Rifles on the Street

But unfortunately, not in the hands of police. From the comments:
  • Chalkie was in 011 this afternoon!
    "Units in 011 and ciytwide- Man shot in the head and chest with a .223 round- lots of calls coming in-Units use caution as you are out gunned".
Another comment describes the head of the deceased as sporting a rather large hole. If we aren't mistaken, a .223 will go completely through a vest and anybody wearing it. How many coppers did we have to bury in the 80's before we got semiautomatic pistols? And even then, the Department fucked that up beyond all comprehension

ATTENTION J-Fed, Bea, Mike and Jim and every other member of the Command Staff. Get off of your collective asses and get some fucking rifles and shotguns on the street. And spare us the bullshit about passing a "power test" to carry these guns. Find and qualify people to carry these guns on the street NOW.
  • Not tactical guys who are detailed out of their districts more often than you admitted to the aldercreatures and the press;
  • Not detectives closeted in the Areas with the guns tucked away in safes;
  • Not SWAT teams miles away from any sudden outburst of rifle fire;
  • Not the midnight Gang/Gun/Saturation teams or even the TRU people who work nights.
This shooting happened in broad daylight. Lord knows how many 10-99 units are working in 011 on days, but if it's anything like the rest of the City, it's a lot. And if some poor copper drives around the corner into a firefight involving rifles and all they have is a 9mm or a .45 pistol, we will make sure that every single citizen in this city knows that YOU sent them into harm's way over a bullshit physical fitness test that has ZERO to do with the ability to handle the appropriate tool for the job at hand.

And after that, we'll really start to make your life miserable.

It is a Dereliction of Duty by the Superintendent of Police to place officers in harm's way without the tools to defend themselves properly, namely: a Patrol Rifle in every squad car

The Patrol Rifle should be standard CPD Academy curriculum. Anything less is completely and utterly unacceptable

Depending on the load, the .223 may or may not penetrate the vest. I know that most .223 hollowpoint or soft-point rounds will penetrate less than 9mm duty ammo.

Don't jump the gun here, SCC (no pun intended)...the .223 casing(s) were found just outside dude's car when it came to rest...after he was shot well over 100 feet away, stepped on the gas, crashed into a pole and perspired (that's a little Stan Nowinski for ya!) The impact caved the front end of that old Chevy in pretty good, not to mention caused severe body trauma/disfigurement to dude's probably already dead body. Long story, short: the trauma/injury to boo-boo's head may not have neccessarily come from "a rifle", rather came from blunt force trauma when he impacted the pole. Let the ME and crime lab determine the exact causes and explanations. In the meantime
don't get everyone worked up over the fact that theres rifles on the streets of the ghettos. Always have been. Sure, be cautious and vigiliant, but don't start panic-mode. I'll bet any money that that casing(s) have been on that scene from (minimum) 4th of July, maximum New Years Eve. Don't believe 90% of what the people from 011 are posting, because 90% of them half less than 3 years on and can't spell "crime scene", let alone interpret one. I work Mass trans and I was there. Consider this a first-hand account. Be safe irregardless people.

this is funny... i was a marine corps sniper and have several recorded kills, i also have many kills with the m4 and m16 rifle while bog(boot on ground) in grenada and iraq(the first iraq)...now im a little older(ok alot older) but still shoot every week on my rdo's but i know i cannot pass the power test, but give me a rifle up to and including one mile with a good scope and pookie will be dead..so do i really have to pass a powertest to carry a gun to be qualified.???

I work 99 days, if I ever turn into a firefight as described I will put my Ford in reverse just as fast as I can. In WWI Sgt York took on dozens of the enemy by himself but at least he had a good .30 caliber bolt action rifle and plenty of training. All I have is reverse gear and I intend to use it. No use getting into a firefight if you aren't able to return fire.

I work a beat car.

I qualified rifle expert while I was in the Marine Corps. I'll never claim to be the best shot, but I know how to use, clean, breakdown, and hit a target 500 yards away with an M-16.

I don't really care to work any of those details or units (tru, tact, etc.), but you can put one in my car.......and in the squad cars of hundreds of other qualified officers who are content working a beat. We'll get them to where they'll need to be quicker than anyone else since we'll probably already be on scene.

Nice to have the guns in the car. It won't prevent someone from getting shot by a rifle, but it's nice to have in the car.

Actually, maybe the only situation in which actually firing it will be of any value will be the guy in 011 who has a rifle AND is wearing a vest.

But the scare value is nice, to anyone who has a gun, because anyone else knows you can't use it for 99% of the time just like your pistol.

What if, though, instead of shooting the rifle at a suspect, he drops his rifle required weapon and starts running? I guess he gets away because I can't chase him with my rifle in my hands, and I certainly can't fight and take custody of the guy with my rifle in my hands.

But it may scare the casual fuckup.

It's too bad that in reality, it's nothing more than something to make some coppers feel a bit safer, even if it's only in their head.

It's too bad that having a rifle in your hands means you become a stationary retaliatory threat that cannot adapt to a changing scenario other than one where you have at least one other copper with you, and the guy you're pointing the rifle at drops his gun and can be taken into custody by someone other than you, or that most satisfying event that maybe he hesitates and you get to kill him with the rifle, hoping there's no one behind him within the kill range of the round.

The copper driving around the corner into a rifle fight, whatever, may not have the chance to prevent himself from getting shot. A rifle in the car doesn't stop a sniper round either.

Any way you look at it, a rifle in the car means nothing to deterring crime, nothing to the guy who runs from you and nothing to the sniper you never knew was there.

What it IS, is a liability in terms of taking one man in a two man car out of the fight in all ways since only a complete idiot would lay down the rifle to assist in a fight. Much like you wouldn't lay your pistol down on the ground and jump in a fight would you? Na, you HOLSTER and SECURE it prior to getting in the fight because you're not stupid enough to lay your gun down on the ground because what if the guys gets to it?

Where it WILL work though is downtown where maybe the drunken suburbanites will shit themselves on the sidewalk outside the bar when you point it at them.

The shithead in 011 will only laugh.

But it still would be nice to have in the car, although I'm not gonna handicap myself by being the one responsible for it, and I'm sure after a good long talk through various scenarios my partner will agree he'd rather have me carry a weapon and still be able to jump in without having to leave him and run back to the car to secure the rifle.

And to those who think you can fight with a rifle slung around your back, try it first before whipping out your flame cause it ain't easy. I guarantee once the fight starts you'll feel the liability of having to secure TWO weapons at the same time.

Slightly off topic............I live in Beat 1422, I am not a cop, just a local resident that reads this blog site daily and I must say that it is nice to see the copper on 1422 days out there doing his job on a daily basis and trying to make the community better that I live in. I know he doesnt get much credit but the gangbangers and dealers do see him out there and tend to stay away when he is out and about. I wish more coppers in that district were the same way. I appreciate seeing the police in every part of this city. Its a shame the rest of your command staff, local reverends, polictians and mayor don't even support you guys. You guys get beat up in the media over and over again by a few select assholes. Unfortunately they never tell the stories where the copper did something good. Only at their funerals. So to the men and wome of CPD, keep up the good work guys, you are greatly appreciated I am happy you are out there.

Im former CPD (012,007) I saw the light years ago and now work in one of the suburbs that border the shitty. Im my fully outtfitted police package SUV (current odometer reading 1250) I have an M4, an MP5(in .9mm) a taser,Pepperball system, and a ballistic shield). We put out 8-10 cars a watch and out of that 4/5 have the same or similar equipment.

I'm sure there are more officers on this job with your qualifications. I agree that having to take the power test is an asinine idea. Hopefully that will change and the powers that be, let officers that have been in the military carry rifles without taking the power test. Then again this is CPD.

Remember Sgt. M. Yetsin (spelling?) in 10? He was driving his squad car in in the area of 20th and rockwell. He was ambushed by a peice of shit king shooting a a rifle from the roof top of an apt. building. The round smashed thru his left forearm and f***ed him really bad. Parts of the round also hit his left thigh. The Sgt. had to retire due to disability. (loss use of his left hand). I not saying that if the sgt had a rifle with him that day this wouldn't have happened; I'm saying if everyone out there knew we were armed with these types of weapons, we wouldn't be seen as sitting ducks.

Each patrolman and patrol Sgt. and Lt. gets a taser and MONTHLY qualification range time in the basement during shift which includes his off duty 10 rd. baby Glock .45. And you know, who is more likely to face a situation when the weaponry and practice is needed? When I first started reading this blog about 3 months ago, thought many are a bunch of whiners. The complete opposite is true. You guys are getting the shaft from everyone. Be it a large segment of crummy citizens, all the crummy politicians and worse of all-your own freaking PD management. Before I retired, I qualified with the rifle. I had never shot one before. I was amazed at the accuracy. I loved (and still do) my shotgun, but there is definitely a place for a rifle in a squad. The power test to carry a rifle is a joke. You want someone with experience and knowledge. The power test is a joke to give them a chance to fire you. If you can't pass, you go on medical. If a Dr. won't carry you.......you're GONE!!!

OT but....Car chase in 025 early this morning by 016 dist gang team started at North/Long and ended up at Wabansia/Cicero.016th dist team did an excellent job calling out the chase as did 025th dist car who took over as primary persuit car.Was kind of comical when zone asked 1668 if he was monitoring and he said "99" as you could hear his engine in the background...at least he had the balls to let his people do their jobs and not terminate. Three shitheads crashed into parked cars and tried to run but were all caught at scene and two guns recovered!!

OT - Great turnout this morning for the Area 4 Ride To Remember. Over 700 bikes! I was told the procession of motorcycles was 2 1/2miles long! Thanks to the civilians and police other departments who rode.

There were a few of pissed off people (several gave us the finger, but they know where they can go) but overall a great response from the citizens of Chicago. What I saw today was the reason I became the police.

I smiled everytime someone waved or honked at us, especially the little kids. There are a lot of people out there who still like us!

A special thanks to the CFD Engine (or Truck) that was pulled over on LDS just north of 31st Street, who's members saluted us.

Kudos to all the CPD who did a great job of blocking off traffic for us - 001, 008, 009, 010, 011, 012, 021 20, 009, 008, 021, Traffic, TMA. Did I forget anyone?

Applause to the Detectives in A/4 who put this thing together. And a big thanks to Donna Marquez for her wonderful speech at the memorial. She should be mayor and Superintendant!

9mm "generally" does better on drywall,wood,glass.

.223/5.56 will penetrate soft body armor where most common 9x19 does not.

The point is, we are ENTITLED to the weapon; we shouldn't have to jump through some arbitrary hoop to be issued one. The only requirement should be whether we qualify to SHOOT the damned thing, not whether we can hop on one foot while patting our head for the specified period of time.

I've told my family to sue the city if I die because I'm outgunned due to this idiotic excuse for not providing us with the firepower we need in this day and age. I might be dead, but they'll OWN Richie's summer compound and Jody's cats, too. And you guys will finally have the equipment you're entitled to.

We're capable.

And we're still waiting for your examples of our "put downs."

There is more to being on S.W.A.T. than shooting tests and physical tests. Those are just the starting points because you have to start somewhere.

How did this turn into a critique of SWAT? Have you no concept of how to argue logically? Did we put down SWAT? Only in your misinterpretation of the word "embarrass."

Fine. Here we go. SWAT is a difficult and dedicated part of police work. It takes lots of training and teamwork to function as a single unit and go up against some very hairy situations. We appreciate how hard it is.

That being said, for the most part, SWAT knows going in that they're going to be up against some seriously disturbed or fucked up situations. That's the mission. Patrol however is going to stumble into more shit just by dint of being out and around responding to 911 calls. Patrol needs shotguns and really ought to have rifles available. We are steadfast in that belief.


I'll excuse your NARROW MINDEDNESS as a lapse in your better judgement.

And we'll excuse your misinterpretation of our word and your complete inability to address the accusation made at the beginning of your post. You still haven't identified one single instance of us dragging an officer into our argument - your strawman still hasn't been knocked down.

We'll also excuse our decision to publish your silly comment, but we were bored tonight and you made it awfully easy to make a point.


But in the future please use a little more caution when you throw your fellow officers under the bus. When you don't YOU sound like an ASSHAT.

Another great observation of the SWAT guys...worked housing a few weeks back and was having dinner at the Portillos downtown. Tourists approached the "cool-looking guys in the green outfits!" (as heard shrieked by an over-excited pre-pubescent boy) and asked to take a picture with/of them. One of the SWAT guys (didn't make out his name) became the mouthpiece for the group and insisted that there would be NO pictures because he didn't want the team's identity compromised. Do you believe that shit!!?? I would maybe have understood if the tourists were non-English speaking and of Middle Eastern descent...but a 6 year old boy from Nowhere, Iowa??? The kid broke down in tears and kept asking "Why?", to which one of the SWAT guys responded "it's policy, kid - one day you'll know what that means". SWAT left and we offered to take pictures with the kid, and he was overjoyed. The Mom was in tears also at this point and couldn't thank us enough. The Dad shook all of our hands and promised to write a letter to the Sup detailing both the negative and positive points of the family's first interaction with CPD. Way to go, SWAT.

in the May 05 post "Rifles? Not for You" you also chose to say you could name half a dozen officers off the top of your head that could outshoot anyone on SWAT. Obviously I have no clue who SCC is but you seem to know a lot about the guys on SWAT and how well they shoot. When comments are made like that it sounds as if you are putting us down. Thats what my point was. I guess this has gotten way out of hand but the point is we do train hard and we do what we do because at least we are doing it for OUR fellow officers. It is the one place left where I can work hard, enjoy what I'm doing and know it's about my friends in blue not these pieces of crap that could care less about us. Ever in the military? Our troops take people into custody with M4s all the time. Zip cuff them and haul them away. The M4 is not for every use, every situation. It's there for the time that you need it. As far as rounds going through people, I would assume that hollow points would be the authorized ammo. The rounds mushroom on impact and won't go through.

If rifles are issued, extra rifle stopping vests and additional anti-rifle round protection should also be issued.

So now instead of taking 30 seconds to get your rifle out of the trunk and get ready for action you will take an extra 30-60 seconds to put your extra gear on and then get your rifle ready for action.

If it was me, I would say get a shotgun over a rifle and put it up in the front of the squad in a locked rack, with some kind of fast release lock. Something that is positive, but can be operated fairly easily under stress.

Most street cops will never need a rifle, but a shotgun might well come in handy more often.

A shotgun is pretty close to beign as accurate as a rifle at the ranges you are likely to encounter in an urban area. And 00 buck shot won't travel anywhere near as far if you miss as a .223 will.

Put the rifle in the trunk if it makes you feel better, but my guess is a nice 870 would better serve the average street cop, and would certainly get more use (unless the power minds made the ROE's so restrictive they were useless).

Swat is comprised of mostly rubbers that were not the police and that includes the hold overs from SOS. Couple of real police still there but not many. Most of you were given thousands and thousands of rounds of free ammo from the city in order to sharpen your shooting skills so you could qualify. If you constantly have to justify your existence shouldnt that tell you something. It is still a phone call unit. And no, most of the best marksman on the department are not on SWAT. Stop trying to sell your bullshit to someone that didnt work there. You guys work really hard while sitting on Rush St in front of starbucks for hours at a time. Its a cush spot so take it for what it is. And no I dont want to fight you or meet you in the lot of Homan sqaure after work I will just laugh at you whenever I see you.

this is funny... i was a marine corps sniper and have several recorded kills, i also have many kills with the m4 and m16 rifle while bog(boot on ground) in grenada and iraq(the first iraq)...now im a little older(ok alot older) but still shoot every week on my rdo's but i know i cannot pass the power test, but give me a rifle up to and including one mile with a good scope and pookie will be dead..so do i really have to pass a powertest to carry a gun to be qualified.???

Your response sir shows that like most of the people who write on this blog, they do not know what they are talking about. I don t know where you learned how to spell Corps but it sure as hell was not in my United Staes Marine CORPS. That is the way it has been spelled for the last 233 years.
Rifles when needed are a tool that we can not do with out. But they are usesless when not being employed. I don t know how the selection procedd should be made as to who carries an M4. Just becaise you can hit a paper target at 25 yards does nt mean anything when the time comes to acting under perssure. Anyone that has ever been in a fire ffight knows it s true. Having been around Negligent Discharges in both the CORPS and this job, that 223 round will go a long way........ and it does not care who it hits. There are plenty of people on this job who should not carry a handgun let alone an M4. I do know that when you need one you can not wait for it to arrive. That gun fight is usually long over with, unless you are engaged with an enemy who is prepared to slug it out. And that does happen.......P.O. Clark. LA Bank Robbery.

Yes, there were few M4 classes already for the ones that pass the power test. So, there are at least over 120 or so officers are qualified with the M4 riffles out there. FYI

I learned today that the south suburban town of Posen has semi-automatic rifles (M-16's) in each one of their squad cars along with ballistic helments and shields....

Maybe our "policy section" guys can call out there and try to get it right...WTF

Another great observation of the SWAT guys...worked housing a few weeks back and was having dinner at the Portillos downtown. Tourists approached the "cool-looking guys in the green outfits!" (as heard shrieked by an over-excited pre-pubescent boy) and asked to take a picture with/of them. One of the SWAT guys (didn't make out his name) became the mouthpiece for the group and insisted that there would be NO pictures because he didn't want the team's identity compromised. The kid broke down in tears and kept asking "Why?", to which one of the SWAT guys responded "it's policy, kid - one day you'll know what that means". SWAT left and we offered to take pictures with the kid, and he was overjoyed. The Mom was in tears also at this point and couldn't thank us enough. The Dad shook all of our hands and promised to write a letter to the Sup detailing both the negative and positive points of the family's first interaction with CPD. Way to go, SWAT.

To the guy who said "chill out gun wackos", i feel sorry for anyone who rides with you, sir ! You are most likely the guy to be found with old green bullets in his magazines, and probably soft magazine springs as well. Heres a clue for you : When the slide doesnt lock back after the last round goes out of the pistol, you need to go to gunsprings.com and get 5% extra power mag springs. Thats 10% extra power springs for glocks, which are very tight from the factory and make the pistol so reliable in the first place. I did my 3 sig mags in 15 minutes... 8 round single stack mag springs last much longer than the 12-15 round staggered mags..A life saving tip for the cop on the beat who is waiting for long guns from J FRAUD !

SWAT uses fully auto M-4 rifles.

Slightly off topic............I live in Beat 1422, I am not a cop, just a local resident that reads this blog site daily and I must say that it is nice to see the copper on 1422 days out there doing his job on a daily basis and trying to make the community better that I live in. I know he doesnt get much credit but the gangbangers and dealers do see him out there and tend to stay away when he is out and about. I wish more coppers in that district were the same way. I appreciate seeing the police in every part of this city. Its a shame the rest of your command staff, local reverends, polictians and mayor don't even support you guys. You guys get beat up in the media over and over again by a few select assholes. Unfortunately they never tell the stories where the copper did something good. Only at their funerals. So to the men and wome of CPD, keep up the good work guys, you are greatly appreciated I am happy you are out there.
