Why Morale is Down

A bunch of people decided to go off on the FOP reps who showed up. Fine, this is still America, and although there is no Right to Free Speech on this blog, we let all those comments go because we figured we'd address them later.

First of all, Donahue, Bella and J-Fed aren't going to negotiate the contract in a room with 200-plus coppers standing around. It just isn't going to happen. And although the City has been dragging their feet for a year now and claiming they couldn't discuss a contract until a new Superintendent was in place because he was their "lead negotiator," the fact of the matter is J-Fed has never operated under a contract, doesn't know what a contract entails, and has no power to bargain for anything. That's why the City has lawyers and a mayor to tell them what the Police will be granted.

Donahue being silent seems to be some sort of misguided allegiance to a promise not to negotiate in the media. We don't know if the President missed it, but the City has been "negotiating" in the media ever since J-Fed got here - fitness standards, work schedules, new equipment, etc. Each of these is a pretty blatant attempt by the City to sway voters, aldercreatures and anyone else with a dog in the fight. And FOP is looking like a little poodle.

Bella concentrated on the Cozzi incident for a reason, and the reason is that J-Fed circumvented the system. By doing an end around, he has potentially set a precedent that negates the entire disciplinary system. Cozzi admitted wrong doing, was found guilty and liable for his behavior, was punished severely, apologized in open court, served his punishment and went through the process of rehabilitation. Then suddenly it doesn't mean anything anymore? Is rehabilitation only for the rapists, child molesters and murderers now? Cops can't make mistakes? Lose their cool? Be rehabilitated?

Here's the thing - J-Fed admits he called the FBI Civil Rights people or US Attorney or whoever on Cozzi. He brought in outsiders to circumvent and bypass an established disciplinary process and an agreed upon penalty levied against Cozzi. J-Fed betrayed the Rank and File of the Chicago Police Department to such an extent that he can never be trusted. Ever. Trust is a two way street and unfortunately, we cannot trust J-Fed to have our backs in the face of an established procedure.

As collateral damage, he calls into question the loyalty of each and every member of his staff. Most of those people (the non-feds) came from somewhere. Most of them made deals, asked for (or granted) favors, got a hand up. And now all those rules went out the window. We're supposed to trust these people when we pull over a car load of gang bangers? When we disperse a corner? When we have to put hands on a subject and wrestle them? When "reverends" and their ilk can allege all sorts of malfeasance takes place as a matter of policy?

It's easier to pretend no one saw a thing.

Then why are certain PO's in certain specialized units tellings co-workers for the last three days that they are making sergeant Friday meritoriously? How would they know this fact if it isn't published yet and how pompous to already be treating your fellow officers like you are a sergeant already?

I guess you better hope your name is on the list like you are telling everyone!

Absolute, undeniable truth, SCC.

We're our own worst enemies when we allow rehearsed and choreographed answers to appease us even for a second. J-Fed and Queen Bea had anticipated the majority of the questions and concerns that were raised, and put just enough spin on their replies to temporarily pacify the masses.

You can bet that they also (correctly) anticipated the ignoranant, juvenile rants of a few coppers who resorted to thug-like tactics to be heard. Few logical or legitimate concerns were voiced that weren't followed by "boos" or other idiotic drones of disapproval.

J-Fed got first-hand confirmation of what the rank and file is comprised of, if you subscribe to the the theory of first impressions. Although he "wanted to get home to his family because he was up since 0530 hours", I'd be willing to bet he fired off a few e-mails to some fed buddies confirming their collective feelings of the CPD before he turned in for the night.

We need to formulate a plan of attack for the next meeting(s) with the poster boy for Fetal Alcohol Syndrome. Maybe as suggested elsewhere, have FOP accept questions and concerns via e-mail, compile them in order of importance based on the number of submissions, and have an FOP representative be the mouth-piece to fire them off. Hopefully the coppers present could refrain from imbecile-like outbursts until the answers were dispensed.

And for those of you leaning towards the pro-Jody camp, please DO NOT be so quick to jump on the bandwagon. In fact, don't jump on the bandwagon at all. You can NEVER trust a Fed...especially one that has been bought by our mayor.

(OT) Morale in 007 must be REALLY low, because one jagoff copper from there got into it with two highly professional Gresham 006th dist officers.
The punkass actually demanded a sgt on scene and threw his star at the po's. All they wanted was to see his driver's license. Needless to say, the po from 007 is now fucked. Good riddance asshole! All he had to do was cooperate with his fellow boys in blue, but instead he chose to play the race card and act like a thug from Grand Theft Auto the videogame.

We are missing the most important issue here--JFED went on the record and said he DID NOT refer the Cozzi case to the FEDs and then later on he made a statement through his mouthpiece that he did it. He lied to our faces and then expects us to fall in line and do what he says? Has your back 200%...

I feel most if not all officers are afraid that most of their actions on or off duty is questioned by the brass in regards of force. The same fucks that never had any accountabilty when due to the past or clout when blue now expect us to follow every general order or be fired.

When you don't stand up for us why should we stand up for the citizens?

Cozzi and no other cop is my concern, nor is a pay raise or pension. I just want to make the slum a better place to live.Even if I make a mistake and get fired or charged with a civil rights violation, Im gonna do my bestest for the mayor the sup. and the chicago voters that gave them their power. While Im at it Mette must have deserved his plight since a judge of the court found him guilty. You whiners are starting to sound like those trouble makers that founded this country. Trust the system boys its there to protect you. Gotta go Im callin iad about some guys in a unit that have been on lunch for over an hour.

the FOP should get their Asses going and use some type of legal pressure on City Hall to get our Contract done, and done correctly. Perhaps a professional Attorney for somewhere outside of Crook County could be brought in, someone with a sucessful track record on this contract stuff.

I was at the meeting and my question got answered after he stopped taking questions. I went up to him and had to find out answers.

I told him that when he was testifying in front of the city council to get this job, he told them he had our backs 100%.

Then I told him the reason morale is so low is because everytime he opens his mouth, he has nothing positive to say. The only good thing he has said so far was the police did the right thing in killing the cougar.

I mentioned morale sucked because his order came out in the C.O. book that felony Review had to be notified when any cop gets arrested.

I then mentioned another order in the C.O. book stated that if we ever saw another cop, on or off duty, that had been drinking, we needed to notify the Watch Commander and the Deputy Chief.

Then I stated his infamous quote, that if we aren't in good enough shape to catch his 3-year old child, then we have a tendency to shoot.

His response was that the order to call felony review was rescinded immediately after he found out about it. He stated Deputy Jackson (or someone) put that up without his knowledge and he thought it was ludicrous and rescinded that policy immediately.

As for notifying superiors about other cops drinking, he had no knowledge of that order.

He did state, however, that the quote about the 3-year old was totally taken out of context. He did not say it like that and accused the media of changing things around. We all know that is extremely possible.

All in all, I was glad I went to the meeting but I felt most people asked either softball questions or asinine ones. It's a shame that one PO has to pay the toll booth and drive 27.3 miles to take a promotional test. Next time she can stay home.

The most recent dog and pony show was a sham and an insult to the rank and file who are still working in silence and watching.

Nothing has changed for the better. A lot has gotten worse.

The man was hired to do one thing- "clean up" the Chicago Police Department for the Olympics and the next mayoral campaign. First chance he had to make a symbolic move Fed-style, he took it by getting Cozzi indicted by the Feds. He only now realizes that he also is supposed to run a police department while he is here, and he lost the only tool to effectively do that-the cooperation of the Police Officers. He can't unindict Cozzi. Showing off in the Sun-Times with grand ideas about cars, guns, schedules etc. is not fooling us. What now? Seems like he's completely miscalculated a group of people he can not relate to and lost everything about 2 minutes into the game. Morale will be down until this guy is gone, or until he gets us the best contract in history. Which means until he is gone.

There is no morale on this department anymore. I dont have fun anymore when I go to work, infact I dread going in. Thats what this job has become. Way too many dog do nothing police work side by side with me and nothing is ever and I mean ever done about it because the sgts and/or the lts are afraid that these officers will play the race card. A dog is a dog, I dont care what color you are and so shouldnt the supervisors. No contract again! No backup, no manpower, backlogs every fucking day, denied lunches, incompetant bosses promoted on merit that dont and will never have a clue how to be the police. yeesh

The only places in Patrol where the morale is high, or at least acceptable is where there are old school bosses who have more loyalty to the troops than headquarters. There are districts, and units where the bosses, will know the names of the blue shirts, don't make mountains out of molehills, often can talk beefers into seeing it our way, are not overly impressed with their own importance and are there on your calls without being asked. The WC there will tell the troops that HQ is nuts and wants this but the real problem is that, so keep them happy with event numbers and missions, but go be the police with the real problem. Every boss will tell you to be careful, the really good bosses will tell you HOW to be careful and still have fun doing it. Some bosses crush morale by punishing every little thing, late for roll call drop a slip. In good units the bosses use the real power to forgive to get the most out of the troops. Late for roll call, boss tears up the slip but says get a mover or a curfew tonight. If there is a disagreement about an arrest or procedure, everyone tries to figure it out what is the right thing to do without it becoming a personal argument. Where the blue and white shirts respect each other there are few problems.

Loyalty is a two way street, don't screw with working cops; don't do anything to screw up a good boss.

There are busy districts where they still have watch parties and outings; and make sure everyone gets home safe. There are districts where the WC and the desk crew will say thanks by buying the watch pizza or putting out a buffet lunch once in a while. Some very busy districts don't have scandals and they never seem to have openings either.

Stay safe, good luck and before you rag on this post, I do work the street in such a busy district.

Now we have a more educated police force (No not me but i am in the KMA club), and these kids are not allowing all the shit that was heaped on us to go unoticed! My morale improves tremendously when I get home to my family, that is all that counts. I do not get my sense of self worth from how this department treats me, if I did I would have ate the gun long ago.

The job needs to be done, I do it as best as I can and that is that. If I help someone during my tour, all the better. what my Sgts or Lt's or Capt or D/C think of me and my work doesn't mean jack fucking shit to me. I am grown enough to know I am needed on the street and that there are citizens who would be very fucked without me doing my job.

Fuck morale, fuck the CPD and fuck those silly colored ribbons they pass out at phony baloney ceremonies. Do the job because it needs to be done and tell them to shove their awards, shove their M4's, shove their promotions and shove their special units. Patrol and Detectives do most of the heavy lifting, same as ever.

Wow! When did this happen? I'm rdo so I've in my basement, under the steps drinking. I figure they won't find me there if I'm suspected of getting drunk. I been in 007 for 5 years now, and most (not all) of the po's there are decent people. That goes for black, white, hispanic and anything else there.

What watch did this happen on? Name of this particular nimrod?

First, you could show me all the stars in the world, but you better have an ID to go along with it. Too many fake stars and badges going around out there.

Second, there is absolutly no reason to give a P.O. a hard time, especially being a P.O. himself. I would never write a P.O. knowing he is in fact a P.O. But if you want to give me shit for doing my job pulling over someone driving like a jag, well now its out of m hands. Let the white shirt decide.

Third, don't they got camera cars in 006? If this is true, and this guy was acting like a jag, then I'd love to see the video

There are districts where the WC and the desk crew will say thanks by buying the watch pizza or putting out a buffet lunch once in a while. Some very busy districts don't have scandals and they never seem to have openings either.

Well said brother! There are still places like that but as you said they fly under the radar because the people there don't want it to be screwed up. I'm in a place like that now, as a sgt and there are good coppers here doing a good job. We try to work together, we attempt not to take shit personally-in both directions- learn from what happens and move on. It makes a long day shorter when you can have a few laughs and lock up some jerkoff now and then. Event numbers, missions, take them for what they are worth-nothing at all but a few BS numbers on a piece of paper. Just try to separate the unimportant from the important.

Unimportant: missions and shit. Doing them is out of your and my control.

Important: everybody goes home safe.

I have stopped a few coppers over the years. When I see the star I always asked if they had an ID to go with it. If they started to reach for a wallet it was have a nice day & stay safe....

I understand that the reason we recieved new stars was that so many had been lost or stolen. I seem to remember that you suppose to carry you ID along with the star.

OT) Morale in 007 must be REALLY low, because one jagoff copper from there got into it with two highly professional Gresham 006th dist officers.
The punkass actually demanded a sgt on scene and threw his star at the po's. All they wanted was to see his driver's license. Needless to say, the po from 007 is now fucked. Good riddance asshole! SCC that was a great post. It brought back memories of a roll call where the watch commander said "He was right behind us in all our actions as police officers." I was a PPO then in my first cycle and was being trained by a seasoned FTO. The watch commander seemed sincere and I was moved by what he said. I spoke to my FTO about it. My FTO said "Right kid, he's right behind us so we get the bullet first. He should of said he was beside us." J-Fed was not beside Cozzi but right behind him before he pushed him under the train.

Doesn't matter. When you are stopped off duty you are in the wrong. Get off your attitude and pay respect to the on duty officer, just like you want the public to do to you, and you will be on your way sooner. What if they get called out, Do they go in jeans?
Many of these secretaries came on this job to work inside. Ill bet most have more time behind the desk than in a car. Hire civilians and put the "secretaries" back on the street.

Agreed! 010 is Bea Cuello's old district and she was an excellent commander, always looking out for the troops. She must be going nuts trying to teach Jody about the real police. That meeting was a start.

It must be like trying to educate the autistic without benefit of large doses of drugs. I would suggest that she try electro-shock-negative-reinforcement techniques or just use her baton.

10 hours - not what I want to do when we're in a backlog all night, all over the place handling assignments. What about those days you have court? Yea - thanks but no thanks.

12 hours? NO FUCKIN WAY! 12 hours at work an hour getting ready & going to work, another what 20-30 minutes to get back home. Again, what about court days? And those with families - with school-aged kids? 'I'll see ya in 3.5 days kids! No, wait check that 4.5 because I have to get some sleep' Oh, wait no - 5.5 days cause I have court.' Sidejobs? There's alot to consider.

I have NO desire to handle 12 hours of baby mama drama & the 10 year old is disrespecting mama (b/c somehow this is a police matter?). For a longer span of days off? It'll be like midnights. You'll spend the 1st day just trying to catch up on sleep.

Remember - is brain-child was J-Feds idea to 'keep us out of the bars'.

Our illustrious FOP has admitted that they haven't even researched other possible work schedules to bring to the City for contract talks.

Folks - this is about officer safety. 10/12 hour shifts is too long to be on top of your game when being on the streets. It's not like we're office urchins plopped behind a desk all day. I am NOT trying to be the Doom & Gloom police here, but honestly - we risk our lives everyday when we hit the streets. Even more so in the climate of the City right now.

I am sick of the 6 day work weeks as well. Hell, by day 4 I start to feel the drain - by 6 most often I feel like a wrung out dishrag. I know we all feel the same.

I do recall quite sometime back (2 yrs maybe) there were posts regarding other departments reasonable work schedules.

There has to be a better way.

I think morale is low because our Superintendent has made it obvious that he will not back us up. He has every intention of kissing ass to the media, phony Reverends, Daley, and any other political hack that can further his own agenda. If you're a worker you are the one who has everything to lose.Please Jody, grow some balls and realize our job is stressfull enough without a Superintendent that doesn't have our backs.

You could lose your job, your house, pension, deferred comp, money that you saved and spend time in jail. So the remedy to this as beat cops is to answer your calls for police service and if you see anything on view take care of it. Other than that try to make it though the day and do what you have to do to stay safe and go home to your family.
