J-Fed's Initial Proposal

This is the information we were talking about last night. It comes to us second hand, but the source is 100% trustworthy. If they say it happened, it happened. It seems that J-Fed was having a meeting with an individual who shall remain nameless, but this individual wears more than two bars on their collar. During the conversation, J-Fed told this person that it was his intent to get rid of the Round Table process completely.

Now we know that earlier this year or late last year, the Cook County State's Attorney was looking to pull out of the Round Table process because of the political heat. Some reporter and his tame professor were insisting that the Round Table was nothing more than a cover up of all the involved parties and in the midst of a hotly contested State's Attorney race, even the hint of a scandal could sink a campaign. Besides, it's easier to say that the State's Attorney's office might be prosecuting a police shooting one day, so it didn't make sense for them to be there in case it compromised the investigation, regardless of the fact that if at any time there was an allegation of criminal wrongdoing, the Round Table process (Administrative) would stop and another investigation (Criminal) would begin.

The reason that J-Fed wanted to do away with the Round Table?
  • All Officers involved in a shooting were to be indicted the following day by a Grand Jury.
You read that correctly. J-Fed wanted officers indicted. We don't know if this was to circumvent Administrative investigations. We don't know if this was to abrogate contractual protections. We don't know if this was to be some half-assed attempt to remove CPD entirely from the investigatory process of police shootings.

But if this doesn't tell you exactly what type of Department the mayor wants and exactly what type of Department that J-Fed is attempting to give him, we don't know how to make it any clearer.

If you do even 1% more than what is required of you anymore you are a moron. Do not look for sympathy from your fellow officers when you get jammed up anymore for doing anything more than the minimum. If you cannot read the writing on the wall or you say oh well I have to be the "real" police you are on your own. The day may come again to be the police but now is not the time.

Just a point of clarification: Are you saying that J-Fed wants officers INDICTED the very next day, or does he want to have shootings presented to the grand jury?

It seems like there is no difference between the two, but they are 2 very different things.

It's my understanding that all police shootings in NYC are presented to the grand jury - most of which never result in formal indictments.

But you are certainly correct - it is really all about ducking public scrutiny.

Makes sense. It gives more crediblity to the officer if the grand jury finds him acting within his police powers. It then would be harder for b.s. lawsuits filed against the officer and the city. It would definately benifit the city. I can see through the b.s. now. wow, time to work on retirement plans.

I know you said that you trust your source, but wow, I can't believe that. You know what, I shouldn't say that. I can believe it, but I am shocked if it was true. J-Fed and the mayor are about to shut down this city through the police department and I wonder whether or not they even know they are doing it. They live in a political world and a world of professors and policing on paper. That is a great world, but it doesn't exist. ESPECIALLY in the city of Chicago. What a horrible thing to have happen to this wonderful department. God bless CPD and I truly hope that we all go home safe. I know if I needed to shoot, I wouldn't fucking care about the idictment, I am going home and I will fight it out in court and win then sue for everything. I've had to shoot once on this job and I don't want to shoot again, but I am fucking ready and I want to go home to my family. Fuck J-Fed and the mayor. If you have to shoot, SHOOT, damn it, SHOOT and keep fucking shooting until you feel safe again.

If you are ever involved in any criminal proceeding, shut up and get an attorney. Slow up the investigation and play out the entire process. Your attorney should protect you as best as possible and know all the loopholes.

And if this proves to be true it's just another reinforcement that he isn't and will never be "one of us". Thin-skinned Fed can't handle being picked on, I guess. Lesson to remember, though; targets of continuous beatings will respond, oftentimes to excess/overkill (think Bully getting his lunch at the hands of the nerd). The really sad thing about this is that this will get more coppers killed than ever before.You cannot avoid certain incidents that will lead to a shooting all together...BUT guys and gals with time on this job will put on the blinders for sure now.Who I worry about are the new coppers coming on who will continue to chase the dope and bangers and second guess themselves at the moment of truth and end up getting killed because of it.It's gotten bad...real bad over the years in the way of the police being the police but this is insane!!!!And if this is true then this jagoff has for sure driven the final nail into the coffin!!!Fuck you Jody...you will go down in history (at least in my eyes)as the one who destroyed the Chicago Police Dept!YOU NEVER WERE AND NEVER WILL BE THE POLICE!!!!!!

Well J-Fed, thats it for me. If I get indicted for dong my job especially if it is to protect myself or on of my fellow co-workers and they bring an indictment against me I will be very upset. That is the end of policework as we know it. I sure hope the union starts stepping up to the plate.

Believe it or not this is actually not a bad thing. It has been done in the past, like 25 + years ago. It goes like this
Shooting happens
Investigation happens, facts get assembled.
Goes before grand jury with the facts.
Good shoot gets no billed prosecution ends that day right there, finding no probable cause.

Bad shoot well you would have been going before grand jury anyway eventually.

Big thing is you get time before you have to say anything to anyone

One problem with this story. To be indicted there has to be a criminal charge. I can see them wanting a Grad Jury investigation as a way out of administration proceedings but indictment. If this is true remember the 5th amendment is still your right. Use it. Think of the three monkeys "Don't see nothing, Don't hear nothing, and don't say nothing."

A Chicago man who was being sought in a robbery and who had warrants out for resisting arrest, battery and fleeing police was arrested in Lisle after being pursued by police in a helicopter in a chase that began in on the Southwest Side.

Gregory Lucano, 33, of the 6200 block of South Newland Avenue was charged with aggravated battery of a police officer and aggravated fleeing and eluding the police. He also faces several traffic offenses, including failure to produce a driver's license and operating without proof of insurance.

The chase began after police went to Lucano's residence Sunday with a warrant, and he jumped from a third floor balcony.

As police tried to arrest Lucano near 77th Street and Linder Avenue, he resisted and slammed a car door on an officer's arm and drove off, police said.


Police called for a helicopter, which followed Lucano's car into the Ottawa Trails Woods in Lisle, where police took him into custody after a chase.

How in the hell to you justify bringing an officer's actions before a grand jury if, for example, they shot someone who was about to shoot/stab/bludgeon/or use some other form of deadly force on someone?

Not only does this bode ill for us, but law abiding citizens of Chicago take heed. You're on you own. We will no longer risk our jobs, pensions, homes, etc to intervene in some altercation you are involved in. The message to all citizens...learn to take care of your own problems, because we sure ain't gonna do it for you!

O.K. so if the FED wants to get rid of round tables what is he supposed to supplement them for. Round Tables are a preliminary synopsis of what transpired and for the information to be disseminated to various Departments so that they have an idea of what happened. Now you say that he wants to indict a Police Officer subsequent to a shooting? Tell him to bring it on. This guy is just asking to be sued. This guy wants to make a name for himself by implenting change when change isn't necessary. He really has no clue. Maybe he needs to go back to Quantico and see if he can retreive his brain.

OFF TOPIC: In the Chicago Suntimes they said "Chicago Police have written 10% fewer parking tickets than this time last year". Way to go guys, this could have not made me any happier today, they also said "we are to bussy fighting crime", but wait they also stated "The parking enforcment group is way up with parking tickets". Whats up with that? Are they farming out are jobs to more civ., who can't make it to CPD?

If I understand this correctly, and if it's true, then a vote of no confidence is in order. How can you have a man at the top of the department who wants all officers involved in all shootings, justifiable or not, to be indicted and face a criminal trial?
So now we're gui;ty until proven innocent? This is beyond bullshit. We still have rights under a thing called a Constitution which we have sworn to defend.
Now, more than ever, is the time to get involved with the union. Show up and get involved. Now that your rights and your very freedom is at stake for the job you do, go to a meeting and demand some action for the dues you pay.
There is more power in that union than you would believe. But it counts on participation. This may be the very thing we needed to pull us all together for once and stand united.
Please post the next meeting date and time and call for all members to attend. Remember that you can put in a slip if you're on duty and it can't be denied.
My God, this has turned into something ugly. We better work together on this one.

Round Table who really cares. It was a stupid ideal anyway. Officers should have 48 hours to prepare their statements and get some rest. Why does anybody need to know what happen immediately? Maybe lock in their statements and prevent BS witnesses from appearing out for revenge? Are our police shootings getting out of hand? Should they all involved be brought before a grand jury instead of a round table? Just more people to listen to the story. If witnesses lie to a grand jury then maybe they the STATE should prosecute those lying fools who come out of the wood work. My jury is out on this one...Don’t get too excited!

After listening to J-Fed on the radio, my only personal opinion of him is that he is a fart lost in a wind storm. Why would the Army take him and make him a Captain? Why would the FBI want this clown with a Chemistry degree? He [J-Fed] does make a good first impression. All is lost for him now, the more he speaks and answers specific questions, the more it is apparent that the fart analogy is accurate. I give him a year before the Da Mayor scapegoats’ his ass.

J-Fed must be related to someone that can influence on a federal level. This guy is better suited to be a hotel manager at a Travellodge or Holiday Inn then a police manager.

The membership has no contract and has expressed many concerns to J-Fed dealing with working conditions such as; manpower, equipment, and merit promotions that still haven’t been addressed, action was promised! Did you know that the merit process is being reviewed and recommendations will presented by merit babies attending a special training seminar? What an inspiration!

J-Fed already has realized that perhaps taking this job might not have been the best ideal. Good thing you got a contract J. I suggest that anyone wanting the Supt’s job in the future get a contract too.

The reason Bobby's don't carry guns is that any shooting results in a criminal indictment against the copper, and he is unemployed until cleared in court. If this participant was party to this conversation, and there were more than 2 people present, this story needs to be known to the reasonable people of Chicago. The very basis of American law is the presumption of innocence, until PROVEN guilty. No person should be allowed to allowed the privilege and responsibility of running a police department if he does not understand this fact. Sounds more like the USSR in the "bad old days" to me, a 32 year veteran, who has had the good fortune to see how both America and Communists pursue justice.

Good Morning,

I was one of the 97 police officers that was dumped from TRU last night. The reason that most Sgts gave their loyal P.O.'s was senority, disciplinary action etc.
Well, I am heading back to the district along with the rest of the 96 officers and I am going to say this "You will get nothing from me and these 96 officers." There is nothing you can say to me that will motivate me to do any course of work. With the summer weather heading back to Chicago, I look forward to reading the Sun-Times headline of the future shooting that will occurred. Best of Luck and smile at me when you see me at work I am taking classes to become a lawyer. Can't wait to work for a firm and let my beautiful long brown hair down and walk in the loop with a pretty black brief case. A few years from now this job will be history.

Back in 1969 my brother was involved in a police shooting that killed a banger. There was no round table and there was no union at that time. That incident was brought before the Grand Jury. This is nothing new, it is just new to us.

I doubt that the SAO intends on indicting individuals the day after a shooting incident.

What I can see is the SAO initiating a Grand Jury investigation into each police shooting.

This would be done with the intent of having all individuals with knowledge of the incident being sworn and then testifying and if later they change their testimony they could be charged with perjury and if they refuse to testify in the future their testimony could be utilized in future court proceedings.

This would benefit the City in that it would prevent plantiff's attorneys from utilizing the PD for discovery purposes as Grand Jury proceedings are by-law, except in the Burge investigation, from being disclosed.

Will it benefit the individual officer? I doubt it. I would hope the FOP has a comment on this.

The det. handling the case would present the facts to the grand jury and get a no bill(hopefully) taking the heat off the city so they could say that a grand jury heard the case and found no crime had occured.

I am former CPD Officer and have worked in Task Forces with the FBI in which deadly force inicdents occurred.

I pray that your information is inaccurate because that is not the way the FBI conducts their own shootings investigations.

I was a command officer during 5 shootings, 3 of which were fatal (offender killed). An admin investigation and criminal review were both started immediatley and run in parallel.

The FBI would conduct inteviews and speak with involved personnel at their convenience, sometimes a week or two after the shooting.

Once the investigation was complete it would be sent the US Attorney's Office for review; we never even came close to seeing anyone indicted. The entire process would take 5-6 months.

I was involved in a shooting with CPD in 1993 and the one thing I remember is that everyone tried to help, that lessened the impact of such a traumatic event.

Within the first 30 minutes of a shooting you know if it is going to be good or bad. If bad, give the officer their rights so that they can protect themself. If good, why needlessly victimize an officer and their family?

This idea is ludicrous, again I hope it is false. I will always have a special place in my heart for the CPD and pray for all of you every day. Keep up the good work and stay safe. This cannot last very long.

I was just talking to a New Orleans copper who told me that the procedure there is that shootings without a dead bad guy get handled in house. Shootings resulting in a dead bad guy go to a grand jury, but if it's good, no true bill.

Maybe that's what was being proposed, but I still smell a rat. Kind of hard to trust someone who wants to stick it to a cop just to prove a point.

Neither J-Fed, the Mayor or any pimp can make this happen, and I'd imaging all of you realize this.

Nobody can make a Grand Jury indict anybody.

They can bring you before the Grand Jury, hear the story, and then indict or decline to indict.

Thus, it is not beyond impossible for all officers involved in shootings to be indicted the following day by a Grand Jury.

Maybe an officer will occasionally be indicted as a result of this, and I'm sure somewhere in the history of the CPD an officer or two probably deserved to be but wasn't.

However, as indicated by previous posters, the failure to indict before a Grand Jury will be a powerful defense against later claims on the officer or the city.

While troubling, my guess is that this would actually do far more good than harm.

You can be brought before a Grand Jury, but the Grand Jury won't indict without some reason, and presumably some strong reason.

So please start breathing again.

1. Yes, a grand jury may find no wrongdoing on the part of the officer. But have you ever looked at jurys? I shudder to think who may decide my fate, especially if my case goes to court following a wonderful news day. and..

2. This is CRIMINAL, not ADMINISTRATIVE. The round table is for INVESTIGATIVE purposes... the very mention of a CR# and it stops.

3. Even if a jury finds the officer acted correctly, YOU CAN STILL BE SUED CIVIILLY under a lesser burden of proof (more likely than not instead of beyond a resonable doubt) Think OJ.

4. The system as it is is not broken, why tinker? A cr# can be obtained, the State can investigate, why immediately send an innocent copper to indictment? what's next, special grand jury, so you are automatically true-billed?

Talk to your friend again and clarify what he heard, and if he confirms, tell him to go ask J-fuck if he understands the term "indicted". An indictment means there's enough evidence to support criminal charges and the grand jury decides whether the evidence supports a trial. Unless the information gathered points to criminal charges being justified, there is no "indictment". An indictment is a formal accusation of having committed a crime.

Get it right bro before you go pumping up 90% of the people on this board. Or, at the least, try to get enough information from your source to clarify what the dumbfuck said, or meant. If he meant indictment, at least try to ascertain how he intends to indict all officers without having criminal charges to back it up before getting everyone pissed off.

I was one of the 97 police officers that was dumped from TRU last night. The reason that most Sgts gave their loyal P.O.'s was senority, disciplinary action etc.
Well, I am heading back to the district along with the rest of the 96 officers and I am going to say this "You will get nothing from me and these 96 officers." There is nothing you can say to me that will motivate me to do any course of work. With the summer weather heading back to Chicago, I look forward to reading the Sun-Times headline of the future shooting that will occurred. Good shoot gets no billed prosecution ends that day right there, finding no probable cause.

SCC as detective who has investigated many police involved shootings I think J-Fed was misquoted or his meaning misconstrued. What they want to do is allow the Grand Jury, an independent body, look at the facts and decide the fate of those involved. Before all you hard chargers who have never been to court in your lives start bashing me I think this would be a good idea. One it takes away the reverends "cover-up" bullshit, and two the detectives would present the facts, along with the witnesses under oath which later on (lawsuit time) would be beneficial to the officers involved because when the asshole witnesses "flip" they can be confronted with their Grand Jury testimony rendering anything they now say "incredible". Whereas before statements made by witnesses were made inside a police station with only police personnel present giving rise to the age old excuse, "the police made me say that". In front of the Grand Jury the witnesses will be asked if anyone is "forcing" them to make a statement.

How are these citizens chosen?

How long does each specific group of jurors serve and how many cases do each specific group of grand jurors consider?

Who determines what evidence/testimony is presented for the grand jury's consideration?

Who decides when the evidence/testimony is as complete as possible, prior to being presented to the grand jury for their consideration?

Is the primary purpose of the grand jury, from the government's pov, to convince the grand jurors THAT a crime has been committed, or, is the primary purpose to determine IF a crime has been committed?

And who decides which purpose is to be the end goal?

When the issue of shooting investigations arose several months ago, I said that the involved officer should request an attorney, not a union rep. I said the ASA should be asked if he/she was prepared at the time of the round table to issue a declination of prosecution letter. If not ask that the asa be excused from the round table. Attorney not available get sick with chest pains go to the ER, guarantee you your blood pressure will be elevated. Do anything to stall the process until you get an attorney with you. Now some hot shot Det will comment that he has investigated numerous police shootings and they can make it ok, but these times aren't normal. Now some dept. mouth piece said in the blog that it works in NY (running the shooting before a grand jury), but in NY don't they have the right to remain silent for 24 hrs? Isn't it true when the NY union rep comes out all questioning ceases?

It seems more and more that SCC comes up with some topic that shows what assholes JODY THE JAG and company are. This is followed by several comments saying the proposed idea or facts are a good thing. I think we have Jody's tools using this blog to champion his silly ideas.

I know that the people that write on this blog and post comments are not necessarily the sharpest tools in the shed, but the way this entry was presented gives the wrong impression of what is actually the case.

First, you are naming a 'trustworthy source' which, for this blog, requires the reader to make a tremendous leap of faith.

Second, he isn't going to indict officers that use their weapons. You would have to be a complete idiot to believe that. Nobody takes the roundtable seriously, the public thinks it's a hoax and it creates more harm than good. The answer is to put the details in front of a grand jury for their thoughts, not to indict the officer(s).

If anything, this move is going to HELP the police because it will give credibility to the shooting judgment process that will likely shield the officer from further lawsuits or CR's.

The new superintendent is trying to give you guys the better weapons you've begged for, new equipment, and has been on the job for hardly any time at all and you jump down his throat constantly. You guys are giving a bad name to those of you that actually go out and get it done day in and day out.

If an officer is involved in a shooting the first officer on the scene should immediately mirandize that officer. Then the officer should demand his lawyer on grounds that they were given their criminal rights.

As for the immediate oral recount an officer is required to give their superior, make it very brief and broad: "I defended myself using deadly force to prevent my imminent death."

Then wait for the lawyer. If you think the department will look out for you, you are nuts. Watch out for each other.

Jody Weis is a career fed. The feds don't give statements after they are involved in a shooting. They are allowed to go home and give their statement the next day, or two days later if they are to tired. I'm not making this up. Ask any dick involved with a federal officer involved shooting. FBI, ATF, US Marshals whatever. An Assistant US Attorney comes out and the guys involved are cooperative with CPD, but they DO NOT get questioned that day by their organization. They are told to go home, compose themselves and come in the next day. They give CPD a brief account if charges are being sought at the local level, but if the US Attorney is taking the case the feds don't give us a statement. I agree with their way of doing it. J-Fed has that mindset apparently. He showed up at the police shooting in 022 when the guy fired the AK47 at officers about 10 days ago. He spoke to the officers and told them they should go home and get some rest, good job etc. The officers told the watch commander and he told them they could not go home because they had to go to the round table at Area 2. My opinion is that this story was misinterpreted somewhat.

I have read the desires of some individuals to slow down in their work, not doing anything but answer call, look the other way due to the direction of this Police Department. The comments I am going to make probably will be ridiculed by some but I feel the need to say them.
I am very displeased with the way this Department is headed:
1. Non-Sworn Department Heads (Federal and Civilians)
2. Political Hack and Ignorant Supervisors (who care only about advancement…clueless…we know who they are)
3. Bosses and Supervisors (lack of bosses who care for the troops)
4. Infringement on our Constitutional Rights (being treated as second class citizens with different rules than the public: from drinking at home to domestic disturbance)
5. Poor Equipment (radio, cars, computers etc…)
6. No contract (enough said)
7. Merit Promotions and Double Dippers (bosses taking care of their cronies like those who retired and collecting pension but hired on as civilians working basically the same job)
8. Inspectors (writing up patrol division for minor violations…are not the Sergeants responsible for Police Officers, Lieutenants responsible for Sergeants, Captains responsible for Lieutenants etc…why do we need inspectors)
9. Exempts (how many layers of bosses do we really need…Commander, Deputy Chief, Chief, Assistant Deputy Superintendent, Deputy Superintendent)
10. Sworn Secretaries/bloated personnel in units (how many sworn personnel does a boss need in his office…some have 3, 4, 5 or more)
11. Lawsuits/CL/CR (will this city and department ever go prosecute those individuals who make false allegations against members instead of settling them)
12. Knee Jerk Response to Media, Public, etc…(who runs this department? Us or the Reverends, Aldermen, Politicians, Media etc.)

The list goes on and on. BUT I AM A SWORN OFFICER. I came on this job with the intention to serve and protect (as corny as it sounds; deep inside all of us, the sentiment is true). I am out there doing my best to keep a control of the city (guess what we live here, it is our city) to make it better. I respond to calls, I help the citizen needing help. I stop for hand waivers. I do not look the other way. I do not hesitate to do my job. I do not worry about the consequences of my actions (I do what needs to be done to do my job). I do all this because it is what I swore to do. It is what makes me a Police Officer. I go home everyday with the satisfaction that I did my job. I may not like what is happening to this department, but those are events beyond my immediate control, I control my own day to day life, and I for one am not going to stop doing what I have always done because I disagree with the department.

I find it sad that my peers do not share the same views and give less than what they were giving due to their unhappiness with the department.

As for St. Jude, I have never missed a St. Jude in my whole career. But as the years have progressed, St. Jude has no longer become a remembrance for our fallen brothers and sisters but rather become a jaded representation of support for exempts. I will not be attending. I remember the fallen by honoring them by doing my job, the job that they gave their life for.

If this occurs along with the decision to overrule the Police Board J-Fed will have done more harm to the public than 50 years of bad public policy coming from the 11th Ward. Anyone who does anything for this guy is nuts. All over the country community groups want civilian review of police actions, but J-Fed overruled the Police Board. Could it be that he was never on their radar during the two national searches done by them? Is this pay back. Remember they might be reviewing his case some day if he steps in it!

I worked Special Employment as the third person on the car a couple of days ago with two old timers who were both on the job before we had the first contract. Both said that they felt that this is the worst it has been as far as trusting the city in 31 yrs. that they have been on. Also they think he is retarded about wearing the uniform. Every copper with more than three years on the job wants out of uniform.

Let’s face it as bad as some morons in the press (Neil the Sun-Times dork) think we are the CPD, the NYPD , or even the LAPD does more work (arrests) in one summer than the FBI has done in it’s whole history. Maybe he is just a want-a-bee security guard in an ill fitting suit hoping to be accepted as a regular guy. But that will not happen because of his salary and the lack of any real law enforcement background. He actually believes he is worth that amount of money. Local agents here who know him and worked with him said he is totally void on any real personality.

The Dic’s by me in Area 3 case management told me that reported crime is pretty stagnant - not down. But on-view and P.O. initiated arrests are way down! That’s why the index is down. The answer is J-Fed policy’s and just reshuffling the same four time merit promoted exempts.

One problem with this story. To be indicted there has to be a criminal charge. I can see them wanting a Grad Jury investigation as a way out of administration proceedings but indictment. Good Morning,

I was one of the 97 police officers that was dumped from TRU last night. The reason that most Sgts gave their loyal P.O.'s was senority, disciplinary action etc.
Well, I am heading back to the district along with the rest of the 96 officers and I am going to say this "You will get nothing from me and these 96 officers." There is nothing you can say to me that will motivate me to do any course of work. With the summer weather heading back to Chicago, I look forward to reading the Sun-Times headline of the future shooting that will occurred. Best of Luck and smile at me when you see me at work I am taking classes to become a lawyer. Can't wait to work for a firm and let my beautiful long brown hair down and walk in the loop with a pretty black brief case. A few years from now this job will be history.

I suggest that you all calm down and wait to find just what the intent is. If you think for one minute that an indictment is going to be voted the day following an incident, you are not familiar with the wheels of justice. This system is used in a lot of jurisdictions, New York is one, I believe. It may also be how the G handles shootings by its personnel, I don't know. I suspect that his idea is to turn the whole thing over to the State's Attorney to present to a Grand Jury. I am pretty sure that if this happens you automatically receive your criminal rights, including the right to shut up, and to have an attorney present. Many jurisdictions automatically excuse a PO, with pay after a shooting, until the Grand Jury can make a determination. If they did this, it would probably automatically give the officer a day or so to give a statement.

Please sit back and wait to see what comes from this. It may be the best thing that can happen.

Research shows that your memory is much better two days following a traumatic event then it is two hours after. The round table has been a flawed process all along...Everybody need to calm down a bit. I'm not saying there isn't reason to be cautious and even a bit pissed but everyone, take a deep breath and exhale slowly...

There is NO WAY a Grand Jury investigation would take the next day i.e. bringing in witnesses to testify.

There is NO WAY police officers would be indicted the next day.
i.e. a credible witness testifying against a police officer.

The ASA office could not get a case together that fast enough to have SWORN testimony the following day Even if they do, I'm sure a defense attorney could rip all the mistakes and lies apart.

The story that SCC is pawning off is crap. Police officers in shootings are not going to be summarily indicted or even forced to appear before a Grand Jury. That is wrong. That is crap.

What J-Fed would like to do is what most other police departments do(Seatle for one). They actually do things the right way. Cook county does things the wrong way.

In Cook County, the Chicago police department investigates its own officer's shootings and the department makes its own determination on whether the shooting was criminal. That doesn't happen anywhere else in the universe. Everywhere else, a final determination is made by the State's attorney, a Cororner's Inquest, a Grand Jury, or some other civilian review board separate from the police department. In fact, most other police departments don't even investigate their own officer's shootings, they have the state police or another agency investigate.

Cook County doesn't have any of these reveiw mechanisms because no one wants to be politically responsible for making these decisions.

That's because, despite the chanting from the criminal community, almost all police shootings are justified under the CPD rules and practically every single shooting is NON-CRIMINAL even if it violates CPD rules.

J-FED has no authority to bring officers to a Grand Jury or set up a Cororner's Inquest, just like J-FED has no authority to buy M4's or new cars or make schedule changes or hire new officers or change the merit process. J-FED can drive home drunk coppers if he wishes.

Like SCC, J-FED talks out of his ass.

To clarify:

A grand jury's purpose is to review the prosecutor's evidence and their initial presentation of a case to determine whether there is enough evidence for the GRAND JURY to hand up and indictment. The ASA is not the party that "indicts". They only present a case to the GJ and try to get them to "indict" based on their facts, after which if the GJ agrees, they will "indict" based on the complaint filed by the prosecutor. In order for a GJ to review a case, the ASA will first have to have conducted their own investigation and in their own opinion they will then have to draw up an actual complaint against the officer in which they will need to state the facts they believe will support a case for criminal charges being placed against the officer. A GJ cannot be used as an independent review panel to review the circumstances and determine whether the officer acted improperly or not. That is the job of the ASA.

If in fact this is what FedFuck thinks he is going to try doing with the ASA, then it will fail before it ever gets started. If this situation were to occur, it would be violating the officer's right to due process since they are improperly using the GJ as some sort of "review panel".

Either the exempt who was attending this meeting misinterpreted FedFuck's comments, FedFuck himself doesn't know shit about the legal system and it's proper use, or the admins here misinterpreted their buddy's comments. In any case, it's a bit irresponsible to post a topic this inflammatory without doing a bit of investigation themselves to let readers know that this topic has no merit and will never see the light of day. Even a 3rd rate ambulance chaser working for the FOP knows this will never happen the way it was posted here and won't be taken seriously if it is in fact a pale attempt to put more bullshit on the bargaining table.

Back in 1969 my brother was involved in a police shooting that killed a banger. There was no round table and there was no union at that time. That incident was brought before the Grand Jury. This is nothing new, it is just new to us.

Slow down and make them pay for the attack on us.

If the Cook County States Attorney or the Attorney General wants to investigate you or anybody else in front of a Grand Jury, then that is their decision.

The real fight is what can the department do to you under the new contract if you refuse to say anything.

The 5th doesn't protect you from getting canned.

Is it true that J- Fed has gotten two CR numbers and one was unfounded administratively by the head of IAD, who was also an accused? If you are an accused, I thought you couldn't do your own investigation let alone unfound a CR. Hmmmmmmmmmmmm inquiring minds want to know.

Also, she claims that Brian Murphy is coming back to the department as a Deputy Superintendant, didn't he leave as a Lt. when he took a post in the Mayor's Cabinet? just shows you that NOTHING changes in this department. Answer your calls, back each other up and go home safe, nothing more!

Story in Scum times told of Commander mealer who won $30,000 from a shakman award. He was denied promotion to captain. yet he was promoted to captain and now commander. Why the award when he was not denied a promotion? mealer is a miserable prick who is never happy despite he strong religious beliefs. He will not comment on the award money. he must be embarassed to win $30,000 for nothing. Did he donate the money to the church?

One problem with this story. To be indicted there has to be a criminal charge. I can see them wanting a Grad Jury investigation as a way out of administration proceedings but indictment. You can't just tell the jury ...investigate this and make up a charge.

I don't see how you could do that.

You could have a GJ do fact finding stuff .... but they have to be led by the nose by the ASA ....

just an investigation by the
states attorney of possible charge(s). If a true bill is handed up then you are arrested and if you make bail then you have an arraignment and on from there.

Nice try. If what you say is the case, and it is not, then the department would have to pay us 24/7. It will never happen. Duty availability means you are ready to be called in but off duty. If they enforce Drug testing off duty then you are on the clock.

a couple of things. 3 dead in 010 one dead in 025. this is as far as i knew at about 1500. too bad it didnt sound like any were CPS honor students.

There is no union. FOP is a fraternal organization whose leaders are paid extremely well by the city. I still don't understand why the FOP(water buffalo lodge) does'nt question the Mayor's silly claim that there are 13,500 police officers. You can't aggressively negotiate with the city when your supposed union leaders are being paid by the opposition.

A man is in police custody for allegedly firing a handgun at police, who returned fire, during a chase early Wednesday in the West Pullman neighborhood on the Far South Side. No one was hit.

The incident occurred about 1 a.m. near the intersection of West 123rd Street and South Lowe Avenue when police recognized a man walking on the street as someone wanted for questioning in a murder investigation, according to Calumet Area detectives.

When police pulled up next to him he pulled out a handgun and started running. Police gave chase and he turned around and fired multiple shots at police, who returned fire, Calumet Area detectives said.

Police caught up to him and placed him in custody. No one was hit by bullets and charges have not been filed as of 8 a.m.

The ones who got turned away from training because they failed the power test, should be grateful because the first one to use that M-4 rifle is going to find themselves in front of a grand jury, explaining why they felt the need to use a rifle. No thanks! J-Fed and "Dick" Daley might as well just hand the city over to the gang bangers and shitheads because I can't see anyone rushing to a "shots fired" call unless the shots have been fired at the police! I was one of the 97 police officers that was dumped from TRU last night. The reason that most Sgts gave their loyal P.O.'s was senority, disciplinary action etc.
Well, I am heading back to the district along with the rest of the 96 officers and I am going to say this "You will get nothing from me and these 96 officers." There is nothing you can say to me that will motivate me to do any course of work. With the summer weather heading back to Chicago, I look forward to reading the Sun-Times headline of the future shooting that will occurred. Best of Luck and smile at me when you see me at work I am taking classes to become a lawyer. Can't wait to work for a firm and let my beautiful long brown hair down and walk in the loop with a pretty black brief case. A few years from now this job will be history.
