and in shape. But quality of training is questionable. Fix academy before being promoted. Religion and real estate with recruits have no place in academy. I am surprised reading this blog about academy. I thought they had a well trained and ethical staff? Possibly search for qualified instructors? Tobias is capable of turning academy into a first class training facility.
I am a white detective who has had the pleasure of dealing with Dana Starks on numerous police shootings. For all of you that talk shit about the man I will say this much, he had MORE BALLS than most WHITE bosses. He is not the racist so many of you portray him to be. He has to play the game just like the rest of the bosses do. Give the guy a break each one of us has been guilty of siding with our own race (even when we shouldn't have) The man was left a pile of shit and you can't expect him to change things knowing he is not going to be "the guy". The Irish have been more racist and clickish than any other ethnic group on this job. Just look at the amount of Irish misfits who are bosses on this job. He hasn't done sh*t to the academy.
The improvements came from the money that was supposed to be used for a "NEW" facility and the 5th floor at city hall decided that they wanted to use that money for the olympic bid. They then sipioned off some to "improve" the academy. The gym was paid for by the Park Dsitrict. They will be getting a sattelite office to use for Skinner Park at the academy.
Tobias does run with every class = ONCE before they graduate! He cannot run the academy well - look at the recruits, they are running the show - they walk around in whatever uniform they want; walk around with coffee, juice, food; walk two to three abreast in the hallways; never address anyone walking down the halls; females with makeup,' finger nail polish; hair worn anyway they want; males the do not shave; come late, leave early; some don's show up at all and are taken care of; there is no discipline and one wonders why there is a mess on the street and in the districts. Look at the academy! It is a JOKE!
Hey I like the females to look good at the academy. It is such fun when I go there for inservice training.I remember the obstacle course now that was tough. These kids make me laugh. I just keep my eyes on the prize boys that 37 yrs retirement. So lay off they are pay in to my pension. Who cares about tobby or tobias or whatever his name is I say he is doon a good job
