We were rereading one of our favorite books the other day - "Boss" by Mike Royko. Everyone had an opinion of Royko and ours was that he was a crusty old fart with a penchant for decent writing and a sharp sense of how Chicago operates. Chapter VI covers the Police Department scandal of 1960. Summerdale. Cops as robbers. And it culminates in the event that finally severed the CPD from the Political Machine (or at least temporarily removed it as a political appendage for a short while). The appointment of the first civilian Superintendent - O.W. Wilson was heading the search committee to look for a new boss:

- When all the applicant had been interviewed, the committee began it's deliberations. The choice was difficult. Many were impressive, but no one man had been so outstanding that he towered over the others. That made the committee's job difficult, but it made McFetridge's job easier. At the right moment, when they were tired of the sifting, narrowing process, McFetridge said, "Why don't we select our own chairman?"
- Of course. Why not Wilson? He was sitting as chairman because he was the outstanding law enforcement expert in the country, and that was the man the committee was supposed to find. And with Wilson sitting right there, chuckling modestly, who was going to say otherwise? Besides, everybody on the committee knew that McFetridge was Daley's man, and it would never hurt to be on the right side of the mayor.
- Wilson held out for two days. Because he was an expert, he knew about Chicago's police-politician relationships. As he later said, "This situation may be the greatest challenge confronting law enforcement in the United States today, perhaps the world." He wanted a guarantee of independence in the form of the three-year no-strings contract and a salary more than double that paid him by the university.
Things that make you go "Hmmmm." Outsider; Police Board sifting through applications not once, but twice; the mayor suggests the outsider who is eventually chosen; three year contract; almost double the last Superintendent's salary.
It's almost like someone is using Royko's book as a script.

Royko was also no friend of ours. He liked to slam the CPD every chance he got, and from what I have been told was a real jerk when arrested. Though tough on Daley senior, he took it easy on Daley junior, before Daley became powerful and his writings possibly could have made a difference.
You can see a TV show about the Barrington Hills cops of fox. It's called Reno 911. Town name changed to protect the mayor.

You know what else is an "odd coincidence"? The lazy retard 019 lockup keepers stepping over the line, making up rules as they go, and playing supervisor to other POs.
Aside from making tax paying, working, non habitual offenders caught in the wrong place at the wrong time walk 20 blocks with nothing more than a tee shirt and jeans in the sub zero temperatures to pick up their belongings, these do nothing pricks are causing grief to POs trying to do what work they can.
Giving these losers the ability to decide what can and cant be brought into lockup is an issue that should (and will soon be) brought up with the union. These clowns on a daily basis are violating not only state laws, but also federal civil rights given to every human being. The right to not have to walk in the arctic temps with insufficient clothing.
These drunks, dogs and low lives are setting up everyone involved for a big lawsuit. I for one will start adding into my case reports and arrest reports that "r/o attempted to transport his arrestee with appropriate clothing, however said clothing was denied by lockup keeper (enter name) at ----hrs).

I was talking to a friend of mine who is an Oak Lawn Police Officer. On Sunday, a one man car responded to a call at a telephone store on 95th St. There was a M/1 in the store who was attempting to buy several phones using a bogus out of state driver's license and some stolen credit cards. The officer went to arrest the M/1 when the offender punched the officer to the ground and then he attempted to run out of the store. An off duty Chicago Police Officer who was in the store with his wife saw what happened, did a flying tackle into the offender and was wrestling with the offender and with the help of the OLPD Officer was able to subdue him and get him handcuffed. My friend asked me if I knew the officer, a guy named Captain Gerard Carroll. I told him yes, everyone in 022 knows him, he's the same off duty Captain who ran down the murder suspect in his alley about a year ago. Many of us who work in 022 can only hope that Jody makes Captain Carroll our Commander. I worked for "Sgt" Carroll when he was out here years ago, he's the real deal and he cares for his officers...

3. One day an old friend named Ted O’Keefe shows up to fill the position of Deputy Superintendent of Adm. Services? For those of you who don’t know Teddy was blamed for given Da Mayor an anxiety attack during a CAPS meeting at McCormick Place. He soon disappeared to the 311 center for several years only to reappear as a loyal friend for who?
4. Starks orders resumes.
5. We know that Jody called Alderman shortly before his starting day.
6. Jody shows a sincere concern at a roll call in 021? Makes other silly comments to media especially about wearing or not wearing a police uniform? Then Jody talked about the twelve hour day, “ah just putting it out there,” guys.
7. So far Weissoff to put if politely, deceives everyone. He publicly announced that no changes would be made for three months, not the two weeks that actually occurred after he was officially accepted as superintendent. He claimed that he’s been working on plans for months but he never spoke with exempts except for Starks. Who was Jody really meeting with or talking to? Alderman? Mayor? Police Board? Did he make deals with them? Did Alderman make recommendations? Did he assume that the City council would rubber stamp his appointment? The shooting incident at NIU was the perfect time to let things go fast since the shooting would distract the media’s attention.
8. J-Fed seems unprepared to make such rapid changes he didn’t seem ready to fully implement his re-organizational plans. Many of the changes are incomplete and hap hazard and there is evidence of this by the manner in which command personnel were not notified in an orderly fashion.
9. J-Fed claims he only looked at thirty resumes and those he picked are people who stood out? Then it comes out he worked with some or all of them in the past and NONE STAND OUT. NEVER WILL EITHER! What considerations did he make regarding their personal character? When did character flaws like sexual harassment beefs become a requirement for a position of exempt rank? What message did J-Fed send to the community? To the troops? These are the most important positions to hold in the Department they effect the Department and the lives of millions of citizens in Chicago. Friendships, relatives and connections are still king in this town.

First of all, who gives a shit if they are tax paying, non habitual offenders. They are OFFENDERS. What, are your arrestees showing you their W-2 forms prior to you putting them in lock-up. Also, if they are such great citizens, what are you locking them up for? Instead, go out and find the habitual offenders who are a blight on our city. The behavior of the lockup personnel is a direct reflection on the watch commander.
Bad lockups usually go together with lazy WC's.
Stop whinning on this blog and go to the WC if you have a problem with the lockup.
If it really bothers you that much and the WC/Commander are no help, then file a safety grievance with the FOP.
Over the next month, these bosses have no clue whether they will be in an office making 135K or in a patrol car making 95K. They will go absolutely batsh!t when you file the grievance and the change will happen before you finish typing your complaint.

Getting back to OW Wilson. In Roemers book "True Godfather" about Tony Accardo, Roemer writes that he was following Tony Accardo w/ the FBI boys during this time when OW Wilson and Co. were looking for a new Supt. Roemer writes they followed Tony and da Boys out to a roadside by O'Hare Airport and watched and waited. About ten minutes later OW Wilson comes pulling up to meet with Accardo. They talk for awhile and leave. Two days later OW announced he was going to be the new Superintendent. This book came out 5 or more yrs ago. I don't know the exact page but its in there, and its a good read. Just some FYI...............

Yup its true, I talked to a high ranking officer a few days ago. They are also putting undercovers inside the bars. They can easily spot the PO's and sit and observe what is being drunk. When the PO's leave they call in a winner and the investigation is already established. The PO is stopped soon after and everything that has been drunk is already documented. The whole process is so successful, IAD is dedicating all of their extra manpower to these types of investigations. Be careful where and who you drink with!

019 lock up, wanna play? We'll play. You dog asses started with asking prisoners if they are "sick or injuried" and one prisoner said, " well my stomach is upset...I think it's something I ate." Then fuk o' keeper said I have to take him to the hospital! I told mental midget to pound sand and had to involve the WC, who basically told the stroke to take him. NOW they're starting with "only one shirt...no hats...no gloves. OK, you waste of pay checks, I too will add in my reports that said prisoner was only accepted by 019 lockup after his protected winter articles (knit hat, sweater,gloves etc.) where inventoried. So when the hypothermia death lawsuit comes in... your on the hook!

Would it ever be feasible to have a debate between the FOP president candidates and have questions posed to them by the membership? It would be tough to have a civilized debate, having been to the meetings and see how coppers act in this setting, at the FOP hall. Maybe at the UIC auditorium or in the academy gym. Somewhere to pack people in, maybe even webcast it so people can see it and have a record of responses.
We all see where people stand via their literature, but to see them in person being posed questions in a forum and have their say in front of the people that they will represent would be an eye opener for all that would attend.
This might change people's perspective as to voting on word of mouth or strictly on reputation (as we know that can be jaded at times) and give people a real view as to their stance and how they can be help accountable as to what they say.
I for one would like to see this. It might be too late in the game to get this accomplished this time around but think it might be a great idea for the future.

I heard a story about Jans writing another copper a parking ticket a few weeks back. After being asked to not write it, and before he wrote it out, he gave the copper some lip and told him he couldn't do nothing for him, wrote the ticket and ran off like a scared little kid.

Yup its true, I talked to a high ranking officer a few days ago. They are also putting undercovers inside the bars. They can easily spot the PO's and sit and observe what is being drunk. When the PO's leave they call in a winner and the investigation is already established. The PO is stopped soon after and everything that has been drunk is already documented. The whole process is so successful, IAD is dedicating all of their extra manpower to these types of investigations. Be careful where and who you drink with!
Maybe....just maybe...if morale wasn't so low.......Just maybe some coppers wouldn't feel the need to drink. Maybe coppers should start going to gay bars and make IAD work for their money!! lol

To the poster who wanted to complain about why lockup policies are enforced for offenders locked up for misdemeanors who aren't going to county. First off I agree that 019's lock up is nit pick to the max, especially Jett (I liked the comment made earlier about "Too many keys go inventory them." because he tried to pull that with me as well)
But on the other hand, in all fairness, when we arrest someone on a misdemeanor they have to go through a process, that process requires a fingerprint check for identity and warrants. I arrested a guy once, with valid state ID for CTTL, when his fingerprints came back they hit on an old Murder warrant from the 80's when dude was using a different Identity, so guess what he went to county event though he was originally arrested on a misdemeanor. That is why rules need to be followed.
I don't agree with the rules, and I do think a lazy lockup keeper like Jett will exploit the hell out of them, but rules are rules until they change them.

Listen, there is all different kinds of police work to be done all over the city. I've been all over the city, seen all different kinds of things but one thing is for certain, in 19 and 23 there are mostly legit victims that are victims of real crime Robbery Burglary CSA and others.
With that being said, there are a ton a douche bags working on zone 2. Guys that have never left the friendly confines of 19 an 23 and are the worst offenders of the nonsense that we see. Guys that get all dressed up to work tact, guys that try making every little thing into a major production.
The best guys that I've seen, and I'm a Sgt here in 019, are the guys that have come from other districts like the west side and south side. They do there job, don't bitch about yuppie nonsense, code their jobs fast and lock up people without any nonsense when the time arises (not too often but once in a while) and when they do come in with something its usually good and they don't need to have their hands held during the process.
So, with that being said, all you west side wonders that deal in the ghetto babies momma drama and the misdemeanor murder/agg batt, there is much more to this job than that crap.
Remember this, when you are out partying and need that ride home off clark st of lincoln ave, most of the guys that have been there before are happy to give you a lift when you need it, so that minute you start bashing the officers for "a different style/type of policing" remember who's looking out for you. Be safe out there.

Captain Carroll should be promoted. He was my lt for a few months in 007. Stand up guy. To all the people having problems with the 019th district lock-up if its 1st watch go talk to Capt. Mcgovern. He is a good guy and will listen to any LEGITIMATE beefs and try to correct them. 019 and 023 do not have the violence that other districts have but when crimes occur we have real victims.
