More Blatant Falsehoods

The quotes from J-Fed just keep on defying what we know to be reality. The latest:
  • "If you work hard and do a good job, you will move up no matter who you know," Weis said after a swearing-in ceremony for dozens of commanders.
Bwahahahahahahaha. Oh lord. Please excuse us... hahahahaha.

Let's just point out a few of these people who are doing such a "good job"
  • Moy - triple "merit." Worked how many hours in Patrol? Always been downtown
  • Martinez - triple "merit." LAPA through and through
  • Avila - double "merit" and possibly related to the governor via marriage?
  • Martin - double "merit," possibly triple
  • Crump-Hales - double "merit" at least and so lacking in knowledge, she actually cost the City a few hundred thousand in reverse discrimination cases backing Marianne Perry
We're sure people who have been around the block a bit more than us have even more stories about how qualified certain people are (or aren't) for these jobs. Might some grow into them? Sure, but the chances are slim. You learn to lead by knowing your job and the jobs of your people, not house mousing downtown.

We're not thrilled with a number of J-Fed's choices. We'll see if our opinions bear out this disappointment. A lot of it will rely on how much responsibility J-Fed makes his commanders assume. If he fires a few of them in the first 60 to 90 days, we'd be more impressed than not.

We have a Supt. who was never the police ladies and gentleman these are the dark days of this dept. stay true to one another thats all we have right now don t get caught up with false hope and promises from a guy who has no idea on how to be the police let along know our needs, 12hr shifts are only a ploy to limit your overtime and and kill your comp time, fitness ect. ect. J.P take a ride with me to the darkside the twilight zone devil side the low end you have to be the police in order to know our needs, this is coming from a working p.o who has turned down awards for catching homicide offender's and all that other bullshit that comes with this job the only thing i care about is the respect of my peers i wouldn t be caught dead shaking your hand or any other exempt who has not earned there stripes, be safe my brothers and sisters in blue just do your eight and hit the gate.

this is an email that was sent out, by William O'donnell to all persons with dept. emails. I never met the man, but just from reading this letter he appears to be a man of class and one who deserved more respect that was given to him by the new regime.. Friends and colleagues,
I wore my uniform for the final time yesterday. Twenty-five years ago, when I graduated from the academy, I didn't think I could be more proud to wear the uniform of a Chicago Police Officer. But yesterday morning, I felt far prouder to wear my uniform in this city full of people who I have served and helped to protect for nearly half my life. I'll cherish that moment forever.
It has been an honor to work among you. As you continue to keep watch over our great city, keep yourselves safe--and have fun. I know I did. I loved every minute, just as my father did before me and my daughter will after me.
Now that I'm walking into my "sunset years" at the ripe old age of 51 (it is my birthday today), I'd like to say that I'll always treasure your friendship, loyalty, and professionalism. And I'll never take for granted the opportunity I had to work for some of the greats, Terry Hillard and Harvey Radney, who live by these virtues every day.
When I'm casting for smallmouth and sipping a mug of Bailey's-laced coffee at daybreak on our lake, I'll smile and think of you.

Judy Martin was a great Captain to work for in 010. We shall miss her.

It is my understanding that then ADS Karen Rowan pushed Hillard to promote her to be a merit lieutenant and she was appointed a Captain by Cline.

She does have a master degree and was a hard working patrolman in both VCS and Narcotics.

Her husband was a major donor, he is a trial lawyer, to the memorial fund.

I think she deserves everything she got.

Another merit example......

Lt Lewis has been detailed from 011to 002 as the acting commander.

She was promoted as a MERIT Lt out of unit 143 just over a year ago.

What's the matter, no captains or lieutenants in 002 that are qualified to keep the chair warm?

I would guess promoting Captains who pledge their allegiance to the new regime will be Jody's next move. There are only 64 Captains on the books and a few of those are extended medicals. It is not so much that some of these merit promotions are bad, but is POLITICS and CLOUT. J-Fed implied we were getting away from this. As Good a Martin might be, there are P.O.'s out there right now who could have been Sgt's . Lt's etc if it were an even playing field. i can get one jump, but not 2 or 3. How much do they have to be helped?

I would like to know which Exempts are not married. I would especially like to know what Lieutenants are not married, therefor they can possibly build their career with me. I'm 27 and my sister is 24, we've both been on 2 years and are just waiting for our chance. I think I deserve to be an Exempt's girlfriend or at least a Lietuenant's girlfriend, and let me say that any man would be proud to have me or my sister on his arm.

The guy that sat around Narcotics, passing out cigars and bragging as a Sgt. with minimal time on the job, that he was going to be on the Lieutenants list one Friday years back. Lo and behold when his daddy's whack didn't come through,(this time) and he looked like a bigger asshole than he normally is, he hit the medical for months, if not a year. Then he comes back and the merit Lt. spot is pushed through, then Merit Capt and merit Commander. Mr. J-Fed,or anyone else,please show me the hard work that Terrence William did? I dare you! Gee.....How come she could NEVER pass a promotional exam????? I'm really getting a little tired of this often repeated FALSEHOOD that there are these really great leaders except for some unknown reason they couldn't pass a promotional exam. The reality is that a TRUE leader dedicates him or her self to the process that the organization puts forth and COMPETES. A true leader finds a way to set aside personal comfort for a time and to study harder than every one else. Bowing to clout and political correctness is a recipe for perpetual mediocrity.

Yes she was a good boss but how did she become a boss? There are great bosses riding around in beat cars every night but they just did not get the chance. They also make some great pinches and know how to be the real police inside and out. What was her best felony pinch?, ok best misdemeanor pinch? Who the hell are you kidding??? I know a SGT., who is a stand up guy, but had a psycho for an ex-wife, and she tried to jam him up with several BS C.R. #'s... So many that a judge at their final divorce hearing, slammed the ex-wife for fucking with him. Whats my point? Through the whole process who do you think was "coaching" the ex-wife every step of the way??? YEP! SGT. Judy Martin!!!! Dont be fooled. She'll jam any working copper if she gets the chance!!!!!

The reality is that the primary factor in ALL district commander assignments was race.

Many objectionable white supervisors were promoted because they are very connected. Many objectionable black supervisors were promoted because, in reality, there are very few black sergeants and lieutenants to choose from. Why?

First, in general, black officers do worse on promotional exams. Second, the number of "merit" promotions for any race is capped by the number of officers of that race who pass the 1st part of any exam. Therefore, black officers typically receive significantly less (total) merit promotions than white officers.

The city has to provide some objective "job related" basis for their merit promotions. They have used the first part of the test to give every race an almost equal opportunity of acheiving a merit promotion.

In reality, the city uses merit promotions to reward clout. So, if the city messes with the current racial formula and someone (of either race) sues, the first allegation is that the city is violating the Shakman decree. Theoretically, a federal judge could ban ALL merit promotions.

Now, if the city came up with a real "merit standard," they could promote supervisors of all races who are good, hardworking officers and would make good supervisors. The problem is that clout babies are almost always bad workers and that's who the city wants to promote.

Over the years, "merit" has taken on a racial connotation, but this isn't the whole truth. The truth is that "merit" for any race means "connected."

"Merit" supervisors are the people the city wants to run the department.

So, SCC, what the hell is the big surprise that multiple merit promotees are still being promoted?

Geno Roy - gets caught doinking his nasty, two different baby daddy secretary at his summer home in Michigan by a neighbor who calls Roy's wife and dimes him out. His wife (and clout) has him served divorce papers in the lobby of 009 while everyone laughs at him. Shootings in 009 are at an all time high while all he is thinking about is getting trim from his office staff. Integrity...ethics....NOT!!! but who saved him from the chopping block? Thats right the 11th Ward (Daleys ward).

New Cmdr John Ball was a dick in Area 1 in the mid 1990's when he was shot at by a bad guy. Ball was leaving work and some guy was firing at another fine citizen across 51st Street. Ball was caught between the two in his car. He jumped out and the guy either fired at him, or continued firing at the inteneded target. Ball fired at the shooter, but missed. The guy was grabbed and the whole production of the round table, Street Deputy etc. was undertaken. The dicks assigned got the guy charged with Attempt Murder with Ball as the victim along with other offenses. When it was trial time Ball blew off numerous court dates. The ASA office begged him to come to court. Finally the ASA office called Lt. Regan at Area 1 and threatened to arrest Ball for failing to comply with a court subpoena if he did not show up at the next court date. It will be interesting to see how he handles court deviations now that he's a DC.

Just because your one hell of a PO making many arrests, writing parkers, field contacts etc, doesnt mean you will be a good supervisor.
Better that you stay in patrol and get paid extra compensation rather than screwing up the other PO's.
Too bad,because the CPD would never institute the above paragraph.To make someone because of activity or inactivity SUCKS, look at Merit.
What you want to do, is give them in-basket problems (every day shit that happens and see how they handle it, NOT just GO's,special O's and the like).
As far as JFed is concerned he had law enforcement training, if you go to another Police Dept, what right do you have to wear their uniform if you didn't go thru their training!
The Blue,Grey, Tan,Business Suits etc: are all part of the overall picture. Its whats in them that counts.
As an aside, I was in traing, way before many of you came on the job and helped institute the FTO program. As far as training, there was a lot of fat that could have been taken out.There is no reason why a PPO can't be put on the street after 12 weeks of training if you have a good FTO program.

I have met the man. I've also worked for him, and let me just say this one thing:
The man is an absolute stand up individual, and a working PO's boss. He knows the importance of us blue shirts on the street and he will definately be missed.
My first encounter with him, he was no more than a few days in the district, on his way into work, and saw our team hitting a few buildings, minor off-air foot chase, etc, and before I knew who he was, he was pulled up on the apron of 1340 Larrabee and seeing if he could lend a hand.
He walked the halls in 018 like everyone else and treated everyone with respect. If you needed a word, he made the time, and if there was something he could do, he actually reached out and did it.

I personally wish you nothing but the best in your retirement. I hope its twice as long as you spent working for this city and the city actually works for you for a change, if only in the form of a pension.
You will be missed.

Some folks dont like his style, but he is the working police and is not afraid to get out in the streets and work. I worked for him and all he ever asked for was loyalty. Secondly, why would you say anything about a PO who lost a parent. That is not easy for anyone to handle. But you are the typical back-stabbing cop that kicks folks when they are down.
The Jefferson Tap incident was only looked at in such a magnitude because of the media re-playing the 1st tape involving the female bartender a million times. You are the same lame individual who bitches about the FOP, yet probably have never been to a meeting in your lame career. My prayers are with ALL COPPERS fighting to keep their jobs. I hate long posts, but can't help myself here:
I've been promoted twice, off the list, once in a first class and once in the third. (no, you don't know if I'm a Lt, Sgt of Det. based on that). I have no kids, no real need for a 2nd job, so I had time to study. I've been reading the GOs and SOs etc. since I came on, and I just tend to do well on tests. That said, let me also say:
(1) The tests this dept. gives do not identify the best people to promote. When 2 or 3 points is the difference between being in the first class and not getting promoted (as it was on the last sgt test), the test is crap. I've seen myself promoted twice while far more qualified people, including friends, will not have that chance.
(2) Merit is not a problem, esp given the above--the way we do merit in CPD is. Some people who deserve it make it through. But far too many don't, and far too many people who don't deserve it do. Some people simply don't test well. They get too anxious, or obligations prevent them from being able to spend the study time, or they get mixed up on how we do things vs. how we say we do things, or they read slowly, etc. Maybe this alone means they shouldn't be exempt. If you can't pass a single bs test this dept gives, I probably don't want you in a position as an administrator making policy, determining if I should lose my job, etc. But there are several people I know--and I'm sure more I don't know--who will not soon and probably never get promoted off a list who I would be grateful to have handle my shooting (detective)or would be proud and happy to work for in the field (sgt).

Just some thoughts.

look at it all from another perspective: 1) J-Fed comes in, he really doesn't know anyone (with maybe some minor exceptions) in the CPD exempt; he appoints his top deputies (with a nudge from City Hall?), then allows them the freedom to recommend other command appointments, using as an aside the "resume" scam: the result...1) many who are connected (politically, socially, financially) get an appointment; 2) others who are connected, or needed, by virtue of gender or race, also are appointed; 3) the resume thing is wonderful window dressing, but has no relationship to a person's time on the street, their competence or intelligence (or lack of), or their relative ability to construct a coherent English sentence and communicate at a basic level; and so, the bottom line...the Department is as politically, organizationally, and morally corrupt, and intellectually bankrupt, as it has always been; it's just that the overwhelming significantly motivational forces now come from City Hall, instead of 35th Street....

They end up taking him in and while in processing, he MF's all involved including supervisors while giving bogus info. He finally gets sober enough to say who he really is and what do u think happens? He is wisked away to 014 and on the hush hush, JM comes in her pajamas into 14 to pick up her son. Well just when we thought things have changed, well your wrong, its back to business as usual. No info of him in the system. Guess she owes that DC a favor now. God, i luv this job.

I think we should all step back and allow for the changes to settle in for a bit. We will see how the new Commanders take charge and watch for a little bit before making any rash judgements. There were quite a few good choices made and we should expect nothing but the best from them. The poor choices will make the glaring mistakes and hopefully be sent back down the chain where they belong.

Are you kidding! The bare bone state program is 480 hours. That leaves out any hands on training, extra firearms and other scenario based training. Academy is lucky they have recruits that can read and shoot. Be safe guys! With a 480 hour trained recruit? The FTO program is in complete disarry. Look at the sgt in charge of the program. All smiles and nothing else. White shirts do not support the program so we need to extend recruit training. Even with 22 weeks of training recruits face a stone wall on the street. learn the facts first.

Many a CPD has ended their life over the futility of this corrupt job, ie; I'm paid to enforce the law by the most corrupt entities in Illinois and possibly the country., the unfair testing process. ie; people announcing weeks before lists come out that they are on it, and even what district they are going to. Exempts don't change light bulbs. They have the time keeper go up the ladder and while she is trying to figure out which end of the bulb goes into the socket, the exempt gives himself a shipfull of extra hours.

I was one of the folks who held out hope that there would be a fresh start here at CPD with J-Fed, but Fridays promotions have sealed the deal, Chicago Police Dept is officially HOPELESS!
As a straight, white, male, with no phone call, I'll be a beat car patrolman for life. I'm too old 40something, to change jobs, BUT, if you are 35 or younger GET THE HELL OUT NOW!!! You will never have a fair shake in this shit hole.

But, you went to a beat meeting, off-duty, paid at time and one-half (with a minimum of 3 hours pay), representing the department in front of citizens, and you can't put a uniform on?

I can't speak for anyone else but Powers but was a good man. He helped me when I needed it most. I also thought the Jefferson Tap thing was a bar fight. Everyone knows a law suit against the city is a winning lottery ticket. If I didn't work for CPD I'd have five or six myself.


Well sonny boy Powers fucked over numerous officers(without juice) I told a commander I was not going to do something that was Illegal and in turn he put your Boy Powers on me. He powers told me "to bad so sad" as he needed to please the commander???? Powers was nothing more then a coward pussy and the guys from Jefferson tap are Connected if they were only po's with no juice they would already be gone. CLOUT RULES!

Bill Powers was in charge of the personal concerns program and FUCK over numerous officers who had no connections. Sorry to disappoint you, yet thats the truth. His son should be on the medical as he was crying and out of control. I found it troublesomeness that his gun had to be taken away from him. What would happen to you OFFICER. I'm retired now and living the good life but here's a little story about "Lucy Juicy Moy" you might enjoy. I remember when she was working Tac in 018 many years ago. There was the usual problem with the Michigan Ave. shoplifters that were usually handled by the Michigan Ave. footmen. Well she and her partner decided to pad their arrest activity by grabbing those shoplifting arrests. It went on for quite a while until the Tac Lt., a prince of a guy by the name of Jim Annotnocchi (sic?) arrived in 018, saw what was going on and told her that if she wanted to continue to arrest shoplifters that he would find her a beat car that she would like because arresting shoplifters was not the job of a Tactical Officer but that of a uniformed officer instead. She did her usual giggling and sucking up routine but stopped arresting shoplifters. Of course her stats plummeted.
I don't think I've ever met a more incompetent buffoon posing as a police officer in my life. She was and is an embarrassment to any Police Officer with an ounce of common sense or self respect. To think that they made her a Commander is unbelieveable and makes me glad I pulled the pin.

J-Fed, If there was ever an honest test with honest promotions, you might not have cops that felt the need to drink away their sadness. You wouldn't have so many suicides either. Many a CPD has ended their life over the futility of this corrupt job, ie; I'm paid to enforce the law by the most corrupt entities in Illinois and possibly the country., the unfair testing process. ie; people announcing weeks before lists come out that they are on it, and even what district they are going to. I don't bother hoping that one day any of this will be legit. I am not a moron. I know how deeply entrenched the corruption in the city runs. I just count the days until I can flee to a municipality slightly less corrupt and certainly with less taxes.

WoW!!!!Some one else thinks like me. I'm humbled. This department wont change unless every Sgt. in this dept gets transferred. This is the backbone of clout. When any CMMDr or Exempt make a spot who does he/she rely on? The Lt's and Sgt's that come allong for the ride. J-fed....wake up and change this pattern of clout!!!

OK, any of the new Commanders/Exempts actually legit? Has everyone been once, twice, thrice merited along the way? The Sup couldn't find anyone who made their way up the ladder the hard way? This is very sad as nothing has changed and it's the same old tune, different faces.Glad I'm in the KMA club.

If you want even a modicum of happiness....Know this, This corrupt police dept, fake supt, gangster mayor are never going to change. You have to! We make good money,more than the ASA's or PDs, be proud of your achievements. If you have time, take advantage of school because there are great jobs waiting for you when you retire if you want them, but they all want a masters degree and Lewis U. will do nicely. Air Marshalls, Police Chiefs, Sheriffs, Campus Security Chiefs,etc. Chicago is a filled with a lot of great people, just overlook the punks that we have to work under and think of all the wonderful people we get to work WITH. Never ask an exempt if you want the correct answer. Ask one of those Lts. that never seems to go anywhere. He/she is probably the one who should be the Supt. Lets just treat the police we respect, respectfully. If you dont expect anything, you won't be disappointed. I only expect anything anymore from SCC!

I never worked for Lt Powers. I didn't have clout and in fact the first time I ever met him was when I went down to talk to him. That was when he helped me. I was only talking from personal experience. I found him to be a good, kind, man. You don't have to tell me your stories about Powers. Like I said, I didn't work for him and he didn't know me either. I went to him for help and as a cop helping another cop he was a kind and extremely helpful person. If any police officer had ever come to me like that I don't think I would've been able to have been as helpful. It was an observation, not a contest to see who say something meaner. We all remember people who have picked us up when we were down. On this job, too many would like to keep you there.

Lucy Moy made "meritorious" detective with a total award history of 11 Honorable Mentions, while other officers put in for meritorious detective had numerous DC's, other awards, hundreds of honorable mentions and quality arrests. I have a copy of her "merit" resume when she was made and I will dig it out a be glad to send to you SCC for all to see. She's was and is a fucking joke. Another Poster Child for why this department and its leadership is so fucked up.
