Inner Circle Takes Shape

  • Off topic: You heard it here first SAIC P. Brest (friend of J-Fed) retires on 02Feb (Same day as J-Fed) and is coming to Chicago per his own statements. Possibly to run IAD.
We have also heard, second hand, that no less than three of J-Fed's inner circle will be non-CPD former fed types.

The Federal takeover of CPD would seem to be here, albeit hired on as "civilians" to make it all look legit...that the Machine isn't in charge. And for all we know, the Machine (Daley Inc) might still be in charge and is still pulling all the strings.

But Milan said Devine's office had prosecuted bad officers for everything from theft to perjury to first-degree murder. Milan said he had developed a training program to help prosecutors detect when one of their witnesses may be lying.

Can somebody answer me this? Can a Supt. hire non-CPD at will for exempt positions? I thought the City Council had to approve non-sworn members for exempt positions.

So I guess if I was supt, I could just hire friends to be patrolman also?

SCC, I would be very careful. Under the new HOMELAND SECURITY laws and also HOMELAND SECURITY technology, all websites can be internally monitored. Be careful that a soon to be retired FBI agent with rank who is becoming a CPD Supt. isn't having some friends pull IP addresses of certain postings.

Cline came in to lower the crime rate on the street. Sounds like J-Fed is being brought in to lower the crime rate by the CPD, which is unnessary.

Why do we have to have a College degree to get promoted to Meritorious Sergeant or Detective?!

I have over 20 years of street experiences doesn't that mean anything?

It seems unfair to have a College degree these days, but when this slum City was looking for Police Officers, all that was needed when I got hired was a High School Diploma or GED!

What makes you better with a piece of paper from some College with your name on it!

That piece of College paper won't save your ass in a dog fight!

This is completely off topic, but I think it is interesting. I was listening the the radio this morning (95.5) and there was a political ad regarding the election of a Judge. Jesse Jackson Jr. and his wife Sandi are heard to be endorsing someone named Steven Stern for Judge, to fill a vacancy in the 5th Sub-circuit. In the commercial they say "in a time when John Burge is collecting a pension" and when "people are prosecuted based upon skin color" (these quotes may not be exact, I'm quoting from memory, but trust me, they are close) , that there is a need for judges who will judge fairly. Does this mean that some judge sitting in some court house somewhere will have some sort of impact on Jon Burge? Keeping in mind that Burge's case has been adjudicated? Many times? I don't know what will happen in the Burge case in the future, but for now it's a decision made. And does that ad further mean to infer that all of the judges now sitting are making their decisions based upon skin color? Man, I'll bet the current judges are happy to hear that! I have to say that I have never heard of this Stern guy, he could be white or black and as far as I am concerned it does not matter. But for an ad to be put forth which says, in effect, elect this guy and we can straighten our this supposed judicial inequity where all the decisions are color based, is a bit reckless and inflammatory. And Jesse Jr. is a Senator who may or may not have future input on Federal Judicial appointments. Nice to know he will be thinking more about color than qualifications isn't it?

What did you expect? That he was going to throw darts at the phone book? It is obvious to me that the Mayor does not feel that there is anyone on the Department who is capable of running things. So he picks Weis and Weis will bring in guys he knows and trusts. We may not like it, but who wouldn't do the same thing? Weis has to know that the Department is in disarray, or the Mayor would have promoted from within. So given that fact, he further knows that he has a free hand. And that free hand will give him latitude to bring in people that he knows that he can depend on. There has been plenty of bitching and moaning on this blog and elsewhere about the need for new blood. Get rid of the old guard! Clean sweep! Well, ok, here it is! Is the problem now-YOUR (speaking in general) guy is out? Everyone wanted change. The change is here, or will be soon. Remember the saying "be careful what you wish for"? This situation is exactly what that saying is meant to convey. You wanted it? You've got it.

Off topic Jim Capparelli is running for Congress 3rd Dist. He is a former Army Ranger veteran of Panama Invasion. Many CPD in his family.Brother is SGT. He is tough on crime and Pro Police too. HISTORY LESSON: Exempt ranks were created by O.W. Wilson in his honest attempt to break the political strangle hold of the crooked democrat party on the CPD.
That control was maintained by Daley's totally corrupt Civil Service Commission.

Unfortunately, except for a few specialists he brought in from the outside, Wilson promoted mostly Lieutenants to the merit positions.

I'm sure the mayor received a call telling him to place a few feds in positions so that it looks like he's cleaning house. By doing this, he stopped a complete takeover by the feds.

B.S. right now in 2008 A 6 year GS/1811.13 (read as GS/Governmant Scale, 1811/any federal criminal investigator/special agent 13/step) is making around 106K+ per year in Chicago. Go to USAJobs.com and look up the law enforcement pay scale and see for your selfs. Oh yea, I forgot we can just ask the asshat former beat car driver from 002 what he is making. Trust me the feebs make alot to do nothing....Well they are good at leaving our Detectives in hallways for hours after being shot. Hold on cause it is only going to get worse.

I'm going to keep this post short since I seem to infuriate so many folks. I hate to say it but: I told Ya so. SAC Weis is an outsider brought in as a Crusader to reform the CPD, so it makes since for him to bring in his own crew whom he will be comfortable with and who he is sure will give their all to executing his vision for bringing the CPD into the 21 st Century. Don't forget I am also predicting good things for Deputy Charles Williams. If Charles Williams does not get the First Deputy slot here I am willing to wager he will become a law enforcement senior executive in another major police department. Perhaps Detroit or PG County in Maryland. Gotta go. GOD Bless the CPD.

You are promoted to a spot, that you will be expected to do better then the last boss. You already have a staff that you don't know, nor are familiar with.

So, your first duty is to find a go/too guy. One that you know will handle what ever you have to have for meetings and other closed door, you have to answer up meetings. Well, to your surprise you can't find one within your own ready made staff.

So, what do you do? You out source for someone you know, who is on the ball and would'nt let you down and would try damn hard give you 110%, without batting an eye.

Bosses do this all the time, we call them, "Brown nosers" or under the desk people, who's soul purpose in their duties are to blow the boss.

So, you pick the people who won't let you down and that you know will do the best job for you, no matter what.

So go figure J-Fed is bringing in is own guys, do you blame him.

We were fucked by our own!!!
Not by anyone else and we are left to clean up the mess.

Speaking of judge ads:

Melaine Rose Nuby is running for 7th Subcircuit. She is running an ad on WVON (1690 AM) saying that too many black men are in prison. If she is judge she will look at every other alternative before sending another black man to jail. I don't even think she will hear criminal cases, but its nice to know where she stands.

She goes on to say that not enough police officers are in jail.

She is rated as NOT QUALIFIED across the board.

The current judge is Anita Rivkin-Carothers, who lists director of the 29th Ward (Ald. Ike Carothers) as past employment. She of course was recently "appointed" and is "highly recommended," whatever that means. Not his wife, but I would guess she is his sister.

Another guy named David Lathum has a picture on his website of him shaking hands with Alderman Ed Smith, so you can't vote for him.

The final "qualified" candidate is some criminal defense lawyer from Berwyn named Kevin Kenneth Pechous. He's probably a run-of-the-mill-scumbag-lawyer, so he's perfect for the job.

The FOP has no endorsement for the 7th Circuit. What the hell, vote for Ken!

No, but many times it will keep you out of one.

You've had twenty years to get some education. You got hired for an entry level position with entry level requirements. You decided not to attempt to attain some education, so don't be so hurt when you remain an entry level employee.

College doesn't necessarily make you smarter, but what it is supposed to do is teach you to think critically, open your mind to different options, and expose you to different ideas outside of your little circle. Seems to me you could have used it.

Virtually any profession requires some further education of those who wish to attain higher rank or positions of increased responsibility. You may be the best welder around, but there is more to telling the other welders what to do and managing their work output than being able to weld yourself.

I have a degree, learned in a fast district, and am continuing to learn in a busy job now. I am continuing my education, and at least making an effort to be ready for the next promotion, instead of whining about it.

We all know about the uniform standards and stand up inspections. Generally the Lts and Capt look pretty good, but it is disheartening to see that Sgts are writing up working police officers and NOT being held to the same standards of uniformity of Uniform!
All of a sudden it's all legit except for the Sgt with old, outdated, worn, funny pins etc etc etc... that I was ordered to get rid of.
IT WILL NEVER BE LEGIT UNTIL ALL ARE HELD TO THE SAME STANDARD.
YOU SGT'S ARE OUR FRONT LINE SUPERVISORS. LEAD BY EXAMPLE!!!

I agree 100%!! I was fortunate enough to make Sgt from the 1993 test & have spent EVERY DAY in patrol in a DISTRICT for 22 years. College requirement is B.S! Being that every rank above Lt is appointed, don't promote me to those ranks if you feel that way. But to keep me from becoming a Lt when college was NOT required when I came on is total B.S!!

I recall a while back when Daley dropped 100+k for legal advice from a DC firm when he was deposed re the Burge case. My guess is they caught the sob lying, explained to hizzoner they had him by the short hairs and that someone who he couldn't refuse made him an offer he couldn't refuse.

As for Daley being the antichrist I really doubt it, he's not as smart as he thinks, otherwise he wouldn't have hired a Fed and paid what he did to get him. Daley is just a f'ing thug with delusions of grandeur.

First thing Jody G should do is look at who was presiding over the CPD during all this SOS criminal activity. If I were him first one gone would be head of IAD, Kirby herself. Second would be Chuck Williams for sheer incompetance. Next to go would be all the Inspectors who obviously let the SOS officers get away w/ not appearing in court but they fuck over some poor district blue shirt for having exposed handcuffs (yea you Big Bird you fucking slug). Then I would get rid of The former Commander of SOS and the Deputy Chief of Special Functions Group who should have been aware of this criminal activity committed by SOS.
Any and all Supervisors would be severely punished (fired). Then I would review all the Exempts for qualifications or lack thereof and dump them to Patrol. These current crop of Gold Star Clowns allowed SOS to happen, they presided over it while it was happenning and failed every PO on this job who does his best every day. The entire Exempt Staff of CPD IS ACCOUNTABLE AND RESPONSIBLE FOR SOS AS WELL AS CLINE. Another one drops out. A 004th district FTO recently dropped out of the FTO Program due to the SGT who has started rating the FTO's. He had been a FTO for several years. The SGT wanted the FTO to re-rated several PPO's and told the FTO how to rate the PPO's. She should drop her SGT position and become an FTO herself. And SHE screamed about not being selected for LT

Another point; if college is THAT vital, why don't they require a degree in criminal justice? Someone can have a degree in accounting and have 5 yrs on the job and can take the test, but a P.O. with 20+ yrs ON THE STREET can't take it because he has no college? Give me the 20+ yr veteran any day!

Been talking to a group of Po's from 35th St. They appear not to care one way or another how the mop might flop. These guys have over 25 yrs on the job and their attitude is "So, I'll go to some district of my choice, work 2nd watch and bump some junior copper from the watch then screw up the picks for furlough". 8 hours is 8 hours...........so with the dumping of all of these house mouse, it still seem like other will have to change their lives to accomadate them......so who loose??? Hell, when they closed PHS most of those guys went to the deuce, they displaced about 95% of the 2nd watch because of senority

Do you even pay attention? I'm not singing this broad's praises, but she took over there in mid 2004 and this investigation started by the end of 2004, with most of the thieving happening between 2001-2003. How in the fuck do you hold Kirby responsible for it? Was it not uncovered, investigated PROPERLY and prosecuted under her watch?

If anything, Kirby has made IAD far more legit than it's ever been in the last two decades that I've been on this job. I know that pisses off a lot of the people who use their star for their own personal gain, but I'm happy she has done something, anything, to address some of the criminals who have been allowed to run rampant and dirty the honor that we all should have in wearing this uniform!

J-Fed could be the best thing for the Dept. Even bringing outsiders in could be good. We'll have to watch and see if this is the "new boss same as the old boss" syndrome. If he is allowed to bring his pals in, what will he owe Daley in terms of promotions etc. Cline took care of more people and created more spots for people than any other Supt. in history, the Dept will continue to pay the price for years. Anyone know what Cronin does? The Commander of 13, nough said. And the list goes on.

J-Fed seems to have great credentials, military, education, bomb tech, etc. But there is a huge difference between being the POLICE in a big city and an FBI agent. FOr the most part they won't be able to relate to our job anymore than Paris Hilton can relate to working on a Dairy Farm. You can read about cows, visit a farm, get up at 4:00 AM and and maybe even try and milk the cow. But until you've donw it for real for good period of time, you are not a farmer. Just another pretty face.

Actually other than the specialists OW brought in he promoted nearly all Captains to Exempt ranks. He only promoted 1 or 2 Lieutenants, and those were administrative positions, Training. etc. He did not create Exempt ranks they always existed, Chiefs, Deputy Chiefs, etc. He did greatly expand them though. You are correct in saying that all those he made Exempt had already gotten far in a suspect promotional system, but they were nearly all Captains, OW had a big advantage though. He could dump Exempts for poor performance, and did so ruthlessly. I suspect that many of you do not know it, but now it is nearly impossible to dump an Exempt. Believe me about one thing though, this was a great job under OW. In those years the politicians were told by Daley I to keep hands off. The Department operated almost entirely without political pressure. If Daley II gives Weiss the same carte blanche you will see big improvements. The Department was also much more efficiently organized under OW. If Weiss wants learn something he should read OW's book on police administration.

Read your contract lad or miss. They will not be displaced, they have the bid for the year. The house cats from 35th St. will have to wait to bid untill vacancies are posted or until next year. If they created more 2nd watch positions because of the influx of house cats, they have to post them for bid in 90 days or cancell the position. True they will get 20 % of the created positions but the union gets 80%. Hope our do nothing Union Pres is on top of this.

I believe in order to get a Merit Nomination for any position, it should be mandated that you must have a minimum of a Masters Degree or higher!

Otherwise, it should be done by the test scores we get on the promotional exams!

What good is taking these goofy tests if they are not relied upon for promotions!

I never said that the charges against Gerry Finnigan were going to be dropped. I said the conspiracy to commit murder was going to be dropped, and as far as I know he hasn't been to trial as of yet. I also had permission from the family to repeat that on here.
For personal/police related reasons I think Frank Radke is an asshole, but thats between him and I and he knows why. That goes back to the day's of Gangs South.

My personal opinion is every copper on the job should have their pay doubled just for the crap they have to swallow from the white shirts. Then add a little more for the shit they deal with on the street.
Joe Airhardt was not left by the Chicago police, he was left by the f.b.i., that situation should have been taken care of as it went down.
The new super's job is administrative, it appears that he is to0 smart to surround himself by the "business as usual" exempts that are firmly entrenched in their position. They are not the police though and should find a "policeman" as some kind of adviser. As much as I disliked the old 1st deputy (townsend), he was a good administrator, just wasn't worth a rats ass as a policeman.
This job hasn't changed that much, you just have to play by the rules, the rules say don't chase then fuck it, don't chase! You have done your job let the people live with that, that appears to be the police department that they want. There isn't any situation I wouldn't go into with the guy's/gals on this job, you don't get credit for the shit you do. You don't have to be a 20 year veteran on the job to know who you can trust to be fair. There are bosses on the job running around with decorations that make them look like latin american generals but you have never heard of them until they are "MADE" commanders and deputies.
I think you all do a great job and I for one, appreciate it.

Kirby was aware of many investigations and sat on them. She allowed exempts to infulence outcomes whenever a white shirt was involved or a clout PO. Most of the IAD staff were very aware of the double standard. SOS was a glaring example that was forced upon IAD and then given to states attorney. I bet Cline gave the orders to hide or kill numerous CR#'s. Risley, Kirby and former SOS boss ignored signs and settled for high numbers of arrests. More than one exempt and possibly several covered up SOS and other crimes.

I'm all for giving Weis a chance, but I have worked with the feds (FBI) and almost all I have dealt with don't have a clue about police work. They can sit behind a desk and do all the intelligence queries and scan all the data bases on earth, but they don't have a clue on how to effect an arrest let alone interview a suspect. How about preparing for and testifying in court? Yet everyone thinks that "retired" FBI agents are best as former law enforcement. Give me a retired Chgo dic who has worked the streets, made arrests and put the bad guys in jail anytime over a retired FBI agent. Hopefully, Weis is not the standard, run -of -the- mill feeb. My best friend's brother was the cfd paramedic at the scene. At the time of their arrival, Airhart had been laying there for 10 mins.

They are ordered to stand down, until it is safe for them to go in. He said it came from someone not wearing a uniform and did'nt see a star on his belt or any indicator of who the guy was with.

My buddy's brother was watching the watch and indicated that the type of injury that was involved and the time that had past was at a dangerous point and someone needed to get in there and get him out NOW!!

He was told that the offender is being talked into coming out and it was for everyones saftey to stay still. He went off on the guy and said that the officer's brain is going to shut down if we don't get to him, what's wrong with you guys, just go up there and get him. I don't understand what your waiting for.

That is one side of the story from CFD, but someone must have been there from 001.
