Years and years of financial mismanagement are coming to the fore:
- In the latest of what could be many moves to plug a significant budget deficit, Daley administration officials are seeking to force city workers to take as many as three unpaid furlough days this year.
City officials declined to specify how big of a shortfall they are anticipating. But legislation authorizing the furlough days refers to "a continuing decrease in revenues" that will create a deficit unless cost-cutting measures are taken.
Under the ordinance, which will be considered by a City Council committee Tuesday, all non-union city workers who are paid $75,000 or more a year would be required to take three days off without pay before the end of the year. All non-union workers who make less than $75,000 would be forced to take two furlough days.
"a continuing decrease in revenues"? Does this mean that taxing the bejeezus out of people will cause them to shop around outside the City (and county) to pinch every penny? We went to a large retail "club" chain the other day in the suburbs and guess what we saw that we'd never seen before? Water. Skids and skids of nothing but name brand water in every conceivable size container. Does anyone else think that this suburban retail store is seeing a boom of unprecedented proportions due to the City water tax?

Unfortunately, SCC, some hyper-sensitive soul complained about the smoking in "Jersey Boys" and the aldercritters are faced with the decision to allow (or not) an artistic exception to the smoking ban in the city. Chicago theater is not only big business, some of the work done here receives national and even world-wide attention. As a matter of fact, one of our local theaters cleaned up at the Tony Awards and a local playwright won this year's Pulitzer. Certainly, the artists shouldn't be held hostage to a law that hampers the authenticity that even the smaller venues in Chicago are known for.
So give the council a break this time. There should be an artistic exception to the ban.

The most amazing thing about these furloughs is that the multi-millionaire mayor never takes one. It would obviously only be symbolic since he seals as much as he wants but it is still beneath his regal bearing.
I rather see 3 days of mourning for the lost of our Mayor than 3 furlough days.
What's wrong with that idea SCC? I fully support it. And as a lead by example issue, the mayor and all aldermen should be the first to give up pay for four days.
But why stop there? How about reversing the pay raises that they have given themselves over the years? I don't think the people ever supported aldermen making six figures in the first place. How about a referendum on pay for elected officials?
How about losing the bodyguard details or at least trimming the fat by not having them escort the mayor out of state on his vacations. Do you think that might save a few bucks in the long run? Just think of not having to pay for the gas for a fleet of vehicles traveling to Michigan and the hotel bills for the bodyguards.
Just an idea to save money. I mean we're all in this together, right?
When Jody Weis gives back a portion of his exbortant salary we may consider taking a day off with pay just as all the command staff and bosses do now.

25th District Update
Well on 28-JUL-2008 at Wrightwood and Kostner there was a memorial for the two shitheads who were killed. We had an outside roll call at 1900 hours. Meanwhile, the shitheads were sort of having their own outside roll call. There were at least 50 of them and they gathered and put up a memorial.
And what did we do? We did nothing and then like a bunch of pussy's we went back to our beats. What a fucking outrage. What a fucking outrage!!! We should have told them to get the fuck out of there and leave.
Later on in the evening at about 2220 hours someone asked for a car because now there were even more shitheads at the memorial. Once again we did nothing.
The message we told the shitheads that night was "we are afraid of you". When leaving from work, I drove by Wrightwood and Kostner and I heard a couple of shitheads saying "those pussy ass cops don't want to mess with us, they are afraid of us dog, they are afraid of us".
This just means we are getting a contract soon! Everytime we are going to get a contract and our raise is on the line, daley brings up the we're broke show.

These guys(our union)are not listening. His point was that we will receive a retro check next year when prices are higher for gas and food and thus the retro check will help out more. ARE YOU FUCKING KIDDING ME?! Have you seen gas? Up 40% in the last year. Food, up about 5%. Inflation, up. These are our leaders. This is what we get with apathy. We rail on about the citizens not paying attention to what is happening with this city. Well, I have news for you, WE are not paying attention to our own business. Talk to your union reps and get them to understand what WE, the people that elected them, want. Lets take care of our own house before we ask people to take care of theirs.

To cover 3 days of lost furlough, Daley would have to lay off 100 police officers. Is he going to lay off PPO's or only officers covered by the union? If they only lay of officers covered by the union, when a PPO is off probation are they going to then lay them off and hire back the more senior officers?
If you are layed off are you covered by unemployment? Will the city give severance pay? They will have to pay you for all your accumulated time, furlough, etc.
Will they confiscate your duty weapon since you live in the city and can no longer own a handgun?
I think a good solution to all this is to simply have the City give the money allocated to the police to to the REV'S.They can have their peeps do all the police work for the city. They would not even need any training since they already have years of experience in the criminal system and the have their own guns.

I know I probably won't get much sympathy here but here's my story none the less. I am a civilian employee of the CPD and have been for the last 21 years. I enjoy working with you guys and gals and have made life long friends along the way.
My beef with some of you is that you don't appreciate us. Not all of the civilians are dogs. I come in every day and do what is expected of me. Over the last few years since Lord Shortshanks has reduced our staff drastically I've had to do more and more. What really bugs me are the "limited duty" dog asses that are sent to work with us. I get stuck doing my job, the job of the person who got laid off 4 years ago, and the job of the lazy LD copper.
And what is my reward? I get to spend an additional two days with my family this year. Our Mayor has decided the only way to get this shit hole out of trouble is to screw the non-union employees and make it up on our backs. We get jammed just like you guys do.
SO the next time you critize civilian employees make sure you keep in mind there are those of us who do work and care about what happens to you guys.

It really is time for Daley to resign.....
There is about 500 million dollars that is off the "Books" of the city of Chicago.
That 500 million dollars is the accumulated revenue from the 130 some "TIF Districts" that Daley and the City Council have been drawing up on almost every square inch of vacant property in the city (think land grab).
For those that are not otherwise aware, "TIF Districts" are areas of the city where all the tax revenues received as a result of the assessed taxes on property within the "TIF District" is only spent within the "TIF District" for a twenty year period after the "TIF District" is established.
As an example, let's say all of any given Beat was designated a "TIF District" and at that time that Beat/TIF District was establsihed the total tax revenues from all the property tax assessments in that Beat was 100 million dollars.
Under this "TIF District" financing that Daley and the Council have been abusing for years, that hundred million is only spent within that given Beat/"TIF District" for twenty years.
These districts bleed into different Wards. There is no structure on how they are drawn. They are drawn at the whim of the Mayor and the eunechs in the city council.
The original spirit of TIF Districts was to cultivate investment in blighted areas. Daley has perverted it so beyond what its original intent was it's turned into his personal piggy-bank.
Guess who designates how the "TIF District" money is spent? What Consultants, Developers, etc. get money out of these TIF's?

From the point where the "TIF District" is establish and tax assessments go up, the rest of the city only gets the difference between that future total, tax assessment revenue, less the accumulated tax assessment revenues at the time the "TIF district" was created.
The jist of all this is, areas of the city designated "TIF Districts" are drowning in (off the book) cash while the rest of the city is getting screwed making up for the shortfall in tax revenues.
Remember I said this 500 million is not reflected in the city's balance sheet.
There is no auditing of the receipts and disbursements of the monies going in and out of these "TIF Districts". It's all overseen by the council of eunechs who suck the mighty midgets digit.
A couple of years ago a READER reporter named Ben Joravsky asked the city council why this 500 million isn't on the books and the council basically told Jaravsky to go fuck himself as the council meeting was gaveled to a close.
The big boy media in this city has had there heads totally up there ass on this outrage.
I don't think the average Chicagoian has a clue how much TIF money has been collected or how much has been spent and that these crooks control all this money with no accountablity or audit.
This is where some of your raise money is boys.

You guys keep on saying this but I have read the contract and that is nowhere to be found in it. Page 36 covers layoffs and it only provides that layoffs will be done by seniority. Civilians may not be hired to replace laid off officers but it does not say anything about civilians having to be laid off first.
How bout beefing up the integrity unit to find out how many loafing dogs have been milking the medical, or having the sworn public safety professionals carry errors and omissions insurance to offset their off duty zeal when pummeling citizens while under the influence.
I haven't read much here lately that would remotely infer an oath was taken when those stars were handed out.

Response to $500 million dollar "TIF" districts.
Yes you are completely correct with your evaluation of "TIF" money. I suggest readers of this blog go back and read/re-read you posting. And then actual investigate themselves.
However I do disagree with a portion and only a small portion.
The actual total amount of money in the "TIF" / slush fund has increased dramatically,it is fast approaching $1,000,000,000.00
The actual amount in the "TIF"/slush fund is $893,000,000 to date, and the largest "TIF" district has just been created: Roosevelt south to 18th street, from Kolmar east to Western ave.( Sun Times; Classified section; July; City Council Ordinace). We all know the area,and today it is infested with Gangs,Drugs etc.. but so was the Depaul 25 years ago and so was Maxwell street and the United Center. Imagine the possiblities 10years from now and not a dime of Future Property Taxes will go to its intened purpose, for an additional 13 years.
Readers of the READER can find an excellent investigative report, I believe to be 5 or so pages in length.
The "TIF" district works exactly as described except the taxes collected in that "TIF" area never get to the County Treasure's Office.
EX: Your Proptery taxes for the entire year are $4600.00, as you read your Property tax bill that amount is then broken into many sub-catagories, i.e. Schools,Parks, Police and Fire,Libraries etc...
The only problem is NOT ONE DIME of the $4600 is allocated to those sub-catagories. It goes directly into the "TIF" fund. (State Statute spells all this out).
So every household/business in that "TIF" pays property Taxes into the "TIF" fund and not its intended purpose...For 23 years.
This "TIF" money is then allocated as THE MAYOR SEE'S FIT. Another example: The Tiffany Glassed Dome in the Chicago Cultural Center was repaired with "TIF" money, at a cost of $2.5 million,( WTTW: Chicago Tonight report). There are some good examples of how "TIF" money is spent,It has brought some major retailers to Michigan Ave,Taylor St, Maxwell and surronding areas which creates amusement,Hotel taxes and fees etc.. Thats all good for the City and US(City employees). But there is no accountablity or record keeping associated with these Funds. And thats not good.
On another note:
What about the proceeds from the Skyway lease deal.It has been stated by the Mayor himself that these funds were to be used in an Emergency Situation. Apparently a $400 million shortfall prior to the settlement of Contracts with the Police and Fire, Increased stat's of Violence, Failing Schools( parently problem really), Mortgage Failure, No Capital improvement plan(infrastructure) and Ridiculously taxed citizens are no longer considered an EMERGENCY.
But the City is and will be able to secure The Michael Reese land now for $85 million and then reduce its future cost with a $20 million tax rebate. I still do not understand that one. The Olympics have a cost attached at 5.9 billion to build the infra structure, that kinda makes sense
since citizens will be able to use the infrastructure long after the Olympics are gone, but those are in Today's numbers, not 2009-16. We all hear of the crooked deals Today, what about then?
The original poster knows his facts and I applaud you. But it seems there is a bigger issue here than what appears at the surface. The rest of the Citizens of Chicago seem to be docile, along with the Media. Maybe, it has been ingrained into our DNA as Citizens that, this is truly the cost of living in the City.
These facts are right there in front of everyone to investigate themselve. With the internet so readily available search yourself.
We may have missed the "boat" on Aldermanic elections last time but there is an Election this Novemeber for State Rep's and Senator's, and the two go hand in hand. Please Vote and Vote with an informed Hand.

25th District Update
Well on 28-JUL-2008 at Wrightwood and Kostner there was a memorial for the two shitheads who were killed. We had an outside roll call at 1900 hours. Meanwhile, the shitheads were sort of having their own outside roll call. There were at least 50 of them and they gathered and put up a memorial.
And what did we do? We did nothing and then like a bunch of pussy's we went back to our beats. What a fucking outrage. What a fucking outrage!!! We should have told them to get the fuck out of there and leave.
Later on in the evening at about 2220 hours someone asked for a car because now there were even more shitheads at the memorial. Once again we did nothing.
The message we told the shitheads that night was "we are afraid of you". When leaving from work, I drove by Wrightwood and Kostner and I heard a couple of shitheads saying "those pussy ass cops don't want to mess with us, they are afraid of us dog, they are afraid of us".

OK everybody, shut up about the unpaid days. Listen to what's going on. NON-UNION employees will have to take days off. Every copper below the rank of Commander is a union employee. No unpaid days for any of us. If you spend as much time learning your job as you do crying like little bitches on this blog, you would know how to keep our as--es out of trouble. oh cry me a fucking river what do you care about kostner/wrightwood for? maybe the sgt should have taken all the cars out of roll call to harass the grieving mourners and spark a lawsuit? at least you're working in 25 where there's decent places to have lunch at.
