Sun Times Article

The Sunday Slum Times has a page 1 feature on how the Department doesn't "reflect" the population of the city it serves. It showcases the "reverends" and aldercreatures demanding that J-Fed correct this imbalance, probably by violating the law.

UPDATE: Here's the crap in all it's glory. Criticism to follow.

UPDATE: Anyone else notice that Fran added the Asians to the White number to make it appear Caucasians were the majority? Otherwise, how could Fran's numbers add up to 100% with only White, Black and Hispanic?

I think "they" have been in the process of "correcting" this problem of too many Caucasian police officers already. 022 only gets African-American and Hispanic recruits now. Is it possible that recruit class that was "postponed" last month had too many whites? Someone should keep an eye on this.

This is an absolute insult to ALL of us hard working coppers. What the media doesn't understand is that ALL coppers are BLUE. The offenders do not see colors or sex all they see are police doing the job. Now as far as making more minorites to reflect the racial balace of the the city, I say do this and you will finally have lost the battle. I had taken the last Sgt. test and had scored well. Based on historical numbers of promotions I would eventually of been made Sgt. I had put the time and effort in to earning my score and when I recieved the results I was proud of my score. I as a male white have a very slim chance to be made merit. The merit picks seem to go to politcal, genetic, or the new bosses "girlfriend". This is why we as a Department are sinking. I do not care what you are as long as you are qualified to do the job, God bless you. THE BEST QUALIFIED FOR THE JOB. PERIOD. We call aour selves a para military organization? Ha!! The military does not promote based on political or genetic lines, people get killed or maimed if the wrong decision is made. The samething applies here in our department. We need leaders, not political hacks. There are some leaders and they are far and few between. Finally, think on this, if you had to have a heart transplant operation do you want the the guy who studied hard and placed very high on the test or do you want the person who was made a heart surgeon to fill the quota. I think that the racial make-up of the CTA does not accurately reflect the population of the city of Chicago. I think the racial make-up of the NBA has racial bias against hispanics. Lets force more qualified African Americans to take this job (at gunpoint if need be). We cannot allow Obama become President because he doesn't represent (racially) the majority of Americans, etc.

It wasn't a bad article. The City does need to hire more black Police applicants. Problem is, unfortunately, that some simply can't pass a thorough background check. The psychological also weeds out a large number of black and latino males, although the reason why that happens isn't really clear. As more minority males obtain arrest histories at a younger age, it will adversely affect their availability to pursue certain occupations. Black parents need to be aware of this, and work harder to keep their kids away from people and activities that will result in certain types of arrests which will automatically exclude them from pursuing certain occupations. And before anyone jumps on what I've posted, I am a black PO and a parent.

In 1985 over thirty thousand persons took the test. The last couple of years they get what, maybe...2000. The city makes a special effort to recruit minorities...remember the reverends and churches....As far as I can tell if you take the test, and pass the requirements you will be hired...no matter what your race creed or color. The Sun-Times is WAY off here. Will the city call them on it. This is what happened in the early 1980's and thru the 90's, it was called affirmative action. Alot of you cry babies don't remeber that term, because you were in gym class, running around with a hard on. So let me explain it to you. The classe had to be equal white/minority and gender. How did they do that....they would fill the first 33% of white males off the highest scores...then they would reach down to whatever number necesssary to fill the rest, passing up persons who had higher scores, all in the name of "Affirmative AcTION. SO THAT IS WHY Officers LIKE ME HAD TO WAIT UNTIL THE LAST CLASS OF THE 1985 test to be hired, when others in my class scored at least 25 to 30 points lower than I did. They had to give a new test, becuase they were so low for minorities they new it wouldn't work. Affirmative action finally ruled illegal...but then again the tests are racially biased. As Lee Elia said, "MY FUC$$ING AS$"

I remeber sitting in class at the academy(back row of course) and looking around. To the left 1/3 white. In the middle 1/3 hispanic. To the right 1/3 black. 1/3 Females mixed in as well. It can't be a concidence that it was perfectly proportioned.

A few people made some valid points. I will say this and if you think its racist so be it. The Black community especialy males like to smoke that "stinky green" to much. Marijuana use is what disqualifies them from the job, not their IQ.

I have overhead on numerous occasions black police officers screaming at their kids about smoking weed. I can't count how many black officers on this job who would like to see cannabis legalized.

Parents of all colors, etc, etc, need to explain to their children that there are consequences for your actions when your younger.

Its my two cents, you can take it anyway way you like.

What a joke.I remember when I came on the job in the early 70's they tried several remedies to "boost" the minorities,the best was a dicks exam with only your social security number as identifier,they still had to throw it out because too many of us typical white guys passed and not enough unqualafides.

Ever since the remarkable social engineer Hubert H Humphrey made the famous speech on the floor of the U.S Senate in support of the landmark 1964 civil rights act and stated that this act does not mean quotas, we have had quotas, race-norming, affirmative action, banding, merit, clout. They all mean the same thing----we will not promote you on an objective format.

I am white and have been bypassed by whites, blacks, hispanics, women, and probably gay eskimos.

The names have changed, the faces have changed but the game remains the same.

Ask the old (insert race) guy working the beat car about merit and they all say the same thing, It doesn't help whites, blacks, hispanics etc.. it only helps those that get promoted who happen to be a smaller piece of the total group.

Cline promoted his driver, secretary, office staff, etc different races and genders involved but the trait remains the same it was who you know not what you know.

Um maybe if the brothas actually WANTED to work in the ghettos, they would have more BLACK police. But they tend to flock to the white areas and go on midnights, i.e. 022! Its quiet and there isnt a lot to do. You wont get a brotha being the police in the ghetto too often, it happens but its rare. They, like US, dont want to be there. The entire premise of the article is wrong. That somehow if the racial make up the police department matches the racial makeup of the city that somehow the non-white citizens will feel less under seige.

Guess what you can make the department all black or white tommorrow, the police will still be the police and lock up the criminals.

Many of the disenfranchised will still go to jail, and still hate the police, and still feel under seige! Nothing will have changed.

BTW, like another poster said about the CTA not representing the people of chicago; of all the years (9) working CTA special enjoyment, I have never seen a white bus driver or train engineer. WTF is up with that? Maybe Fran should investigate that.

When I was in the military, 80% in my Unit were Caucasians and only 15% were African Americans. And that's almost the same percentage of the other Units / Department when we all got deployed in Somalia.
We, CPD military veterans, all knew that joining the military isn't that hard and you don't need a college diploma, but must be a high school graduate in order to be accepted. Yet, how come not too many African American are signing up? Is it because they don't believe in serving their country, no high school diploma, or they don't want to work at all? I believe that if you want something no matter what it is, you have to come and get it and earn it.
I also quickly realized that this Department (CPD) isn't para military. In the service you don't jump from being an E1 to E6 (military guys you knew what I mean about that pay grade) not unless you have a HIGHLY SPECIALIZED training and graduated from the military school. Promotion wise, this Department is a joke and shame on you all Political Clouts!
For all of the honest hard working PO's, continue what you're doing and you believe in. Always be safe and back up one another even if you don't like the PO sitting in the roll call room because that's how you get RESPECT !

Cline convened a committee to review hiring practices of CPD. He was shocked that the average wait to be hired was two years or longer. During that time, applicant’s lives were put on hold as they completed each step. Personnel division does not keep applicants informed. The psychological test is arbitrary, with no explanation of its results. If you fail, then reapply. Two years is too long. Other major departments process applicants at a faster rate and applicants know their status. Even applicants from outside the city must fly in several times to complete the process.

The result? We lose qualified applicants. College graduates and military veterans without jobs must wait two years before they are hired. Offering the test 4 times in one year was a disaster. When the 2006 test list is finished, when is the next test? It is possible to streamline the application process but does the city have a desire to change? The cadet program mentioned in the article is a disaster and ruled by clout. Same stuff, different names.

Amen to this. Diversity is not the issue. Dissolution of the family has led to lower numbers of EVERY racial group being qualified for law enforcement. Note - just this year the world's greatest law enforcment agency in the world, the FBI, lowered their hiring requirements. I demand that 35.3% of African-American police officers take their job seriously and do what they signed on to do.

You CAN put another brother in the penetentiary.

Make that issue a part of the psych testing. I've known plenty of guys whose hiring was delayed for years because of some question on the psych test.

When African-Americans start doing what it takes to be a police officer they can hire all they want.

Before you guys start screaming that I'm a racist, I'm referring to a certain segment of the rank and file. I know a LOT of African-American officers that I'm proud to work side by side with but there is an inordinant amount of African-American officers who continue to keep ties to gangbangers and look the other way in an effort to "keep it real."

I couldn't even given you the number of times on this job that black citizens have attempted to turn down our services and "wanted" black cops to handle their call. Funny thing is that I really feel that I offered them professional, considerate and good police services.

Now I wonder what would be said to a white citizen that demanded that the black officers offering their services go away and have white officers handle their call.

I have a funny feeling that would not be tolerated.

I live in Mt. Greenwood, My mailman, cable repairman, gas and electric meter readers, garbage men (private services due to being in a condo) and many others who service our neighborhood are BLACK. Should our community get together and demand these hard working people lose their job to reflect the population in Mt. Greenwood?

Give me a break. When it comes to employment, government handouts, freebies and other services the black community wants to be think as a group. But when it comes to how much crimes, shootings, rapes, robberies, drive-bys and drug sales, its DON'T LUMP US ALL TOGETHER.

This is an absolute insult to ALL of us hard working coppers. What the media doesn't understand is that ALL coppers are BLUE. The offenders do not see colors or sex all they see are police doing the job. Now as far as making more minorites to reflect the racial balace of the the city, I say do this and you will finally have lost the battle. I had taken the last Sgt. test and had scored well. Based on historical numbers of promotions I would eventually of been made Sgt. I had put the time and effort in to earning my score and when I recieved the results I was proud of my score. I as a male white have a very slim chance to be made merit. The merit picks seem to go to politcal, genetic, or the new bosses "girlfriend". This is why we as a Department are sinking. I do not care what you are as long as you are qualified to do the job, God bless you. THE BEST QUALIFIED FOR THE JOB. PERIOD. We call aour selves a para military organization? Ha!! The military does not promote based on political or genetic lines, people get killed or maimed if the wrong decision is made. The samething applies here in our department. We need leaders, not political hacks. There are some leaders and they are far and few between. Finally, think on this, if you had to have a heart transplant operation do you want the the guy who studied hard and placed very high on the test or do you want the person who was made a heart surgeon to fill the quota. I think that the racial make-up of the CTA does not accurately reflect the population of the city of Chicago. I think the racial make-up of the NBA has racial bias against hispanics. All testing from now on should be given at midnight along with night classes at the academy. We lost over 300 to retirement this year and did not hire recruits so how can the numbers be the same? Bullshit. This hiring freeze will cost the department for years to come. We might not have a recruit class on the street befor xmas. Reduce the force by 600 in one year but keep claiming 13, 500 street officers? WTF!

Once while working tact, I found a gun in the park and did a weapons turn-in....a meritorious black SGT gave me a direct order to make it a UUW...review kicked it back...he went and ordered review to accept it...true story.

I had another meritotious black SGT, tell me it was illegal to order the passengers of a traffic stop out of the vehicle...thats not what the Supreme Court says..

There currently is a black FTO in my district who routinely chides recruits for running plates without probable cause...are you kidding me!!!

A black meritorious LT, would not approve my arrest report of PSMV, because I did a random plate check...he lectured me on how random stops were illegal...yes I know this...random plate checks are a whole different story and perfectly legal..

if you can't read or write you shoudn't be promoted...regardless of the color your skin

They certainly are not my voice. I am a minority officer and ask for a fair shot at the promotional exams. Nothing more and nothing less. If I cannot pass on my own I cannot cry and blame anyone but myself. I have successfully passed several exams on score. That being said, anyone who thinks that merit is for minority officers needs to check the history and see that very few over all have been made that way when you count total numbers. I cannot wait for retirement. Back to the reverends,,,,,I cannot wait until retirement,,,I may never step foot in this city again.

It's predominantly the asinine prohibitionary laws, designed primarily to artificially increase the values of the consumer desired products prohibited and to impose the moral perspective of a hypocritical segment of the population upon those less hypocritical individuals who desire to use their freedoms to partake of said desired, but prohibited by law, products, that is responsible for so many individuals having criminal records.

Add to the desire to partake, the artificially inflated value of said products, and you have created the environment for much natural criminal activity.


Add to that, the less than encouraging economic realities of being young and black, and you can see that the challenges facing black youth parallel those of any group of lost, clueless and less thoughtful individuals, bereft of the strong guidance of group wisdom and respect for that wisdom.


Add to that, the misguided and miscreant nonsense, laced with undeniable truths, but tainted by undeniable lies, that black youth are exposed to 24/7/52. and it's not surprising that there are more blacks with criminal records than there are without same.


Regardless of the perceived, or real, obstacles impeding the progress of blacks, and other 'minorities', the 'bootstrap' theory often quoted by the advantaged still applies to real life.


The real solution to the problems blacks experience is that blacks must help each other, primarily by NOT hurting each other, by NOT stealing from each other, by NOT exploiting each other, by NOT remaining willfully ignorant of the things that whites, and others, know they cannot remain willfully ignorant of, and still earn a decent living in this world.


Blacks are already perceived by whites as being lazy, ignorant, immoral, violent, contemptuous, malicious, dangerous and untrustworthy, however unfair and untrue these perceptions may be concerning most blacks, there is no sense in reinforcing these stereotypes by living down to them.

Why do you think the races choose to separate themselves, in where they live, in whom they choose to associate with, in whom they choose to hire, if not for the above, perceived stereotypes?

Whites see these defects in others of their own race, and of other races, and react in a similar manner.


Nobody, of whatever race, culture or ethnicity, wants to be exposed to being robbed, raped, assaulted, injured or murdered.

When blacks see fit to impose the same standards upon themselves as they want others to impose upon themselves, those standards being, at least, the minimum of respect for the rights of others, then, and only then, will blacks finally begin to achieve what they claim they want to achieve.

A woman who works for the Cook County medical examiner's office has been charged with stealing a diamond ring and diamond earrings from the body of a Berwyn woman.

Yolanda Harrington, 42, of the 1100 block of West 112th Place, appeared in Bond Court on Saturday on felony theft charges. Judge Raymond Myles ordered her held on $5,000 bail.

Harrington, who worked for the medical examiner's office as an autopsy technician for about 3 ½ months, was arrested Friday, Cook County Assistant State's Atty. Michael Hogan said.

This is more prima facie evidence that the city and country is racist because there are not as many black officers as there are white officers. Let's all ignore the fact that the are unequal numbers in the population; that doesn't matter.

What does matter is perpetuating the myths that keep liberals in power, such as all white people are racist, all police officers hate black people, and the disparity in sentencing and in the prison population is caused by a racist agenda.

This article is a bold face attack by the reverends who are trying to divide white and black police officers with the hope of weakening the police force.

It is actually more of an insult to black police officers.

The reverends come right out and say that black officers will never perform well enough on permotional tests, so the only way they can get promoted is through race norming. The reverends' subtle underlying message is that the city needs more "minority" officers because they will not uphold the law as strictly as their white counterparts.

Total racist garbage and an insult to every hardworking police officer on this department.

I'm not on the job but even I know that if they wanted there are districts that if they went to there would be a vastly different looking make-up of the color of the police in that picture.
The force should represent the make-up of the city population. And after they acheive that. Maybe what they can do is have all the white officers work in the white areas of the city. The blacks work in the black areas and the hispanics work in the hispanic areas.
I bet the Revs would change their way of thinking then.
Who would respond to their calls for help.

Get rid of merit, make "diversity picks" based upon the test scores. Need a female hispanic, go down the list to the next female hispanic and take her. Make it so you have to take both parts of the exam, and still try to score well. I am tired of number 3,845 getting promoted because they can polish the knob like no other one can. If merit is used for diversity, then treat it as such. Release the criteria for promotion if it is truly merit. Jody, we are tired of the nonsense.

The 1st black PO was hired in 1872. I found this on wikpedia a year or so ago. I remember they also noted CPD had the 1st black Captain in the country. I tried looking it up again and the page has been changed and is loaded with abatte,sos,burge etc. If you want the CPD to end up like the CHA, USPS, CTA, or CPS then bow to the fake Rev.'s. Cook County has the largest black population in the country. They have Stroger, don't let them cry poor.

As I read the Sun Times I came up with a solution to the hiring problem. Several years ago when the McPier was set to open Skimmy Sheehan, who was in charge, needed parking garage attendants and car hikers. He waited til the last minute.
ALong come several dudes who the administraters grabbed and asked if they would like jobs. They saw an opportunity and jumped at the chance. THey asked the new hirees if they had any friends who wanted jobs and of course their gangbanging friends also got employment. All hired with no backroud checks. A lot of money passed through the parking lot at the Pier.
Lo and behold several dudes appeared at the lot one night and releived they of $ 80,000 plus. THe employee/offenders were caught within 18-36 hrs. later, a lot of the money was recovered (about $75.000) and about $5,000 worth of gym shoes. Yes their first purchases with the ill gotten gains was gym shoes.

I say used Skinny SHeeham's method of hiring, boy would that be interesting.

As a lifelong chicago resident I'm apaled at the fact that the Chicago Bulls, a team that perports to represent The city of Chicago, is made up of 15 players 11 of which are African-American. According to my calculations that means 73.3% of the 15 person roster is african american. According to The chicago slum-times calculations 35.3% (or 5.295 players are allowed to be black) therefore I DEMAND that 9.7 white players be hired to replace 9.7 of the african-american players.
In order to do this the chicago police way, any white males interested in playing basketball should show up to the united center for tryouts. Dont worry, there will be ladders for slam dunking and baskets the size of 55 gallon drums for 3 pointers. The ability to dribble is a plus but manditory. (felony convictions a must)
As you can see, the bottom, line goal of winning has been replaced by a philosophy of diversity

ps: African-American players are encouraged try out also to replace the 5.29 African-american players who will eventually be promoted to assistant coach, coach and general manager well above their level of competence

Same was case with ISP , I took test in 1982, first 3 classes were 1/3 white male,1/3 minority male and 1/3 female, I was in fourth class(last one) and we had only 5 minority males(had score of 69,68 you failed) , only 1 passed acaddemy and about 50 white males,(each had scores of 81 or 80) after that they had another testing group.

A check of 2 different personnel databases show that there are 10,001 officers (code 9161) on the payroll as of 23Mar. But, according to the article, they say it's 13,516. That's a big difference of 3,515 officers. Imagine if we really had 3,516 extra officers that the City says we do!!!

Whether the St. Jude march is on Michigan Ave. or anywhere else, remember it is a tribute to our fallen Officers here and everywhere in the country. It is to show our unity for our brothers and sisters in blue who have given the ultimate sacrifice. I feel the St. Jude march shoud consist of Police Officers from every municipality in the state and even out of state. We are all family. Whether you work in a major city or small town, we all share the same danger every day. St. Jude is to honor our fallen comrades. Where it is held is not relevant. It is not a parade or a celebration. It is something we do to honor those who have died in the line of duty. It is a show of unity and remembering our fallen brothers and sisters. My only regret is there is not a major outpouring by more Officers from CPD to partake in this event. Most every cop has known someone personally or by passing that has been killed. One thing I will say is this article should not put a wedge in the police department between the races of the police. We are all blue. That is the color we are whether we are black, white or hispanic. When all hell is breaking loose, do you care what color cop shows up for an assist. I know I don't. We all have prejudices, but as far as the job, there should be none. If certain people want the numbers closer to reflect the population, they need to take the associate degree requirent and drop it. But most of all the city should start treating police on the job with more respect and less negativity. Why do we only have 2000 people take the test anymore. Because with the press we get and how the city treats the police, who wants to come on this job anymore. There is no more camaraderie as it past years. Recruits are trained by people who have no clue. Recruits come out of the academy with no respect for seasoned officers or the public. They treat everyone like crap. Tha's why CR's are so high. One thing I learned early in my FTO training and in the academy is treat people like you want to be treated. No one deserves to be MF'ed for no reason. If you treat people with respect, most people will give the same respect back. Even a bum deserves respect. If they start MF'ing you then you can go off on them. But until then treat people with respect and do your job. Don't blow them off because you are too lazy to write a report. Your strongest weapon is your mouth. It can calm a situation that is heated or you can treat everybody like shit and fight with everyone you come in contact with.

A few people made some valid points. I will say this and if you think its racist so be it. The Black community especialy males like to smoke that "stinky green" to much. Marijuana use is what disqualifies them from the job, not their IQ.

I have overhead on numerous occasions black police officers screaming at their kids about smoking weed. I can't count how many black officers on this job who would like to see cannabis legalized.

Parents of all colors, etc, etc, need to explain to their children that there are consequences for your actions when your younger.

Its my two cents, you can take it anyway way you like.

I don't see one albino in that photo! Albinos unite! The man intentionally gives the test on very sunny days so that we cannot take it. All testing from now on should be given at midnight along with night classes at the academy. Albinos should have first choice of working the 1st watch and special CPD hoods should be provided to protect us during the morning hours.

I worked a case with a dick from the north suburbs that was an albino. Nice enough guy, I think he said he lived in 016 or 017.

Disagree? read some of the RACIST comments these idiots that call themselves Police post. I think our arrests should reflect the population of Chicago. If you lock up a black, you should be forced then not to lock up another black till you have a Asian, White and Hispanic arrest. Seems only fair.

Minorities have choices that they make as they grow up. If you choose to be a criminal to make a quick buck, then suffer the consequences!

After working in my old barrio, I had to transfer out because I kept locking up my former schoolyard buddies for felonies.
